Job Description
This will be achieved by supporting
a needs assessment in identity management and recommendations for identity chains focused on breeder documents and travel documents,
a Training of Trainers for the government officials from key departments involved in identity management (National Registration Bureau, Civil Registration Department, Department of Immigration Services and the Integrated Population Registration System), and
a pilot public awareness campaign about IDs and breeder documents, and about the rights associated in selected counties where the level of awareness is still low The project will assist the Government of Kenya in assessing, planning and implementing improvements to their travel documents and related issuance systems, referencing the applicable travel document standards of the International Organization for Standardization (ISO) and the International Civil Aviation Organization (ICAO). IOM will provide a training of trainers to government officials focused on new e-applications in conjunction with ICAO and International Air Transport Association (IATA) and disseminate the appropriate sensitization information to Kenyan citizens.
Specific Tasks of the Consultancy
Under the general guidance of the Head of Kenya Country Office and direct supervision of the Immigration and Border Management Project Manager in coordination with the Regional Thematic Specialist on Immigration and Border Management (IBM), IOM is seeking a Consultant with identity management expertise to conduct needs assessment of the current
In particular he/she will;
Develop a comprehensive questionnaire to collect relevant data for the proposed assessment
Conduct a needs assessment to review the current identity management situation in Kenya
Facilitate a validation workshop to review the findings and recommendations to elicit stakeholder feedback and further inputs
Incorporate inputs from the validation workshop, edit and finalize a final report assessing identity management in Kenya that describes the current identity management, sets out the assessment results, makes recommendations for improved identify management in Kenya.
Core Deliverables
An inception report with work plan outlining the methodologies for needs assessment and approaches
A draft report on needs assessment including key findings and recommendations
A summary report of validation workshop
A final report on needs assessment including the current identity management, assessment results and recommendations.
Qualification and Competencies Required
Education and Experience
Completed Bachelor’s degree from an accredited academic institution preferably in Political Science, Law, Security, International Affairs, or related fields;
Familiarize with travel document standards of the International Organization for Standardization (ISO) and the International Civil Aviation Organization (ICAO);
At least 8 years of knowledge and experience in the areas of identity management;
Excellent drafting ability and analytical skills, in particular the ability to draft papers of high quality primarily in English (attach any relevant literatures/reports produced);
Fluency in both written and spoken English;
Experience with working independently and managing and prioritizing multiple work assignments within the limited time frame

Technical
Delivers on set objectives in adequate short time of two months;

Languages
Fluency in both written and spoken English is required.
