REQUIREMENT FOR APPOINTMENT
Be a Kenyan Citizen;
Hold a degree from a university recognized in Kenya;
Have at least ten (10) years of relevant professional experience;
A master’s degree from a recognized University in Kenya will be an added advantage;
Be conversant with the Constitution of Kenya, and Devolution Laws;
Demonstrate understanding and commitment to the National Values and Principles of Governance as outlined in Articles 10 and 232 of the Constitution;
Be a strategic thinker and result oriented;
Satisfy the requirements of Chapter Six of the Constitution on Leadership and integrity;
Be a member of registered professional body;
Be a professional who demonstrates absence of breach of the relevant professional code of conduct;
Must have attended either a Senior Management Course (SMC) or Strategic Leadership and Development Program (SLDP) from Kenya School of Government or any management institution recognized in Kenya.
Have ability to work in a multi-ethnic environment with sensitivity and respect to diversity;
Have capacity to work under pressure to meet deadline;
DUTIES AND RESPONSIBILITIES
Chair meetings of the board
Guide the Board in exercising disciplinary control over and removal of persons holding or acting in the offices in the County Public Service Board.
Prepare regular reports for submissions to the county assembly on the execution of the functions of the board
Promote the County Public Service values and principles referred to in Articles 10 and 232 of the Constitution
Advice the County Government on human resource management and development
Advice the County Government on implementation and monitoring of the national performance management system in the county
Make recommendation to the salaries and remuneration commission on behalf of the county government on the remuneration, pension and gratuities for county public service employees.
