    Job Purpose

    The Country Manager will have overall responsibility for the programme development, implementation, and operations, with the primary purpose of ensuring that older persons lead dignified, healthy, and secure lives. The job holder will be responsible for the delivery of quality programmes through a partnership approach, maintaining and expanding donor, government and other key stakeholder relations, financial management, human resource management, partnership, and operations management of the country office.

    Programme Development and Implementation

    Drive the implementation of an annual strategic and programme plan for HelpAge International’s work in Kenya.
    Fund raise in coordination with the Portfolios for the Kenya country office.
    Develop, in cooperation with other staff and the portfolios, short, medium, and long-range strategic plans maintaining programme focus.
    Prepare, monitor, and drive the implementation of annual operations plans and budgets for HelpAge International’s work in Kenya.
    Provide guidance and support to the team to implement project activities, hold regular project team meetings to review progress, identify and resolve challenges, where necessary.
    Ensure programme monitoring, learning, accountability, timely reporting, and financial management (including HelpAge International and donor reports).
    Keep track of the financial performance of projects and budgets, ensuring that the Kenya office operates within the boundaries of its approved annual budget.
    Ensure and be accountable for compliance with donor and internal HelpAge financial requirements.
    Deliver HelpAge’s commitment to locally led development and partner led programming and lead on the localization process in Kenya together with the Transformation team.
    Develop and deliver on HelpAge office phase out as per the country transition plan.
    Represent HelpAge Kenya at meetings with donors, relevant Clusters, UN agencies, other coordination bodies, national and local government, and other external bodies.

    Operational Management

    Ensure strong financial systems and compliance through timeliness and completeness of financial reports. Work with the country finance staff in the annual statutory audit and other donor compliance project audits for the Kenya office.
    Ensure that HelpAge International Kenya complies with all local laws and regulations, particularly with respect to foreign exchange, taxation, and employment.
    Work with the Transformation team to take forward the country transition work. It includes being part of the consultations, developing the recommendation, the transition plan, and its implementation.
    Maintain a healthy and empowering office environment that encourages open, honest, and productive communication among country staff, with partner organisations and the global team in Kenya and elsewhere.
    Oversee all HR related issues within the team including job descriptions, recruitment, performance management, development and training, health and safety, team structures, etc. in collaboration with the global HR.
    Ensure office security and updating of the security management plans.

    Safeguarding

    Lead a safe working and operational culture where people can speak up securely and confidentially about concerns through a variety of channels.
    Comply with all safeguarding framework policies and practices.
    Complete mandatory training courses relating to our safeguarding policy framework and comply with HR vetting procedures.
    Include safeguarding procedures in programme design and development and include sufficient resources in programme budgets.
    Ensure that communities and beneficiaries are consulted on the design of community response mechanisms and know how to report safeguarding concerns.
    Make downstream partners accountable for safeguarding and ensure training is completed and safeguarding incidents escalated to the Board.
    Accountable to the Board on safeguarding, including sharing reports of safeguarding incidents to the Head of Human Resources within 24 hours.
    Report all safeguarding incidents seen, heard, about or suspected, using our internal reporting mechanism. Report and respond to safeguarding incidents reported by anyone connected with our work, using our internal reporting mechanism.

    Person Specification

    Essential

    Master’s degree in social sciences, Development Management, or related field or equivalent
    Understanding of ageing issues and previous experience working on them is a distinct advantage.
    At least 5 years’ experience in programme management in a national or an International INGO
    Demonstrable experience in strategic planning, programme development and management of complex, multi-stakeholder intervention
    Direct experience of project appraisal, assessment, monitoring, and evaluation methodologies
    Commitment to locally led development, and experience of working to support local leadership of the development process.
    Experience of leading change management processes in an organisation or team.
    Demonstrable experience in establishing networks with governments, private and public sector entities as well as development agencies.
    Demonstrable experience in preparing successful funding proposals for a range of donors.
    Commitment and ability to foster and support capacity building of staff and of national partners.
    Fluent written and spoken English and the ability to author clear reports for a wide range of audiences.
    Strong interpersonal skills with the ability to influence, communicate and negotiate with a wide range of people and organisations at all levels with tact, diplomacy, and sensitivity to cultural differences.
    Numeracy and ability to prepare and monitor budgets and accounts.
    Ability to undertake necessary travel in country.

    Desirable

    Knowledge and interest of ageing, older persons’ health and wellbeing issues will be an advantage.

    About the Job

    The Finance Assistant is mainly responsible for the accounting of financial transactions to ensure all incomes are correctly recorded, payments and transferred to implementing partner and country offices are promptly made, and global bank accounts are properly managed. Moreover, the globally spread HelpAge team has an effective mechanism to have access to funds for their activities and settle their advances promptly.

    Key areas for impact/influence and responsibilities

    Help in smooth implementing of the programme and other activities by prompt disbursement of funds across the world to implementing partners, country office and globally spread team. Key relationships include all staff globally, banks, external auditors, suppliers etc

    Main responsibilities: –

    With the Help of IT team develop and manage digital payments and processing system with an auditable trail is in place for globally spread programme work and team.
    Processing of all payments into the internal banking system and onto our accounting system (Sun Accounts), maintaining all Bank Accounts and undertake monthly reconciliations and liaise with bankers.
    Ensure funds from strategic donors (unrestricted funds) are received in a timely manner. In consultation with Finance Business Partners, Portfolio Leads, Global
    Impact and Business Development teams, ensure income against restricted projects is properly recorded to the relevant project and donor.
    Develop and manage funds disbursement system to ensure a globally spread
    HelpAge team have a safe and secure system to access funds for their activities. The issuing of travel advances, the payment of all expenses and reconciliations and manage all receivables from the HelpAge global team.
    Managing petty cash accounts, processing cash transfers to International Offices
    Ensuring that funds are available to cover these transfers.
    Ensure that all asset and liability accounts are reconciled on a monthly basis.
    Prepare Business Support team budget monitoring reports and advise Budget Holders with key issues highlighted.
    Manage payroll entry and reconciliation and ensure that Fixed Asset Register is maintained and up-to-date, Prepare VAT return and submit to HMRC.
    Support the year-end procedures including posting Accruals and prepayments.
    Work closely with Finance and Business Partners, Finance Analysist/System Accountant and Finance Business partners in maintaining, updating and preparation of cash books, trial balance reconciliation and assist Head of Finance to prepare Management Accounts.

    Purpose of the Job:

    To provide effective financial management support to programmes by implementing HelpAge International’s Financial controls, policies and procedures through monitoring projects and programme budgets, reviewing and analysis expenditures, properly recording authorised transactions and reporting timely to both management and donors. S(he) will also be responsible for Office Administration, management of all procurement related activities in accordance with HelpAge Procurement policies and procedures.

    Routine Financial Accounting Processes

    Maintain effective procedures and systems for financial management, reporting and internal control in compliance with HelpAge International and donor requirements.
    Provide monthly accounts in accordance with the organisation’s requirements and timetable.
    Prepare accurate monthly cash flow forecast and cash transfer requests to HelpAge HQ for smooth flow of operations.
    Process payments to suppliers and other contractors in accordance with agreed terms
    Correctly record income from HelpAge Country Office, and from any other source.
    Ensure all cash advances are accurately recorded and accounted for within the set timeframe.
    Oversee management of petty cash float and conduct petty cash count reconciled to the cash book every end of a week and end of a month.
    Set-up and maintain a filing and retrieval system for financial and administrative transactions in compliance with HelpAge and donor requirements.
    Liaise with local bank regarding all transactions and supervise designated staff in carrying out HelpAge routine banking tasks.
    Prepare Donor financial reports and submit to Finance Business Partner for review.
    Review Donor expenditure verification reports and ensure any recommendations and changes are fully implemented.
    Ensure compliance with Kenya’s statutory and other financial obligations such as tax, levies, and statutory returns.
    Train HelpAge Network Members/programme staff to improve on their financial management skills.

    Management Accounting

    Share monthly management accounts (MANAC) with the Country Director for his review and appropriate action.
    Highlight to the programme Manager financial issues which require immediate attention/action.
    Ensure effective budgetary control is undertaken for all activities in close liaison with the responsible officers.
    Review activities fund requests against the budgets and approve after ensuring such requests are within the budget balance of the respective activity.
    Support Programmes Manager in the production of budgets as part of proposal development.
    Verify budget before approving any payment requests.
    Ensure that procurement policy, Value for Money, Anti-bribery policies are fully understood and implemented and any potential for conflict of interest are avoided procedural systems are in place and operate efficiently and effectively.
    Maintain assets and materials control systems including a fixed asset register and stores Ledger by ensuring that, all goods received and issued are well recorded in the store’s ledger, etc.
    Ensure Stored ledger is well balanced and reconciled with stock physical balances.
    Conduct/cause to be conducted periodical as well as yearend inventory.

    External Audit preparation
    Review all financial documents for all donors to ensure that:

    All payment vouchers are fully/properly authorised.
    All payment vouchers have sufficient supporting documents.
    All payment vouchers and their supporting documents are stamped “PAID” using relevant stamps. I.e., For ADH, ensure stamp with project symbol is stamped to all vouchers.
    Year-end process is well handled to ensure smooth closure of a financial year.
    Support in responding to Audit observations timely and implementing audit recommendations.
    Draft financial statements and the relevant schedules for statutory audit
    Liaise with auditors, both internal and external to facilitate smooth statutory and project audits and address any financial compliance issues.

    Grants and Contracts Management

    Periodically visit partners and review their financial and administrative policies and procedures, identify shortcomings and train partners in such areas.
    Receive and review supporting documentation from partners.
    Prepare and submit to Finance business partner interim and final donor financial reports for review, at least one week before the due date.
    Prepare and circulate monthly monitoring (expense vs. budget) report to Programme managers as per the set deadlines for assigned project codes.
    Promptly follow-up and adjust monthly and interim donor reports based on feedback from the program managers.
    Discuss project performance with Project managers on a monthly basis.
    Review monthly donor reports with the relevant managers and point out areas with financial risks in line with donor conditions for the managers to take proactive corrective action.
    Support Network members in capacity development in Finance and Administration
    Participate in the grants kick-off meetings to ensure all award information is shared effectively with relevant staff across the organization and partners.
    Participate in proposal budget development in collaboration with program and MEAL team and advice on donor compliance requirements.

    Administrative duties:

    Liaise with Office admin assistant in preparations of monthly staff meetings and send minutes to County Director
    Ensure office is well kept and provide conducive environment for workers to the best standards of office operation,
    Ensure office cleanness and smartness including proper arrangements of furniture, repairing broken furniture’s Coordinate office consumables including water, teas, electricity etc.
    Liaising with procurement officer/ driver (s) to ensure maintenance of automobiles and office accessories (vehicles, photocopier etc)
    Undertake physical stock-taking quarterly to ensure timely distribution of items in Store.

    At least four years of experience in financial management.

    The consultant will clarify in the consultancy report the legal frameworks and the implications of status change on institutional arrangements and human resources.
    The consultant will review the assessment information collected by the team and other relevant supporting documents and provide additional analysis in light of findings from consultations with external stakeholders.
    The consultant will facilitate the identification of and discussions on potential options for locally led development with HelpAge team, and their assessment against HelpAge’s criteria.
    The consultant will support the team to identify and analyse the external and internal risks of locally led development and identify key milestones for the transition.
    Methodology and process to be agreed with the consultant. FGDs and key informant interviews with external stakeholders and HelpAge selected staff including members of the Global team, and desk review.

    Deliverables

    A consultation report, as per the agreed outline/template, providing a summary of information collected through consultations as well as triangulation and analysis of all information received.
    A presentation of the most viable options for the country, based on the external consultations and discussions with HelpAge teams, including justifications and evidence aand an initial assessment against HelpAge’s criteria for the locally led development.
    Facilitation of a country level workshop and production of a workshop report.
    Draft of the Recommendation using the outline shared by HAIK.
    A final consultancy report documenting the whole process.

    Qualifications and Experience Required

    We are looking for a change manager that meets the following requirements:
    PhD – Psychology, master’s degree in business administration (Project Management),  Administration and Management, development studies, international relations, social sciences, Statistics, or related field.
    Minimum of 10 years’ relevant professional experience in the development or  humanitarian sectors, in Project and programme management, organizational development, strategic management, organizational development, and research.
    Strong background and experience in change management and organizational transformation processes.
    Strong background in teaching and learning for the 21st Century. 
    Technical expertise in conducting surveys with a range of methodologies and providing a qualitative analysis. Ability to draw strong and valid conclusions.
    Understanding of regulations governing NGO sector in Kenya, donor trends and key regulations governing international and local organizations in Kenya.
    Fluent in English and Swahili.
    Excellent facilitation, communication and report writing skills.

    Objective
    The purpose of the consultancy is to scope, identify and recommend the opportunities for advancing HelpAge International’s gender and ageing advocacy in Rwanda. The consultancy will highlight opportunities and constraints and provide recommendations for HelpAge International’s engagement on advancing gender and ageing advocacy in Kenya.
    Scope

    Thorough desk review of the national policy framework on gender and ageing in Kenya with due reference to global and regional gender and rights frameworks.
    Review and mapping of existing actors and processes on and relevant to gender and ageing in Kenya within the context of the African Union.
    Analysis of the opportunities for embedding ageing in the gender and human rights agenda in Kenya including the human rights frameworks, policies, and guidelines.

    Specific tasks and deliverables

    Brief scoping report, according to an agreed outline/template, providing a summary of information collected through desk review and consultations (key informant interviews), as well as triangulation and analysis of all information received.
    PowerPoint presentation during the validation stage with a clear analysis of the issues, actors, targets, gaps, opportunities, and draft recommendations for HelpAge’s engagement in gender and ageing advocacy in Kenya.
    A national gender and ageing strategy, according to an agreed outline/template, with a clear analysis of issues, policies, actors, targets, opportunities and tactics. The strategy will include recommendations, with suggested influencing pathways and MEAL plan for HelpAge International’s engagement in gender and ageing advocacy in Kenya that is responsive to our 2030 Strategy, and the Gender and Ageing Advocacy Framework.

    Approach and methodology
    The scoping will include a desk review and key informant interviews with external stakeholders, and HelpAge selected staff across the team. Detailed methodology will be discussed and agreed with the selected consultant. Consultation shall be with HelpAge staff and network members in Kenya with the details agreed with the consultant at the inception meeting.
    Qualifications/requirements of consultant

    A postgraduate qualification (Masters or above) in Law, Humanities and Social Sciences, International Relations, or related fields
    Minimum of 7 years’ relevant professional experience in social sciences, human rights, women’s rights and gender, and/or research
    Broad based knowledge of policy advocacy methods and tactics at the regional, subregional, or national level
    Demonstrable experience, preferably gender advocacy experience, in engagement with the African Union, its mechanisms and its constituent institutions will be an added advantage
    Demonstrable experience, technical skills, and expertise in rights and/or policy analysis and/or advocacy at the regional, subregional, or national level
    Knowledge of the African Union human rights treaty monitoring and policy landscape
    Knowledge of the issues, rights and policy frameworks on gender, human rights, and/or gender in Kenya
    Knowledge and experience on working on ageing and issues of older persons will be an added advantage
    Excellent skills in research and analysis
    Strong communication skills
    Excellent facilitation, communication and report writing skills in English. Knowledge and ability to work in Swahili will be an added advantage

    Purpose
    The main objective of the audit is to provide assurance on whether the funds utilized to the project activities have been used for their intended purposes.
    Scope of the Audit
    The audit should cover accounting and financial documents of HelpAge International in Kenya and Mozambique in relation to the following documents:

    Budget (Financial Plan).
    Final narrative and financial report.
    Subcontractors’ details – when relevant.

    The audit must ascertain whether:

    Expenses are adequately supported by original proofs and have been properly accounted for.
    Appropriate supporting documents, records and books of accounts relating to all activities have been kept. Clear linkages should exist between the books of accounts and the financial statements presented to.
    Expenses have been incurred during the project period.
    Expenses charged to the project have been duly authorized.
    The method applied for the conversion of local currencies into Pound Sterling is consistent with standard accounting practices. The audit must include clear and verifiable information on the type of currency exchange calculations and at the time of validity of the respective exchange rate. These are to be confirmed by the verifier.
    The expenses are justified for attaining the project goal (use of funds in line with the designated purpose)
    Additionally, the auditor(s) shall include in their reports an opinion on compliance with procedures designed to provide reasonable assurance of detecting misstatements due to errors or fraud that are material in the financial statements.

    In addition to the audit report, the auditors will prepare a Management Letter on the following:

    Give comments and observations on the accounting records, procedures, systems, and controls that were examined during the course of the audit.
    Communicate matters that have come to their attention during the audit which might have a significant impact on the sustainability of the organization.
    Bring to the Country Director and country Senior Management team’s attention any other matters that the auditors consider pertinent.
    Irregularities or fraud identified (e.g. private use of Age International funds, forged documentation such as reports or invoices)
    Aspects relating to a lack of collaboration on the part of the Member Organisation
    Problems relevant to the financial monitoring of projects
    Other aspects considered worthy of the Age international attention

    HelpAge is currently implementing two projects; The Better Health Program for Older People in Africa (BHOPA 2), and Inua Jamii: Innovation Towards Social Protection for Older People in Urban Settings in Kenya (IJIK). BHOPA 2 aims at contributing to the better health and wellbeing, and reducing the burden of diseases, for older women and men, and those with disabilities; while IJIK seeks to improve the systems and accessibility of social protection programmes for marginalised older women and men in urban communities. The projects are implemented in Kibra and Dagoretti sub-counties of Nairobi.
    As part of learning and evidence generation to inform program implementation and development, HelpAge, with technical leadership of the Population Studies and Research Institute (PSRI), University of Nairobi, is carrying out a Longitudinal Study on the impact of social protection interventions on health and wellbeing of older people as well as the impacts of intersections between social protection and health systems on the health outcomes for older persons.
