Chief Executive Officer

Scope of Work /Duties /Responsibilities

Lead formulation, implementation, and evaluation of the Authority’s strategic and annual plans to drive achievement of the Authority’s vision, mission and strategic objectives.
This will involve translating the strategic objectives of the Authority into actionable initiatives and e ectively cascading them to the directorate heads to drive accountability and execution of the strategy
Oversee the day to day running and operation of the Authority by leading the process in designing, communicating and implementing the 
Authority’s mandate, strategies, policies and procedures and providing overall direction. 
Act as the Accounting O cer for the Authority by undertaking prudent fi nancial management and investment mandates to ensure sound 
policies and practices are adopted for optimal resource utilization and return on investments
Manage funds, property, and a airs of the Authority through directing, planning, and implementing policies, objectives, or activities to ensure sustainability of the Authority.
Oversee the development and implementation of operational plans and policies for achieving the Objectives of the Authority.
Foster a corporate culture that promotes the highest ethical practices and encourages individual integrity and living of the Authority’s values.
Prepare the Annual work-plan and Performance Contract for Board consideration.
Prepare the Annual procurement and Disposal Plan for consideration and approval by the Board. 
Prepare budget and fi nancial reports for consideration and approval by the Board.
Lead development and management of the risk framework of the Authority through identifying and reporting to the Board principal risks 
and implement systems and controls to mitigate the Authority against these risks.
Provide overall leadership and overall administration of operations of the Board.
Manage internal multidisciplinary teams, and external contractors to ensure set objectives are met. 
Develop performance standards together with mechanisms for ensuring compliance therewith set regulations. 
Promote the Authority’s image and develop good working relationship with all stakeholders and partners while promoting the principles 
of good governance in the Authority’s area of jurisdiction. 
Develop networks and partnerships with development partners and spearhead donor collaboration, fundraising and project development with the Authority’s area of jurisdiction.
Advise the Board of Directors on expansion of business operations, investment planning.
Direct and coordinate the Authority’s operations and administration so as to ensure that the various organs of the Authority operate in 
conformity with the overall operational plans and performance targets.
Advise the Board of Directors concerning future activities of the Authority on the way they a ect the organization and eliminating any 
form of risk a ecting smooth running of the organization
Ensure Compliance with any Government policies and regulatory guidelines and directives.

Qualifications

Bachelor’s Degree in pharmacy, Medicine, Business Management, Finance, Supply Chain Management, or any other related fi eld from a recognized University.
Master’s Degree in a relevant field.
Professional qualifi cation.
Membership to a professional body where applicable.
Leadership course from a recognized institution.
Profi ciency in computer applications.
Fulfi llment of the requirements of Chapter Six of the Constitution

Experience

A minimum period of fi fteen (15) years in relevant work experience and at least fi ve (5) in a Senior Management position in the Public Service or Private Sector.
At least fi ve (5) years’ international exposure and engagement with cross-cultural teams
Knowledge and experience of working on large scale projects with cross cutting sectors
At least 10 years of specifi c people management experience
