    Main purpose of the job
    You are responsible for the entire Partners’ Financial Management and Grant Management as well as for essential supportive tasks within Fairtrade Africa (FTA) Finance Unit staff.

    Key Performance areas

    Financial Management

    Post and review all expenditures and transactions in Hansaworld, according to programme and projects budgets and FTA guidelines
    Ensuring that all information required for audit is availed including financial reports
    Ensure Cash/Fund flow management in liaison with relevant staff
    Maintain contact with FTA bankers and monitor all bank transactions to ensure that adequate balances are maintained.
    Process payments and ensure that each payment/transaction complies with FTA internal financial procedures, programmes and project budgets.
    Review payments, journal entries, cost allocations and other postings into accounting system and ensure proper coding, data quality and integrity of all accounting/financial transactions
    Support in the design of programme/project budgets in consultation with other relevant staff and ensure budget holders are regularly updated on the burn rate
    Manage staff advances issuance, liquidation and ageing in line with the FTA’s policies and procedures
    Analyse risk areas in internal controls and recommend mitigating measures

    Grants & Partner Management

    Ensure budget control by adequately checking all costs that are chargeable to grants.
    Participate in grant proposal development and extensions, by providing technical support in the development of grant budgets that are in line with the effective implementation of grants, donor requirements and FTA policy
    Ensure spending is within the budget limit to control overspending within projects
    Review Field Financial Documents/Sub-grantee documents regularly to ascertain the level of internal controls in the financial process.
    Continuously monitor budget commitments for projects and advise Line Manager on any significant occurrences
    Monitor financial performance for grants and produce reports according to donor reporting requirements
    Manage preparation, consolidation and distribution of timely monthly, quarterly and annual financial statements reflecting the status of projects and or programs on a grant-to-date basis in accordance with Generally Accepted Accounting Principles (GAAP) and donor requirements
    Develop Partners financial reporting template and guidelines for use during reporting.
    Facilitate transfer of funds to partners and ensure close monitoring of utilization of funds.
    Carry out periodic review of internal control environment affecting both program and support operations for potential risk exposures; continually monitor and update the assessment of the control environment, keeping abreast of significant control aspects
    Monitor compliance with grant funding requirements and provide appropriate guidance to programme and partner staff including allowable and non-allowable costs, grant closeout, preparation of budget modifications and requests for carry-over or extensions as needed
    Support developing/drafting contracts for partners that are compliant with FTA donors regulations
    Regularly review of partner organization’s reports and provide them with documented feedback ensuring they comply with FTA Financial Management Guidelines
    Execute other tasks and responsibilities assigned by the Finance Manager

    Knowledge and experience
    Minimum Academic Requirement

    A holder of a university degree in Business Management, Commerce or any other equivalent qualification
    Certified Public Accountant in Kenya and a registered member with ICPAK in good standing

    Other Specialist Training and technical skills

    Command of Accounting Systems, in particular, Hansaworld. Experience in Programme Management Information systems an added advantage
    Experience in managing large donor-funded budgets and reporting to donors.
    At least four years of experience in similar functions in an international non-governmental organization
    Advanced book-keeping skills, including the ability to analyse financial information and prepare complete financial statements.
    Experience in enforcing internal financial procedures
    Proactive attitude to budget monitoring and reporting, preferably with experience in advanced reporting requirements

    3. Programme Development

    All advocacy programs will be developed in consultation and participation of key FTA stakeholders – HORs, MPMs, managers and key support functions.
    All programs will be planned and delivered within the operational frameworks, policies and procedures of FTA.
    Ensure that programme activities are in compliance with the FT Theory of Change including global strategic priorities and all relevant FT Standards.
    Regular reports on advocacy and partnership activities will be generated as per the FTA reporting standards and requirements.

    4. Fundraising

    Provide general guidance and oversight on all Fundraising initiatives relating to all funding gaps in FTA
    Support and facilitate the development of proposals for Advocacy initiatives and prioritised regional thematic and program areas.
    Oversee the fulfilment of a donor-funded advocacy project
    Effectively manage the approved core budget for Advocacy and partnerships relating to the approved annual work

    5. Monitoring and Evaluation

    Supported by the Programmes Information Manager ensure a robust M&E framework for FTA’s Advocacy and Partnership work is in place and effectively implemented, enabling us to continuously learn from and improve the quality of our delivery and impact.
    Ensure regular M&E reports and incorporate findings in development and fine-tuning of programme and project activities
    Ensure data collected through M&E is utilised to further inform advocacy initiatives

    Consultancy for Climate Academy Guide Development

    OBJECTIVES OF THE OVERALL PROJECT
    The Climate Academy aims to increase the climate change resilience of coffee farmers, organised in SPOs, through training and subsequent application of insights, skills and techniques designed to better adapt to climate change. Farmers learn from experts and from each other (Farmer field school methodology). The project results in a Climate Academy Guide which will be made available for other coffee SPOs.
    In parallel a communication program called Coffee to Stay will be carried out in the Netherlands. This program raises awareness on the dramatic impact of climate change for small-scale coffee farmers. It builds on the experiences generated in the Climate Academy. Coffee of from Fairtrade certified Machakos Union serves as a vehicle to bring the message to the public.
    Key pillars and objectives of Coffee Farmers in Dire Straits:
    Climate Academy

    Coffee SPOs have improved their institutional and management capacity to enable them to make decisions and take action to more effectively tackle climate change
    Improved farmer’s resilience to climate change through sustainable agricultural land management practices and Disaster Risk Management
    Increased opportunities for Machakos Union, selected primary societies and women members to promote an energy switch to renewable energy
    Increased opportunities for households of smallholder coffee farmers to diversify and engage in alternative income generating activities
    Monitoring, evaluation and upscaling: the Climate Academy Guide

    Coffee to Stay
    The Fairtrade Week of autumn 2017 is turned into a Fairtrade Climate week, focused spiralling around the Climate Academy carried out in Kenya.
     PROJECT COMPOSITION AND TIMELINE
    The project consists of two main implementation parts.
    Climate Academy
    Machakos program – running from March 2017 until February 2019.
    Phase 2 and 3 (foreseen in Kenya and Ethiopia) – running from February 2018 to February 2020.
    Development Climate Academy Guide – between December 2017 and April 2018
    Coffee to Stay
    Communication Campaigns in the Netherlands. Emphasis from October to December 2017. In 2018 and 2019 activities will be repeated, with content following the developments in the Climate Academy execution.           
    CONTEXT TO COFFEE IN DIRE STRAITS & THE CLIMATE ACADEMY
     The focus area for this Terms of Reference is the Climate Academy Guide.
    This guide is scheduled to be rolled out for use in Phase 2 and Phase 3 in April 2018 to September 2019.  
    However, the design and development of the guide is expected to be as a result of learnings from the ongoing work within the initial site for the project: Machakos Union and select Primary Cooperatives, as well as knowledge of the consultants and application of the Fairtrade approach to climate change adaptation and mitigation.
    The guide should ensure that it includes a participatory approach that includes producers’ indigenous knowledge, existing coping mechanisms as well as methodologies to improve resilience to climate change. The guide should ensure that the output from its use is both systemic and makes best use of existing structures/resources, with the modest budget available for adaptation and mitigation work.
      OBJECTIVES OF THE CONSULTANCY SERVICE
     The objective of this consultancy is to lead the design and inception-phase of implementation of the Climate Academy Guide (implementation of the Guide being inception of Phase 2 and 3).
    The Climate Academy Guide must be coherent with the requirements of producers as well as align with the Fairtrade Africa Approach to Climate Change. The guide should be practical in its design, easy to follow and include self- driven programmes that can be implemented by the producer organisations directly, without too much additional assistance from external parties. Most importantly, the guide should reflect a realistic combination of deliverables in line with available budgets.
    SPECIFIC TASKS TO BE DONE BY THE CONSULTANT 
     The consultant will be expected to undertake the following tasks:

    (As preparation) assess and analyse existing climate adaptation documentation from Fairtrade Africa, We Effect and Fairtrade International and digest requirements for organisational strengthening and climate resilience. 
    Form links with lead contact points in Fairtrade Africa, We Effect and SMH as well as Machakos Cooperative Union and primary cooperatives.
    Conduct a field visit immediately upon being hired to gather relevant information to inform programme design and get context of small holder coffee farmers.
    Develop the climate academy guide; Present draft version of guide to Fairtrade Africa, Machakos Cooperative Union, We Effect and SMH by Feb 15th 2018.Revise draft per feedback given and work with design team to finalise guide which will then be presented by end of March 2018 for implementation in Phase 2 and Phase 3 in April 2018.

    DELIVERABLES

    Inception report from the review of documentation and interviews including a clear methodology and work plan.
    Draft presentations of the tools and scalable practices (indigenous knowledge, coping mechanisms etc.) from the programme design; friendly and easily adaptable to Small Producers Organizations(SPOs) use
    Detailed practical and guiding budget, activity timeline and other tools needed to implement the guide with SPOs.
    Mechanisms for follow up and monitoring suggested to enhance accountability.
    Final climate academy guide (not more than 50 pages).

     TIMELINES

     December – February15th 2018: Scoping and draft presentation
    15th February to 25th:  March 2018: finalisation, design and printing
    April 2017:  rollout and use of Guide in Phase 2 and Phase 3

     MINIMUM REQUIRED QUALIFICATIONS AND COMPETENCIES

    At least a Master’s degree in a relevant field such as climate change and/or environment/natural resources management, economics, agriculture/rural development, economics/sociology or related areas.
    At least 10 years’ experience in one or more of the following areas: climate change finance, climate change mitigation and/or climate change adaptation.
    Experience of at least two assignments of a similar nature in East and central Africa
    Proven ability and experience in developing training materials and facilitating training workshops on multidisciplinary and multicultural teams
    Excellent communication skills with ability to express ideas clearly, concisely and effectively, both orally and in writing.
    Fluency in English, and functional use of Kiswahili will be an added advantage.

  • Micro-Enterprise Development Agronomist

    Micro-Enterprise Development Agronomist

    ‘Growing Women in Coffee’ project is a 3-year initiative within Fair Trade East Africa (March 2015-February 2018) directly targeting 450 Fairtrade-certified smallholder women coffee farmers in Kabng’etuny FCS, Kapkiyai MCS and indirectly 20,000 coffee smallholder farmers affiliated to Kipkelion Union in western Kenya. Activities are implemented by Fairtrade Africa in partnership with Fairtrade Foundation (UK) and Solidaridad Eastern & Central Africa Expertise Centre (SECAEC). Project donors include the Big Lottery Fund (BLF-UK), Guernsey Overseas Aid Commission (GOAC), Jersey Overseas Aid Commission (JOAC) and Dutch Post Code Lottery Fund.
    Target outcome areas
    Improved livelihoods for 300 women farmers in Kabng’etuny FCS resulting from increased use of sustainable farming methods leading to improved quality and yields of coffee.Improved use of and access to natural resources through the adoption of green energy production by 300 households of women farmers in Kabng’etuny FCS, also resulting in lower levels of deforestation and less generation of harmful gases, mitigating climate change.
    Improved livelihoods for 150 women in Kapkiyai FCS through the transfer of coffee assets from men to women and improved representation and participation for women through the establishment of a Women’s Coffee AssociationImproved livelihoods for 450 women farmers in Kipkelion Union through support for the sale of branded women’s coffee into domestic markets and through the creation of a learning platform at Union level to spread benefits to women farmers beyond Kabng’etuny and Kapkiyai cooperatives
    Responsibilities for the Micro-Enterprise Development Job
    Fairtrade Africa (FTA) is seeking professional services of a Self-Help Group (SHG) and Micro-enterprise Development expert with specific experience on rural women farmer empowerment to train 140 members of Kapkiyai Women in Coffee (WIC) Association aimed at developing their social & economic capacities under outcome 3 of ‘Growing Women in Coffee’ Project between March-May 2017.
    Capacity build on all aspects of a Self –Help Group (SHG) i.e. formation, leadership, governance and sustainability plans
    SHG formation, rules & regulations, leadership and conflict resolution strategies
    Mobilizing and managing SHG savings and inter-lending – define member responsibilities
    Bookkeeping and accounting
    How to establish credit linkage with banks
    How develop and manage common/revolving fund
    How to take up income generating activities
    How can an SHG become a vehicle for social development
    Going beyond economic function of saving and credit to tackle social issues and problems (link with use of Fairtrade Premium)
    Why and how to form networks with other self-help groups at micro/meso-level

    Train and guide in establishing feasible ‘Micro, Small and Medium Enterprises’ (MSME) for Kapkiyai WIC
    Association members under the following categories:

    Qualifications for the Micro-Enterprise Development Job
    Extensive experience in micro-enterprise development for rural women Self-Help Groups

    A good understanding of Coffee sector in Kenya
    Knowledge and experience in adult learning and participatory methodologies and approaches

    This is a four and half years project funded by the European Commission (EC) with the aim of strengthening Fairtrade as a representative, member -based regional, EU and global Civil Society umbrella organisation, giving voice and empowering over 1200 Producer Organisations globally. The project titled “Unlocking the Power of Producers and Workers to Drive Inclusive Trade and Development through Fairtrade” will particularly aim at ensuring a greater number of vulnerable farmers and agricultural workers are empowered and enabled to tackle poverty and exclusion.
    The project covers five interrelated work-streams namely Governance; Participation & Inclusion; Systems Strengthening; Producer-led Advocacy and South-to-South all aimed at empowering producer and worker organizations as vehicles of inclusive development through the delivery of economic, social and environmental benefits for their members and communities.
    The project will be implemented across the four FTA regional networks as listed above.
    Main Purpose of Job
    To provide oversight and overall coordination for the project to effectively deliver its objectives while ensuring the FTA’s financial and narrative reporting obligations to the funder are honoured in a timely and coordinated manner.
    Main responsibilities

    Project Oversight, Planning, Implementation and quality assurance
    Lead the development of the project implementation strategies and conceptual frameworks.
    Lead the development of project work-plans and budgets with periodic reviews in a timely and effective manner in accordance with the funder’s requirements.

    Coordinate the governance of the project across the areas of implementation.
    Monitoring, Evaluation and Learning

    Responsible for coordinating, organizing, and formulating required narrative and financial reports in accordance with project, donor and organisational requirements
    Continuously assess risks that relate to project implementation and formulate mitigation strategies.
    Support and respond to financial and programme audit to improve project performance.
    Provide information, data and case studies on a timely basis to the Fairtrade Africa Monitoring, Evaluation and Learning (MEL) function including but not limited to progress reports.
    Establish and maintain a database of all project documents and reports.
    Supports all Monitoring and Evaluation activities of the project.
    Disseminate top level programme recommendations and key learnings with staff and relevant stakeholders

    Skills, Knowledge & other Job Requirements
    Minimum Academic Requirement

    An advanced degree in a social sciences or other related Masters programme. A bachelors’ degree in social sciences or development studies with 7 years’ experience in project management will be accepted in lieu of an advanced degree.

    Diploma, certificate in Project Management

    Relevant Experience

    Experience in planning, developing and managing projects. Experience managing EC funded programmes in Africa attracts distinct advantage.
    Experience in external representation with governments, civil society donors and producer networks.
    At least 5 years’ experience in project management.
