Under the overall supervision of the Senior Programme Coordinator (EPC) and Programme Manager (DTM) and direct supervision of the Programme Manager (Data for Solutions) and in close collaboration with relevant units in the Country Office, the Data Management and Visualization Officer will be responsible for providing support and contributing to the development and implementation of the Displacement Tracking Matrix (DTM) initiatives and data collection in the country, with a specific focus on Climate Fragility, Durable Solutions and Humanitarian Development Peace Nexus (HDPN) thematic areas. In particular, the Data Management and Visualization Officer will:
Core Functions / Responsibilities:
Support the DTM team with managing databases in support of ongoing assessment and monitoring activities, especially related to movement projections and durable solutions. This will include monitoring of remote data collection of projects in Somalia.
Assist in designing and expanding online interactive dashboards (e.g. PowerBi) that present key data related to ongoing DTM population and solutions activities, including displacement projection analysis for 2023 as well as durable solutions data – including the Local (Re)Integration Assessment (LORA) household assessment, service analysis and mapping, and solutions projections.
Support the durable solution activities on survey design, assessment preparation, data collection planning and monitoring, as well as in data cleaning and the preparation of final product reports and dashboards.
Review project documents of current DTM Somalia activities (Mobility Tracking, Flow Monitoring, Emergency Trends Tracking, and the Transhumance Tracking Tool) and provide recommendations for data visualizations and action plans to develop them.
Support the development of Standard Operating Procedures (SOPs) that outline technical information management processes, to support the team with the ongoing maintenance, updating and expansion of online interactive dashboards.
Provide training and assist in capacity building for the data collection team on issues related to data quality, including definitions, numbers, trends, managing and developing dashboards.
Visualize, generate, and produce reports for accessibility in compliance with the standards of the DTM programme.
Coordinates, track and follow up on the timely preparation and generation of information products, and support information sharing and dissemination through all relevant channels in line with IOM’s data protection principles and as agreed by the programme manager.
Utilizing business intelligent tools, interpret and analyze the relevant raw data into meaningful information and key findings.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
Master’s degree in Information Management, Computer Science, Media or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or,
University degree in the above fields with four years of relevant professional experience.
Experience
Experience in research and analysis in emergency and transitional contexts;
Experience managing and utilizing business intelligence (BI) software to conduct analytics, data mining, data visualization (e.g. PowerBI);
Experience using computer programs and databases (e.g. Microsoft Excel, Microsoft Word, Microsoft Access, and other enterprise database system);
Experience in advanced data visualization, presentation, and information design skills;
Numerical skills and experience in data analysis and data visualization;
Field experience in survey coordination, i.e. training and managing large data collection teams;
Experience working in international organizations and the humanitarian community; and,
Experience in relevant issues such as migration, displacement, humanitarian assistance, climate fragility, durable solutions.
Skills
Excellent understanding of different data collection methodologies;
Proven ability to manage and coordinate teams remotely and to prepare clear and concise reports, and assessment tools;
Advanced knowledge of Power BI;
Good computer background, including experience with relational databases, Microsoft applications, spreadsheets, and word processing;
Proven skills working with mobile data collection software (KoBO, ODK, ONA);
Knowledge of data protection guidelines and principles;
Knowledge of the region is an advantage; and,
Advanced knowledge of Adobe InDesign is an advantage desired.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Somali is an added advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
