Key Responsibilities
Specific duties and responsibilities will include: –
interpreting and implementing human resource management policies, laws, regulations, procedures and systems;
analysing the utilization of human resources in the Authority and advising on proper deployment;
undertaking training needs assessment;
payroll management;
updating terms and conditions of service and career progression guidelines;
Coordinating organization development and job reviews;
analysing disciplinary cases for relevant disciplinary committees; conducting skills audit;
making proposals on human resource planning and succession management;
Offering counselling services to staff;
ensuring compliance with HR practices, policies, regulations and relevant government policies and guidelines on employee management and administration;
coordinating the implementation of HIV/AIDS, gender and disability mainstreaming policies;
analysing staff performance and career progression and making appropriate recommendations; supervising general office services; supervision of payments for transport and delivery services; and
taking part in procurement and supply of stores for human resources and administration purposes;
recommending for boarding of unserviceable equipment’s within the department; and coordinating provision of transport, security, and other support services.
Qualifications
For appointment to this grade, a candidate must have:
Served for a minimum period of three (3) years as a Principal Human Resource Management Officer or six (6) years working experience in Human Resource two (2) of which must have been at managerial level;
Master’s Degree in Human Resource Management from a recognized institution;
Bachelor’s degree in any of the following disciplines: – Human Resource Management, Personnel Management, Public Administration, Business Administration or its qualifications from a recognized institution;
Be a member of the Institute of Human Resource Management;
Certificate in Management Course lasting not less than four (4) weeks from a recognized institution;
Proficiency in computer application; and
Demonstrated professional competence and administrative capability as reflected in work performance and results.
