Our client is a non-profit organization looking to hire a Chief Administrative and Operations Officer to direct, administer, and coordinate the internal operational activities of the organization in accordance with policies, goals, and objectives established by the Chief Executive Officer and the Board of Directors.
Duties and Responsibilities
In collaboration with the Senior Executive Team (SET), provide leadership to the departments listed above, ensuring proper management of staff, assets, and resources in accordance with Board agreed on strategies and policies (adjusted from time to time in accordance with changing circumstances) to achieve organizational objectives;
Working with the SET, assist to develop and implement the strategic vision and objectives of the organization, as described within regularly updated and assessed long-term management plans;
Oversee development of annual departmental work plans and objectives for the support departments reporting to the position and track results against these objectives as well as accountability protocols;
Provide oversight in the organization, direction, administration, management, coordination, harmonization, and supervision of activities of the departments responsible for that is human resources management, donor development, communication and administration, ICT, legal and compliance, guest houses, procurement, and logistics;
Support, mentor, and advise the Head of Human Resources to ensure the best human resources management practices and advise on appropriate human resources strategies and policies to support the achievement of the company objectives;
Oversight over the human resources functions to ensure that the organization complies with the law and set policies
Represent the CEO in negotiations and implementation of the Collective Bargaining Agreement (CBA).
Oversight over the implementation of the human resources policies
Oversee procurement, licensing, insurance, and compliance matters, including the establishment of a detailed procurement plan to determine appropriate specifications of required items, according to established guidelines and procedures and in coordination with the relevant team;
Oversight over the procurement team.
Ensure compliance with the established procurement policies.
Participate in the tendering committee meetings.
Ensure the organization’s activities have adequate insurance policies in place.
Oversight over the effective management and planning of all the Information Communications and Technology functions including monitoring adherence to the IT policies and procedures;
Provide leadership and support for the ICT department
Coordinate the development and implementation of ICT strategies, policies, and systems with the organizational strategic objectives.
Coordinate development and implementation of the ICT work plan and annual budget.
Oversight over the development and implementation of ICT staff development and staff awareness programs.
Oversight over the management and operations of the guest houses.
Ensure the guest house is operated in an efficient manner.
Ensure the guests get quality services.
Ensure the guest house facilities are well maintained.
Oversight over the legal and compliance function responsible for management and maintenance of service contracts, policies, and standard operating procedures management- formulation, regular management and communication, and guidelines to ensure effective and efficient processes in all the departments, amongst other responsibilities.
Ensure that the organization has all required statutory licenses.
Ensure the policies and SOPs are in place and reviewed as required.
Ensure that employees are trained on the organization’s policies
Oversight over contract management.
Follow-up and participation in the organization’s court matters.
Oversight over the Operations department
Work closely with the Head of Operations to ensure that the organization is offering logistical support to all the users.
Oversight over the Communications and Donor Stewardship department.
Oversight over the team from an administrative point of view.
Oversight over the management of the office equipment and monitoring the departmental costs;
Ensure maintenance of an office inventory.
Oversight over the department’s budget.
Working with the other board-appointed signatories, go through payment documents and make payments;
Oversight over compliance with the Data Protection Act, 2019.
Ensure the organization is registered with the office of the Data Commission.
Ensure the organization has in place a data protection policy, and this is communicated to employees.
Ensure compliance with the Data Protection Act, 2019.
Serve in various committees, such as occupation, safety and health, environmental management planning, and staff welfare.
Represent the sponsor in the Pension Trustees Board.
And any other duties assigned.
Qualifications:
Master’s Degree in Business Administration or a related field.
Bachelor’s Degree in Administration, HR, Communication, Commerce or any related field.
Full member of the IHRM.
Must have a minimum of 10 years of experience in management with a minimum of 5 years in a Senior Management level or comparable position.
Experience in an NPO environment will be an added advantage.
Extensive knowledge of human resources, procurement, and communication.
Leadership skills.
Strategic and analytical skills.
Ability to drive change and innovation.
Experience in strategic development and implementation.
