    Job Purpose

    To work with the Senior Officer, Technical Advisor – ITN Campaign Efficiency in support of the Bill and Melinda Gates Foundation (BMGF) project on insecticide-treated net (ITN) campaign efficiency.
    To develop all cloud-based systems for project oversight, monitoring and reporting, including linking financial expenditures with programmatic outputs and setting up visualization for reporting purposes.
    To support other members of the IFRC team with establishing effective project monitoring systems for achieving objectives and ensuring timely high-quality reporting.
    To support achievement of activities under the AMP-BMGF investment grant to ensure that data is available to meet operational guidance targets and support development of updated global recommendations.
    To ensure coordination with other IFRC departments working on similar initiatives (IT/M&E) and collaborate on identifying best practices, challenges and recommendations for improvements that can be applied to the BMGF project.
    To support the management of the AMP website, ensuring that information is available and easily accessible to partners regarding the work of the AMP Partnership globally, as well as specific to the BMGF and New Nets Projects, including ensuring visibility of guidance, policies and ITN campaign tracking information.

    Job Duties & Responsibilities 1
     

    Enable IFRC to be a global leading player in the Community Health sector

    Contribute to and support the work of IFRC at relevant international fora, in publications, conferences and meetings and ensure that key issues and challenges are well presented towards positioning of RCRC as a global leader for reaching the most marginalized and at-risk populations with malaria interventions.
    Contribute to and support malaria activities towards the achievement of the health-related Sustainable Development Goals (SDGs), the WHO Global Technical Strategy Targets (including High Burden to High Impact) and other relevant global malaria targets.
    Work closely, with other members of the Community Health Team and with other teams within the Secretariat, to ensure appropriate visibility, resource mobilization and public awareness of the work of IFRC/RCRC
    Support assurance of compliance and accountability on the BMGF grant
    Support implementation and reporting on the BMGF grant

    Support National Societies in order to improve performance in Community Health
     

    Provide support both remotely and through in-country missions as requested from National Societies, including for activities around project design, data collection and management, IT system options, monitoring and evaluation and reporting
    Support National Societies to develop IT plans and establish new systems for more efficient data collection and management, as well as visualization of project inputs and outcomes
    Support coordination, roll out, monitoring and evaluation of BMGF project activities, participate in final project review meetings and ensure that the project is implemented according to the approved proposal, budget, and timeline
    Contribute to the health themes covered by the Community Health Team including malaria, active outreach (HIV, TB, harm reduction, migrants), immunization and others as applicable, including support to the Team Leader of the Community Health Team to achieve collective objectives

    Information systems and M&E for the BMGF project
     

    Support establishment of the M&E framework for the project in collaboration with BMGF and other project partners
    Work closely with the Senior Officer, Technical Manager – ITN Campaign Efficiency for the BMGF project to develop and launch a project tracker to allow for timely reporting and ensure that the tracker is housed in an online platform easily accessible to all project stakeholders and partners
    Support the Senior Officer, Technical Manager – ITN Campaign Efficiency to monitor progress of activities conducted under the investment grant per project tracker
    Create a project reporting platform to update IFRC/National Societies on all activities supported under the BMGF investment and determine any needs for training and support to IFRC staff on its use
    Support the Senior Officer, Technical Manager – ITN Campaign Efficiency with preparation of monthly progress reports through provision of data and analytics related to the overall project for IFRC, the AMP Core Group and BMGF
    Support preparation of annual reports for the BMGF project in terms of analytics, visualization and presentation of results achieved
    Liaise with IFRC regional and country offices where activities are taking place to in-brief and out-brief on any in-country missions and, otherwise, to provide updates on work being undertaken by IFRC as part of the grant
    Conduct periodic field visits to assess the effectiveness of IT/M&E systems adopted for ITN distribution and how these can further be reinforced
    Provide technical advice on IT/M&E initiatives supported under the BMGF investment to NMCPs, National Societies and partners

    Job Duties & Responsibilities 2
     

    Support organization and implementation of TA provider training sessions, annual project review meetings and other workshops and meetings, particularly virtual meeting management
    Support management of the AMP website and develop a plan for regular updates, interest stories, announcements of new guidance, improved visibility of core guidance, etc.
    Support refining, populating and updating of the ITN campaign tracker
    Develop a plan for IFRC-AMP staff capacity-building on IT and for any computer-based support that may be required and organize and undertake training with collaborating partners on IT as required
    Develop a mock-up of a BMGF project section for the AMP website and a plan for regular updates on progress against targets for the different workstreams
    Undertake other duties as instructed by the AMP Operations Manager, Senior Technical Lead to support team, project and departmental objectives

    Support to BMGF project workstreams
     

    The Information Systems and M&E Officer will work directly with the Technical Manager for the BMGF project and the AMP Operations Manager, Senior Technical Lead to support achievement of high-quality deliverables across seven workstreams:
     

    ITN quantification
    Household registration and quality control for improving efficiency
    Determining cost-effective means for post-distribution assessments of coverage and use
    Analysis of options to guide investment in digital tools used for ITN delivery
    Development and validation of revised global operational recommendations for multi-product ITN campaigns based on expanded country experience
    Develop operational guidance for countries for sustained ITN access and use based on WHO or other microstratification data
    AMP COVID-19/Malaria Activities

    Specific tasks related to support for achievement of deliverables across workstreams may include:

    Support the compilation of tools, materials and data from technical assistance providers and NMCPs and ensure that all examples are housed in a central location and available to all project partners
    Support data cleaning as needed
    Support the review of Global Fund applications submitted for funding from 2021-2023 and summarize the number that plan for paper versus digital data collection for mass campaigns
    Build the database of countries transitioning to electronic systems for data collection and track how systems are implemented / changes made to inform operational guidance development; link tracking of digital tools to the overall ITN campaign tracker
    Establish an online repository of different tools and outputs of the project that can be accessed by NMCP and partners
    Support the collection of partner information inputs for digitalization, including from Red Rose, DHSE and other sources of digitalization expertise applicable to ITN campaigns
    Provide expert guidance on the advantages and challenges of digital tools for ITN campaigns
    Support identification of IT solutions for social and behaviour change (SBC) for increasing ITN use, including advantages/disadvantages and cost implications of different options
    Support development of algorithms, operational considerations or recommendations and case studies for the different workstreams, including how to best present the information

    Background

    The Africa region is facing increased food insecurity. This spike has different drivers, associated with climate crisis, epidemics, conflict and displacement, and now the COVID-19 pandemic. The impacts of COVID-19 will be felt everywhere, but the most vulnerable people are at especially high risk. In Africa, as restrictions brought into limit the spread of COVID-19 continue to disrupt or reduce people’s access to sources of income, it is expected that the situation will become an economic and food crisis for many who will struggle to meet their ongoing basic needs. Countries across the region are now at risk of a deterioration in the food security situation as a result of COVID-19, which combined with pre-existing vulnerabilities and concomitant emergencies, is predicted to push millions of people into extreme poverty.

    The IFRC is supporting 33 (of 49) National Red Cross and Red Crescent National Societies in Africa with food security, livelihoods and nutrition interventions under its Regional COVID-19 Emergency Appeal. Furthermore, there are 77 ongoing food security and LLH projects ongoing and implemented by the Red Cross in the Africa Region. Currently, these are mostly focused on meeting immediate basic needs and the provision of food assistance; however, these activities are rendered meaningless if not linked to longer term recovery and resilience strategies to support the diversification and strengthening of livelihoods. Due to this, the IFRC has identified the need for a coherent Food Security and Livelihoods regional approach, that will be embraced by Africa National Societies, as well as other components of the movement.

    The Livelihoods Regional Senior Officer will design (alongside other technical experts from the Movement) and roll out the implementation of the IFRC Africa livelihoods response strategy; provide technical advice to improve the effectiveness, efficiency and accountability of FSL interventions; and facilitate the technical coordination between sectoral leads and among partners on FSL interventions, as part of the regional multi-sectoral approach to Household Economic and Food Security.

    The position will part of the Regional Office, but out posted to the Eastern Africa Country Cluster, based in Nairobi, Kenya. There is the potential for international travel to support IFRC clusters and country offices and to participate in internal and external meetings. The resource will work in close coordination with the technical focal points of all Areas of Focus and Support Teams of the COVID-19 Operation, the Cluster and the Regional Level. Furthermore, the resource will work in close coordination with the National Societies requiring assistance. The resource will collaborate and seek support from other Regional FSL Delegates; and the IFRC Livelihoods Resource Centre as needed.

    Working together with the IFRC team, the Regional Livelihood Officer will:

    In close coordination with technical coordinators/experts of the CCST/COs, Partner National Societies and Africa National Societies, continue the development of the 5-year IFRC Africa Strategic Program to tackle food insecurity, through a Livelihood approach, inclusive of other departments views and goals, such as DRR, Health & Nutrition and WaSH, etc
    Provide direct support to the IFRC team and the National Societies of the Africa Region in designing and setting up FSL interventions in line with the regional strategy
    Monitor progress of FSL interventions of the NS within the COVID-19 response in the Africa Region, and collect required reporting documentations per the IFRC standards
    Assist CCST/COs to support African National Societies in developing the process and post-distribution monitoring system that provide systematic and standard indicators for FSL implemented interventions
    Assist CCST/COs to identify training and development needs of staff and volunteers involved in FSL interventions; as well as support in the organizing and conduct of trainings for staff, volunteers and the recipients of FSL assistance. This will include recording of participants to ensure tracking of National Society capacity in FSL
    Produce accurate monthly reports from all African National Societies which have a FSL component
    Ensure that FSL key messages are effectively disseminated to recipients and relevant stakeholders and appropriate feedback mechanisms are established, maintaining the National Society’s commitment to beneficiary accountability
    Ensure alignment of FSL assistance with the IFRC holistic livelihoods response strategy; and the COVID-19 recovery approach
    Ensure good coordination and cohesive intervention design between the FSL component of the operation and other Areas of Focus (Shelter, Health, Migration, etc), including Cash and Voucher Assistance and Information Management

    Cash and Voucher Assistance (CVA) Delegate for Covid-19

    Background

    The COVID 19 pandemic crisis is affecting the whole of the Movement as IFRC, ICRC and NS across all regions are preparing or already responding to the extreme levels of unmet humanitarian needs as a direct result of the crisis or secondary impacts. CVA, including cash delivery, digital payments and emergency social safety nets, will play a prominent role in the response to the crisis and expected to feature strongly in the longer-term recovery.

    The economic impact of COVID 19, coupled with restricted access and need for remotely administered humanitarian assistance in many countries, makes CVA a particularly relevant tool for response to this crisis. Cash also offers a lower risk of transmission to staff, volunteers and communities through digital payments and can be a critical enabler for markets as they adapt and recover to stimulate peoples purchasing power and key services and retailers.

    As the impacts of COVID on peoples and household’s ability to continue accessing services and key sources of income are disrupted or reduced, more and more of the most vulnerable people in the world will be affected and struggle to meet their ongoing basic needs, and will need support to also diversify and strengthen their livelihoods sources, among others. Cash and Voucher Assistance is the preferred option to help targeted population have financial access to cover their diverse needs, while having a strong positive impact on the local economies. At the moment, 23 National Societies of the Africa region are currently working on delivering cash and vouchers to cover basic needs of the targeted population.

    Job Description

    The COVID-19 Cash and Voucher Delegate will provide technical advice to improve the quality and accountability of cash interventions, practical solutions for challenges in cash interventions, support the procurement of Financial Services Providers for NS with a cash component within the appeal, and facilitate the technical coordination among partners on COVID-19 cash interventions, as part of the regional COVID-19 Emergency Appeal. The position aims to support the decision making and implementation, as well as increasing the accountability of National Societies assisting COVID-19 affected people with timely quality cash and voucher assistance.

    The position will be based at the regional office of Africa. There is the potential for international travel to support IFRC clusters and country offices and to participate in internal and external meetings. The resource will work in close coordination with the technical focal points of all Areas of Focus and Support Teams of the COVID-19 Operation, the Cluster and the Regional Level. Furthermore, the resource will work in close coordination with the National Societies requiring assistance. The resource will collaborate and seek support from the Regional Cash CVA Coordinator and the Cash Hub as needed.

    Job Duties and Responsibilities

    Working together with the IFRC COVID-19 Operational team, the CVA Covid-19 Delegate will:

    In close coordination with technical coordinators of the CCST/COs and the Regional CVA Coordinator, support the implementation and revision of all CVA activities included in NS response plans and budgets.
    Provide direct support to the IFRC team and the National Societies of the Africa Region setting up cash and voucher assistance interventions related to COVID-19
    Ensure completion of cash planning, preparation and rollout of activities in NS with a cash component within the COVID-19 response.
    Support the procurement process of Financial Service Providers in coordination with the Regional Office.
    Monitoring progress of cash interventions of the NS with a cash component within the COVID-19 response in the Africa Region, and collect the required reporting documentations per the IFRC standards
    Ensure that needs assessment, market assessment, financial service provider mapping, tendering and contracting are conducted in due time to have a timely and effective implementation that meets the program objectives in all NS of the Africa Region that uses cash and voucher as a response tool for COVID-19
    Assist African National Societies in developing the process and post-distribution monitoring system that provide systematic and standards indicators for CVA implemented through emergency responses.
    Produce accurate monthly reports of cash and voucher delivered assistance in all African National Societies having a cash component within the COVID-19 response
    Ensure beneficiary communications and feedback mechanisms are settled up in each African NS implementing Cash and Voucher Assistance within the COVID-19 response.
    Ensure that CVA key messages are effectively disseminated to recipients and relevant stakeholders and appropriate feedback mechanisms are established, maintaining the National Society’s commitment to beneficiary accountability,
    Liaise with Finance and Logistic to ensure that standard procedures linked to CVA are well applied,
    Ensure good coordination on CVA between Movement colleagues, including the ICRC, Partner National Societies (PNS) and the implementing National Societies.
    Ensure same tools and standards are applied to the various areas in which the CVA will be implemented in the country, based on the RCRC Movement cash toolkit.
    When relevant engage in coordination with other stakeholders in the country (Cash working Group, CaLP, NGOs, WFP, etc.)

    Work Experience

    At least 5 years of experience leading a cash or voucher response within a humanitarian context
    Demonstrated experience in assessment which includes needs, market and Cash feasibility considerations
    Proven capacity building experience with NS or equivalent, delivering trainings and providing on the job training and coaching
    Experience with integrated data management tools such as RedRose
    Knowledge and experience of RC/RC National Societies
    Understanding of data protection and data responsibility in humanitarian action
    Experience providing technical support to National Societies
    Excellent interpersonal, communication and negotiating skills
    Experience coordinating and advocating to external stakeholders including government, NGOs, UN and Donor organisations.

    Job Purpose

    The RCCE Interagency Regional Coordinator will establish and lead the RCCE collective service for East and Southern Africa, including supporting the RCCE technical working group and sub-working groups for community feedback and social science. He/she will work to; improve RCCE coordination and collaboration between agencies responding to COVID-19 in Eastern and Southern Africa; identify and share common approaches for addressing regional RCCE issues and challenges, including developing shared resources and guidance for country level response actions; collate and analyze trends in community feedback and social science research on COVID-19 and the humanitarian response; identify actions to strengthen the response with other technical pillars, country working groups and the response leadership. The position will strengthen

    Coordination

    Job Duties & Responsibilities 1

    Support the convening, facilitation and coordination of the Regional RCCE Technical Working Group (TWG) including strengthening linkages with the global RCCE coordination forum and country level RCCE coordination working groups. As per the terms of reference, the RCCE TWG activities include:

    Regularly update and adapt regional RCCE interagency strategies and workplans based on the evolution of the pandemic and behavioural insights
    Bring together all actors working on RCCE in the region, including traditional and non-traditional actors, to improve regional level collaboration and coordination of activities and map regional and country level coordination capacities and roles and responsibilities of the main partners involved
    Identify key RCCE challenges impacting the effectiveness of the COVID-19 response and discuss common approaches to address them
    Promoting the use and adaptation of existing tools and guidance (or development of new ones) for the regional and country-level implementation of coordinated community engagement approaches (including needs assessments, perceptions surveys, partners mapping, community feedback approaches etc)
    Discuss and agree actions based on trends and priorities identified in community feedback
    Coordinate the identification of topics for social science research on COVID-19 including primary research, when necessary.
    Engage with the media at regional level to encourage responsible reporting, sharing of key health information and tackling the spread of rumours and misinformation.
    Mapping resource mobilization sources and opportunities for engagement with donors to advocate for RCCE funding at country and regional level.
    Developing and reporting on common RCCE indicators as part of the COVID-19 response monitoring framework.
    Support the community feedback sub-working group efforts to collect, analyse and agree recommendations based on the trends in community feedback across agencies. Help to track actions taken and provide support to follow up where needed.
    Coordinate WG-related performance monitoring and recommend corrective action where and when needed.
    Support and ensure alignment with other regional coordinators in the strategic approach and ensure wide dissemination and exchange of tools and best practice.

    Advisory and technical support:

    Facilitate the regional RCCE WG to undertake rapid needs assessments and agree on specific technical support to be provided, with focus on priority countries (to be defined on a needs/demand basis appropriate to the region).
    Support priority countries to update/adapt RCCE interagency plans, according to the evolution of the pandemic.
    Support country level RCCE coordination working groups, clusters, pillars and other relevant responders (on demand) with RCCE expertise and ensure support to country coordination approaches, promoting engagement of national/local organizations that represent the social, cultural, gender, age, and religious distribution of the communities (i.e faith-based organizations, youth organizations, CSO networks, private sectors and other influencers).
    Provide RCCE technical advice and support to the other regional TWGs (Case Management, IPC, MHPSS and Continuity of Services & Surveillance, Lab and Point of Entry) including supporting them to address key recommendations arising from community feedback data and social science research.
    Work with RCCE partners, to develop demand-driven guidance/tools based on assessment of gaps and support needs from other regional TWGs and country level coordination groups.
    Capture and document examples of RCCE best practices, including community-driven approaches to COVID-19 prevention and management, for example physical distancing, hand washing, isolation etc
    Develop and manage a repository of existing RCCE materials and resources including strategies, guidance notes, regional key messages and tools for regional reference in a diversity of accessible and applicable formats and common languages across the region by ensuring physical or online libraries are established.
    Coordinate joint remote capacity building exercises to address specific gaps identified.
    Working with the Information Management Officer and RCCE Working Group members, ensure the compilation of, and regularly updated 4Ws (Who does What, Where and When) mapping at regional level.

    Representation:

    Advocate for action on RCCE priorities across the response, including community feedback and social science research, with the response leadership (WHO Health Partners meeting) and to the wider humanitarian leadership structure in East and Southern Africa (Humanitarian Partnerships Team) in order to improve overall effectiveness and accountability of the COVID-19 response in East and Southern Africa.
    Ensure strong representation of the RCCE WG, and community engagement needs and priorities in relevant multi-sector coordination forums and ensuring RCCE recommendations are integrated and reflected in the main pillars of the response.
    Advocate, educate, and forge consensus among all those involved in the emergency response, on the tools and approaches for establishing effective community engagement.
    Engage donors to provide updates on current issues and community concerns, including plans to improve overall response-wide RCCE.

    Coordinate and oversee regional reporting to BMGF on progress against the agreed log frame and proposal

     

    Education

    Coordinate accountability and stewardship to partners for the response:

    Coordinate tailored proposals to specific partners to seek funding for the appeal;
    Contribute to funding gaps monitoring, including through weekly funding tables, and analyse/ propose/ implement corrective measures;
    Prepare financial or budget plans and allocation along with the Technical teams and finance department in accordance with each grant requirement
    Facilitate and support resourcing efforts for the Red Cross Red Crescent response in close liaison with regional PRD team, the Cluster/Country offices, operational leads, PMER and Finance focal points.
       
    5. Reporting
    Keep Project Mangers informed about impending deadlines and deliverables, thus ensuring smooth completion of work responsibilities
    Supervise the reporting, and other administrative functions to ensure successful implementation of grant process
    Work closely with the CCST/ Country heads and Project managers to ensure timely preparation of monthly and quarterly reports for grant activities that feed into the overall programme report.
    Examine grant reports for accuracy and completeness and regularly monitor their budgets vis-a-vis financial reports and process and support transfers as appropriate
     6. Capacity Building
    Identify capacity building needs and provide technical assistance where needed and training to assure compliance and technical skill-building
    Ensure that grant activities comply with IFRC procedures, as well as donors’ rules and regulations. This will call for ensuring that the field staff are familiar with grants management procedures. – grant management and reporting requirements
    Provide technical direction and monitoring of Africa National Societies ongoing grants activities;
    Analyse and monitor Africa National Societies growth of income and capabilities in partnerships, including for emergencies;
    Facilitating training where appropriate and supporting Mozambique RC in attending, implementing their own training in partnership and resource development.
      7. Effective matrix management
    Ensure effective coordination with Cluster/Country offices, regional PRD team and technical leads to be involved in performing tasks.
    Work closely with the PMER Team in developing M&E plans to ensure that they are contributing to specific indicators and outcomes
    Work closely with the technical team- CCST/Country Heads/Project Managers to identify potential areas of support, suitability, and evaluation criteria
    Education
    University degree or equivalent in a relevant discipline.

    Experience
    Experience in partnerships and multi-stakeholder engagement, fundraising, planning and pledge management, Donor Relations, reporting, reporting
    Relevant work experience with the Red Cross/Red Crescent Movement, International Organizations, INGOs
    Working with international funding agencies (e.g. Multilaterals, Financial institutions, or governments)
    Experience in emergency appeal mechanisms and humanitarian donor policies

    Logistics Officer Health and Care Delegate

    Job Purpose

    The logistics Officer will be responsible, under the direction and guidance of the COVID-19 Logistics Delegate, for supporting the planning, implementation, monitoring and reporting the logistical and supply chain management aspects of all programmes relating to the IFRC-supported COVID-19 response operations and ensuring that all logistics tasks are in compliance with the IFRC standards and procedures. The role will also support the OLPSCM team on coordination and cooperation with other actors involved in the COVID-19 operation.

    Job Duties & Responsibilities 1

    Have regular contacts with appointed Africa Region National Societies’ logistic and procurement focal points and support them in planning based on a constantly evolving situation.
    Provide regular information for the information bulletin for each country and for Africa Region separately.
    Support the preparation of timely monthly reports detailing specifics according to the needs and distributing them to the Operational LPSCM and to Geneva Surge team.
    Support in the production of regular, timely and accurate narrative and financial reports for IFRC and donors.
    Work closely with LPSCM and technical focal points to ensure standardised and technical compliance of goods.
    Support the mobilisation of COVID-19 goods ensuring the most efficient supply chain is applied.
    Ensure timely and accurate communication with service users, using standard tools and practices.
    Liaise and coordinate with the relevant stakeholders regarding the delivery of supplies, and keep all parties informed, in a timely manner, of any changes.
    File and archive all logistics documents in a systematic manner.
    Support the coordination and communications with IFRC ARO CCSTs/COs and COVID-19 operations team to ensure logistics, supply chain and procurement related compliance of the emergency operation across all Africa Region National Societies.
    Update the OPLSCM team on regular basis.
    Support the planning and mobilisation of IFRC resources in support of the assessment, planning, and implementation of procurement of goods at a scale for the emergency response.

    Produce regular, timely and accurate stock, narrative and financial reports for the IFRC.

    Ensure all activities within assigned role comply with IFRC guidelines and policies (SPHERE, Code of Conduct, Principles and Rules for Disaster Relief, Fraud and Corruption Prevention and Control Policy, etc.).
    Ensure the dissemination of IFRC’s Fraud and Corruption Prevention and Control Policy to all suppliers/service providers who engage with the CCST and COs.
    Carry out other tasks as assigned by your line manager which are within reasonable consideration.
