Job Specification
The Director, Finance & Accounts, will be responsible to the Chief Executive Officer for coordination and management of the Finance Accounts and credit control function.
Specific duties and responsibilities will entail:
Co-ordinating the development and implementation of internal financial and accounting policies, strategies, standards, programmes and regulations;
Overseeing financial management, accounting and credit control for the Corporation’s financial resources;
Co-ordinating the implementation of financial management and accounting regulations, systems and procedures as per the PFMA;
Providing technical advice on financial management and accounting for the Corporation’s financial resources;
Ensuring implementation of the Corporation’s strategic plans is in line with the Board of Directors’ approved budgets;
Co-ordinating the preparation and implementation of the Corporation’s budget in consultation with the heads of department;
Monitoring budget and reporting;
Ensuring statutory deductions are remitted to relevant authorities
Monitoring and evaluating performance of the Department;
Co-ordinating the preparation of progress reports of the Department;
Planning and budgeting for the Division;
Ensuring the development and implementation computerized information systems and infrastructure in the Corporation;
Building capacity and managing performance of the Department.
Person Specifications
For appointment to this grade, an officer must have:
At least fifteen (15) years relevant work experience, five (5) of which must have been in a senior managerial position;
Bachelor’s degree in any of the following disciplines: Commerce (Finance/ Accounting option), Economics, Business Administration (Finance option/ Accounting), Business Management (Finance/Accounting option), Finance or its equivalent and relevant qualification from a recognized institution;
Master’s degree in any of the following disciplines: Finance, Business Administration (Finance/ Accounting option), Business Management (Finance/ Accounting option) or its equivalent and relevant qualification from a recognized institution;
Certified Public Accountant (CPA)K by Kenya Accountants and Secretaries Examination (KASNEB) or any other relevant qualification from a recognized institution;
Leadership course lasting not less than four (4) weeks from a recognized institution; Proficiency in computer application skills from a recognized institution; and Demonstrated a high degree of professional competence, managerial and administrative capability as reflected in work performance and results.
