    Job Description
    Objectives of the Assignment
     In endeavoring to strengthen gender equality and inclusion in the organization, Fairtrade Africa is seeking the services of an independent gender and policy expert to develop the organization’s gender and inclusion policy and an anti-sexual harassment policy. This assignment will broadly involve:

    An analysis of FTA policies and  practices that either promote or undermine gender equality and inclusion  with the aim of providing recommendations to address identified challenges and strengthening best practices;
    Designing and administering tools and collecting information about concerns regarding gender practices and perceptions across the organization, sexual harassment, and gender discrimination;
    Reviewing the impact of the organization’s internal practices, procedures and policies with a view to  making recommendations on maximizing benefits and eliminating barriers;
    Discussions with FTA staff across the four regional networks in to ensure an inclusive and participative process that promotes ownership of the assignment outcomes.

    Deliverables
    The consultancy has the following deliverables:

    A comprehensive report with both qualitative and quantitative findings, analytical conclusions and concrete recommendations for the FTA derived from the objectives here above.
    FTA-appropriate and comprehensive gender and inclusion policy.
    FTA-appropriate and comprehensive anti-sexual harassment policy.

    Consultancy period
    It is expected that the assignment will be concluded in not more than 25 working days from the date of signing the contract. Under FTA’s overall supervision, the consultant(s) will be responsible for the planning and execution of all tasks.
    Consultants’ Qualifications

    An advanced  degree in social sciences, law, gender  or any relevant field;
    Concrete evidence of similar tasks and 5-7 years’ experience undertaking similar work;
    High level  policy expertise with evidence of experience in girls and women rights;
    Proven experience in producing analytical reports in the area of gender equality and inclusion;
    Ability to work with people from diverse  cultural, ethnic, religious, and national backgrounds;
    Fluency in written and spoken English required; fluency in French a bonus.

    Ownership
    The resultant products of this assignment shall remain the property of Fairtrade Africa and shall be treated as confidential by the consultant(s) during and after the engagement with the organization.

    To support and facilitate the fulfilment of FTA strategy implementation through the development and implementation of appropriate marketing, brand and partnership strategies and plans that enable the empowerment, participation and beneficiation of Fairtrade certified farmers and workers through trade, with a focus on South to South trade and value addition.
    Key Performance Areas
    MAPPING
    Producers have started to process and add value to their certified products as well as alternative products for the local markets. Mapping of what is being done where needs to be done as a first step
    Key Deliverables:

    Product Mapping – understanding of the variety and stages of value addition in both certified and non-certified products being undertaken by Fairtrade certified producers.

    Current routes to market of value added products
    Value in dollar terms of products sold through the various routes to market. Starting with 2017.

    Producer Readiness – Those who are already adding value and others with ambitions to do so, need to be assessed to understand the size of market they can supply.

    Scope Insight analysis where available
    Assessment of existing business support structures e.g. MFI

    BRANDING

    Supporting producers to improve branding and packaging of their products.
    Facilitate where possible the use of the FAIRTRADE mark and any other marks developed by Fairtrade Africa.

    Key Deliverables:
    Current Model

    Existing Packaging – review of current product line up across the Fairtrade certified products (determine current capacity to pay)
    Review current costs incurred for branding and packaging
    Develop a Fairtrade Africa Fee for Service model relating to:

    Branding
    Packaging
    Routes to market

    New Model
    Develop a Fee for Service model for Fairtrade Africa, where the brand is producer owned, vis a vis a brand that is not.
    Key Deliverables:

    Review alternative licensing models
    Develop and cost out Fairtrade Africa’s own licensing model for Producer Owned brands as well as other brand owners.

    CONSUMER MESSAGING
    Understanding what resonates with the African consumer and being aware that different markets need a different message

    Identification of pilot products

    Create brand messages for the target consumers
    Create campaigns for increasing consumer awareness and consumption of Fairtrade products in the identified pilot countries.

    PARTNERSHIPS
    Key Deliverables:

    Mapping of continental, regional and national trade platforms for purposes of trade facilitation in identified target countries/blocs.
    Lead and manage processes for developing the FTA brand awareness and marketing strategy at national level in the identified pilot countries including chambers of commerce and trade support ministries.
    Support Fairtrade Africa secretariat with partnership development with regional trade bodies in the identified pilot regions.
    Support regional teams in developing brand marketing and brand partnerships for the regions to raise awareness of Fairtrade and the work of Fairtrade Africa in particular with a focus on South to South trade.
    Participate in global marketing and brand partnership initiatives that relate to the prioritised processes such as Offer to Business and Brand Architecture within the Fairtrade system where possible.

    Trade Fairs and Events
    Key Deliverables:

    Keep upto date with national, regional and international trade fairs and ensure that producers are informed and supported to attend.
    Organise the African Fairtrade Convention that brings together producers and other actors in the supply chain.

    Skills and Knowledge Job Demands
    Minimum Academic Requirement

    Project Support

    Support the implementation of the FTA projects on the ground

    Provide support to the members in project implementation. Constantly communicate the objectives of the projects to producer organizations.
    Prepare monthly Project reports, budgets and work plans in line with FTA’s planning process and schedules in a timely basis;
    Gather and submit project monitoring and evaluation information for capturing project outcomes, impact and lessons learned;
    In consultation with the line manager, act as an ambassador to the project promoting the project’s scope and the work of FTA including hosting visitors, attending meetings as is when required;

    Provide Administrative Support

    Ensure effective exchange of information and development of good practice regarding all relevant issues relating to FTA
    Identify business training and development needs in the country

    Candidates profile

    A university graduate preferably in; Business Management, Environmental Management, Natural resources Management, Climate change, Agribusiness, Agricultural Economics, Agronomy, Development studies or any other related discipline;
    Experience in establishing and conducting Farmer Field Schools
    Knowledge in sustainable product assurance schemes such as Fairtrade
    Strong interpersonal skills and the ability to persuade others on the benefits to adopt sustainable farming practices and promote just trade;
    The ability to communicate clearly and tactfully at different levels, both orally and in writing;
    The ability to manage own time and priorities with minimal supervision;
    Fluency in English and Kiswahili is required.

    Key Performance areas

    Financial Management

    Post and review all expenditures and transactions in Hansaworld, according to programme and projects budgets and FTA guidelines
    Ensuring that all information required for audit is availed including financial reports
    Ensure Cash/Fund flow management in liaison with relevant staff
    Maintain contact with FTA bankers and monitor all bank transactions to ensure that adequate balances are maintained.
    Process payments and ensure that each payment/transaction complies with FTA internal financial procedures, programmes and project budgets.
    Review payments, journal entries, cost allocations and other postings into accounting system and ensure proper coding, data quality and integrity of all accounting/financial transactions

    Grants & Partner Management

    Ensure budget control by adequately checking all costs that are chargeable to grants.
    Participate in grant proposal development and extensions, by providing technical support in the development of grant budgets that are in line with the effective implementation of grants, donor requirements and FTA policy
    Ensure spending is within the budget limit to control overspending within projects
    Review Field Financial Documents/Sub-grantee documents regularly to ascertain the level of internal controls in the financial process.
    Continuously monitor budget commitments for projects and advise Line Manager on any significant occurrences

    Knowledge and experience

    Be the lead advisor on global, regional and national policy and advocacy, monitoring and accountability initiatives for the implementation of the Fairtrade Standard and relevant SDGs.

    Key Performance Areas
    1. Develop Strategies for advocacy initiatives

    Develop and operationalise partner assessment tools and processes in collaboration with the HORs/MPMs/Project Managers
    Ensure the operationalization of the FTA Partnership Guide

    Ensure a budget is allocated for enabling and strengthening partnerships

    3. Programme Development

    All advocacy programs will be developed in consultation and participation of key FTA stakeholders – HORs, MPMs, managers and key support functions.
    All programs will be planned and delivered within the operational frameworks, policies and procedures of FTA.
    Ensure that programme activities are in compliance with the FT Theory of Change including global strategic priorities and all relevant FT Standards.
    Regular reports on advocacy and partnership activities will be generated as per the FTA reporting standards and requirements.

    4. Fundraising

    Provide general guidance and oversight on all Fundraising initiatives relating to all funding gaps in FTA
    Support and facilitate the development of proposals for Advocacy initiatives and prioritised regional thematic and program areas.
    Oversee the fulfilment of a donor-funded advocacy project
    Effectively manage the approved core budget for Advocacy and partnerships relating to the approved annual work

    5. Monitoring and Evaluation

    Supported by the Programmes Information Manager ensure a robust M&E framework for FTA’s Advocacy and Partnership work is in place and effectively implemented, enabling us to continuously learn from and improve the quality of our delivery and impact.
    Ensure regular M&E reports and incorporate findings in development and fine-tuning of programme and project activities
    Ensure data collected through M&E is utilised to further inform advocacy initiatives
    Develop clear systems for storage and retrieval of all data relating to Partnership and Advocacy work
    Ensure effective internal [FTA] coordination of planned initiatives under this portfolio including establishing clear lines of internal [FTA/FI] communication for sharing advocacy information and external influencing opportunities.

    6. Gender and Social Compliance

    Oversee and support the development and implementation of the FTA Gender Policy
    Oversee and support the social compliance initiatives relating child protection and workers’ rights, and ensuring these are aligned to the FT

    OBJECTIVES OF THE OVERALL PROJECT
    The Climate Academy aims to increase the climate change resilience of coffee farmers, organised in SPOs, through training and subsequent application of insights, skills and techniques designed to better adapt to climate change. Farmers learn from experts and from each other (Farmer field school methodology). The project results in a Climate Academy Guide which will be made available for other coffee SPOs.
    In parallel a communication program called Coffee to Stay will be carried out in the Netherlands. This program raises awareness on the dramatic impact of climate change for small-scale coffee farmers. It builds on the experiences generated in the Climate Academy. Coffee of from Fairtrade certified Machakos Union serves as a vehicle to bring the message to the public.

    The Fairtrade Week of autumn 2017 is turned into a Fairtrade Climate week, focused spiralling around the Climate Academy carried out in Kenya.
     PROJECT COMPOSITION AND TIMELINE
    The project consists of two main implementation parts.
    Climate Academy
    Machakos program – running from March 2017 until February 2019.
    Phase 2 and 3 (foreseen in Kenya and Ethiopia) – running from February 2018 to February 2020.
    Development Climate Academy Guide – between December 2017 and April 2018
    Coffee to Stay
    Communication Campaigns in the Netherlands. Emphasis from October to December 2017. In 2018 and 2019 activities will be repeated, with content following the developments in the Climate Academy execution.           
    CONTEXT TO COFFEE IN DIRE STRAITS & THE CLIMATE ACADEMY
     The focus area for this Terms of Reference is the Climate Academy Guide.
    This guide is scheduled to be rolled out for use in Phase 2 and Phase 3 in April 2018 to September 2019.  
    However, the design and development of the guide is expected to be as a result of learnings from the ongoing work within the initial site for the project: Machakos Union and select Primary Cooperatives, as well as knowledge of the consultants and application of the Fairtrade approach to climate change adaptation and mitigation.
    The guide should ensure that it includes a participatory approach that includes producers’ indigenous knowledge, existing coping mechanisms as well as methodologies to improve resilience to climate change. The guide should ensure that the output from its use is both systemic and makes best use of existing structures/resources, with the modest budget available for adaptation and mitigation work.
      OBJECTIVES OF THE CONSULTANCY SERVICE
     The objective of this consultancy is to lead the design and inception-phase of implementation of the Climate Academy Guide (implementation of the Guide being inception of Phase 2 and 3).
    The Climate Academy Guide must be coherent with the requirements of producers as well as align with the Fairtrade Africa Approach to Climate Change. The guide should be practical in its design, easy to follow and include self- driven programmes that can be implemented by the producer organisations directly, without too much additional assistance from external parties. Most importantly, the guide should reflect a realistic combination of deliverables in line with available budgets.
    SPECIFIC TASKS TO BE DONE BY THE CONSULTANT 
     The consultant will be expected to undertake the following tasks:

    (As preparation) assess and analyse existing climate adaptation documentation from Fairtrade Africa, We Effect and Fairtrade International and digest requirements for organisational strengthening and climate resilience. 
    Form links with lead contact points in Fairtrade Africa, We Effect and SMH as well as Machakos Cooperative Union and primary cooperatives.
    Conduct a field visit immediately upon being hired to gather relevant information to inform programme design and get context of small holder coffee farmers.
    Develop the climate academy guide; Present draft version of guide to Fairtrade Africa, Machakos Cooperative Union, We Effect and SMH by Feb 15th 2018.Revise draft per feedback given and work with design team to finalise guide which will then be presented by end of March 2018 for implementation in Phase 2 and Phase 3 in April 2018.

    DELIVERABLES

    Inception report from the review of documentation and interviews including a clear methodology and work plan.
    Draft presentations of the tools and scalable practices (indigenous knowledge, coping mechanisms etc.) from the programme design; friendly and easily adaptable to Small Producers Organizations(SPOs) use
    Detailed practical and guiding budget, activity timeline and other tools needed to implement the guide with SPOs.
    Mechanisms for follow up and monitoring suggested to enhance accountability.
    Final climate academy guide (not more than 50 pages).

     TIMELINES

     December – February15th 2018: Scoping and draft presentation
    15th February to 25th:  March 2018: finalisation, design and printing
    April 2017:  rollout and use of Guide in Phase 2 and Phase 3

     MINIMUM REQUIRED QUALIFICATIONS AND COMPETENCIES

    At least a Master’s degree in a relevant field such as climate change and/or environment/natural resources management, economics, agriculture/rural development, economics/sociology or related areas.
    At least 10 years’ experience in one or more of the following areas: climate change finance, climate change mitigation and/or climate change adaptation.
    Experience of at least two assignments of a similar nature in East and central Africa
    Proven ability and experience in developing training materials and facilitating training workshops on multidisciplinary and multicultural teams
    Excellent communication skills with ability to express ideas clearly, concisely and effectively, both orally and in writing.
    Fluency in English, and functional use of Kiswahili will be an added advantage.
