JOB DESCRIPTION
Duties and Responsibilities at this level entails:

Participate in the development, implementation, and review of supply chain management policies, strategies, and programs;
Ensuring compliance with the Public Procurement and Asset Disposal Act 2015 and government regulations related to supply chain management activities;
Ensuring timely submission of quarterly reports to the National Treasury and Public Procurement Regulatory Authority (PPRA);
Ensuring efficient procurement of goods, services and works;
Coordinating preparation of procurement plans in accordance with the budget process;
Evaluating suppliers and contractor’s performance;
Ensuring prudent and timely execution of contracts;
Coordinating processing of tenders, market surveys and research;
Managing pre-qualification of suppliers, inventory and stock control;
Ensuring compliance with re-order levels for various items;
Overseeing preparation of supplies expenditure estimates;
Overseeing disposal of stores and automation of procurement processes;
Ensuring adherence to quality standards;
Reviewing tenders and contract documents;
Maintaining and updating supplier data base;
Participating in planning for supplies and procurement needs of the hospital;
Coordinating development of supply chain management strategic plans;
Training users on compliance with established procurement regulations and policies; and
Interpreting procurement policies.

JOB SPECIFICATIONS
For appointment at this grade, an officer must have:

A minimum period of eight (8) years relevant work at least four (4) years’ experience in a supervisory position.
Bachelor’s degree in any of the following; Supply Chain Management, Commerce (Supplies Management option), Procurement or its equivalent qualification from a recognized institution.
Master’s degree in any of the following disciplines; Supplies Chain Management, Commerce (Supplies Management option), Procurement or its equivalent qualification from a recognized institution.
Leadership/Management Course lasting not less than four (4) weeks form a recognized institution.
Membership in good standing to Kenya Institute of supplies Management (KISM) or Chartered Institute of Purchasing and Supplies (CIPS).
Valid 2024 Practicing License.
Proficiency in computer applications.
Fulfilled the requirements of Chapter Six (6) of the Constitution Kenya, 2010.
Demonstrated professional Competencies and administrative capability.
