Job Summary:
The primary purpose of this role is to lead the management of the health and nutrition sector in the Kenya Programme through overseeing the fundraising, management, implementation of the health and nutrition program, closely collaborate and work with the Ministry of Health at national level, UNICEF and other health and nutrition sector stakeholders. Specifically, the job holder will provide technical leadership, people management, programme management, fundraising and advocacy in the sector while spearheading the development and expansion of the health and nutrition programme.
Main Duties and Responsibilities
Programme Management and Development:
Providing overall leadership on planning, designing and the implementation of the health and nutrition programme activities in collaboration with the ministry of health, UNICEF, relevant county government departments of health and partners and in line with the Concern Country Strategic Plan 2022 – 2026 priorities
Technical support to the health and nutrition sector programme staff to enhance the effective delivery of ongoing health and nutrition projects
Embed a health systems strengthening approach into Concern’s health and nutrition programme with a focus on the system strengthening building blocks including but not limited to governance, budgeting and resource allocation, human resource management system, supplies and logistics system, health management information system and the quality of care
Guide the development of annual health and nutrition programme proposal and work plans in coordination with the programme team
Lead the design of technical approaches to inform the Health and Nutrition programme including but not limited to Health System strengthening, Community Resilience through improved health and nutrition knowledge and practices and evidence based advocacy in Maternal New-born Child Health and Nutrition.
Lead the collaboration of the Health and Nutrition programme with other sectors in Concern Kenya Programme
Ensuring compliance with organizational and donor rules and regulations, particularly with respect to financial and contract management, budget and expenditure monitoring.
Oversee and monitor the health and nutrition programme risks (including financial, logistical and other support systems, security and safeguarding) and flag issues in a timely manner to the Concern Country Director and Programmes Director.
Provide leadership and technical guidance for emergency response programming and approaches in the health and nutrition sector
People Management
Engage with direct reports for performance management and development through regular performance development reviews; monthly individual work plan development, implementation and review
Participate in recruitment, induction and on boarding of new staff and provide ongoing mentorship, coaching and support for professional development.
In conjunction with line manager, identify capacity-strengthening needs of health and nutrition programme staff, partners, county government department of health and develop capacity building strategies and plans.
Provide on-going training and mentorship to project staff both within Concern and partner organisations
Manage leave planning and utilization for direct reports
Monitoring and Reporting
Oversee the utilization of the health and nutrition sector monitoring tools by the sector staff and relevant partners
Prepare high quality written reports for Concern and donors (quarterly and annual) and other reports as required.
Conduct field visits to support field teams on effective and quality programme management and implementation.
Maintain regular and transparent communication and high quality reporting on the programme.
Representation:
Represent the country programme in relevant National level health and nutrition sector coordination and advocacy forums
Contribute to the health and nutrition sector policy advocacy with UNICEF and Ministry of Health as relevant
Maintain good working relationships and co-ordination with UNICEF, Ministry of Health, health and nutrition sector stakeholders and implementing partners
Others
Adhere to and promote the standards outlined in the Concern Code of Conduct and associated policies to their team, beneficiaries, and be committed to providing a safe working environment
Participating and contributing towards Concern’s emergency response, as and when necessary
Take all possible measure to meet Core Humanitarian Standards (CHS)
Any other duties as assigned by the line manager
Minimum Education, Qualifications & Experience Required:
Master’s degree in Medicine, Nutrition, Health Systems Strengthening, Public Health, Nursing, or any other relevant field
Proven experience (at least 10 years) of working at senior programme management and leadership role with INGOs.
Over 5 years’ experience managing and coordinating diverse workforce-technical, national/HQ advisors etc.
Thorough understanding of devolved health function and working with County governments.
Proven experience on managing health and nutrition grants
Excellent written and spoken English languages skills.
Strong analytical, interpersonal, communication and organization skills.
Strong coordination skills specifically with the ability to effectively coordinate influence and negotiate with government.
Ability to build and maintain effective relationships with senior representatives of donors, UN agencies, national and county government structures, INGOs and local partners at national or international level
Thorough understanding of gender/equality, protection and conflict mitigation issues.
Strong financial management and donor compliance skills.
Experience in the design and use of monitoring and evaluation systems.
Excellent networking and coordination skills – NGOs, UN and government agencies.
Preference will be given to candidates who have:
Proven experience in health systems strengthening highly desirable.
Strong facilitation and time management skills with an ability to plan ahead, anticipate requirements, problems and obstacles and manage competing priorities
High integrity and demonstrated ability to follow standards and policies
