PURPOSE:
To provide support to the DRC country team and coordinate with country Office in managing overall finance, budgeting, portfolio, reporting, prepare and implement plan of action, annual programme budgeting and ensure that the donor specific guidelines and DRC SOPs are adhered.
To provide input to the financial overviews of the DRC region / country project and programme portfolio and follow up on the grants allocated to the country
KEY RESPONSIBILITIES
Coordinate and assist the Country Office and KRCS in preparing contracts/ agreements, plan of action, annual and quarterly programme budgets and financial reports to the donors and ensure that the donor specific guidelines and DRC SOPs are adhered to
Coordinate with a dedicated ICA, the creation of country level grants and projects(both excel and kompas) within the DRC accounting system.
Control and monitoring of programme budgets and expenditures and ensure compliance with donor and DRC requirements
Provide input to the financial overviews of the DRC region / country project and programme portfolio and follow up on the grants allocated to the country.
Undertake quality control of cash requests and quarterly financial statements submitted by partners through the responsible delegates and other staff and process the payment requests through DRC cash transfer system.
Prepare and periodically update grant income and expenditure budget for the overall programmes in the country for example in PPFU.
Identify capacity development needs and subsequently suggest, design and assist the DRC Country Team in building the financial management capacity of the National Society.
Periodically undertake field visits to provide on-site support and financial management capacity development of KRCS and, where necessary, also the DRC country team.
Ensure monthly reporting of country office accounts including reconciliations (bank, petty cash, customers and intercompany accounts etc.)
Processing and booking DRC Country Office payments and, if applicable, workflow (internal) invoices.
Minimum Qualifications and Experience
Bachelor’s degree in finance management, Accounting or related field
Relevant professional qualification.
Working experience of at least five (5) years at field level with recognized Organization with expertise in financial management, Accounting, donor reporting, auditing etc.
Experience in multi-tasking in diverse environment.
Sound knowledge and skills in budget planning and finance management.
Proven ability to work across the project cycle management.
