Deputy Commissioner – Technology Innovation and Intelligence

The Kenya Revenue Authority (KRA) is the principal revenue collector for the Government of Kenya with the primary goal to deliver Kenya to financial self-sufficiency through effective tax revenue mobilization. KRA is seeking a result-oriented, self-driven individual of high integrity to fill the position of Deputy Commissioner – Technology Innovation and Intelligence.
Purpose of the job:
The Deputy Commissioner Technology Innovation & Intelligence will be responsible for defining the technologies necessary to attain KRA’s objectives and the transitional processes for implementing new technologies in response to changing needs.  This will include, but not be limited to advising, implementing, and leading on initiatives encompassing technology and applications, data analytics and data security.
Key Responsibilities of the job:

 Strategy:

Lead the creation and evolution of an enterprise architecture function.
Work with business and IT leaders to ensure the application architecture is internally aligned with corporate strategy, innovation programs, customer initiatives, regulatory and legal matters and other strategic priorities (Submission processing, managing tax payer accounts, reporting filling and payment compliance, cyber security requirements etc).
Define, implement, and promote application and software architectural guidelines, standards, best practices, evolving technology solutions governing mechanisms, key processes, and controls and supporting tools.
Contribute to strategic, transformational programs, promoting implementation of industry best practices.

Innovation and Continuous Improvement:

Oversees research and information gathering to monitor the industry solution landscape. Leverage expertise provided by thought leaders and industry benchmarks to ensure that software and application development capabilities are aligned with market developments.
Participate in internal process improvement initiatives and recommend best practices to the business.
Ensure for effective operational performance of systems and their ability to provide the desired results.
Building new application software (apps) to facilitate easy and “positive experience” access by taxpayers.
Creating a simple user interface(s) with customers.

Business Partnering:

Work with third-party vendors on tool optimization efforts.
Provide advisory to senior management on required investment to drive key application integration initiatives across KRA, including the future state application integration architectures, roadmaps, standards, tools, policies.
Provide data models, tools and frameworks to enable better decision-making at all levels.
Provide an organization-wide view of programs and projects on a timeline with their relationships and impacts across the authority.

Big Data Capture & Analytics:

Drive the technical planning, research, and architectural design for KRA’S big data platform, including big data lifecycle management, big data storage systems, data security and data governance.
Automate the full lifecycle of data management across the enterprise.
Design and implement processes to ensure data reliability, efficiency, quality, and continuous improvement.
Work with business teams to evaluate and implement analytics reporting and business intelligence solutions or enhancements to improve data management and modelling processes.
Assists with the design and development of information delivery components including dashboards and reporting metric templates.

Database Integration – Internally & Externally:

Develop a data modelling and design capability that effectively integrates data from a variety of internal and external enterprise solutions.
Support new data development, ensuring consistency and integration with existing data structures.
Promote shared infrastructure, enterprise data and applications to reduce costs and improve information flows.
Leverage various programming languages and tools to integrate systems.

People Leadership:

Lead cross-functional teams on software and application technology selection, design considerations, evaluation criteria, due diligence requirements, and any other related software technology selection and adoption techniques.
Build a best in class team of architects; providing architectural direction to the team; managing performance and developing talent.
Train users in implementation or conversion of systems.
Work with business teams to evaluate and implement analytics reporting and business intelligence solutions or enhancements to improve data management and modelling processes.
Assists with the design and development of information delivery components including dashboards and reporting metric templates.

Candidate profile
The job holder should possess the following minimum qualifications:

Bachelor’s degree in Computer Science, Information Technology, Engineering or any other related field from a recognised university.
A minimum of ten (10) years working experience in IT enterprise/application/information architecture in a busy commercial environment.
The candidate should be a certified by a relevant body e.g. a certified Information Security Manager (CISM) or Certified Information Systems Auditor (CISA).
Demonstrated understanding of tax or commercial processes.
Strong experience working with diverse technology platforms with understanding of emerging technologies like Cloud, Big Data, and Artificial Intelligence.
Strong analytical skills project management and business process modelling skills.
Master’s Degree in a relevant field shall be an added advantage.
Experience in Big Data & Analytics; Application Software (Apps) Design; & Database Integration.
