Consultant – Biosecurity and Health Security/Deliberate Events Consultant – Fleet Management

Purpose of consultancy

To facilitate the Health Security Interface (HSI) in the area of deliberate use of biological and chemical weapons.
To contribute to the implementation of preparedness and readiness activities in support to Member States; in addition to running and organizing the WHO deliberate event (DE) task force and the HSI Technical Advisory Group (TAG).

Deliverables: 
Deliverable 1: Contribute to preparedness activities, such as Member State capacity assessment and capacity building.
1.1: Production of training materials.
1.2: Implementation of the National self-assessment tool in support to the JEE missions.
1.3: Development of simulation exercises, including jointly with external partners.
Deliverable 2: Contribute to readiness activities in support to Member States.
2.1: Development and capacity building of a WHO surge capacity roster.
2.2: Development of SOPs, Key consideration documents, and fact sheets.
2.3: Development of specific readiness checklists.
 
Deliverable 3: Contribute to establish and maintain external networks and partnerships.
3.1: Development of awareness packages for senior management, international stakeholders and Non-Government Organizations on the role and function of WHO and regional offices during deliberate event, and update as needed.
3.2: Provision of international public health technical support to deal with deliberate events in partnership with UN agencies and other organizations and to support Member States in accordance with Global Health Security Agenda (GHSA) and WHO resolutions.
Deliverable 4: Facilitate the BSP Technical Advisory Group (TAG), and the WHO (DE) task force.
4.1: Attend meetings, prepare and edit documentation including development of tools, working papers, articles, and presentations, and preparation & elaboration of documentation.
4.2: Provide central awareness and external coordination with the security sector (UN agencies and other International Organizations).    
Qualifications, experience, skills and languages.
Educational Qualifications:
Essential:

Advanced university degree in Health security, or Psychology, or Public Health or Medicine.

Desirable:

Doctoral level degree in Public Health, or Medicine, or Psychology.

Experience
Essential:

At least five years of relevant experience in the field of Health security and/or CBRN.

Desirable: 

Previous experience with WHO, or in UN organizations/agencies, international institutions or NGOs.

Skills/knowledge
Essential:

Expert knowledge of chemical and biological deliberate events, at a policy, academic, or operational level. 
Sound knowledge of WHO’s mandate and goals.
