A Short-Term Consultancy to Translate The Simplified Access to Information Act 2016 and Its Regulations Into Kiswahili

The Assignment

In this regard, IDLO in partnership with CAJ seeks to engage a consultant who will undertake the task of translating the Simplified Access to Information Act and its Regulations into Kiswahili. By making these legal documents accessible in Kiswahili, we aim to break down language barriers and ensure that all citizens have equal access to vital information and can participate in promoting transparency and accountability within their government institutions.

The Consultant’s duties and responsibilities will include: –

An Inception Report detailing the understanding of the terms of reference, a proposed methodology, and a plan of action, with a work plan indicating clear milestones and timelines. To be delivered within four days of contract start
Translate the Simplified Access to Information Act and Regulations from English to Kiswahili.
Proofread the translated documents for factual, grammatical, and contextual accuracy.
Present the draft Kiswahili versions of the simplified Act and Regulations to stakeholders during validation meetings organized by IDLO and CAJ.
Consider the feedback from stakeholders’ workshop to improve the draft Kiswahili versions of the Act and Regulations, and present refined versions of documents in publication formats.

Deliverables

An Inception Report detailing the understanding of the terms of reference, a proposed methodology, and a plan of action, with a work plan indicating clear milestones and timelines. To be delivered within four days of contract start.
Draft Kiswahili simplified version of the Access to Information Act and Regulations by 10th November 2023.
Conduct at least three validation forums on the content by 3rd October 2023.
Submit the final Kiswahili version of the Act and its Regulations, presented in a publication format by 15th November 2023.

Reporting and Supervision
The consultant shall report directly to the Director, Access to Information (CAJ) and the IDLO Programme Manager respectively.
Job Requirements
Education

A bachelor’s degree in law, social science, linguistics, or related discipline from a reputable and recognized university in Kenya.

Experience

Minimum 10 years of professional experience working in translation of documents from English to Kiswahili and vice versa including proof of at least two translated publications.
Experience working with documents that have technical terms and from the legal field.

Technical competencies

Excellent organizational, interpersonal, and communication skills.
Excellent work ethic founded on the principles of integrity, impartiality, and confidentiality.
Proficiency with Microsoft Office programs and other relevant computer applications
Fluent oral and writing skills in English and Kiswahili.
