    Job Purpose

    Health Delegate, Auxiliary Projectwill work in close collaboration with the IFRC Health and Care Department and Health and Care Team in Africa region, with a primary focus to help coordinate the strategic direction of HCF 2030 related to auxiliary role of Red Cross Red Crescent National Societies with public health authorities. The officer will liaise with National Society Development focal points and relevant IFRC departments and teams in the Africa region, and other relevant international stakeholders.

    The officer will coordinate and provide technical support to National Societies to develop guidance and integrate training materials and will work with a multi-disciplinary team of IFRC Network volunteers and staff to support systematic and strategic engagement with public authorities. The overall purpose is to strengthen National Society’s auxiliary role around health and care. This position relates to the unique position of RCRC National Societies as principled actors working as auxiliary with public authorities. The position and project will be focused initially on the Africa region, but the learnings are likely to be globally transferable to other regions.

    Job Duties And Responsibilities

    Duties and responsibilities will include but not limited to the following:

    Technical Management / Support

    In close consultation with IFRC and selected National Societies define and map the status of the engagement of NS’s in health and auxiliary role in health and care within the Africa region.
    Create a regional Project Delivery Team, acting as a sub-working group of the IFRC Reference Group on Global Health, tasked with coordinating and carrying out the activities for this project in the region.
    In close collaboration with National Societies, identify current priorities, challenges, needs and required action
    Conduct targeted mapping of National Societies and their auxiliary role in the field of health and care, as part of the ongoing IFRC auxiliary role project.
    Provide coordinated updates to Health and Care Department and Reference Group on Global Health.
    Together with Health and Care Department, develop guidelines and training materials that can be integrated into widely accepted and proven multi-sectoral capacity building, auxiliary role, and training initiatives of the IFRC Network.
    Develop guidelines on Strengthening National Society’s Auxiliary Role in the Field of Health and Care with integrated training materials able to be utilised as part of the IFRC’s Advocacy Toolkit training curriculum.
    Develop a collection of health and care related model clauses and language that can be used within model laws to support National Societies in their health and care legislative advocacy and policy work with public authorities globally.
    Regular consultation will all teams of Health and Care Department.
    Ensure ownership and sustainability in the roll-out of all developed content, with a focus on adoption by National Societies and IFRC Country/Cluster Offices to ensure long-term strengthening of the auxiliary role of National Societies in health.
    Pilot the use of the guidelines and integrated training materials on Strengthening National Society’s Auxiliary Role in the Field of Health and Care in at least one, preferably two, of the annual Red Cross Red Crescent trainings on humanitarian diplomacy and advocacy.
    Ensure at least five National Societies (preferably one from each region), have a workplan in place to strengthen their auxiliary role in the field of health and care by 2022.
    Ensure the integration of health and care profiles within the National Society Development, Disaster Law, Humanitarian Diplomacy and Policy, Governance, etc, training rosters and capacity building initiatives.
    Contribute to an effective, high quality IFRC team.
    Work effectively within a small project team, including colleagues at IFRC in Geneva and the Norwegian Red Cross in Oslo. This will include regular online meetings and working sessions.
    Liaise closely with different stakeholders within the Africa region, including attending in-person meetings.
    Be a pro – active team member fostering a customer service-oriented culture that values proactivity, innovation, high performance and cost effectiveness.
    Foster a co-creative environment with colleagues in the Secretariat, region and National Societies and all relevant partners.
    Perform any other relevant tasks as assigned by the line manager.
     

    Monitoring and Reporting

    Support the development of project Monitoring and Evaluation Framework.
    Be accountable to the line manager by providing progress reports on results against objectives and risk analysis, in addition to other project reviews.
    Lead the project mid-term and Final evaluation and measuring of project impact.
     

    Education

    University degree in Public Health or Community Health Development. Required.
    Post graduate qualifications will be an added advantage. Preferred.
     

    Experience

    At least 5 years’ experience working in public health – humanitarian organisations or public authorities. Required.

    Job Duties and Responsibilities
    The position holder will:

    Support the revision processes for the emergency appeal and Emergency Plan of Action as required.
    Act as the reporting focal point for the Africa COVID-19 operation.
    Support the preparation and delivery of narrative reports for this operation, ensuring coherence of the information, edition and formats in coordination with the Operations Team, and the Africa Regional Office (ARO) and in compliance with the IFRC quality standards and timeliness to fulfil established deadlines.

    Job Purpose

    The International Federation of Red Cross and Red Crescent Societies (IFRC) in Africa is embarking on an ambitious strategic direction from 2021 to 2030, focussing IFRC’s resources on large-scale, Pan-African initiatives which address the major challenges facing the region. The initiatives aim to build on the extensive experience and expertise of African Red Cross and Red Crescent National Societies to achieve real and sustainable change for the most vulnerable people in Africa.

    One of the 4 Pan African Key Initiatives is Africa Red Ready (National Society Preparedness for Effective Response) . Africa Red Ready will support the implementation of a plan of action, developed and led by the National Society with the support of the IFRC secretariat and other interested Movement partners, using the Preparedness for Effective Response (PER) Approach. Such plan will be informed by the NS’s strategic development plan, and will include clear milestones, responsibilities, timeframe, and financial resources required to achieve each of the identified priorities for effective response. All phases and objectives will be agreed upon with the National Societies leadership to ensure ownership and commitment.

    The Regional Program Coordinator will be responsible for the following duties:

    Coordination of and Support Africa Region´s Africa Red Ready programme

    Work closely with Country /Cluster Delegations to provide support and guidance to ANSs conducting Africa Red Ready activities under the overall PER framework.
    Collaborate with NSD, health and care, logistics and thematic programmes for harmonizing the IFRC’s efforts for National Societies’ capacity enhancement and implementation of Africa Red Ready Initiatives.

    Link PER approach and Africa Red Ready’s activities with CP3 particularly for national disaster response team, contingency planning, emergency needs assessments and any other related preparedness aspects.
    Coordinate and support ANSs’ engagement with PER Approach as pe the Africa Red Ready’s priorities.
    Collaborate towards the efforts to strengthen Movement Coordination and Cooperation through the further alignment of preparedness strategies in the region through ADMAG and Sub-regional DM networks.
    Guide and coordinate knowledge exchange and learning on National Societies Preparedness practices and approaches across regions through documentation, analysis, validation and dissemination of results and lessons.
    Network and coordinate with RC/RC Movement partners, NGOs, UN and other International Organizations, and Provide regular information updates on preparedness for response to ensure the International Federation is kept informed and up to date on best practices and emerging trends related to disaster and crisis preparedness.
