    Job Summary:
    As a member of the HSDSA project team, you will monitor and report on all project activities in support of CRS’ work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve. Your role will be to build the capacity of local implementing partners to coordinate HIV testing of families of PLHIV support group members and facilitate linkage to care and treatment sites for those found to be positive as well as ensuring that adherence, differentiated care activities using the national PDHP curriculum and new National HIV Treatment guidelines (2016) in Nakuru county including treatment literacy, adherence counseling and support and defaulter tracing is monitored.

    Typical Background, Experience & Requirements:
    Education and Experience

    Diploma in clinical medicine or nursing with over 8 years’ experience. Bachelor’s degree in Medicine, Clinical Medicine, Nursing is a plus.
    At least 5 years of work experience in HIV/AIDS prevention, care and treatment, TB management and other health-related projects in Kenya and for an NGO. Experience working with MOH as well as PEPFAR funded project will be an added advantage
    Good understanding of Kenya Government National HIV treatment, Care and Support Manuals/Guidelines/Policies especially the current National HIV Treatment guidelines (2016)
    In–depth understanding of donor (USAID) expectations for program results, outcomes, impact, and reporting.
    Additional education may substitute for some experience.

    Job Summary
    You will provide overall leadership in the management of all WASH projects in the Country Program. You will also work closely with the Business Development Manager to seek and respond to WASH-related fundraising opportunities aimed at increasing access to sustainable WASH services for the poor and vulnerable in communities in Kenya.     Job Summary: The CRS/EARO region, is comprised of 6 Country Programs (CPs) – Ethiopia, Kenya/Somalia, Sudan, South Sudan, Tanzania and Uganda; EARO has a total FY18 budgeted program value of $206 million. While several EARO countries are among the most stable in Africa, others are entangled in violent conflict and political instability, consequently impacting the stability and security of the region. The Republic of South Sudan and Somalia continue to face considerable conflict and civil war. Increasingly, pockets of unrest have been breaking out in certain parts of Ethiopia.
    You will provide Safety and Security technical solutions to the EARO region and country programs for strategic planning, program design in staff safety and security areas, and design of monitoring and evaluation systems including the provision of training to staff. The Advisor leads the development of agency standards and strategies for Safety and Security and guides the region on their implementation. Collaborates with relevant national and international security agencies and providers, through relationship building, information sharing representation and advocacy.
    Job Responsibilities

    Security Operational Leadership:

    Provide technical leadership and coordination to EARO CP teams to ensure that appropriate security systems and procedures are in place and are fully operational.
    Provide international, Regional and local security intelligence, expertise, as well as strategic and technical input to all EARO CPs in the development and management of all Safety and Security Plans.

    Background:
    Kenya Drought Emergency Response and Recovery project (KDRRP) aim is to support to provide relief to extremely vulnerable families struggling with severe drought in Kenya’s most affected populations in Arid and Semi-arid counties: Kwale, Kilifi, Turkana, Samburu and Isiolo. Interventions concentrate on Pastoral/agro-pastoral livelihoods, WASH and natural resources management. KDRRP is a one year project funded by CRS private funds, LDS Charities and Margaret Cargill Foundation. CRS is implementing the project through four local partners and with close collaboration with the relevant county government departments and National Drought Management Authority.
    Job Summary:
    As a member of the KDRRP project team, you will monitor and report on all project activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Specifically, you will coordinate and monitor all emergency project activities within your assigned county (ies) in Kenya and ensure use of technically appropriate implementation approaches and reporting, consistent with the donor and CRS requirements. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.
    Job Responsibilities:

    Coordinate CRS Kenya’s County Level Emergency Response programming in close collaboration with the Emergency Coordinator to ensure effective program management quality.
    Ensure program quality through development and implementation of periodic project reviews and learning, and local partner capacity enhancement.
    Support implementing partner program and MEAL staff officer to effectively implement the project
    Represent CRS and Emergency Project in all relevant county level coordination meetings
    Together with MEAL staff, ensure all emergency responses in Kenya comply with required MEAL policies and procedures i.e. project design, monitoring, evaluation, budgeting, accountability and learning.
    Coordinate and co-facilitate regular monitoring data interpretation to inform decisions and learning as provided in the emergency responses MEAL systems.
    Work with partner organizations to ensure financial reporting follows CRS partner standards and best practices.
    Closely manage county level activity budgets.
    Coordinate with the relevant county level NGO emergency actors to ensure effective targeting and implementation of the projects.

    Typical Background, Experience & Requirements:
    Education and Experience

    Degree in Agriculture, veterinary medicine, water engineering or related field
    5 years’ experience in drought response programs preferably in arid/ semi-arid and marginalized areas
    Demonstrated ability to work in partnership with local communities and County governments as appropriate.
    Ability to represent CRS at coordination meetings
    Excellent analytical, communication, and negotiation skills.
    Ability to prioritize multiple work demands in high-stress environments and work effectively and efficiently with minimal supervision.
    Advanced computer literacy and proficiency in Microsoft Office (MS Word, Excel, etc.).
    Professional proficiency English.

    SCOPE OF RESPONSIBILITIES

    Provide technical assistance for resilience in the East Africa region and to the global Ag/L team when requested.
    Promote the application of Agency Program Quality standards for resilience in the programs in the region.
    Participate in project reviews and support proposal development, acquisition of funding and monitoring and evaluation.
    Actively explore cross-sectoral linkages between Ag/L programming and microfinance, conflict resolution, nutrition and agriculture.
    Work with A&L and HRD to develop a resilience framework which considers donor approaches (USAID and DfID in particular), SenseMaker and CRS IHD framework.
    Liaise closely with STAs for Climate Change, Food Security, Water and Senior Policy Advisor for Food Security and Climate Change to ensure coherency and complementarity and resilience approaches.

    Specific Responsibilities

    Qualifications

    Master’s degree and/or Ph.D. in related field
    Minimum 10 years of experience in international development either as a technical advisor or program manager/director, preferably in Africa.
    Experience in program design/management, program quality and performance assessment as part of ongoing efforts to improve aid effectiveness.
    Experience in community participation in development projects. Experience with adult learning methods and tools.
    Experience in the design, management and implementation of policy oriented assessments and research.
    Interest and capacity to learn about new areas.
    Developed monitoring, evaluation, accountability and learning skills.
    Strong analytical skills, sound judgment and the capacity to think and plan strategically, including the ability to produce high quality policy materials and advice for development implementation.
    High level English oral and written communication skills, including representation and liaison skills.
    Excellent communication, interpersonal, networking and negotiation skills, including in a cross-cultural context as a team player.
    Experience collaborating with local NGOs preferred.
    Excellent coordination and facilitation skills.

    Job Responsibilities

    Coordinate with PEPFAR Implementing Partner & GoK to organize, lead, and support the implementation of all assigned project activities at the county level as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
    Coordinate and maintain working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.
    Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.
    Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.
    Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule.
    Represent the 4Children Kenya Project at the county-level, including attending meetings on behalf of 4Children, making presentations at professional meetings and conferences on matters related to the 4Children Kenya project areas.
    Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.
    Coordinate with the relevant CRS Kenya operations units to ensure administrative support and all necessary logistics for project activities and events.

    Requirements

    Bachelor’s degree in Public Policy, Public Administration, Sociology, Social Work, or a related field with a minimum of 4 years of work experience in project support, or Master’s degree and a minimum of 2 years of work experience in project support is also acceptable.
    Experience in the field of health and well-being of vulnerable children and for an international NGO would be a plus.
    Experience in stakeholder coordination and engagement at county level preferred.
    Experience in planning and organizing of high-level internal and external meetings, workshops, and events, including the ability to plan resources and actions for timely and efficient service delivery.
    Knowledge of GOK OVC service delivery standards and PEPFAR programming, process, guidance and frameworks is strongly preferred.
    Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
