DUTIES AND RESPONSIBILITIES
Vision and Strategy
Oversee the dissemination of IsraAID’s mission and core values and principles at the area level.
Identify, reach out, and create collaboration with partners in line with the mission’s vision.
Provide leadership in the development and implementation of IsraAID’s programming in line with the mission’s strategic plan and develop methodological and technical support to ensure the use of participatory methodologies, human rights, and social exclusion frameworks.
Stay up to date on socio-economic and political changes in the area related to IsraAID’s mandate and undertake a timely strategic review of IsraAID’s program strategy to respond to a rapidly changing environment.
Program Management:
Reporting to the Country Director, proactively oversee the management of all projects in the County through all components of the project cycle management providing ongoing managerial support to Program staff.
Ensure that the program components have clear and realistic objectives, identifiable direct/indirect beneficiaries, have concrete, realistic and impact-oriented implementation plans.
Ensure that effective monitoring and evaluation processes and procedures are followed in the program for qualitative and ethical implementation of all the projects.
Ensure that proper risk assessment and mitigation strategy is developed for the program and constantly monitored.
Effectively monitor budget implementation against programmatic targets, with support from the Finance Manager, Country Director and HQ.
Take a lead and in ensuring timely reporting for the program according to internal IsraAID schedules and donor requirements, ensuring strict compliance with donor contract requirements and reporting deadlines.
Lead in organizing program meetings, covering all aspects of planning and implementation.
Ensure that the program is designed and implemented according to IsraAID’s and international programming protocols, guidelines and standards, and that program planning and implementation are conducted in accordance with core ethics of intervention.
Coordination with external partners
Takes leadership in building partnership at the field level
Ensure non-duplication of programs with other partners operating in same locations and in similar sectors of activity.
Attend external coordination meetings as required by the Country Director.
Human Resources:
Manage and support program teams, directly supervise Project Managers.
Manage staffing for the program: with the support of the HR Office, design staffing plans for the program in coordination with Country Director, initiate relevant recruitments while ensuring adherence to approved budgets.
Provide on-going technical support, on-the-job training, and oversight to all program staff.
Develop the Programme staff capacity by determining training needs for program in collaboration with the HR Office,
Security:
Develop and execute security policies, plans and proactively manage insecurity mitigation measures
Ensure the safety and security of staff and assets within the Field Office.
Communications and Working Relationships:
Maintain regular communication with Country Director, other Senior Management Team members and field staff.
Good communication (both verbal and written) and able to ably communicate with both internal and external stakeholders.
Funding and Grants Management
Supports in identification and pursuit of new funding opportunities
Responsible for leading the resource mobilization initiatives to ensure programme growth.
Facilitate and coordinate donor field visits, donor meetings, discussions, and evaluations as required.
Others

Field Office complies with both government and other NGO/Civil Societies guidelines.
REQUIRED EXPERIENCE AND TECHNICAL COMPETENCIES:
At least a Bachelor’s Degree in relevant field (e.g. social sciences, economics or international development, etc.). A Masters degree is an added advantage.
Over 5 years of progressively responsible experience in program management, leadership and design with at least two years at senior management level in conflict or post-conflict settings;
Experience in stakeholder management, partnership building and networking with government, INGOs and CBOs;
Experience in successful proposal development
Experience in program management, program design, budgeting and budget management including writing LogFrames and budgets
Sound experience in people management, negotiation and planning.
Experience in financial management and interpretation of financial reports.
Good understanding and management of logistics and procurement management functions and contracts.
