    ASSIGNMENT LENGTH: Two years, renewable by mutual consent and the availability of funding 
    POSITION SUMMARY: The Population Council, Kenya (PC Kenya) leads several consortia of partners in the East, Horn of Africa, and Great Lakes region to generate evidence and enhance sexual and reproductive health and rights (SRHR) among vulnerable populations. PC Kenya is also growing a portfolio of work on girls’ education. The Research Associate I will be a nimble self-starter with the capacity to contribute to the development and implementation of, and to provide technical leadership for, ongoing and new programs related to SRHR and/or girls’ education. 
    RESPONSIBILITIES: 

    Manage large-scale research activities by overseeing data collection quality and liaising with study partners as necessary. 
    Proactively anticipate service delivery partners’ data and measurement needs, developing and delivering technical solutions to meet them, and supporting the provision of general oversight to partners across two regional consortia. 
    Enhance the utilization of research findings by working with partners to identify mechanisms for ensuring adaptation and scale-up of interventions with proven effectiveness. 
    Manage activities for multiple projects, including proposal and study tool preparation and review, and technical and financial reporting. 
    Prepare activity workplans, budgets, reports and other required documents for internal submission. 
    Supervise project/field staff and consultants for the implementation of individual project activities. 
    Provide technical expertise in quantitative and qualitative data management. Work with the data management team to oversee the processing of collected data and undertake analysis. 
    Demonstrate intellectual leadership in disseminating and communicating the Council’s evidence at national, regional and international levels through presentations, the preparation of reports and other knowledge products, and the publication of papers in high-impact, peer review journals. 
    Contribute to fundraising efforts in the areas of SRHR and/or girls’ education under the Council’s International Programs Division. 
    Represent the Council in meetings organized by national and international organizations, including government and donor agencies, such as technical working groups. 
    Other duties as may be required by the position. 

    QUALIFICATIONS: 

    Doctoral degree in social science, public health, education, or related field with training relevant to reproductive health; HIV and AIDS; and/or poverty, gender, and youth. 
    Minimum of five years’ relevant post-doctoral professional experience. 
    In-depth, substantive knowledge of SRHR and/or girls’ education, as well as evidence of being a well-respected and credible leader in such fields. 
    Demonstrated ability to manage large quantitative and qualitative datasets, and to design, implement, analyse, publish, and disseminate research emanating from developing countries. 
    Strong understanding and application of quantitative and qualitative research methodologies. 
    Strong knowledge of and experience with quantitative data management and analysis software such as EpiData, Access, Excel, Stata, and SPSS. 
    Strong qualitative data management and analysis skills. 
    Deep understanding of gender and gender issues within and beyond African contexts. 
    Excellent diplomatic, representational, problem-solving, management, and interpersonal skills 
    Excellent written and oral English language communications skills, including high-quality writing and presentation skills. Ability to represent PC Kenya before high-level donors, government agencies, non-governmental organizations, civil sector society, and organizational counterparts, and to discuss program activities, lessons learned, opportunities, and challenges in a compelling and articulate way. 
    Strong organizational and interpersonal skills, including demonstrated ability to work independently with minimal supervision and as part of a team in a multi-cultural environment. 
    Understanding of bureaucratic systems in Africa and a demonstrated ability to work with all levels of national and international staff within a complex research and technical assistance organization. 
    Willingness to travel within and outside Kenya as needed. 

    SALARY AND BENEFITS: Salary range between KES 483,000 to KES 677,374 per month, depending on knowledge, skills, and experience.     POSITION SUMMARY:
    The Population Council, Kenya is looking for an experienced professional to serve as a Research Fellow I. The fellow will be responsible for complex and simple quantitative data analysis in STATA, including working with investigators to carry out analyses under their guidance, as well as to pursue their own research questions. The fellow will also supervise data management. As needed, the Research Fellow I will help lead and coordinate studies, including systematic reviews and secondary data analyses, and will collaborate with staff on drafting evidence summaries, policy briefs, and manuscripts for submission to peer-reviewed journals. He/she will also contribute to proposal writing and drafting donor reports as needed, and will be responsible for managing preparation of datasets, including data cleaning, for inclusion open access repositories.**
    RESPONSIBILITIES:

    Data analyses, mapping, and management: Oversee data management and cleaning and conduct analyses using STATA. Analyze cross-sectional and longitudinal data on a range of topics related to adolescence, including child marriage, education, gender norms, sexual and reproductive health, HIV/AIDS, violence, migration, and climate change. Review GIS data and work with colleagues to create maps of adolescent-relevant indicators. Perform cleaning, analysis, and management of small and large datasets.
    Systematic review(s) and meta-analyses: Work with study Principal Investigators (PIs) to coordinate systematic review(s) and meta-analyses by organizing studies, extracting data, creating tables of findings, and analyzing data.
    Writing and editing: Collaborate with team members to draft sections of evidence summaries, policy briefs, and manuscripts for submission to peer-reviewed journals. Contribute to proposal writing and donor reports as needed and support submission of manuscripts to scientific journals.
    Project coordination:Provide overall leadership and coordination for data analysis projects including adherence to donor TORs or workplans to ensure deliverables meet agreed-upon requirements. Prepare monthly and yearly narrative reports to donors. Manage process of developing and submitting protocols for IRB approvals.
    Supervision and Mentorship – supervise and mentor at least one Research Officer with the goal of nurturing their professional growth and ensuring compliance with project timelines, research ethics, and PC Kenya policies and procedures**.**
    Research Uptake and Resource Mobilization – Contribute to use of evidence by representing PC Kenya in national and international meetings such as training workshops, dissemination meetings, and technical working group meetings, networking and creating partnerships with strategic partners. Contribute to proposal writing team efforts.
    Other duties as may be required by the position.

    QUALIFICATIONS:

    Doctoral degree in social science, public health, statistics, or related field and at least 1-year professional experience contributing to research projects.
    Knowledge of and applied experience in quantitative research methods and statistical analysis, ideally including longitudinal and hierarchical modeling required. Knowledge and experience coordinating or conducting systematic reviews and meta-analyses is a plus.
    Proficiency in cleaning, managing, and analyzing data using STATA and writing code in detailed do-files for large and multiple datasets required.
    Understanding of and experience with study design and the development of research protocols, including the use of different sampling procedures and survey design required.
    Excellent English language skills (oral and written), with experience editing written documents. Demonstrated experience authoring/co-authoring papers published in peer-review in scientific journals.
    Demonstrated ability to collect and synthesize relevant research literature. Understanding of and experience conducting research related to adolescents, including education, sexual and reproductive health, gender norms, HIV/AIDS, violence, child marriage, migration, and climate change strongly preferred.
    Excellent diplomatic, problem solving, management and interpersonal skills. Ability to work independently and efficiently with high attention to detail and follow-through; ability to prioritize and make decisions in a timely manner under competing priorities and multiple tasks.
    Understanding of geospatial data, shapefiles, and basic mapping tools a plus.
    Interest in translating data into accessible data visualizations for different types of stakeholders a plus.
    Proficiency in MS Word, Excel, PowerPoint, and Outlook required.
    Knowledge of and experience with research ethics and the development and submission of protocols to Institutional Review Boards required.
    Experience contributing to funding proposals for private foundations and/or bi-lateral organizations a plus.

The officer will manage the incoming communication including receiving incoming mail, phone calls and physical mail, act as a point of contact for third party vendors, support the procurement function and program coordination.
    RESPONSIBILITIES

    General administration support
    Ensure good general office management, cleanliness and maintenance of the office premises and equipment.

    Position Summary: The Population Council, Kenya (PC Kenya) seeks an experienced professional to serve as a Program Officer I – Data Manager who will be responsible for all aspects of data management. The job holder’s key responsibilities will include coordinating the processing of collected data; supporting project staff with data collection activities; overseeing proper management of data including secure back-up and archiving; supporting project staff with basic data analysis and reporting; representing the Council in technical working group meetings involving data management, processing and utilization; and providing data management support to other Council offices in sub-Saharan Africa if needed.
    KEY RESPONSIBILITIES:

    Coordinate all aspects of data management for ongoing and new research projects, including designing data entry screens; recruiting, training and supervising data entry personnel and activities; and overseeing data cleaning processes.
    Assist project staff with the design and implementation of research studies by reviewing study tools; programming the tools on mobile handheld devices such as tablets in android platforms; and training research assistants on utilization of new data collection and entry technologies.
    Work with project and field staff to ensure successful implementation of program monitoring and evaluation strategies and frameworks by conducting data validation and verification checks.
    Work with the Network Coordinator to develop, implement and support data archiving and protection mechanisms including secure data back-up and web-based data management system.
    Support project staff with basic data analysis and reporting including generating summary results of research data, transcribing open-ended data, and preparing summary reports of research activities.
    Work with the Network Coordinator to provide technical assistance to staff for basic information, communication and technology (ICT) support, software management and maintenance.
    Represent the Council in project dissemination meetings, training workshops, and technical working group meetings organized by national and international organizations including government and donor agencies.
    Provide data management support to other Council offices in sub-Saharan Africa region if needed including programming study tools on mobile handheld devices, training research assistants on the new technologies, and preparing the data for analysis.

    QUALIFICATIONS:

    Master’s degree in statistics, information technology, computer science, management information systems (MIS) or MIS-related field with at least 2-3 years of relevant experience; or a satisfactory combination of education and relevant experience.
    Demonstrated knowledge of and experience with managing large datasets and relational databases such as Access and SQL, and programming using JAVA, Python, XML or SQL on Android or Windows platforms.
    Demonstrated knowledge of and experience with basic data analysis using statistical software such as Excel, Stata or SPSS. GIS skills are an added advantage.
    Strong oral and written communication skills including the ability to translate technical programming and data management information for non-technical audience.

    JOB SUMMARY
    Funded by the Bill & Melinda Gates Foundation through a contract with Weill Cornell Medical College, the Population Council will carry out a two-phase study that shall enroll infants whose parents are seeking early infant male circumcision (EIMC). The study will be conducted at Homa Bay Teaching and Referral Hospital, in Homa Bay County and the Jaramogi Oginga Odinga Teaching and Referral Hospital (JOOTRH) in Kisumu We are seeking a Lead Social Mobilizer who will be stationed in Homa Bay to oversee mobilization activities in both locations, although more emphasis will be on mobilizing at the Homa Bay site since there is a mobilizer already active in Kisumu.
    She/he will implement activities in the Maternity and MCH (e.g. antenatal care, well check-up visits, etc.) of the study sites and facilities nearby that should result in parents bringing their infants for EIMC. The Lead Social Mobilizer will collaborate with Homa Bay County-based partners to implement county-based study recruitment strategy and communication activities. The LSM will implement a social process in communities in Homa Bay for analysis of male circumcision community problems and collective action leading to solutions of those problems, and to make that process self-sustaining and self-managing. She/he will support the mobilizer at JOOTRH to do the same. She/he will also assist with project implementation to ensure the successful and timely implementation of study recruitment activities.
    RESPONSIBILITIES:

    Collaborate with the Homa Bay study site management team and community health workers, county health team and county communication coordination partners to implement ShangRing study recruitment strategy.
    Identify potential leaders, champions, and/or organizers who can assist with study recruitment activities;
    Work with the Maternity and MCH departments of the study site and surrounding facilities to educate parents about EIMC
    Carry out general sensitization to community and community leaders, DMOH, CBO’s, the press and other community organizations (e.g. women support groups).
    Explore issues with community and begin setting priorities for enhancing study recruitment through an action plan based on the study recruitment strategy.
    Provide technical assistance to county and sub-county communication partners to implement, monitor, and report on study recruitment activities.
    Collaborate with community-based organizations to recruit, train, and supervise community mobilizers as needed to undertake interpersonal communication activities to promote healthy behaviors and use of MC services at the study sites.
    Adapt/translate existing MC-BCC materials as needed and disseminate materials at the community and facility level.
    Conduct follow-up meetings, as needed, with CMOH and community leaders to discuss progress and community reaction; and to work through any challenges.
    Prepare monthly reports of activities to submit to supervisor.
    Work with the EIMC mobilizer based at JOOTRH to ensure adequate mobilization at that study site.

    KNOWLEDGE; QAULIFICATIONS AND SKILLS

    First degree in community development, social work or its equivalent;
    Minimum of 5 years’ experience working in community development, peer education or advocacy for health and development, preferably in and around Homa Bay;
    Experience with communication and/or program activities related to male circumcision programming;
    Experience in training and networking;
    Experience working with community health workers and youth;
    Ability to read and write well in local languages and English; and
    Residing in Homa Bay or nearby.

    The Population Council seeks an experienced professional to serve as a Finance Officer in its Nairobi, Kenya office. The position supports the day to day running of the Finance department through overseeing payment processing as per proper documentation and in-line with the organization’s financial and procurement policies and procedures; implementation of internal controls, policies and procedures, best practices, computerized accounting and banking systems and monitoring project budgets to ensure that they are implemented within budget and as per donor guidelines and support field operations and training staff on use of accounting and operational software and best practices and manage relationships with financial institutions.
    This position is a local hire position. Candidates must be Kenyan nationals.
    KEY RESPONSIBILITIES

    Financial Accounting and Reporting

    Verify invoices and other primary support documents for accuracy and completeness before being processed.
    Prepare payment documentation and ensure necessary approvals and documentation have been obtained.
    Posting of processed payments into the ERP while ensuring accuracy in coding, correct allocation of project and office expenditures; ensure all prepayments are accurately allocated and accruals are made appropriately.
    Preparation of Journal entries into ERP software and generation of basic financial reports e.g. bank reconciliation, staff advances, receivables and payables schedules.
    Responsible for the preparation of monthly expense report, submission to PC New York, resolution of any outstanding queries and ensure adequate availability of funds for smooth operations.
    Process staff travel, and field advances returns by ensuring accuracy, completeness and adherence to travel & other related policies.
    Management and monthly reconciliation of accounts payable
    Ensure that payment periods are adhered to and the Council is in good standing and does not hold large amounts of unpaid liabilities.
    Management and monthly reconciliation of accounts receivable
    Ensure that all receivables are tracked, paid and correctly accounted for in a timely manner.

    Treasury Management

    Approvals of petty cash payments float including regular cash counts
    Review payments made by the Petty Cash Holders to ensure they are valid and correctly allocated to projects.
    Manage office liquidity position in order to ensure adequate funds are available for smooth office operations.
    Act as a liaison person with banking and financial services providers.

    Compliance and Asset Management

    Take a lead in the preparation and timely submission of monthly and annual statutory returns i.e. PAYE, Withholding tax, Withholding VAT, NSSF, NHIF, NITA and HELB.
    Assist in coordination of office and project audits in consultation with the DFA and local audit firms and implementation of audit recommendations.
    Work across programs to ensure Council policies and procedures and donor requirements are met in execution of project activities and allocation of project expenses.
    Maintenance of inventory register; work with the System Administrator and Administrative Officer to ensure all new purchases and disposals are updated in the register and inventory lists and insurance for all assets is up to date.

    Project Management

    Monitor approved budgets and work with program staff to ensure spending is on target 
    Generate monthly monitoring reports.
    Assist in managing closeout of grants by liaising with the DFA and Principal Investigators to ensure that all grants are fully spent out and avoid over-expenditures.

    Systems and Capacity Building

    Optimize the usage of financial and operations systems in collaboration with the System Administrator and provide staff training as appropriate
    ERP implementation and training

    QUALIFICATIONS, KNOWLEDGE, EXPERIENCE

    Master’s degree with a major in accounting or finance, professional accounting qualification, CPA or ACCA.
    Good knowledge of accounting software and spreadsheets
    ERP knowledge is an added advantage.
    Demonstrated knowledge of online banking systems and 5 years’ experience in a busy accounting office in a not-for-profit will be an added advantage.
    Knowledge of grants rules and regulations and prior experience optimizing the usage of financial and operations systems preferred.
    Demonstrated flexibility, ability to multitask, setting priorities, sense of urgency, positivity and honesty.

    S/he will be responsible for the oversight of PC Kenya’s human resource systems/processes, standards, policies and procedures, ensure compliance with all regulatory authorities’ policies and consistency with PC global HR policies and strategies, while maintaining the capacity to recruit and retain the needed talent.
    All responsibilities shall be conducted in close coordination and consultation with HQ HR team, the Kenya Country Director and the Director of Finance and Administration.

    Key Responsibilities
    Recruitment and selection – 30%

    Coordinate the recruitment efforts including assisting with staffing requisitions, drafting and posting job descriptions, scheduling interviews, advertising vacancies, screening resumes, schedule interviews, ensure a positive interview experience for the candidates, coordinate reference checks, hiring and orientation processes;
    Ensure that all necessary recruitment documentation are completed and processes conformed to;
    Ensure that recruitment of new staff is in line with program budgets and salary structure;
    Ensure that consultants, research assistants and other temporarily staff are engaged as per Council policies and procedures and in compliance with local labor laws and Kenya Revenue Authority requirements;
    Coordinate the documentation of interns and ensure that they are appropriately placed supervised and mentored.

    Talent management – 25%

    Manage the performance systems and tools including: probationary process, regular performance evaluations, discipline / corrective action, professional development and termination;
    In consultation with Senior Management Team (SMT), conduct regular organizational, job and individual training and development needs analysis;
    Serve as a resource to in-house orientation on HR management and related subjects;
    In consultation with SMT, establish and regularly review standard and generic job descriptions, for all positions ;
    Ensure that PC Kenya understand the Council Appraisal process, monitor the implementation of the appraisal systems and maintain a full record of all local performance appraisals ;
    In consultation with SMT, identify areas for staff development and provide guidance to staff in accomplishing their development objectives;
    Maintain up-to-date records of:
    i) accurate and appropriate job descriptions and ensure the PC Kenya employees have copies of these job descriptions and
    ii) staff contracts

    Grievance Management – 5%

    Advise supervisors on personnel management issues and staff disciplinary actions;
    Assist staff with the resolution of grievances;
    In close communication and collaboration with the Director of HR, Council’s Legal Counsel and the Country Director, deal with grievances and appeals in disciplinary cases, and advise SMT on legal implications;
    Advise Country Director, Director of Finance and Administration and Program Heads on any legal matters that may require HQ involvement.

    Termination – 5%
    On termination of service with PC/Kenya ensure that:

    staff fillout an exit interview form;
    all personnel policy requirements are fulfilled;
    health insurance company is notified timely so that staff member is removed from the group cover.

    Benefits and Administrative Duties -35%

    In close consultation with Kenya staff, review and manage health insurance benefits and discuss concerns with service providers;
    Generate purchase orders for all HR related procurement of a confidential nature;
    Ensure HR-related support is provided to all PC/Kenya staff;
    Participate in meetings of office management, operations and programme teams as required ;
    Help identify and allocate office space, computer etc.;
    Foster and organize staff activities; Perform any other relevant duties as required by immediate supervisor.

    Qualifications, Knowledge and Experience

    Bachelor’s degree in Human Resources;
    Certification from the Institute of Human Resource Management of Kenya;
    At least 5-years of HR related working experience in Kenya;
    Evidence of implementing human resources policies;
    Excellent working knowledge of current Kenya labor laws;
    Proven communication skills to include fluency in speaking/reading/writing in English;
    Exposure to and interest in staff development ;
    Previous demonstrated ability to work as part of a team and interact with all levels of staff and management;

    The Population Council is seeking an experienced administrator to support various functions in the Population Council Nairobi Office including: facility management, procurement and general administrative services.

    Key Responsibilities
    General administration services:

    Ensure proper management and coordination of staff travel arrangements including ticketing, transport and security;
    Ensure good general office management and cleanliness and maintenance of the office premises and equipment;
    Verify all vendor invoices and deliveries with program personnel and liaise with the finance officer for payment;
    Ensure that the office is run in a professional and responsible manner including hosting guests, receptionist duties, and general contact and liaison with outside agencies;
    In close collaboration with Network Coordinator and Program Coordinators, ensure proper asset management and maintain an updated and accurate asset register, and room lists, and ensure that all assets are properly labelled and whereabouts regularly verified;

    Procurement:

    Ensure full understanding and adherence to the Council’s procurement policies and assist as needed in training staff on these policies
    Estimate and establish cost parameters and budgets for purchases
    Maintain accurate records of purchases and pricing
    Create and maintain good relationships with vendors/suppliers
    Maintain records of purchases, pricing, and other important data

    Schedule vehicle use to meet programmatic and operational needs;
    Maintain daily vehicle movement and oversee fuel consumption purchase and tracking;
    Ensure security measures for vehicles such as parking, storage of keys, insurance, etc.; and ensure that accident reports are completed and filed (if related to vehicles).

    Qualifications

    Degree in Business Administration, Communication, and other business management fields of relevant discipline
    Minimum of 5 years’ practical experience in a reputable organization
    Must demonstrate understanding of logistics, procurement and administration, ethics and good management skills with diverse team with large flow of information and activities
    Experience in an NGO setting is preferred

    Finance Officer

    The Population Council seeks an experienced professional to serve as a Finance Officer in its Nairobi, Kenya office. The position supports the day to day running of the Finance department through overseeing payment processing as per proper documentation and in-line with the organization’s financial and procurement policies and procedures; implementation of internal controls, policies and procedures, best practices, computerized accounting and banking systems and monitoring project budgets to ensure that they are implemented within budget and as per donor guidelines and support field operations and training staff on use of accounting and operational software and best practices and manage relationships with financial institutions.

    KEY RESPONSIBILITIES

    Financial Accounting and Reporting

    Verify invoices and other primary support documents for accuracy and completeness before being processed.
    Prepare payment documentation and ensure necessary approvals and documentation have been obtained.
    Posting of processed payments into the ERP while ensuring accuracy in coding, correct allocation of project and office expenditures; ensure all prepayments are accurately allocated and accruals are made appropriately.
    Preparation of Journal entries into ERP software and generation of basic financial reports e.g. bank reconciliation, staff advances, receivables and payables schedules.
    Responsible for the preparation of monthly expense report, submission to PC New York, resolution of any outstanding queries and ensure adequate availability of funds for smooth operations.
    Process staff travel, and field advances returns by ensuring accuracy, completeness and adherence to travel & other related policies.
    Management and monthly reconciliation of accounts payable
    Ensure that payment periods are adhered to and the Council is in good standing and does not hold large amounts of unpaid liabilities.
    Management and monthly reconciliation of accounts receivable
    Ensure that all receivables are tracked, paid and correctly accounted for in a timely manner.

    Treasury Management

    Approvals of petty cash payments float including regular cash counts
    Review payments made by the Petty Cash Holders to ensure they are valid and correctly allocated to projects.
    Manage office liquidity position in order to ensure adequate funds are available for smooth office operations.
    Act as a liaison person with banking and financial services providers.

    Compliance and Asset Management

    Take a lead in the preparation and timely submission of monthly and annual statutory returns i.e. PAYE, Withholding tax, Withholding VAT, NSSF, NHIF, NITA and HELB.
    Assist in coordination of office and project audits in consultation with the DFA and local audit firms and implementation of audit recommendations.
    Work across programs to ensure Council policies and procedures and donor requirements are met in execution of project activities and allocation of project expenses.
    Maintenance of inventory register; work with the System Administrator and Administrative Officer to ensure all new purchases and disposals are updated in the register and inventory lists and insurance for all assets is up to date.

    Project Management

    Monitor approved budgets and work with program staff to ensure spending is on target 
    Generate monthly monitoring reports.
    Assist in managing closeout of grants by liaising with the DFA and Principal Investigators to ensure that all grants are fully spent out and avoid over-expenditures.

    Systems and Capacity Building

    Optimize the usage of financial and operations systems in collaboration with the System Administrator and provide staff training as appropriate
    ERP implementation and training

    QUALIFICATIONS, KNOWLEDGE, EXPERIENCE

    Master’s degree with a major in accounting or finance, professional accounting qualification, CPA or ACCA.
    Good knowledge of accounting software and spreadsheets
    ERP knowledge is an added advantage.
    Demonstrated knowledge of online banking systems and 5 years’ experience in a busy accounting office in a not-for-profit will be an added advantage.
    Knowledge of grants rules and regulations and prior experience optimizing the usage of financial and operations systems preferred.
    Demonstrated flexibility, ability to multitask, setting priorities, sense of urgency, positivity and honesty.
