    RCK PURPOSE:
    To safeguard and protect the rights and dignity of forced migrants and host- communities through provision of legal aid, psychosocial support, advocacy, capacity building and promotion of inclusive governance.
    JOB PURPOSE:
    Contribute to the achievement of RCK mission to protect and promote the rights of refugees and other forced migrants by influencing polices, systems, structures and practices of the Government and actors through lobbying and advocacy.
    KEY RESPONSIBILITIES:

    Responsible for driving, managing and coordinating the day to day operations of the RCK Advocacy, Policy Development and Governance (APDG) Programme, ensuring its effective and efficient delivery, as well as lead and represent the Programme in all RCK activities;
    Proactively set the RCK advocacy agenda by identifying human rights protection and governance gaps relevant to RCK strategic interests and preparing concept papers detailing a plausible plan of action for internal consumption and/or dissemination to strategic partners;
    Conceptualizing research on key strategy documents, policy advocacy and governance and practice issues in the sector and advising the Executive Director accordingly
    Provide guidance and thought leadership on all policy advocacy and governance developments relevant to RCK’s work
    Develop strategies for influencing the practices, systems and policies of the Government, NGOs, UNHCR and regional bodies such as the Intergovernmental Authority on Development (IGAD) and the African Union (AU) so as to improve the welfare of refugees and other forced migrants;
    Establish strong links and partnerships with refugee host Counties for the welfare and rights of refugees and host communities
    Develop and manages a rapid response function to act in a timely and effective way to the violation of rights of refugees’ and IDPs;
    Develop and maintain strategic partnerships with relevant Government agencies, UN agencies and non-governmental organizations to improve coordination in advocacy efforts and harness synergy;
    Take a leading role in lobbying and advocating for rights of refugees and IDPs in Kenya in partnership with partner agencies and other programme officers in RCK;
    Strengthen lobbying and advocacy capacity within RCK particularly in the field offices;|
    Prepare fundraising proposals for the Advocacy, Policy Development and Governance Programme;
    Participate in RCK fundraising initiatives, preparation of project proposal and budgets as well as programme reporting.
    Work closely with the Senior Programme Officer for technical guidance and support.
    Perform any other duty as assigned by the Senior Programmes Officer and/or Executive Director as may reasonably be required, commensurate with your grade.

    QUALIFICATIONS & EXPERIENCE:

    Degree in Social Sciences, International Development or related field
    Postgraduate qualification preferred
    Minimum of three years’ experience delivering similar or related programmes in the Human rights and NGO sector.
    Knowledge of regional and international instruments relating to refugees, IDPs and general human rights.
    Ability to organize, facilitate advocacy workshops and write good reports
    Experience in proposal writing, programme management, monitoring and evaluation
    Ability to research, analyze and write policy briefs/ policy papers
    Demonstrated keen interest in refugee and host community policy and governance issues
    Ability to communicate effectively in English and Kiswahili
    Should be a team player and capable of Working in an intercultural environment, creative and innovative.

    Working Conditions
    Working conditions are normal for an office environment. Required to travel nationally and internationally occasionally. The job may require long hours and can be complex and stressful.

    JOB PURPOSE: To supervise and manage the Garissa field sub-office through providing management
    and leadership in provision of legal aid and psychosocial support to forced migrants, refugees and the host community in both migration and GBV related cases.
    KEY RESPONSIBILITIES:

    Manage and coordinate RCK’s Garissa sub-office. Ensure the office functions effectively and efficiently in carrying out RCKs mandate and objectives.
    Lead a team of professional staff in attending to refugee clients at the legal aid clinic and assess cases for intervention.
    Coordinate the responsibility of RCK in seeking access to clients in detention, ascertaining the conditions under which such clients are being detained, and provide them with appropriate legal and other assistance in accordance with RCK policy.
    Lead the Garissa legal team in preparation of legal briefs and studies on a variety of legal issues and instruments.
    Ensure that the provision of legal representation to refugees especially unaccompanied and
    separated minors, GBV survivors in court, in police stations and child protection cases are managed.
    Coordinate the preparation of responses to enquiries on legal issues on laws relating to refugees and other forced migrants from RCK staff, governments, inter-governmental organizations, institutions, and the public in Garissa sub-office.
    Coordinate the capacity building of RCK’s stakeholders in relation to domestic and international laws that relate to refugees and other forced migrants in Garissa sub-office.
    Develop and maintain a database of and relations with internal /external referral partners.
    Supervise and ensure updated client database is maintained.
    Coordinate the preparation and submission of monthly reports and donor related reports within schedule.
    Coordinate the development of proposals and budgets for fundraising for Garissa office and support the organization on the same.
    Support human resources officer in recruitment and placement of staff and consultants for Garissa office.
    Represent RCK with the regional/local governments, UN bodies and non-government organizations as well as stake holders’ forums in Garissa as required.
    Monitor project implementation and keep RCK head office appraised of the project progress
    Manage RCK assets in Garissa sub-office and update the Dadaab Program Manager
    Supervise RCK staff in Garissa operations and coordinate administrative tasks.

    QUALIFICATIONS & EXPERIENCE:

    Bachelors degree in Law
    Advocate of the High Court of Kenya with a current practicing certificate
    At least two years’ experience in civil and criminal litigation.

    Knowledge of the Kenyan Legal system and of regional & international instruments on refugees and human rights.

  • Psychosocial Consultant – Garissa

    Psychosocial Consultant – Garissa

    OBJECTIVES OF THE CONSULTANCY
    The consultant shall ensure:

    Provision of psychosocial counselling to refugee survivors of VAWG and host community members.
    Awareness on prevention and response to VAWG within the refugee community is enhanced in Garissa and Nairobi.
    RCK and partner staff supported in the activities carried around prevention and response to VAWG.
    Referrals and networks to other agencies that work with RCK on counselling matters as per RCK mandate maintained.
    Contribute to the development of psychosocial related IEC materials

    DESCRIPTION OF TASKS

    Provide psychosocial counselling to at primary beneficiaries amongst refugees other forced migrants and host community in individual and group settings.
    Carry out psychoeducation forum targeting community members.
    Train/ provide refresher sessions for community based counsellors on psychological first aid (PFA)
    Conduct community dialogue forum targeting at least anti-VAGW champions, community leaders and other members of the community on VAWG prevention and response
    Coordinate debriefing session for staff to address secondary trauma.
    Hold radio show on VAWG prevention and response targeting the general public in Garissa
    Facilitate the distribution of IEC materials on VAWG prevention and response and refugee protection
    Facilitate and Participate in day training sessions for court users committees, law enforcement and health professionals.
    Train translators in order to enhance communication with women and girls at the legal aid clinics, courts of law and the police station
    Participate and conduct training of women on entrepreneurship skills
    Assist in the development of training materials and facilitate in internal and external capacity building activities on Psycho social related topics.
    In conjunction with the lead counselor, coordinate the assessment, planning and implementing of psychosocial programs.
    Conduct surveys and studies relating to psychosocial status and patterns of population groups as directed.
    Prepare quality monthly internal and donor reports within schedule.
    Coordinate services to beneficiaries with other organizational entities involved in psychosocial and mental health services.
    Conduct home visits to assess individual psychosocial needs.
    Provide support to social workers in the tracking of cases and maintaining records and database of clients.
    Such other duties temporarily or on a continuing basis, as may reasonably be required, commensurate with your grade.

    EXPECTED DELIVARABLES AND OUTPUTS
    The shortlisted consultant is therefore expected to provide the following deliverables:

    Deliverable 1: Provide monthly Work plan in line with RCK operational and Strategic plan, UN Trust project objectives and agreed on targets.
    Deliverable 2: Satisfactory quarterly and bi annual consultancy reports as per the donor reporting dates and RCK operational requirements
    Deliverable 3: End of consultancy report
    Deliverable 4: Training reports and attendance lists
    Deliverable 5: Quarterly project reports and other reports required by the donor
    Deliverable 6: Updates/briefs of meetings, events, workshops, trainings and forum attended

    CONSULTANCY TIME FRAME
    This consultancy covers a period of 6 months starting 01 April 2020. The consultancy is renewal subject to performance and availability of funds as supported by the donor. The project is anticipated to end 31st October 2022.
    REQUIREMENTS OF THE CONSULTANT
    REQUIRED EXPERTISE

        Bachelor’s degree in counseling, Psychology or a related field, or a Higher Diploma in Counseling/Social work with 3 years’ experience working in an institution.
        Previous field experience within a Humanitarian NGO/Agency in the same or similar position is an added advantage.
        Registered with the Kenya Counsellors and Psychologist’s Association (KCPA)
        Strong analytical and report writing skills
        Proficiency in English and Kiswahili

    RCK MISSION: To safeguard and protect the rights and dignity of forced migrants and host-communities through provision of legal aid, psychosocial support, advocacy, capacity building and promotion of inclusive governance.
    JOB PURPOSE: To provide legal advice and procedural support to the organization on issues relating to and affecting displaced persons as well as administrative legal matters in an effective and efficient manner as the in charge of RCK Dadaab and Garissa field stations.
    KEY RESPONSIBILITIES:

    Manage and coordinate the implementation of activities in RCK’s Dadaab and Garissa sub-offices.
    Attend to clients and assess cases.
    Lead a team of professional staff in attending to refugee clients.
    Seek access to clients in detention, ascertaining the conditions under which such clients are being detained, and provide them with appropriate legal and other assistance in accordance with RCK policy.
    As requested by the Programme Officer/ Executive Director, conduct investigations, participate in boards of inquiry and advising on appropriate action to be taken.
    Prepare legal briefs and studies on a variety of legal issues and instruments.
    Provide legal representation of refugees especially unaccompanied and separated minors, GBV survivors in court and in police stations.
    Prepare responses to enquiries on legal issues of a refugee law /international law from RCK staff, governments, inter-governmental organizations, institutions, and the public.
    Participate in capacity building of RCK’s stakeholders in relation to domestic and international law that relate to refugees and other forced migrants.
    Prepare monthly reports and donor related reports within schedule.
    Develop and maintain a database of and relations with internal /external referral partners.
    Develop proposals and budgets for fundraising for program work.
    Represent the organization in legal forums and disseminate information to other RCK programmes.
    Monitor project implementation and keep RCK head office appraised of the project progress
    Represent RCK with the regional/local governments, UN bodies and non-government organizations as well as stake holders’ forums in Dadaab camp as required.
    Manage RCK assets in Dadaab refugee camp
    Supervise RCK staff in Dadaab camp, oversee Garissa operations and coordinate administrative tasks.
    Such other duties temporarily or on a continuing basis, as may reasonably be required, commensurate with your grade.

    QUALIFICATIONS & EXPERIENCE:

    Bachelors degree in Law
    Advocate of the High Court of Kenya with a current practicing certificate
    Atleast two years’ experience with an NGO dealing with protection work.
    Knowledge of the Kenyan Legal system and of regional & international instruments on refugees.
    Two years’ experience in a management position is an added advantage.
    Experience in proposal writing, programme management, monitoring and evaluation.
    Proven ability to build external relationships with diplomacy, tact and professionalism in a complex and demanding environment.
    Demonstrated experience of people management and team-building.
    Excellent written and presentation skills in English.
    Must show ability to work in an isolated and challenging environment.

    WORKING CONDITIONS
    The Job is complex, sensitive and stressful. Work requires willingness to work a flexible schedule and travel. Work may require frequent weekend and evening work as well as high degree of autonomy.

    Refugee Consortium of Kenya (RCK)
    RCK services include:

    Provision of legal aid services through representation in the Kenyan courts of law, police stations and other detention facilities on asylum and immigration related matters, sexual and gender based violence and custody and guardianship related cases affecting refugees and other forced migrants including the host communities; legal counselling and psychosocial counselling to refugees, asylum seekers , IDPs and host communities
    Advocacy and governance initiatives towards development of refugee/IDPs friendly policies and laws
    Protection and monitoring of refugee rights and their dignity through research, documentation and dissemination of information
    Capacity building for refugees, other forced migrants and key stakeholders who interact with forced migrants and host community members on a day to day basis.

    Background
    RCK has secured a three-year funding in support of its activities in the area of response and prevention of violence against women and girls (VAWG). The goal of the project is to ensure better protection of refugees and vulnerable women and girls in hosting communities experiencing physical and sexual violence. This will be achieved by increasing the capacity of various stakeholders and duty bearers to prevent and respond to VAWG through structured dialogue, psychoeducation sessions, legal counseling and legal representation in courts and police stations.
    The organization wishes to hire an economic empowerment consultant to support RCK in enhancing entrepreneurship skills of targeted refugee and host community women as per its mandate. The consultant is expected to work closely with RCK staff in the delivery of the project goals and objectives.
    OBJECTIVES OF THE CONSULTANCY
    The consultant shall ensure:

    Business mapping for viable enterprises for refugees and host community women in the 2 project locations
    Development of a business entrepreneurship training curriculum for refugee and host community women
    Identified refugee and host community women are trained on business entrepreneurship skills
    Development of viable group business plans for refugee and host women post training
    Disbursement of grants to the refugee and host women groups as capital for the identified businesses
    Mentorship and coaching oversight for the women engaged in the businesses

    EXPECTED DELIVERABLES AND OUTPUTS
    The shortlisted consultant is therefore expected to provide the following deliverables:
    Deliverable 1: Provide a work plan in line with the project objectives on economic empowerment strategy for the targeted beneficiaries within 14 days of the consultancy
    Deliverable 2: Conduct a quick and simple market analysis and develop a business entrepreneurship training curriculum based on the analysis within 30 days of the consultancy
    Deliverable 3: Pilot test the business entrepreneurship training curriculum within 60 days of the consultancy
    Deliverable 4: Conduct 2 trainings on business entrepreneurship skills for 30 women within 90 days of the consultancy
    Deliverable 5: Develop viable business plans for the trained women in groups, within 95 days of the consultancy
    Deliverable 6: Facilitate grants disbursement to the women groups trained on business and entrepreneurship skills
    Deliverable 7: Monitor, mentor and coach the initiated enterprises and document key milestones
    Deliverable 8: Document the project challenges, lessons learnt and impact stories
    Deliverable 9: Submit satisfactory monthly, quarterly, bi annual and annual consultancy reports as per the donor reporting dates and RCK operational requirements
    CONSULTANCY TIME FRAME
    This consultancy covers a period of 43 days spread out over 12 months. The consultancy is renewable subject to performance and availability of funds as supported by the donor.
    QUALIFICATIONS
    Education:Bachelor’s Degree in Economics/Business Administration, Gender Studies, Development Studies, and Law with advanced knowledge in gender and micro business entrepreneurship/SME.
    Experience

    At least one-year experience in economic empowerment of women especially for local groups, preferably in addressing GBV situations.
    At least 2 years of experience working on GBV, gender equality, women and or human rights especially amongst refugee and or displaced populations
    Experience working with a non-governmental organization (NGO) or in the humanitarian field is an added advantage.
    Knowledge of dynamics of the local business/market environment
     Knowledge of RCK working environment, protection needs of refugees and displaced populations.
    Experience providing business trainings to varied community groups
    Experience in partnership building and knowledge management.
    Provide certificate of good conduct.

    Language: Fluency in English and Kiswahili

    S/he will refer any matters of the contract to Finance and Admin Office.
    S/he may be assigned interns, volunteers, Community Based Counselors, translators and monitors.

    JOB PURPOSE: As a member of the senior management team and reporting to the Executive Director (ED), the main focus of the post is to manage and coordinate RCK’s finance, administration, logistics and Human Resource functions as the officer in charge of Institutional, Support and Development department (ISD).
    KEY RESPONSIBILITIES:
    Overall responsibility:
    Manage and coordinate functions of the Institutional Support and Development Programme. The job holder will specifically:

    Financial Management

    Preparing monthly Financial report for sharing with the Management
    Making financial forecasts to ensure that activities are done on schedule and there are available funds for each activity.
    Support project managers in development, implementation and monitoring of budgets.
    Coordination of organization’s financial reporting functions on monthly, quarterly, and end year or project close outs or on a needs basis.
    Management of external and internal audits and donor verifications.
    Ensuring that financial policies and procedures are updated, sound and strictly adhered to.
    Cash payment and payroll management to ensure that projects have the required funds and utilized effectively.
    Quality control of purchase requests, invoices and reimbursement

    Administration/ Human Resource Management

    Coordinating new contracts and amendments to existing ones, staff recruitment (including interns, consultants) and training
    Coordination and supervision of organization’s human resources including recruitment, remuneration, appraisal, trainings, staff welfare and record keeping.
    Train and build capacity of staff in the department in finance, accounting and administration matters, risk management; identification and mitigation of risks including review of internal controls, procedures and systems and advising the ED accordingly.
    Ensuring that human resources policies and procedures are updated, sound and strictly adhered to
    Overall staff management in ISD

    Operations

    Asset management; maintain asset register, coordinate and manage organization’s assets including motor vehicles and transport.
    Supervise purchasing and procurement functions support project managers in monitoring and evaluation activities.
    Overall supervisory responsibility for logistical and operational processes including legal and insurance obligations, office security and safety of staff, IT (internet and telecom), and human resources.
    Ensure that the organization complies with tax and other statutory obligations as registered under NGO Board Act including all other administration requirements on legislations.

    Other tasks to help deliver the goals set in the overall strategy and annual plan of RCK
    Support in Fundraising and development of financial proposals

    QUALIFICATIONS & EXPERIENCE

    CPA qualified with a minimum of a Bachelor’s degree in a relevant field. An MBA or Masters Degree in a relevant field is an added advantage.
    A member of an accounting professional body.
    At least 5-10 years of experience; ideally 4-plus years of broad financial and operations management experience.
    Strong managerial, budgeting and accounting skills.
    Strong interpersonal, communication and management skills and ability to prioritize, negotiate, and work with a variety of internal and external stakeholders.
    Ability to translate financial concepts to- and to effectively collaborate with -programmatic and fundraising colleagues.
    A track record in grants management.
    Knowledge of accounting and reporting software – Sage Pastel preferred.
