    Job Purpose

    Act as the focal point for staff health issues and follow-up on individual cases who require medical attention.
    Advisory role for all health staff related issues during COVID-19 in the African Regional Office and across the Africa region
    Make recommendations on how IFRC EVD should manage staff health issues effectively and with the needed care.
    Draft and review communication related to staff health and infection, prevention, and control for COVID-19 and any other infection disease, disseminating to staff across the Africa Region. Ensure communication is in line with corporate practice, aligns with existing policies and procedures, and reflects the advice of external health agencies that IFRC is either following or works with closely.
    Provide guidance to senior management on infection, prevention, and control measures to be adopted at the Africa Regional Office
    Support the review of business continuity plans in close coordination with the BCP surge delegate

    Job Duties & Responsibilities 1

    Prevention

    Context-specific Health risks assessment
    Identify the health risks specific to Africa regional office and IFRC countries/clusters offices and discuss them with head of operations in order to evaluate the specific preventive measure (i.e. endemic disease, outbreaks, collapse of the health system).
    Reduce the impact of environmental risk directly linked to working and living places in the office premises and the delegate residents.
    Disseminate information from authorities and any regulatory body related to COVI-19 and any other emergency medical emergency
    Liaise with HR Team in the Regional office and HR focal points in the Country offices and country clusters to ensure consistent messaging and advice.
    Clarify immediately incorrect information on COVID-19, following WHO and IFRC guidelines.
    Submit COVID-19 documents to internal platforms, such as Teams, used by IFRC to disseminate messages and share most recent documents.

    Health Briefings and Debriefings

    Individual/collective health briefing for new staff arriving in the Federation, advising on specific local health risks (mental and somatic health) and on avoidable behavioural risks.
    Briefing on management of medical emergencies (medical helpline, external services of emergency services, referral facilities, access to post-rape kits and first aid kit)

    Vaccination
    Ensure that vaccinations are complete for National staff
    Ensure that National employees exposed to professional risk receive adequate medication
    Ensure that all IFRC employees have access to information about risk of any disease, test and emergency treatment
    Medical screening/assessment
    Counselling for medical screening at recruitment of all future National staff and for “exposure missions”
    Monitoring of routine test for specific professional categories i.e. drivers’ eye
    Proceed with medical assessment for IFRC offices across the region
    Management of sick leave
    Monitor the sick leave certificates for both delegates and national staff as stipulated in the staff regulations
    First aid training & medical kits for staff
    Organize or train all staff on a regular basis on First aid
    Supervision of first aid kits (First aid kits during field trips, offices and residences: inventory, replenishment, storage, location.)
    Clinical care and emergencies
    Ensure and develop clear referral pathways for clinical care in Kenya. Working alongside the insurance companies
    Supporting Staff Health in Geneva to provide collaborated holistic care through the Staff Health network
    Assessment of referral facilities safety of access for all employees in Nairobi and Africa countries offices. A matrix of identified health facilities and related contacts is made available to all staff and regularly updated as needed.
    National reference structures for vertical program and for vaccinations are identified where appropriate

    Integration of Medical Contingency Plan (MCP) in the overall contingency plan of the Nairobi office and other countries/cluster offices.
    Case management, Medical evacuation and repatriation where necessary
    Run a 24/7 medical hotline for staff in Kenya
    Strict medical confidentiality is warranted towards individual medical information of all IFRC staff.
    Provide direct medical advice or to refer to external consultations as needed
    Standard IFRC guidelines should be applied in medical evacuation, accidents (including Post Exposure Prophylaxis) and illness of all staff.
    Direct Support is provided to Delegate or National staff assisted by IFRC Self-insurance through direct contact and follow up with local health providers. Employees are followed up individually when appropriate and when advice is sought.
    Stress management
    Post-incident and chronic stress management
    Ensure support to management in the implementation best institutional practices in stress management according to Institutional stress policy.
    Organization of peers support session in case of critical incidents according to Critical Incident Stress Management practices. This activity is organized in coordination with regional or HQ PSS.
    Primary evaluation of needs in order to make decision for evacuation
    Support staff with access to psychosocial support, ensuring clear communication on how staff are to access this support
    Psychological and sexual harassment in the workplace
    Ensure that all staff are informed about reporting mechanism in case of sexual harassment in the workplace according to IFRC guidelines and offer medical support if needed.
    Health insurance
    Liaising with Staff Health Geneva to ensure emergencies are streamlined
    Compliance with procedures related to medical insurance
    Case management for all staff is handled according to the relevant IFRC procedures for Delegates and National staff contracts (i.e.: ensuring that employees use the medical facilities selected, the request of the use of other facilities/specialists is case by case examined, ensuring that medical invoices for illnesses for National staff and their families are authentic and consistent with the prescription and clinical history)
    The arrangements regarding health insurance for employees and volunteers are explained
    The arrangements regarding health insurance for National staff are updated and adapted according to needs (i.e.in case change of reference structures and or new emerging needs).
    Support is provided for the administrative tasks related to staff health cases in strict medical confidentiality.
    Monitoring and evaluation
    Collect general medical data, produce a quarterly report and contribute to the client satisfaction monitoring in terms of their level of satisfaction and potential improvements to be made. The results of the analysis will be shared with all those involved with a view to continually improving the quality of the services provided
    Responsible for implementation of the national staff health policy

    Job Purpose

    Under the overall guidance and supervision of Reg. Head of DCPRR unit, the Regional Operations Manager will assume lead role of IFRC’s COVID-19 operation across the sub-share for providing roust operational support to African NSs through IFRC’s CCST and country offices. Key to the position will be providing support to African National Societies in the management of the ongoing emergency response, ensuing close coordination with Movement actors, coordinating actions amongst different Units within the IFRC at the regional- and sub-regional-levels, and contributing to building the capacities of ANS throughout the implementation of the response operation phase.

    Job Duties & Responsibilities 1

    Initiate, plan and mobilise IFRC resources in support of assessment, planning, and implementation of the emergency response operations in Africa.
    Supervise IFRC technical leads to ensure they work closely with the managers of relevant departments in all related programming roles and responsibilities, providing advice and recommendations that carefully consider local capacity and context.
    Build alliances and partnerships with other emergency actors to enhance the implementation of the emergency plan of action. Support, the NS’ to enhance their position vis a vis the national and international coordination mechanism.
    Support IFRC technical leads to develop programme approaches which strengthen and develop the National Society’s structures, capacity and performance; analyze and understand their current strengths and weaknesses and to ensure provision of necessary technical and material support particularly in relation to the ongoing crisis.
    Promote and assist the integration of humanitarian priorities and interventions within all relevant programming divisions
    Ensure that the response is based on frameworks and approaches that are consistent with or have considered national and international standards and guidelines, as well as IFRC policies, procedures and tools.

    Ensure a robust and coherent monitoring of the situation and its potential evolution and ensure that humanitarian interventions are responsive to current and emerging needs and threats.

    Ensure effective use of operation’s monitoring tools, operations status tracking system and tools and ensure adherence of Key Performance Indicators (KPIs) of assigned operations, develop operations risk registers and support implementation of operational risk mitigation measures.
    Ensure sound financial management is applied to all Federation-assisted programmes,
    that budgets are monitored, and any problems identified, and solutions implemented in timely and effective manner.
    Manage operational budgets to ensure that expenditure relating to IFRC-supported operations is within income and approved ceilings, in compliance with IFRC finance procedures and in line with donor earmarking requirements.
    Represent IFRC with relevant senior internal and key external relationships, country and Region offices, PNS, ICRC, donors, host government, the UN, other INGOs and the media.

    Internal Control and Risk Management

    Screening through monthly original supporting documents and field returns from country office and feedback if there were any discrepancies or anomalies.
    Carry out field missions to country office at least once or twice a year as pre-audit measure to ensure finance functions and controls are in place.
    Review internal controls through the review of monthly financial documents, provide feedback to the country finance and head of office on control weaknesses identify top risks facing a country office and support the office to address the same.

    Financial Reporting

    Preparing the cash request analysis, reviewing the project management status report and highlighting issues to follow up.
    Reviewing the cash requests from cluster and country offices including preparing the cash request analysis and ensuring adequacy of documents attached before onward transmission to Geneva
    Being the go-between person between Geneva and field offices in Africa on all finance related matters – all issues from the field touching on finance must be dealt with by the finance analyst before onward processing to Geneva.

    Audit and Compliance

    Ensure opening and maintaining the codes in APPLE by regular updating of project information and linking of codes.Being the contact person for all audits e.g. KPMG audits, SIDA audits, ECHO audits, coordinating the audits, submission of documents and answering any audit queries raised.
    Conducting budget-holder training on financial management, financial reporting, compliance, controls, KPI monitoring.
    Review compliance to IFRC policies e.g. finance, contract, procurement, consultancy policies. Highlight areas of non-compliance and advise country and cluster offices on the same including advising on action plans to address issues raised.

    Financial Management

    Validating the accuracy of information on budget and PEAR ceiling before loading into the system.
    Validating various agreements, contracts, MoU and staff request as per the contract matrix and authorisation procedure.
    Support cluster and country finance teams to ensure proper financial management systems are in place.

    Monitoring

    Monitor monthly closing of each country office by reviewing the balance sheets, checking the exception reports and validating the financial information
    Monitoring the KPIs reflected on monthly financial report and following up with country finance staff to ensure adequate action is taken to minimise the risk or exposure. If needed message will be escalated to project manager and head of office.
    Monitoring and follow up of audit recommendations for the cluster and country offices under management.
    Conducting monitoring visits to Cluster and Country offices

    Assist regional logistics unit (RLU) in flagging procurements above CHF 50,000 in the region

    Staff Management

    Organizational Context
    The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian network, reaching 150 million people each year through its 190 member National Societies. The Organization acts before, during and after disasters, crises and health emergences in order to meet the needs and improve the lives of vulnerable people. Our work is guided by seven fundamental principles (humanity, impartiality, neutrality, independence, voluntary service, unity and universality), policies and by Strategy 2020, which voices our collective vision and determination to move forward in tackling the major challenges that confront humanity in the present decade. The IFRC Secretariat has a decentralized structure: five regional offices (each with several CCST and country offices reporting to it) covering the globe and responsible for frontline delivery through National Red Cross and Red Crescent Societies, backed by the Secretariat HQ based in Geneva.
    Job Purpose

    Strategy 2020 guides the actions of the IFRC. It defines three strategic aims for the IFRC and its member National Societies, in order to align under a common vision: 1. Save lives and help people prepare for and recover from disasters and crises. 2. Enable safer and healthy living, and make better provision for marginalised people 3. Promote social inclusion and a culture of non-violence and peace The IFRC Strategic Framework on Gender and Diversity Issues 2013-2020, which aligns with Strategy 2020, guides the Protection, Gender and Inclusion work within the IFRC. It emphasizes the need to address the root causes and social determinants of gender inequality and sexual and gender-based violence, as well as social inequality based on diversity factors (ethnicity, disability inclusion, migration status, age, etc). Further, the IFRC’s Protection, Gender and Inclusion approach is underpinned by commitments made in Resolution 3 of the 32nd International Conference of the Red Cross Red Crescent to Prevent and Reduce Sexual and Gender-based Violence, as well as through its operational guidance, the IFRC Minimum Standards for Protection, Gender and Inclusion (2018). The Protection Gender and Inclusion (PGI) Senior Officer will provide strategic technical advice and guidance to African National Societies and IFRC regional office and CCST and country offices. The PGI Senior Officer ensures that IFRC coordinated emergency operations and National Society programmes promote the dignity, access, participation, and safety of all girls, boys, women and men based on their different needs, capacities and vulnerabilities, and without discrimination based on age, gender, disability, religious, race, or legal status. In addition, the PGI Senior Officer will support National Society and IFRC teams to enhance the impact, reach and efficiency of emergency response operations and development programmes through the integration and coordination of PGI activities and approaches. This includes PGI mainstreaming, advocacy, programme design, staff support and training, and strengthening community relationships. The PGI Senior Officer ensures there is operational capacity to identify protection risks including violence against children and sexual and gender-based violence and take action to prevent, mitigate and respond to violence, exploitation and abuse, including appropriate reporting and referral mechanisms. The role of the PGI Senior Officer is to mobilise and ensure quality programme (human, financial) resource for PGI work.

    Job Purpose
    Reporting to Deputy Regional Director, the Partnerships and Resource Development Head of Unit, (PRD HoU), supports the implementation of the IFRC Africa Road Map 2017 – 2020, the Federation Wide Resource Mobilization Strategy and the country, cluster and regional plans to raise funds, mobilize support for National Societies and build the capacity to fundraise among African National Societies. He/She is a member of the Africa Region management team, working within agreed strategic priorities, fully involved in the region’s long term and annual planning/budgeting process, and, in the case of disasters, is a member of any task forces convened by the region office.
    He/She identifies, develops and coordinates resource mobilization opportunities for National Societies (NS) and IFRC secretariat programmes, ensuring a Federation-wide RM approach in mobilizing funds for long term programmes of National Societies, as well as for disasters. He/she works to increase the funding coverage for all programs and proposes fundraising targets for operations and offices. The PRD HoU works closely with various functions of regional office to ensure appropriate strategy and tactics in the identification, cultivation and approach to fundraising leads.
    The PRD HoU will ensure relevant support, tracking and analysis and advise in the development and implementation of annual funding plans and outreach, maintain existing relationship with Red Cross Red Crescent Movement partners and build new partnerships with multilateral institutions and the private sector. Given current funding challenges and a diminishing market from partner NS, the HoU will provide systematic analysis and propose solutions to donor retention.

    This program builds on existing tools and actions being taken by Red Cross members but also external partners. A number of activities will occur within the program focused on three workstreams: Community Preparedness, National Society Preparedness and Private Sector and Key Stakeholders Engagement.
    Job Purpose
    Evidence generation is an important focus across the program and is imbedded through baseline, close monitoring, and evaluation. At the outset a detailed baseline study is being designed, including a mixed-methods knowledge, attitudes and practices (KAP) study. The CP3 KAP Intern will work with the CP3 team in the Africa Region, to develop a KAP question guide and survey methodology investigating the baseline state of community epidemic and pandemic preparedness. The intern will pilot the survey in one or two countries that are implementing CP3, and develop the tools which can be applied in the other program countries. The intern will also be responsible for data compilation and analysis for the 8 countries who are part of the program.
    The CP3 KAP intern will be supported to develop their skills and knowledge in questionnaire development, survey design and primary data collection in a real-world setting, and gain knowledge of the suites of community epidemic and pandemic preparedness complexities. They will benefit from the support of public health experts in the regional and global CP3 teams.
    Job Duties and Responsibilities
    Develop a qualitative and quantitative questionnaire and survey methodology looking at community epidemic and pandemic preparedness variables. This will include:

    Desk review of existing IFRC and CP3 documents, including M&E frameworks to pull out key areas of focus for KAP survey.
    Develop KAP survey methodology, including sampling methodology with input from academic supervisor and IFRC.
    Develop KAP survey questionnaire and key informant questionnaire with input and guidance from IFRC.

    Develop toolkit for training of in-country KAP survey teams and recommendations on how to operationalize a CP3 KAP training package. This will include:

    Creating training tools linked to the KAP survey (related to sampling and survey implementation in the field)
    Developing training modules for team leaders to use when training survey teams
    Create a teaching module on accurate data entry and data verification which is to be carried out by team leaders at the country level.

    Put in place a system for data collection, analysis, and reporting. This includes:

    Creating a central database for KAP data for all 8 countries – in order to compare baseline and endline results, and between countries
    All training tools for data entry that will be needed by in-country staff
    Analysis of baseline data
    Final report on baseline KAP results

    Background
    Large-scale epidemics and pandemics pose a serious threat not only to global health security but also to countries, communities and individuals in their efforts to achieve resilience. Epidemics and pandemics affect all sectors, impacting routine health services, economic and food security, trade, education, civil order, communication, transportation, and many other areas of life. The threat of emerging infectious diseases, including those of zoonotic origin, and the increasing prevalence of diseases previously controlled by antimicrobials and vaccination efforts, is a cause for concern to the global health community. Communities play an important role in prevention, early detection and early response with regard to this threat.
    The International Federation of Red Cross and Red Crescent Societies (IFRC) has launched a new programme targeting community centric epidemic and pandemic preparedness utilising an all of society all hazard approach. This programme builds on existing tools and actions being taken by Red Cross members but also external partners. A number of projects will occur within the programme focused on three work streams: Community Preparedness, National Society Preparedness and Private Sector and Key Stakeholders Engagement.
    Objective of the consultancy
    The objective of this consultancy is to support the IFRC and its partners strengthen the ability of communities and civil society groups to prevent, detect, and respond to disease threats and play a central and significant role in preparing for future health and disaster risks. As part of the Community Epidemic and Pandemic Preparedness Programme (CP3) in Kenya, the Kenya Red Cross Society will work with the IFRC, the American Red Cross, government entities, anthropologists, social scientists, civil society groups and other partners to collect and release key datasets and to produce digital visualization tools that will help responders at all levels to better understand where and why disease threats exist and thrive and to better prepare for them.
    Acting as a champion for the importance of mapping and open data, the GIS consultant will work with government and other partners to gather existing information and data, identify gaps and validate the collected data, and work to gain permission to release the data openly. Priority datasets include geographic base data, social and cultural determinants of health, etc. These datasets will be finalized in coordination with local stakeholders and with guidance from the IFRC, the Kenya Red Cross Society, and the American Red Cross, working from a draft list already created by the project team. Once the data layers are assembled and permissions granted, the consultant will work with Red Cross partners to upload these to OpenStreetMap and HDX, as appropriate.
    The consultant will engage with local partners, government actors, and other NGOs to promote open data and mapping within the region, and solicit stakeholder input into data needs to ensure that mapping results in useful products and synergistic inputs for Red Cross programmes. The GIS Consultant will receive close technical support from the IFRC and the American Red Cross’ GIS and Information Management unit.
    The GIS consultant will cover the project work in Kenya and may be based in Nairobi with some travel to the field.
    Expected outcomes and deliverables

    Build and maintain relationships with the IFRC, Kenya Red Cross Society, American Red Cross, government ministries and partner organizations to collect relevant datasets
    Meet with relevant ministries (Ministries of Health, Geographic Information, Census, etc) to determine relevant datasets
    Work with officials to allow for sharing and dissemination of data using appropriate licenses
    Work with Red Cross partners to validate data to ensure data quality
    Arrange that data is received in a universally accessible, and if possible, a machine-readable format to allow for data analysis
    Assist in determining the best way for data to be disseminated and visualized
    Practice responsible data management for sensitive datasets
    Work with Red Cross partners to ensure that data are upload to the relevant database (e.g. OpenStreetMap, Humanitarian Data Exchange, etc.)
    Consult on strategy and methods for mapping vulnerable areas, as identified by Red Cross partners, in OpenStreetMap.
    Promote an ecosystem of open data in the region
    Engage with volunteers and partner organizations to educate people about the value of open data and mapping as key infrastructure for humanitarian/development efforts
    Ensure that all appropriate geographic data are uploaded to OpenStreetMap or other relevant, accessible repositories
    Support local OpenStreetMap communities to encourage local mapping.

    Management of the consultant

    The consultant will be managed by the IFRC Public Health Informatics Senior Officer in Geneva, in close coordination with the CP3 Coordinator at the Kenya Red Cross Society in Nairobi, the IFRC East Africa country cluster office and the American Red Cross in Washington DC.
    Proposed time frame and location
    The proposed time frame is for a 5-month contract, with an initial maximum of 113 days of work, with potential or extension based on funding and candidate availability.
