Consultancy on Project Cycle Management Training

Objective of the consultancy
By the conclusion of the Project Cycle Management Training Workshop, Participants will understand:

Participants can apply the PCM approach to their day today work
Participating organizations institutionalize PCM approach in their organizations
The role of PCM and key activities to be undertaken at each stage and how it relates to the day today organization work
The principles of project cycle management & Logical Framework Approach
Assess the potential relevance, feasibility & sustainability for a case study financing, Proposal, & identify how to improve quality
How to use the LFA to assess a project document & identify information needs for a feasibility study
Their role in cascading the training on PCM to their team members

Scope of work and Methodology
The consultant shall undertake the following:

Evaluate the knowledge of DRC and partners on Project Cycle Management Training before and after the training ;
Review individual organizations’ current approach to project management and design the training to address the gaps on Project Cycle Management
Design a training on Project Cycle Management Training with excellent facilitation skill;
Document the partners’ reflection and discussion ;
Share training materials with participants for future reference;
Together with partners, develop action plans to cascade the training;
Write proceedings for financial settlement and documentation;
Develop a partners’ training guide on Project Cycle Management complete with tools and relevant resources;

The Consultant will be required to prepare a detailed methodology and work plan indicating how the objectives of the project will be achieved, and the support required from DRC.
Deliverables
The Consultant will submit the following deliverables as mentioned below:

Inception report complete with training materials & Tools
Actual Training Report
Deliver the training, the training guide, tools and relevant resources
Prepare first draft report
Feedback from DRC to submit the final report
PCM training guide for partners complete with tools, real examples from the partners and relevant resources

The Consultant will provide the documentation via mail

Duration, timeline, and payment
The consultant is expected to estimate the total expected duration to complete the assignment and the associated cost.
The consultant to separate the estimated logistical/operational and technical costs for the assignment
The consultant is expected to estimate the total expected duration to complete the task but spread it over a period of four months

The Consultant to propose a suitable team to lead the assignment
Eligibility, qualification, and experience required

Required qualification and experience
The Consultancy firm should have:

Extensive experience in providing training on Project Cycle Management Training
A professional/s with MA/MSC degree or first degree with over 10 years’ experience in Management/ Development/Social Anthropology/Social Work/Sociology/Communication/ Psychology and Statistics and have project implementation experience, with particular gender and harmful practice related projects;
3 years’ experience of demonstrated track record of successfully advising CSOs in the area of Project Cycle Management
In depth understanding of project cycle management, Logical Framework Analysis, monitoring and evaluation framework, project proposal, reporting and communication strategies/ tools;
Proven experience in conducting similar training in the East Africa Region for non-governmental organization and CBO employees;
Excellent proficiency in English, oral and written;
Good facilitation skills and able to accommodate different views of participants, understanding and experience.
The consultant is preferably a certified Project Cycle Management Trainer
Network with related national & international agencies;
Experience in developing training material in PCM and soft skills, etc., for multiple audiences;
Availability for time-durations specified in ToR.
Report writing.

Technical supervision

The selected consultant will work under the supervision of the Partnership Coordinator:

Location and support

The assignment will be conducted in Nairobi and the Consultant will provide their/teams’ own computers and mobile telephones

Travel

The Consultant may be expected to travel to various partner organizations to gather the initial pre-training data where necessary
Relevant Partner specific field visits during the execution phase of the assignment is mandatory. The possible locations include: Kakuma, Mandera, Isiolo and Garissa.
DRC will cater for transport cost from Nairobi to the partners’ field offices where necessary while Partners will take care of local travel and accommodation costs for the consultants while in the field.

Submission process
Interested bidders must submit as a minimum:

Document 1: Profile: (group of Individuals/Firm); Updated CV(s) of consultant or consulting team with details of qualifications, technical skills, language skills and experience. If bidding as a company, please include a company profile, Certificate of incorporation, Tax Compliance certificate, litigation history, CR 12 and any other associated statutory requirements.
Document 2: Technical proposal that summarizes understanding of the TOR, methodology and tools to be used (3 pages max). Outline basic strategy and technical approach to the TOR, clearly indicating the level of effort required.
Document 3: A brief document (2 pages max) showing portfolio of previous relevant assignments or work.
Document 4: A separate financing proposal in Kenya Shillings with a breakdown of budget covering consultancy fees and all related expenses to implement the activities of the consultancy, excluding travel and transportation, accommodation and all logistical requirements. Financial proposal should Cosider the responsibilities of consultants in relation to identification and management of trainings.
Document 5: Work Plan indicating the activity schedule.
And any other document mentioned under administrative evaluation in the request for proposal (RFP).
