    Job Purpose

    The Food Security and Resilience Planning Coordinator (s) will be responsible for developing comprehensive country plans and project proposals. Their primary objective will be to transform Emergency Country Plans of Action into sustainable Food Security and Resilience Country Plans. To achieve this, the Planning Coordinator will collaborate with partners and donors, preparing proposals for submission as required.
    The ideal Planning Coordinator will have an in-depth knowledge of the regional context, expertise in food security and resilience programming, and strong project proposal writing skills. Familiarity with the Red Cross and Red Crescent Movement is also essential.
    Two Planning Coordinators (both consultants) will be hired for this role and they will be required to travel to specific countries for the consultancy. Each coordinator will oversee four countries within the consultancy period, with assignments determined based on language proficiency and logistical/travel considerations. The countries for this consultancy include South Sudan, Ethiopia, Somalia, Zimbabwe, Mali, Burkina Faso, Niger, and Nigeria.

    Job Duties And Responsibilities

    Specific tasks

    Develop Food Security and Resilience Country Plans based on existing Country Plans of Actions.
    Assess and review ToRs for Call for Proposals and propose a preliminary outline of proposal content for consideration.
    Research funding opportunities for delegations and the Regional Office.
    Lead proposal development and submission process.

    Deliverables

    Four completed Food Security and Resilience Country Plans.
    Completed proposals on an ad-hoc basis that meet donors’ criteria.

    Reporting lines

    The consultant will report directly to the Regional Operations Manager for the Hunger Crisis, with technical reporting to the Regional Head of PMER for country planning and the Regional Head of Strategic Engagement and Partnerships for proposal development.
    The consultant may have contacts with relevant technical departments in Geneva and the Regional Office for operational purposes, in consultation and agreement with line management.

    Security

    IFRC Africa Regional Office Safety and Security Department will manage all technical security-related matters.
    All IFRC staff and consultants must complete the IFRC Stay Safe e-learning courses.
    The consultant will receive a security briefing upon arrival and should carry photo identification.

    Duty of Care

    Travel approval process: The Regional Operations Manager for the Hunger Crisis must be informed of all travel requests.

    Budget

    All costs related to consultancy fee and deployment costs upon return are to be covered by IFRC or the appeal.

    Additional Considerations

    The consultant must complete various online courses on the IFRC e-learning platform before deployment.
    All consultants must be familiar with and comply with the “Code of Conduct for Staff and Consultants working in an operation managed or coordinated by the International Federation of Red Cross and Red Crescent Societies

    Debriefing/End of consultancy

    A briefing and debriefing by the consultant will be conducted in each country for the national society and movement partners upon arrival and departure.
    Consultancy debrief: The consultant will complete a debrief, including a Handover Document and feedback from the Regional Operations Manager.
    Consultancy report: The consultant will provide an end-of-consultancy report with outputs reported to the Regional Operations Manager of the Hunger Crisis.

    Education

    University degree in food security and livelihoods, agriculture, climate change adaptation or any other field relevant to the assignment.

    Job Duties and Responsibilities
    File Management

    The Executive Officer for Africa’s Regional Office has the following duties and responsibilities:

    Management of RD office

    Provide day-to-day research, drafting, editing and of the full range of the Africa Regional Director’s external and internal statements, including speeches, presentations, reports, interventions and speaking points, media interviews and social media statements and other similar communications.
    Accompany/support the Regional Director upon request to meetings, events and travel and provide necessary strategic advice, briefing notes, records and ensures effective dissemination and follow-up of actions/recommendations.

    Coordination

    Coordinates administrative and management projects that are cross cutting in nature and that require collaboration of several units or thematic areas. These will include return to office plan post COVID-19 Pandemic, restructuring for Strategy 2021 -2030, regional planning meetings and pan-Africa Conference.
    Liaise with internal and external contacts/stakeholders to promote a good and positive image of the Federation through information exchange and professional feedback.
    Ensure there is a great coordination between the 3 levels (Regional Office, Cluster offices and Country offices) and provide needed support for information sharing as well as promoting the matrix approach.

    Reporting and Tracking

    Consolidates the quarterly reports for the Secretary General (SG) in consultation with the Director, Deputy Regional Director, Head of Operations, Cluster and Country offices.
    Develops in coordination with the RLT, and other units, systems, and tools to support the RD in monitoring, evaluating, and reporting on key decisions.
    Develop and manage systems for tracking commitments made by IFRC senior leadership teams in Africa. Elements to be tracked will include missions, projects, and assignments that are cross-cutting and of high impact to the Region.
    Develop and manage systems for tracking significant changes at Partner and Africa National Societies. Information generated from the membership intelligence will be useful for pro-active decision making and for effective planning for support by the Membership.

    Staff Supervision.

    Manage protocol services at the Regional Office. Tasks will include cultivating relationships with respective government offices, advising and monitoring protocol adherence by the Regional Office to ensure that they are compliant with the government procedures and policies.

    Education

    Experience

    This position sits in the Africa Regional Office as part of the Membership Services Team.  It will be expected to support and coordinate the initiatives of other regional teams (in particular, Corporate Services and PMER, Quality Assurance and Risk Management) in delivering technical support around accountability to interested National Societies (NS) as requested by IFRC Country Cluster offices.

    As requested by and in coordination with Country Cluster offices:

    Lead the implementation of the USAID funded Community Epidemic and Pandemic Preparedness (CP3) programme in Africa, including technical support and oversight of pandemic and epidemic preparedness programme staff.
    Represent the organisation in relevant inter-agency, internal coordination bodies, technical working groups, and donor meetings.
    Ensure lessons learned from CP3 are used to inform regional approaches to epidemic preparedness and response programming.
    Author policy papers, briefs and other strategic program materials for management use, information, and consideration.
    Use program resources (financial, administrative, and other assets) efficiently, complying with organisational rules, regulations, procedures, donor commitments, and standards.

    Coordination  and Partnerships

    Work with anticipatory action and Forecast based Financing counterparts to develop early action methodologies for public health preparedness and early response.
    Establish required links with the ‘One Health” initiative for engagement with environmental and animal health sectors in epidemic and pandemics preparedness.
    Build strategic partnerships with relevant counterparts through representation and networking, advocacy, and communication to build capacity, exchange knowledge and promote collaboration and alliances.
    Maintain active collaboration with disaster risk reduction, volunteer management and National Society development teams to improve outbreak preparedness and response.

    Senior Advisor, Community Engagement and Accountability

    Job Purpose
    Lead and coordinate efforts to institutionalize and strengthen community engagement and accountability across the Africa Region within the IFRC and the 49 Red Cross and Red Crescent African National Societies, working in coordination with the ICRC, partner National Societies and external partners including WHO, UNICEF and Africa CDC. The post holder will lead the IFRC Africa CEA team, operating at regional and country cluster delegation level to roll out the IFRC CEA Africa Strategy and implement the strategic changes and system-wide shifts required to ensure a strong and systematic approach to accountability across Africa. 
    The post holder will technically lead and coordinate Risk Communication and Community Engagement efforts for health outbreaks across Africa, including setting the strategic direction of this key pillar, in partnership with Health teams. The CEA Senior Advisor will also co-chair the East and Southern Africa interagency RCCE technical working group alongside UNICEF, and will support the roll out of the RCCE component of Africa CDC’s flagship Saving Lives and Livelihoods programme which aims to vaccinate 70% of the African population.
    Job Duties and Responsibilities
    For humanitarian emergencies and health outbreaks in the region the post holder will:

    Lead RCCE for health responses, including designing a strategic approach that helps prevent the spread of infection and builds community trust in the response, revising as needed to meet emerging needs and changes in the outbreak. This will involve working alongside, and under the overall leadership of, the health teams.
    Ensure CEA is well integrated in the IFRC Africa Emergency Plan of Action and budget and supports the overall aim of the operation.
    Lead the IFRC Africa CEA team to ensure National Societies receive the support they need to plan and implement high quality participatory and people-centred approaches and activities within their operations, including;

    Establishing systematic community feedback mechanisms to understand community perceptions, questions, complaints, and suggestions and using this, as well as other sources of social science data, to guide the response and update health approaches.
    Sharing timely, accurate information using social mobilization and trusted mass communication channels to help people adopt safe practices and reduce fear, stigma, and misinformation.
    Working with communities to develop and support community-led solutions for tackling identified issues in the response or outbreak and ensuring that there are participatory approaches in place for community members to take a lead on decision making

    Provide technical support to response pillar leads to integrate CEA into the design and delivery of their strategies and activities, ensuring communities are informed, can participate, and ask questions, including raising sensitive complaints.
    Roll out online and face-to-face trainings to National Societies, IFRC and PNS staff, including building National Society capacity to collect and analyse community feedback and perceptions.
    Provide the operation with key analysis on community perceptions and feedback to ensure decision-making and direction is guided by community needs.
    Develop technical guidance and resources to help National Societies and partners operationalise key CEA approaches and activities, and address harmful rumours, misinformation or stigma as identified through the feedback and social science data
    Capture and share best practices and support peer learning between National Societies through webinars and case studies.
    Work with communications to enlist the support of national and local media to help address common rumours and misinformation through webinars and factsheets.
    Co-chair the interagency RCCE working group for East and Southern Africa alongside UNICEF, including setting priority areas of focus, ensuring the wider response is informed by community feedback, and supporting other working groups on RCCE.
    Provide technical leadership and management of the interagency RCCE Collective Service, a long-term partnership with UNICEF and WHO, including supporting strategic decision making, technical support for the team and leading on fundraising efforts.

    The post holder will also lead and coordinate efforts to institutionalize and strengthen CEA across Africa by driving the implementation of the five strategic changes outlined in the CEA Strategy. These changes and their action steps include:
    Strengthen understanding of and capacity to implement CEA approaches across the Movement in Africa

    Build understanding of CEA and advocate for its importance amongst senior leadership in IFRC and National Societies.
    Roll out CEA trainings at all levels to build the capacity of staff in IFRC, National Societies and partner National Societies to mainstream and implement CEA and ensure CEA is integrated into other sectors’ trainings.
    Guide African National Societies to institutionalize CEA and integrate it in operations and programmes through the development of policies, strategies and tools.
    Strengthen accountability within IFRC emergency operations across Africa by ensuring CEA is mainstreamed in all operations and developing clear, simple and achievable minimum actions and sector-specific tools for CEA in emergency response operations.
    Lead the training, mentoring, and maintenance of a pool of CEA surge personnel available for deployment to support emergency operations and formulate terms of references (TOR) for such missions in coordination with surge colleagues.
    Work closely with regional technical and thematic leads to ensure effective integration of CEA in IFRC approaches and programmes.
    Roll out the Movement-wide Minimum Commitments and Actions to CEA in Africa.
    Improve coordination and communication among Movement members who are supporting CEA efforts by leading the CEA Africa Movement working group.
    Integrate CEA into IFRC and National Society ways of working so it becomes a standard approach for all staff and volunteers.
    Systematically collect and share evidence about the impact of CEA on programme quality with decision-makers at all levels to enhance understanding of CEA.
    Increase organizational support and resourcing to institutionalize and implement community engagement and accountability.
    Help promote a culture of accountability internally among Movement members and externally with communities and partners.

    Project management

    Manage the CEA Africa budget, including careful oversight of donor pledges.
    Line and technical management of the IFRC CEA Africa staff at regional and country cluster delegation level, including chairing regular team meetings and one-on-one support sessions.
    Develop and roll out the CEA Africa Strategy for 2024-27
    Ensure high quality and timely monitoring and reporting of CEA Africa work, including donor, regional and global reports.
    Represent the IFRC in external meetings and events, building the reputation of IFRC as a lead actor in CEA.
    Build strong internal and external relationships with key partners, including National Societies, ICRC, partner National Societies, UN agencies, Africa CDC, academic partners and other NGOs.
    Support global efforts to strengthen CEA within the Movement, for example by supporting trainings, development of new materials and attending conferences.

    Education

    An advanced university degree (masters) in Communication or Social/Behavioural Sciences i.e. Sociology, Anthropology, Psychology or Health Education or relevant experience is required. 

    Experience

    Seven years’ experience working in community engagement and accountability for a humanitarian or development organisation. Required
    Experience of developing CEA strategies and plans for a large organization, including ensuring the integration of CEA approaches into broader organizational strategies and other sectors’ operational plans. Required
    Solid experience of designing and implementing CEA approaches, including community feedback mechanisms, tools for communicating with communities (radio, social media, social mobilization) and participatory planning processes. Required
    Proven experience in planning and implementing targeted and appropriate behaviour change communication strategies. Required

    Job Duties and Responsibilities

    Develop a workplan for the next 6 months that will result in the successful initiation of the project, considering programmatic, human resources, coordination, financial and administrative aspects. The workplan should include the relevant information such as timeline of each activity, and the key stakeholders for each collaboration.
    Under the coordination of the Lead, Preparedness and Response and technical support from the AA Coordinator, liaise with regional Human Resources, Partnership and Resource Development (PRD), finance, administration and Italian Red Cross the recruitment of key project staff (3-4 staff) and ensure their successful onboarding.
    Identify all key project stakeholders and coordinate discussion to define each one’s roles and responsibilities.
    Facilitate information dissemination and dialogue on the new project with all the involved regional stakeholders, the Geneva Office, Italian Red Cross and the Red Cross Red Crescent Climate Centre.
    Work with finance, PRD units and the grants manager to set up the initial financial management structure of the project, ensure fundings are correctly allocated and financial monitoring systems are set up.
    Prepare a quick overview of the anticipatory action initiatives in each country to identify entry points for the new project and work with concerned IFRC Delegations individually to engage them in the project.
    Once project staff is recruited work alongside them to initiate project activities, including country specific workplans.
    Set up coordination forums at the technical level to discuss programmatic and financial aspects of the project.
    Coordinate the steering committee meetings to update the Italian Government, the Italian Red Cross and IFRC Senior Management on the implementation plan for the first 6 months.
    Act a focal point for all project stakeholders, third parties and contracted personnel staff in order to have an increased understanding of the project requirements, structure and deliverables.

    Job Purpose

    To provide support to the Finance and Administration Unit on treasury services.

    Job Duties And Responsibilities

    Process Regional Office payments and ensure these are in line with IFRC policies and procedures, ensuring the supporting documents fully support the invoice being paid from initiation of the process to final approval.
    Process payments escalated from the countries and clusters and ensured these are in line with IFRC policies and procedures. Ensure that forecasted needs are given priority in available funds.
    Review the cash balances and ensure cash is adequate to cover payments being processed.
    Custodian and responsible for the Regional Office petty cash; ensure payments are in line with approved petty cash policy. Review balances and replenish the cash as appropriate. Financial Reporting.
    CODA input – POF, ROX, TRVADV, PBN on a monthly basis (Petty cash payments and receipts and bank payments input into the finance software CODA)
    Provide monthly reports on prepayment accounts and reconcile this to the balance sheet.
    Monitoring of staff private expenses and ensure refunds to staff on amounts due are on a timely basis.
    Perform the month end petty cash reconciliation and ensure that the cash account statement is supported by a CODA print out.
    Filing of monthly VAT returns.
    Perform lease accounting procedure as per IFRS 16: Ensure Anticipated Lease periods and payments (ALPP) are booked appropriately in Apple, review booking entries for all leases to ensure lease allocation has been done appropriately and in accordance with the ALPP. Close all lease records as appropriate.
    Support month end closure procedures: Complete the lease allocation checklist, reconcile prepayments, and ensure no warnings exist on the balance sheet for prepayments, conclude petty cash reconciliation process.
    Assist in the communication and enforcement of all financial and administrative policies and procedures, especially on treasury matters.
    Ensure the management of an efficient filing system within the Finance Unit as per Filing guidelines of the IFRC.
    Support staff in initiating e travel requests and expense claims.
    Support the Budgeting and reporting of Regional and Cluster projects.
