Reporting to the Strategic Information Lead, the Data Manager will be responsible for the collection and aggregation of datasets, data cleaning, and data entry, as well as tracking and managing the flow of facility-level and patient data across various CHS Shinda Tena-supported programs, including C&T, HTS, PMTCT, TB/HIV, VMMC, DREAMS, KP/PP, GBV, and PrEP. The Data Manager will ensure the completeness, accuracy, and consistency of the data to meet the required quality standards for reporting. Additionally, the role involves reviewing and updating data quality audit tools, developing EMR data extraction scripts, and creating and maintaining web-based dashboards for performance monitoring
Key Responsibilities

Establishing a Robust Data Management System: Develop monthly, quarterly, semi-annual, and annual performance slides for CHS SHINDA TENA sites. Ensure timely and accurate reporting for daily, weekly, monthly, and quarterly program data.
Database Maintenance: Assist in maintaining routine program, donor, and MOH databases such as VMMC, EID, KHIS, DATIM, C-RIS, 3 PM, and DREAMS. Conduct routine data validation checks to ensure accuracy and flag errors in reporting systems.
Data Quality Assurance: Conduct regular audits and data validation checks to strengthen data quality systems. Verify data accuracy before submission and coordinate data cleaning efforts.
Dashboard Development: Develop and manage live dashboards for program progress review using platforms like Power BI, Excel, or other suitable tools.
Capacity Building: Train and mentor data officers to handle project data demands effectively and adhere to data quality standards.
EMR Support: Support the implementation, maintenance, and reporting through all EMR systems in CHS-supported sites.
Report Generation: Compile and aggregate weekly, monthly, and quarterly data reports for donors, CHS programs, and MoH. Prepare comprehensive reports, dashboards, and graphics summarising program results.
Data Upload and Integration: Support the uploading of facility EMR data into the National Data Warehouse (NDWH) and ensure integration with other relevant databases.
Automation and Scripting: Write programming scripts to automate data accuracy checks and generate reports.
Data Analysis and Visualisation: Analyse quantitative and qualitative data to assess program effectiveness, identify trends, and generate insights. Develop data visualisation tools to aid in program monitoring and decision-making.
System Development and Maintenance: Assist in the design, development, deployment, and maintenance of electronic systems for patient monitoring and program reporting.
Ad Hoc Support: Address ad hoc data requests and provide support for special projects or initiatives as needed.

Additional Responsibilities:

Ensure appropriate data collection tools and systems are in place and used effectively.
Provide oversight for successful data management, including database development.
Develop tools for routine data quality audits and maintain the project’s management information system.
Ensure effective utilisation of project information systems.
Build the capacity of data officers.
Perform any other duties assigned by the supervisor.

Qualifications

Bachelor’s degree in Information Technology, Computer Science, Mathematics, Biostatistics, Epidemiology, Public Health or its recognised equivalent. A Master’s degree is highly preferred.
Minimum 5 years experience in Data management for health projects
Strong proficiency in Microsoft Excel (pivot tables, dashboards, power pivots, advanced Excel formulas, conditional formatting)
Demonstrated knowledge of data visualisation and business intelligence software like ArcGIS, Tableau, and Power BI
Strong proficiency in working with statistical packages such as Epi Info, STATA, etc.
Ability to develop analytical codes in R
Proficiency in real-time data collection applications, including ODK and Redcap,
Working knowledge of PEPFAR, CDC, and MOH reporting requirements
Sound understanding of comprehensive HIV/AIDS program, TB/HIV, DREAMS, KP/PP, GBV, PrEP, VMMC, and public health programming.
Demonstrated the ability to independently complete assigned tasks.
Ability to plan and prioritise own work under tight deadlines, as well as to work on own initiative and as a member of a team.
Ability to work under pressure meet strict deadlines and work with minimum supervision
