Job Purpose
The Commission Secretary / CEO shall demonstrate commitment to the Commission ’s vision, mission, core values and mandate and be responsible for the implementation of the Commission’s decisions in a result -oriented and timely manner to achieve the Commission ’s goals, objectives and agreed performance targets.
Key Responsibilities shall include:
Ensure that the Commission complies with the spirit and letter of the Constitution
Lead the process of regulation of the University Education Sector (the Sector) as prescribed by the Act and the Regulations enacted thereunder
Ensure provision of strategic and transformative leadership towards achievement and sustainability of high-quality standards in the Sector
Lead the process of accreditation and quality assurance in the Sector
Ensure the development of effective service delivery systems to address the expanded and dynamic nature of the Sector
Build and maintain strategic partnerships with stakeholders including regional and international organizations
Ensure that policy on the management of stakeholder relationships is developed and implemented and maintain efficiency and harmony with stakeholders to facilitate enforcement of the relevant Statutes and Regulations
Assure prudent management of human, financial and infrastructural resources of the Commission
Build and nurture a highly motivated and disciplined workforce
Provide innovative and creative leadership in the areas of planning and development; research and partnership and general administration
Put in place effective administrative structures, processes and systems
Develop and recommend to the Commission the annual business plans
Ensure that the Commission has an effective management structure including succession plans
Ensure that Board papers are accurately written, relevant and availed to the Commissioners on time
Provide regular, thorough and prompt communication to the Board on technical, financial and administrative matters
Serve as the link between the Board and Management
Ensure that the operations of the Commission are guided by ethical practices that seek to promote good corporate citizenship
Enhance the corporate image of the Commission
Ensure that policies, practices and strategic plans of the Commission are aligned with Government directives, National Policies, and National Development Goals including the Kenya Vision 2030
Adhere to and promote the Kenya Government’s ‘Mwongozo Code of Governance for State Corporations’
Undertake any other tasks as may be assigned from time to time by the Commission
Desired Qualifications and Experience
The Commission wishes to recruit to this position an individual of high integrity who possesses the following:
A Masters degree from a university recognized in Kenya
At least ten (10) years experience in the management of a university
Meets the requirements of Chapter Six of the Constitution
The Suitable candidate must have:
Extensive experience of setting, implementing and achieving goals;
Thorough understanding of national goals, policies and development objectives;
Demonstrable professional competence and ability to represent the Commission at all levels;
Broad knowledge of strategic planning, financial management and capacity building;
Demonstrable ICT skills;
Integrity, honesty, trustworthiness and ethical work behavior;
Proven ability to work under pressure with minimum supervision;
Ability to work individually and manage a diverse team and improve relationships; and
Good negotiation skills.

Successful candidates will be offered a competitive remuneration package and benefits in accordance with the Commission’s policies and guidelines.
The appointment will be for a contractual period of five (5) years renewable for a further five (5) years subject to satisfactory performance and mutual agreement.
