    Project Background
    The MEI has received a three-year grant from the Bill & Melinda Gates Foundation to provide technical assistance and targeted capacity building to national and subnational malaria programs to optimize entomological and epidemiological surveillance strategies, characterize populations at highest risk of malaria, identify gaps in protection and coverage, understand drivers of transmission, and design tailored intervention packages to reduce malaria transmission. There is growing recognition of the need to target and tailor effective interventions to the right places and populations at the right time to maximize impact and resource availability.

    Using the Entomological Surveillance Planning Tool (ESPT) and the Targeted Surveillance and Response in High-Risk Populations Guide (HRP Guide), the MEI will provide technical assistance and on-site and remote training and mentorship to build capacity among national malaria programs and partners to identify priority program questions, plan entomological and high-risk population surveillance activities, and generate relevant and actionable data. As part of this grant, the MEI will also develop a user-friendly, web-based ESPT Information Communication Technology (ICT) tool for use by national programs and partners, as well as an Entomological Adaptive Sampling Framework (EASF) with new operational guidance on adaptive sampling. A further focus will be the integration of entomological, epidemiological, and other (e.g., climate) data to inform program decision-making on intervention targeting and tailoring, including the synthesis, documentation, and dissemination of best practices by MEI.

    Opportunity
    The MEI seeks an experienced and enthusiastic public health entomologist to provide technical assistance, capacity building, and support to national malaria programs and local partners in select countries across Africa to apply and scale ESPT methods, including the identification of priority programmatic questions, minimal essential and actionable indicators, optimal sampling strategies, standardized data management and analysis techniques, and collection and integration of human behavior data with vector behavior data, among other activities. This individual will also guide the development, evaluation, and dissemination of the ESPT ICT tool, as well as contribute to the piloting and finalization of the EASF. In line with MEI’s network model, this position is designed to help transfer entomology knowledge, skills, and tools to local malaria programs and partners towards building sustainable country and regional capacity to successfully eliminate malaria. The Public Health Entomologist will work closely with the US-based MEI team, national malaria program staff, and local and regional partners. This position will report to the MEI Associate Director, Surveillance and Response.

    Scope of Work

    Key responsibilities for the Public Health Entomologist include but are not limited to the following:
    Provide technical expertise, coordination, and capacity building on entomological surveillance and vector control in select countries in Africa.
    Lead the development of ESPT activity protocols, workplans and budgets, standard operating procedures (SOPs), data collection tools, and training curricula and materials in select countries.
    Support entomological data analyses, interpretation, and results dissemination in select countries, with a focus on building capacity among national and subnational malaria program staff.**
    Support in-country fieldwork as needed including training and supervising field teams.**
    Provide on-site and remote training, capacity building, and mentorship to national malaria programs and local and regional partners, including conducting trainings of trainers (TOTs). **
    Coordinate, manage, and oversee piloting and evaluation of the ESPT ICT tool in multiple countries in Africa.**
    Contribute to the piloting, finalization, and dissemination of the EASF and related operational guidance.**
    Help establish insectaries and entomological laboratories where needed, and lead related capacity building efforts, trainings, and development or adaptation of SOPs.**
    Coordinate and collaborate with a large network of partners in the planning, implementation, and evaluation of activities. **
    Support the development, dissemination, and implementation of the integrated data analysis training package.
    Ensure strong coordination, communication, and trust among partners, and monitor and track progress on activity workplans and project targets and deliverables to ensure timely and high-quality completion. **
    Participate in appropriate regional and country working groups and meetings as well as routine internal MEI team calls, and contribute to MEI project reports, presentations, and manuscripts. **
    Proactively troubleshoot partner, programmatic, political, technical, or communication issues or bottlenecks.**

    Qualifications and Competencies
    Essential

    Advanced degree (MSc, PhD) in entomology, public health, or related discipline
    Minimum 5 years of experience working as a malaria entomologist in Africa
    Experience working with national malaria programs in Africa
    Experience and skills with statistical analysis and entomological database design, development, and management
    Experience in setting up insectaries and entomological laboratories
    Experience in capacity building and designing, developing, and facilitating training curricula and materials
    Excellent leadership, negotiation, and diplomacy skills

    High proficiency in another language spoken in sub-Saharan Africa (e.g., Portuguese, French, Swahili)
    Skills and experience in using a statistical analysis software package (e.g., R, Stata, SAS)
    Knowledge or experience in malaria epidemiology or disease surveillance

    Period of Performance
    This is a one-year full-time position with the opportunity to renew based on the individual’s performance during the first year. The planned start date for this position is July 2021. Base location is flexible in sub-Saharan Africa. Monthly international travel of 1-2 weeks’ duration to TBD countries in Africa will be required as well as annual trips to San Francisco, California (pending COVID-19 travel restrictions). An immediate start date is highly desirable.
    Compensation
    This is a full-time position with salary and benefits included in the total compensation package. Competitive salary offers will be determined based on the selected individual’s skills and experience and in line with local and UCSF MEI policies. Salaries are paid in local currency.

    Currently, UCSF is a partner for CDC-funded development and implementation of an OpenMRS HIV Reference Implementation (OHRI). The program seeks to create a system of global support with buy-in from six selected countries (Uganda, Kenya, Mozambique, Nigeria, Haiti and Rwanda) for OHRI and has a focus on driving data exchange and interoperability across the HIS systems to improve efficiencies for providing patient care, improving program monitoring and leveraging analytics for data driven decision making. We will be working with University of Nairobi and Makerere University to help manage developers, collaborate in a community of practice, and ultimately build capacity in more junior developers.

    Job Description

    The Senior OpenMRS Developer shall be responsible for leading a team of developers, project managers, and business analysts in designing, developing, implementing, maintaining, auditing and improving new and existing health information systems and project software. He/she shall be responsible for architecting and leading the technical approach for developing and eventually implementing OHRI. To ensure bi-directional data exchange between electronic medical records systems and aggregate systems and patient’s tracker system, the senior developer will bring expertise to activities related to developing standards-based (HL7, FHIR) interoperability between EMR, Lab, and Case Based Surveillance systems and development of program workflows within OHRI . The developer shall also ensure that the different software developed conforms to UCSF and country software development standards by overseeing a business analyst team conducting rigorous diagnosis, tests, code debugging, and technical documentation through reference manuals.

    Roles and Responsibilities:

    Work with and direct HIS business analysts and developers to design software solutions by studying information needs; systems flow, data usage, and work processes while adhering to the software development lifecycle

    Recency Data Manager

    Job Description

    Background

    The University of California, San Francisco (UCSF) through its affiliate international NGO Global Programs for Research and Training (GP) is engaged in projects in Uganda, Kenya, Burundi, Cambodia, Malawi, Namibia, Vietnam, Thailand, and Zambia (to be referred to as Recency Countries) funded by the U.S. Centers for Disease Control and Prevention (CDC). UCSF’s role is to provide technical assistance to Ministries of Health and its partners, including multiple comprehensive IPs, to roll out the use of a rapid test for recent infection (RTRI) for HIV surveillance and public health response. As part of UCSF’s and Recency Countries’ surveillance and survey activities, a lot of data is collected, managed, stored, and analyzed at various levels. This quality of the data and trust in results is heavily dependent on fidelity to research protocols and procedures through Continuous Quality Improvement (CQI) activities. Quarterly reviews of recency testing sites are performed to confirm that there is adequate staffing, materials, and posted procedures to ensure that recency is carried out methodically and purposefully. These site visits produce a lot of data which itself needs to be cleaned, processed into an analytical format, and ultimately visualized on PowerBI. Consequently, there is need to hire a CQI Recency Data Manager across all Recency Countries to coordinate and solve data quality, consistency, and validity issues that they actively manage, analyze and visualize.
    The Recency Data Manager will primarily be responsible for maintaining several in-country SQL-based databases for CQI datasets from recency studies, as well as related datasets (public/programmatic/survey), for purposes of ensuring fidelity to implementation and study protocols. He/She will be responsible for correcting data using approved methods, extracting/transforming/loading using SQL Server (ETL) of data into an analysis-ready format, and ultimately using PowerBI to visualize data. Additionally, he/she will work closely with the UCSF CQI team to maintain, clean, and code Excel-based data containing root cause analyses and action plans. He/She will also be responsible for providing custom datasets upon request in a custom format (e.g. as an Excel file). The Data Manager is expected to work closely with Informatics Developers, Programmatic/MOH staff, and UCSF employees. The Data Manager will also coordinate with CQI Officers from various countries to manage CQI data from supervision visits to facilities to ensure, for example, that the RTRIs are being administered properly, informed consent is obtained, and that all documentation is completed correctly.

    Specifically, data management encompasses the following dimensions of which the candidate applying should have adequate knowledge and demonstrated application:

    Analysis and visualization: Approved methods for cleaning and transforming data to enable analysis, visualization, and use at various levels (MOH, stakeholders, etc.)
    Data management: Collection, management, integration, analysis, visualizing and reporting, as well as supporting data use and interpretation of data in line with proper data management procedures and best practices using the SQL language.
    Appropriate use: Ensuring privacy and confidentiality through the construction of minimum use data sets and guidance on appropriate statistical practices that achieves the objectives of an internal/external data user
    Data security: Verifying data users as well as the implementation and documentation of appropriate administrative, technical, and physical safeguards for all data (along with appropriate penalties)
    Data quality: Ensuring data standardization, verification, and validation procedures are implemented and documented to ensure data accuracy, availability, timeliness, completeness, credibility, and solid understanding of its limitations
    Public disclosure: Documenting all public data requests and ensuring appropriate communication between data stewards and data users for arranging data disclosure prioritization and procedures

    Roles and Responsibilities:

    Analysis and Visualization

    Cleaning and ETL of data using SQL scripts (stored procedures, functions, etc.) periodically
    Qualitative coding of datasets from various countries’ CQI activities
    Transforming data into data warehousing schema to enable analysis and visualizations
    Use of PowerBI to display data on graphs, maps, and line-lists

    Documentation

    Creation of documentation and a solid understanding of all data flows (from source to analysis and use) for all CQI-related data
    Maintenance and understanding of all SQL-based documentation which details data cleaning, standardization, validation, and analytical procedures
    Maintenance and ongoing analysis of data quality as well as tracking of all ‘bugs’
    Documenting and cataloging all data elements (data dictionaries and metadata) for the various datasets as well as the relationships between them (e.g. ERD’s for data linkages)
    Documenting all changes to variables and data structures (i.e. change management)
    Development of all policies and procedures for requesting and approving data access for internal and external data use partners
    Active maintenance of logs which contain information on all users which have access to certain data sets as elements, as well as intended use (e.g. analysis, publications, etc.)

    Ensuring that policies and procedures for data access are adhered to by internal staff and external partners

    KEY RESPONSIBILITIES:

    Under the supervision of the Medical Epidemiologist the Data Manager will work with the Global Programs team to:
    Participate in planning, designing and implementation of surveillance and M&E projects.
    Participate in the design of survey and program databases.
    Participate and/or lead preparation of data analysis plans.
    Lead and report on monitoring of ongoing data collection and storage of data for GP activities

    Required Qualifications:

    Must have a mean grade of C plain and above in K.C.S.E
    MUST have at least a Diploma in Clinical Medicine or Community health nursing from a recognized institution
    Must have a valid practicing license and registration certificate by the relevant board
    Must have a valid training certificate in VMMC provision from a recognized organization must have undergone a mandatory refresher training in dorsal slit in the last 2 years

    Other Requirements:

    At least 2 years post VMMC training experience preferably within a busy health facility and Hands on experience in dorsal slit method
    Knowledge in basic life support and emergency management within VMMC set up including adverse event recognition and immediate management
    Must be a team player, motivator with excellent interpersonal and communication skills Must have the ability to multi task, resolve problems and be very flexible
    Those on leave will be required to show proof of approval from the regular employer
    Must have interest in working in innovative and demanding rural facilities
    Must be able to uphold high standards on patient’s confidentiality and privacy

    Job Details
    Global Programs for Research & Training is seeking a qualified Data Manager and Lead Clinical Evaluator to conduct this study. This position will require one-year commitment, with potential for extension at the end of the period, subject to funding availability.
    The Data Manager and Lead Clinical Evaluator will work under the direct supervision of the Principal Investigators and the Local Co-investigator.
    Key Roles & Responsibilities:

    In collaboration with the UCSF-based statistician/data analyst, program and trouble shoot REDCap forms for use in DAPPER.
    Field test with study clinical evaluators.
    Track and maintain security of all technical and computer equipment for the study.
    Conduct refresher trainings with clinical evaluators at regular intervals.
    Identify data entry errors and find solutions to prevent in the future. Participate in the development and execution of data quality assurance plans.
    Participate in the organization of study participant recruitment, and participant flow.
    Take instruction and provide feedback to the lead and assistant study coordinators, identify any problems or crisis with study personnel or participants and bring problems quickly to the attention of lead and assistant study coordinators as needed.
    The data manager and lead clinical evaluator is expected to be onsite for the duration of the study, with exceptions for emergencies.
    The data manager and lead clinical evaluator will be expected to share updates on a weekly basis via internet calls or emails
    Perform other related tasks as may be assigned by your supervisor.

    Key Requirements:

    A bachelor’s degree in statistics/biostatistics, computer science/IT studies, or related field
    Experience with online data entry, including REDCap in the context of clinical research studies in Kisumu.
    Excellent English, high level computer and internet skills with daily access to internet,
    Experience with mental health care is desirable.
    No prior health care training is required.
    Prior clinical research experience is required (e.g., prior experience as a study data manager).

    Global Programs for Research and Training is registered as an international NGO in Kenya, wholly owned and affiliated to the University of California San Francisco (UCSF).
    The Ministry of Health – National Public Health Laboratory (NPHL) – the University of California San Francisco (UCSF), Global Programs, and the Centers for Disease Control and Prevention (CDC) are conducting an evaluation of the sustainable laboratory quality systems program implemented by PEPFAR Partners in Kenya. The objectives of the study are to determine to what extent the program achieved three key outcomes and to understand the facilitating factors, barriers, and lessons learned during the project implementation period.
    Global Programs for Research and Training is seeking qualified research assistants to conduct this study. These positions will require two-months commitment.
    The research assistants will work under the direct supervision of the study coordinator and overall supervision by principal investigators.
    Key Responsibilities:

    Attend the full study training to understand the purpose and intent of the study, as well as the plan for implementation.
    Work in close collaboration with laboratory implementing partners to ensure accuracy of abstracted data
    Collect relevant study data from sampled laboratories throughout the country
    Abstract data for sampled laboratories as shared by laboratory implementing partners
    Schedule and conduct key informant interviews
    Provide routine progress reports to the study coordinator and study co-investigators
    Ensure data quality by responding to data manager’s queries.
    Perform other duties and responsibilities as assigned.

    Minimum Qualifications:

    The selected research assistant will have the following minimum qualifications:
    Bachelor’s degree or Diploma in Biomedical Sciences, Nursing, Clinical Medicine, Medical Laboratory, Public Health or any other health‐related field.
    Knowledge and understanding of public health research issues, specifically regarding HIV/AIDS.
    Strong interpersonal skills and ability to work well in diverse team.
    Excellent verbal and written communication.
    Proficiency in using Microsoft office and strong typing skills.
    Willing to work in Nairobi for the duration of the research project.
    Fluency in English or Swahili.Added advantage
    Training in Bio safety and Good Clinical Practice is an added advantage.
    Experience in laboratory or/and research settings.
