    Job Purpose

    The Strategic Information & Evaluation Assistant will assist the M&E Officer in designing data collection tools; conduct data collection, analysis and reporting; and follow up with project teams to ensure effective program implementation. S/he will additionally work with Programs Team to ensure efficient, accurate, and transparent data flow, with particular focus on demonstrating the impact of FIDA-Kenya programs to the beneficiaries.

    Specific Duties and Responsibilities

    Support in development and review of relevant and quality data collection tools for quantitative and qualitative monitoring and evaluation activities.
    Conduct assessments/ audits to ensure data quality, transparency, and integrity based on agreed indicators.
    Participate in the planning and conducting field data collection and monitoring exercises.
    Assist M&E Officer to track project/program results including quality, outcomes, impact, and compliance with set standards.
    Work with the program team and M&E officer to ensure monitor strengths and gaps in existing projects/ programs and services and for reporting on donor commitments.
    Incorporate feedback obtain from various monitoring activities to ensure continuous improvement of data management systems.
    Assist in the development of M&E plans for all funding proposals and ensure the same is followed up during implementation.
    Review monthly program progress reports as per the approved quarterly work plans and monthly activities schedule and provide alert to the respective program officers to avoid delays in implementation.
    Support M&E Officer to prepare M&E related reports for in line with both internal and donor reporting requirements.
    Actively participate in the development, maintenance, and dissemination of strategic program information.

    Required Qualifications:

    Bachelor’s degree in Social Sciences, Information Sciences, or Statistics.
    Must have a minimum 2 years of experience in M&E and/or research preferably in an NGO sector.
    Demonstrable experience using a variety of quantitative methodologies for data analysis including analyses using statistical tools such as Ms Excel, Google Sheets, SPSS, or STAT.
    Experience in conducting program evaluations, including designing data collection tools/instruments, data visualization and presentation and successfully drafting M&E technical reports.
    Proven experience in performance measurement, including indicator selection, target setting, and developing M&E and/performance monitoring plans
    Excellent verbal and written communication skills in English and Swahili.
    Ability to frequently travel across the country for data collection and monitoring exercises.

    Duties and Responsibilities

    The Power bank project aims to support Finnish development NGOs to better integrate feasible technology solutions into their field programs and processes for increased effectiveness, reach, scale and impact. In order to boost the use of ICT for development, Power bank also facilitates active collaboration between NGOs, local and international companies, startups and innovation hubs to co-create new solutions to well-defined development challenges.
    Power bank project includes operations in East Africa, mainly in Kenya, but may also give limited support to Tanzania, Uganda and Somalia. The first phase of power bank lasts from 2020 to the end of 2021 (approximately 2 years).
    ICT4D Specialist for the power bank project / FIDA
    Fida International under Finnish Mission Kenya is one of the implementing organizations of the power bank project. We are recruiting an ICT4D Specialist for the power bank project (while receiving the funding from Finland).
    As an ICT4D Specialist you’ll be responsible for supporting selected development cooperation organizations, including Fida, and their local partners to adopt and integrate existing ICT4D solutions into their project and operations. You will be working closely with other power bank colleagues in a team of 2-3 people.
    Your main duties (some points in different order/combined)
    Serve as the focal lead for ICT For Development (ICT4D) activities within the Fingo power bank project supporting various civil society organizations to integrate technology solutions into their development programming
    Assess and analyze ICT4D training needs. Provide capacity building (training, coaching, on-the-job support, etc.), remotely or on-site, to staff and partners in ICT4D-related areas to ensure efficient and consistent adoption and use of ICT4D applications.
    Coordinate and ensure collaboration amongst the different NGOs, companies, networks, hubs and other relevant stakeholders. Provide leadership in the establishment and sustenance of a Community of Practice (CoP) meetings.

    Requirements

    Monitor development and implementation of programme activities included in annual work plan with particular focus on results, impacts and lesson learning.

    Facilitate, design and implement M& E tools.

    Expression of Interest (EOI) for Development of a National Shadow Report (Women Land Rights)

    Background
    The overall objective of the project is to ensure women’s access to and control over their land resources across Africa by supporting and enabling rural women’s voices; while the specific objectives are:

    To hold the governments in the target countries and the Regional Economic Communities accountable on the implementation of relevant AU women’s land rights (WLR) instruments; and other relevant WLR policies and laws while monitoring the actions they take.
    To empower rural women’s organizations to analyse, document and disseminate evidence on pronounced cases of missing WLR and action against the discriminatory land tenure systems and threats originating from LSLBIs.
    Pan-African civil society is recognized for their leadership, knowledge and advocacy capacity on WLR by governments, RECs, AU and WLR experts. This objective aims to strengthen civil society, to monitor actions taken by governments in key countries, and Regional Economic Communities, and hold them accountable to implement relevant AU instruments. It further builds up the evidence base and facilitates the strengthening of women’s voices at community level in the face of discriminatory land tenure systems and LSLBIs.

    Within the first objective on monitoring WLR policy implementation, it is expected that CSOs gain the capacity to effectively monitor WLR instruments, laws and policies; and that they apply this capacity to make verified information available on the non-implementation of those frameworks. It is in this light that the project is seeking to develop country specific national shadow reports on implementation of the AU WLR instruments and other relevant WLRs laws and policies. These shadow reports will be drafted with a focus on Africa to evaluate progress in implementation over the last decade.
    The reflections from the shadow reports will enable CSOs to engage at different levels on advocacy and put pressure to duty bearers to implement progressive legislative and policy frameworks that facilitate ownership of land for women. It is intended that these reports will be disseminated at national, regional and continental spaces as part of an advocacy campaign.
    It is for this reason that FIDA Kenya is seeking to recruit consultants to develop national shadow reports for Kenya. The consultants will analyse the implementation of the four AU WLR frameworks by Kenya, review previous national progress reports with recommendations made on Kenya; identify main WLRs issues within the sub areas of the frameworks, review achievements thus, identify existing gaps and provide recommendations. The four frameworks below will undergo this analysis:

    Framework and Guidelines on Land Policy in Africa (F&G) very early talked about the second scramble of the continent – economic subjugation of the continent by global north and other entities.
    Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security – (VGGTs)
    Guiding Principles on Large Scale Land Based Investments.
    Maputo Protocol – (Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa

    Consultant Profile
    The consultant should have the following educational background & work experience:

    Master’s Degree or higher in law, social sciences or related field.
    At least 10 years of professional experience in the land sector and carrying out of land and women related assignments.
    Experience on analysis of policy and legal frameworks.
    In depth knowledge and understanding of women’s land rights of the context country.
    Advance knowledge of national and continental policies and frameworks related to land.
    Previous experience on shadow reporting on women’s rights issues.
    Excellent oral and report writing skills and a track record of producing analytical publications.
    Excellent communication skills.
    Familiarity with the national working culture in Kenya.
