Requirements for Appointment
For appointment to this position, an applicant must:
Kenyan citizenship;
A relevant Bachelor’s degree recognised in Kenya;
A Master’s degree will be an added advantage;
Must be registered with the Institute of Certified Public Accountants (ICPAK);
Must in good professional Standing;
Must be of the level of Certified Public Accountant (CPA K) qualification;
Be a strategic thinker and results-oriented;
Proven experience of at least ten (10) years of service from a reputable organization, with at least five (5) years in a senior management position;
Computer literacy
Meet the requirements of Chapter Six of the Constitution of Kenya.
Duties and Responsibilities
The officer will be deployed in the County Treasury as a head of Finance Department.
Oversee smooth running of the department.
Implementation of County Executive Committee resolutions as guided by the Executive Committee Member
Coordinating the overall resource allocation in line with national and county policy;
Coordinating capacity building in the finance units/Revenue, supply chain management and Internal Audit;
Coordinating the linkage of the overall budget to the sectoral and county cash plans;
Undertaking risk assessment on overall budget policy.
Developing budgetary requirements and coordinate the activities of the county;
Scheduling of expenditures consistent with work plans;
Contract liability projections for the identification and budgeting of contractual and legal financial obligations;
Coordinating the preparation of annual work plans, procurement plans and cash management;
Advising the accounting officers on financial management matters;
Coordinating the preparation of the ministerial public expenditure reviews and the sector reports; and
Undertaking risk assessment and management of the Budget.
