Consultancy with PROPEL Health Kenya to Support the MoH to Design and Monitor the Implementation

Primary Duties And Responsibilities
PROPEL Health Kenya is seeking to recruit a consultant to support the overall goal of improving equitable access to healthcare services in Kenya. To facilitate effective support to the areas identified in the previous section, PROPEL Health requires a consultant who will support in the following areas:

Develop a PHC measurement framework.
Development of a sustainable financing framework of PHC/PCN (county and sub-county level) in line with PFM Act 2012.
Prepare a concept note for a position paper on UHC implementation in Kenya: Successes and implementation challenges.

The consultant will work closely with the PROPEL Health Kenya team and will extensively consult with the relevant directorates and departments of the MOH, the COG/counties and any other key actor in UHC/PHC financing field who will be identified in the inception phase of this consultancy.
The Consultant In Consultation With PROPEL Health Kenya’s Will Provide The Technical Expertise That Is Needed Towards Realization Of The Three Specific Support Areas Listed Above. Whilst There May Be Minor Alterations After The Conceptual Stage Of This Assignment, The Consultant Is Expected To Carry Out The Tasks, Among Others As May Apply

Carry out preliminary reviews to conceptualize scope and approach and prepare an inception plan for the assignment.
Work with MOH to map stakeholders for key informant interviews and focus group discussions.
Conduct in-depth assessment including document reviews, key informant, and group interviews.
Undertake analyses to prepare consultative drafts of the measurement and sustainable financing frameworks.
In consultation with MOH, lead technical discussions for further stakeholders’ inputs and thereafter finalize consultative versions of the two frameworks to be presented to the MOH.
Propose the conceptual outline of the position paper documenting the successes and challenges of UHC implementation in Kenya.

PROPEL Health Kenya will facilitate the consultant with necessary support to enable execution of the assigned tasks.

Required Qualifications

Master’s degree in public health or health economics and policy or related field is required. A combination of post-graduate public health and health economics is highly desirable.
Bachelor’s degree in economics, statistics or research-related field is required.
At least 10 years’ experience in the national arena of health and UHC policy, financing and governance is required.
Hands-on experience in related health financing strategies and good understanding of health financing reforms in Kenya is required.
Proven experience in the engagement of MOH and other stakeholders is required.
Demonstrated experience of costing work in a low- and middle-income country is required.
At least 10 years’ experience developing reports, guidelines and other documents for USAID and government approval is required (sample of a government report will be preferred)

Evaluation Criteria
Applications will be evaluated based on below evaluation criteria:

Master’s degree in public health or health economics and policy or related field is required.
Bachelor’s degree in economics, statistics or research-related field is required.
Proven track record of at least 10 years or more in health economics, health care financing and/or health policy analysis is required. Knowledge and working experience of country / context a significant advantage.
Technical (60%)

At least 10 years’ experience in the national arena of health and UHC policy, financing and governance is required.
Hands-on experience in related health financing strategies and good understanding of health financing reforms in Kenya is required.
Proven experience in the engagement of MOH and other stakeholders is required.
Demonstrated experience in costing work in a low- and middle-income country is required.
At least 10 years’ experience developing reports, guidelines and other documents for USAID and government approval is required (sample of a government report will be preferred)

Costs (40%)

The bidder’s cost outline must contain an overall quotation in KES.
The Financial Proposal shall be confirming the following:

The price Inclusive of all relevant taxes
Indicate Payment Terms
The period of validity of the bid.

Proposals must offer services for the total requirement. Proposals offering only part of the requirement will be rejected.
