    Context: Terre des hommes (Tdh) launched its activities in Kenya in January 2011. Tdh provides support to children in Dadaab Refugee Camp and in Korogocho slums.
    Tdh also implements WASH, Child Protection, health and nutrition projects in Garissa County.
    General description of the position: Reporting to his/her immediate supervisor,the Psychosocial Officer provides psychosocial support to the refgee children and families in Hagadera, Ifo, Dagahaley Refugee Camps and eight surrounding host community villages, monitor the activities in the three child friendly centers and girls safe play areas and provide technical support to the center supervisors, Animators. Lay counselors and Assistant counsellors
    Specific Job Descriptions:
    Responsibility: Psychosocial support
    Aim: To ensure all psychosocial activites are done in Hagadera camp.
    Activities:

    To provide psychosocial support to selected cases of high risk or cases in need of specialized psychosocial support or mental health interventions.
    Participate in need assessments and project evaluations aiming at contributing to the development of the child protection programme strategy for the refugee community project in Dadaab Refugee Complex and in eight villages of Dadaab and Fafi Sub-Counties host communities.
    To support in the development of intervention criteria for the psychosocial cases and design appropriate technical responses to psychosocial and mental health cases.
    Provide training and supervising the CP team and community based structures on the management of children and families with basic psychosocial and mental concerns.
    Train CP team members on the child friendly interviews techniques and implementation of psychosocial assessment.
    Under the supervision of the Psychosocial Senior Officer, coordinate with the Case Management and Empowerment Senior Officers on assistance response to cases of children in need of psychosocial interventions.

    Responsibility: Conduct Mobile monthly CFS and monitor the two CFS in Hagadera and one CFS in Alinjugur.
    Aim: Conduct mobile monthly CFS. Ensure effective and efficient implementation of CFS activities in the three CFSs.
    Activities:

    Ensure monthly mobile CFSs are conducted in the three camps and host villages.
    Train and monitors lay counselors and CFSs animators on the mobile CFSs activities.
    Ensure children who can’t access the centres are reached through various PSS interventions.
    Ensure the centre activities are conducted appropriately and they are safe and child friendly.
    Provide technical support to the centre supervisors.
    Monitor the two girl safe play spaces.
    Plan the leave schedule for the center supervisors, lay counselors and CFSs animators.
    Ensure that children living with disabilities are incorporated into centre activities.

    Responsibility: Renovation and maintenance of the CFS.
    Aim: Conduct situational anaylsis on what the center requires.
    Activities:

    Conduct and assessment on host community and refugee camps CFSs and Girls safe play areas while ensuring the CFSs are safe and well equipt with play materials.
    Plan with the logistic team on what the centre needs.
    Train the community members who are willing to volunteer on basic counselling skills and Psychosocial First Aid (PFA).
    Ensure all the activities are carried out in the center and they are safe for children.

    Responsibility: Provide psychosocial support to the eight neighnbouring villages of Dadaab and Fafi Sub-counties.
    Aim: Ensure chidren in the eight villages receive psychosocial services.
    Activities:

    Provide group and individual therapy.
    Identify and screen children with psychosocial distress.
    Work in close collaboration with other departments.
    Provide mobile CFSs in collaboration with the Child Protection Volunteers.
    Liaise with the Sub-County Children’s Officer to support high risk cases that need protection interventions.

    Responsibilty: Report writing
    Activities:

    Develop unit reports.
    Work closesly with the MEAL Officer and Assistants for efficient documentation of psychosocial work.
    Develop referrals for high risk cases and ensure regular follow up of the cases.
    Participate and represent Tdh in relevant working group meeting at the camp level.
    He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Protection Safeguarding Policy.

    Requirements

    Experience in application of innovative/creative and evidence based psychosocial and mental health issues.
    Minimum of three years’ experience with prominence in psychosocial and mental health assignments.
    Experience in case management including management of case conferences.
    A good understanding of MHPSS framework and guidelines.
    Project reporting and evaluation experience.
    Staff supervision experience.
    Fluency in English and Kiswahili. Knowledge of Somali culture, language and traditions is a plus.

    Languages: Fluent in English and Swahili.
    Other: Knowledge of Garissa and Dadaab Refugee Camps or similar context.

    General description of the position:

    The Psychosocial Assisstant works with the Psychosocial Officer in direct provision of quality child protection services to children and families in Korogocho, Nairobi County. He/she supports in achieving desired activity ojectives in provision of psychosocial support as well as capacity building of children and their families.
    He/she supports the Psychosocial Officer to organise and monitor psychosocial support activities for children and their parents in Korogocho.
    He/she participates in the organisation and implementation of training and awareness sessions for children, communities, families and stakeholders as in close working relationship with Psychosocial Officer.
    He/she will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.

    Responsibility: Provides psychosocial support to children and their families
    Activities:

    Participate in the development of a Plan of Action, referral and follow-up for individual cases in close consultation with the Psychosocial Officer.
    Identify and/or receive referrals to ensure cases of children in need of psychosocial support are adequately screened.
    Identify and register child protection cases and reports them to the Psychosocial Counselor/DCS for comprehensive psychosocial and protection services.
    Assist and facilitate in the provision of psychosocial support activities, information sessions, and other recreational activities that build resilience, promote mental health, social support networks and social cohesion.
    Assist in maintaining of documentation of on going and completed counseling sessions, training sessions, PSS activities and draft progress reports for review by the PSS officer.
    Conduct individual and group counseling sessions for children and parents as well as support group sessions for vulnerable girls and boys including their parents/caregivers.
    Participate in identification, training and follow up of mentorship program for both boys and girls.
    Ensure that cases of children identified in need of psychosocial support are appropriately supported through direct support and referral services to the existing referral pathways.
    Contribute to Individual support, registration, development of Plan of Action, referral, follow-up (through home visits) and monitoring of any form of abuse affecting children.
    Involve the community, where appropriate, in the protection processes of children in need of help.
    Work with the Psychosocial Officer to build the capacity of community members on basic counselling skills and Child Protection skills.
    Work in close collaboration with the community leaders and Tdh staff to create acceptance for Child Protection activities within the project target areas.

    Other:

    Work with the Psychosocial Officer to provide accurate and timely activity, monitoring and assessment reports.

    Context: Tdh has been active in Kenya since 2011 in Dadaab refugee camp (child protection), the arid county of Garissa (nutrition) and the urban slums of Nairobi (integrated child protection).
    In June 2018, the organization initiated a reflection to reorient activities to also address development needs around child protection services as the gap in support is significant. Humanitarian needs are very present due to the situation at Kenya’s borders, the country’s difficulty in tackling natural disasters and the risk of terrorism.
    Tdh is seeking a motivated and committed Program Assistant who will support the Head of Programs in the oversee of project implementation, MEAL activity implementation and grants management.
    General description of the position: The Project Manager ensures adequate and timely implementation of the project. She/he will be responsible for the technical implementation of activities and ensuring the project has what it needs in terms of support resources.
    She/he will be responsible for adequate budget execution based on the donor rules and requirements.
    Will be responsible of the management and professional development of project team. She/he will work in closed collaboration with the Head of Programs and the Field Coordinator.
    Main Responsibilities
    Project Management

    Develop and implement the Child Protection project in Dadaab refugee camps in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets.
    Conduct regular assessment of the Child Protection project and activities’ impact.
    In collaboration with the Field Coordinator forecast and follows up on expenditures related to the Child Protection project including the preparation of cash advance requests on a monthly basis and the correct use of the administration forms.
    Lead in budget revision exercises.
    Prepares timely purchase requests in line with project workplans.
    Identifies support needs related to the project in Dadaab and communicates these to the Field Coordinator and relevant administration support person.
    Ensures qualitative implementation in and identifies needs for improvement.
    In coordination with the Field Coordinator, reinforce the referral system and maintain regular liaison with resource agencies in Dadaab (police, medical staff, local and international NGOs,
    Sub-county Children Officer, education partners, etc.) to promote and maintain a healthy and productive relationship with Tdh.
    Coordinates the capacity building support to the CP team, relevant local authorities, and agencies operating in Dadaab and host community as required by the project.
    Coordinates the capacity building of CORPs, both working for Tdh and other agencies, on Child Rights and Child Protection.

    Project Strategy and planning

    In collaboration with the Field Coordinator and Head of Programs participates in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision
    Participates in CP assessments.
    Participate in the review of the strategy for Tdh in Kenya if requested.
    Guarantees that the strategy of the CP project is implemented, effectively and timely, with relevant authorities and in support to the Tdh CP team.

    Monitoring and evaluation

    Responsible of indicator progress ensuring indicators are duly measured with support of MEAL team.
    Responsible of Project Follow Up tool is properly filled each month and is sent to coordination office on time.
    Ensure that activities are appropriately monitored and evaluated and proposes when deemed necessary, amendments to the child protection strategy, in consultation with the Field Coordinator.
    Guide and supervise the devolvement of M&E tools for a correct and accurate measurement of the indicators.
    Ensure that data needed to inform indicators is available and analysed for reporting purposes.
    Closely follows the M&E plan in collaboration with M&E department.
    Works with MEAL department in the implementation of the database tools and field testing of the tools.
    Ensures correct data protection procedures and filing.

    Reporting

    Provides a compiled weekly meeting minutes report to the Field Coordinator including movement plan.
    Ensures a monthly data analysis report is submitted to the Field Coordinator and Head of Programs after every month.
    Ensures that all donor requirements and deadlines are respected in terms of quality and timeliness.
    Ensure all the data and information related to indicators is available and accurate.

    Human Resources Management

    Daily supervision of Tdh child protection team members in Dadaab.
    Participates in the development of accurate job descriptions as necessary for the Child Protection project team, in coordination with the Field Coordinator.
    Lead in Tdh CP team recruitment and revision of job descriptions and assists in recruitment efforts through planning and interviewing of candidates.
    Ensures the team has a clear understanding of the Tdh CP mandate and project in Dadaab.
    Takes lead in performance evaluations of the Tdh CP team in collaboration with the Field Coordinator.
    Organises and leads weekly team meetings and provides weekly program update and movement plan to Field Coordinator.
    Lead and manage staff, encouraging effective teamwork and providing supervision and guidance, including regular and constructive feedback.
    Reports incidents and difficulties encountered with any Tdh CP staff members to the Field Coordinator.
    Ensure regular performance appraisals of directly supervised staff, encourage personal development plans, and assist in the identification of training needs.
    In collaboration with the HR, assure the planning of annual leave and any other leaves allowed the Dadaab staff.

    Coordination

    Works in close collaboration and consultation with the Field Coordinator.
    Coordinates with other sectors in Dadaab to ensure implementation of standardised activities.
    Works in close collaboration and consultation with available government structures, non-government actors and community representatives in Dadaab.
    Participates in Child Protection Working Group Meetings and other CP technical meetings.

    Experience in refugee contexts will be and added value.
    International experience will be an added value.

    Main duties and responsibilities
    Support in implementing the communication planning for the region East Africa

    Produce and publish items on social media (Facebook, Twitter, YouTube, LinkedIn) in support of Terre des Hommes Netherlands’s work in countries and in the region.
    Maintain, update and improve the Terre des Hommes Netherlands website for East Africa, following the Terre des Hommes Netherlands communication planning for East Africa.
    Produce high quality case stories to be used for internal and external communication purposes.
    Produce communication and profiling materials for the region, such as one pager fact sheets.

    Knowledge and experience

    Bachelor’s degree in communications, journalism or multimedia.

    Position within the organisation

    The Finance Consultant works with the Country Team (CT) for Kenya, and receives hierarchical leadership from the Finance and Admin Officer to whom he/she reports.     Context: Terre des hommes (Tdh) launched its activities in Kenya in January 2011. Tdh provides support to children in Dadaab refugee camp and in Korogocho slums. Tdh also implements health and nutrition projects in Garissa County.

    General description of the position: With the support and under the supervision of the Field Coordinator, the Logistics Officer takes lead in implementing a holistic supply chain system, procurement planning, budgeting (and start-up planning for projects), capacity building for for staff on areas of supply chain / procurement for various donors.

    She/he Collaborates with other departments for the daily logistics support and follow up of logistics activities to support Tdh offices & programmes in Dadaab.

    He or she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Safeguarding Policy.

    Program Support

    Movement and Accommodation

    The Logistic Officer is responsible to organize all relevant transportation (road, air) for any Tdh staffs at Dadaab level: International and national staffs, consultants, partners, official members.

    This is including:

    On a weekly basis, to receive and compile from departmental heads and Security Focal Point, the weekly movements plans for Dadaab. This is including both movement plans between bases and internal movement within Dadaab
    With approval from Country Representative and Field Coordinator, consolidate and disseminate validated movement plans to the bases and share with e Logistic Manger in Nairobi .
    In collaboration with the Driver, to organize for any road transport to and from Dadaab
    Ensure arrangements for security for any movement in Dadaab and to Garissa
    With support from the Logistic Officer Nairobi, make booking reservation for hotel / accommodation for all Tdh staffs visiting Dadaab (international and nationals’ staffs, consultants, partners).
    To receive requests from different departments and facilitate moving of any cargo or parcel shipment to the Nairobi Office. To prepare and archive the adequate documentations (waybill, packing list).

    Procurement

    Ensure proper documentation of the PSRs raised in Dadaab,proper numbering ,and items descriptions is done.( You will be in charge of issuing PSRs numbers.)
    In liaison with the Procurement Officer in Nairobi, regularly update the procurement follow up tracker within Dadaab to facilitate result-based management.
    Archiving of the purchase file once completed for local purchases.
    To follow up and support the Supply Officer Nairobi for the programme activities in Dadaab implemented purchases.(Following up quotations and orders with the local suppliers)
    Ensuring that all documentation relating to the voucher progammes is submitted to Nairobi in a coherent manner and counter checked for any errors.
    Ensuring that quality of all the items deliverd by the field based suppliers is of acceptable quality
    Ensuring that for the CASH based voucher programmes that the items collected from the selected suppliers by the beneficiaries are in tandem with the framework agreements eg pricing and commodity packaging and that the invoices are clearly filled in and submitted to Nairobi in a timely manner.

    Stock management per Tdh procedures

    Put in place and update/use all relevant tools (stock cards, stock list, delivery notes, etc)
    Organize the stock with a proper segregation of stored goods by donor/program
    Do regular inventories (monthly) for the different items stored in Nairobi
    Prepare monthly stock reports and send it timely manner to Logistic Officer.
    Reception of the items and checking of the quality & quantity as per the purchase orders
    Preparation Release Order Form (ROF) for items going out of the stock
    Ensure that all items are stored in good condition and that any missing or damaged goods are reported immediately to the line manager
    Ensure tidiness and cleanliness of the storage facilities

    Asset Management

    Personnal equipment and Equipment allocation sheets for each Tdh Staff are filled and archived
    Tagging ofall assets in the location.
    Report any asset malfunction to the Logistic Officer Nairobi
    Regular assets inventories (twice a year) in collaboration with the Logistics Officer Nairobi.
    With support and guidance from the Nairobi Logistic Officer, the Dadaab Logistics Officer compiles the monthy fuel follow-up matrix for Dadaab vehicles And that should comprise of the monthy reports submitted to the logistics officer in Nairobi.
    Assets tracking- Responsible for updating the Logistics Officer Nairobi whenever and assets are re-allocated to different users.

    Fleet Management

    Ensure that the drivers fill in the log sheets for both fuel and movement in a coherent manner.
    Ensure controls for the refuelling of the vehicles as per the laid out procedures.
    Ensure that the vehicle service follow up form is filled and submitted with the other reports at the end of every month.

    Other

    Undertake all other duties that may be determined by the Logistics Manager and/or Country Representative and that are compatible with the job.

    Tailor-made mental health and psychosocialservices are provided to individual/group of boys and girls together with their parents in a safe place. Outreach services aiming at community-led advocacy and empowerment increased information and knowledge on child protection issues. Revitalizing community intergenerational dialogues promoted open engagement on delicate social issues and possible reversal of some retrogressive practices.

    General description of the position: Reporting to the Case Management/BID Senior Officer, The CBI officer will primarily be contributing into the planning, design, implementation, coordination, monitoring and evaluation of Tdh’s Cash Based Interventions.

    The CBI Officer will be responsible for ensuring all CBIs are implemented in line with Tdh organizational guidelines, Standard Operating Procedures (SOPs) and are in line with best practice.

    The CBI Officer will ensure that cash and vouchers are routinely considered as a protection response option in the Tdh Dadaab operation, assesses the suitability of CBIs, and monitors their implementation and impact.

    With support from the Project Managers , Meal Manager and Case Management/BID Senior Officer the CBI Officer will deliver evidenced based programming that is informed by protection needs and markets assessments, programme data and reports and different Monitoring Evaluation, Accountability and Learning (MEAL) tools, processes and mechanisms.

    Key Responsibilities:

    The CBI Officer will be responsible for the following tasks:

    Support the development, strengthening and review of cash-based approaches, and Standard operating procedures (SOPs) based on existing guidance and standards for the Dadaab Operation to efficiently meet programme objectives.
    Coordinate, facilitate and implement assessments/response analysis, planning, budgeting, coordination, implementation of CBIs.
    Support the establishment of a sound monitoring process for cash and voucher assistance, with proper collection, use and monitoring of baselines, standards and indicators needed to measure and analyse CBIs performance.
    Support the effective and coordinated procurement and contracting of Vendors/Traders and Financial Service Providers by procurement and finance team.
    Establish and monitor the performance of the selected vendors of the CBI;
    Arrange for receipts and payment lists of cash from traders/vendors for internal approvals
    Ensure that the selection and verification of beneficiaries is made in a transparent manner and according to the strict adherence to CBI SOPs;

    Objective of the internship

    Project Officer

    Terre des Hommes Netherlands is looking for a project officer – Child Protection, full time, to be based in Busia County, Kenya with frequent travel in the country. This is a national position, open to applicants who can prove the right to live and work in Kenya. Initial contract period will be for one year.
    TdH-NL in East Africa works within four child protection themes: the Commercial Sexual Exploitation of Children (CSEC), the Worst Forms of Child Labour (WFCL), Child Trafficking and Migration (CTM), and Child Abuse (CA) in the form of Sexual and Reproductive Health Rights. Through collaboration with local civil society organisations (CSOs), TdH-NL implements development, humanitarian/relief and advocacy interventions in various parts of Kenya, supported by own TdH-NL funding and various donors.
    Position in the organisation
     
    The Project Officer – Child Protection is part of the Kenya Country Office team. The position is based in Busia County and receives hierarchical leadership from the Program Officer (PO) based in Nairobi to whom he/she reports. He/She leads in the implementation of Terre des Hommes Netherlands’ Child protection activities under the Joining Forces alliance. S/he will be implementing activities addressing violence against children and CSEC during and beyond the COVID-19 pandemic guided by the 4 project result areas: (i) Strengthening Child protection systems at national, County and community level; (ii) Engaging and working with families, communities and institution to improve their resilience, while adopting positive attitudes and behaviours; (iii) Increasing the capacity of the children themselves to prevent and respond to violence against them and ensure meaningful child participation in all matters affecting them at all levels; and (iv) Working to increase learning and sharing of knowledge and best practice related to child protection approaches. “Joining Forces Alliance” is a global collaboration between six of the world’s largest child rights organisations – Child Fund, Plan International, Save the Children, SOS Children’s Villages, Terre des Hommes and World Vision; aimed to share learning and experiences and maximize impact on ending violence against children. In Kenya the alliance works together, in the best interest of the child, to strengthen collaboration with the Government of Kenya Ministries, Departments and Agencies and other partners in ensuring that children’s rights are secured and that the principles of the United Nations Convention on the Rights of the Child are upheld.
    The Project Officer will coordinate all Joining Forces activities in Busia County under the EU funded project while working closely with other JF members present in the County.
    Main Duties and Responsibilities:
    Under the direct supervision of TdH-NL Programme Officer (PO):
    Take lead role for the planning, implementation and monitoring of all project activities while ensuring donor and TdH-NL compliance guidelines are met
    With support of the Programme officer, maintain regular contacts and good working relationships between TdH- NL and County Authorities (Ministry of Health, Department of Children Services, Police, Judiciary, Ministry of Education), representatives of other organizations (INGOs, NGOs, CBOs, FBOs), relevant child protection networks and the community.
    Ensure implementation of COVID-19 response activities are implemented within the established guidelines by the government
    Conduct capacity strengthening activities (in positive parenting, lifeskills, PSS) with key stakeholders (including children) as defined by the project target and ensure continued mentorship for improved CP services
    Initiate and facilitate structured community dialogues with opinion leaders, community leaders, traditional leaders with aim of influencing for change of negative norms and adopting positive norms that promote protection of girls and boys against violence and exploitation
    Ensure participation of the community (especially children through child rights clubs and groups) in child rights and child protection, participatory development of IEC materials and in marking keys events such as the Day of the African Child, International Day of the Girl Child, the World Children’s Day, etc
    In strategic collaboration with other like minded actors, organize and participate in joint advocacy forums targeting relevant authorities to address identified gaps by incorporating them in their plans and budgets
    Strengthen coordination meetings at county and sub county levels – eg Area Advisory Councils, Child Protection Technical Working Groups and disseminate Violence Against Children messages and related documents to these structures
    Manage and support the project volunteers to ensure timely, efficient and effective implementation of the project.
    With support of the Finance and Administration Officer, ensure efficient use of project resources and that programme and finance commitments as per donor contract are being fulfilled.
    Monitor the context in Busia vis a vis the development and humanitarian situation and child protection concerns and provide feedback and advice to the PO, Country Manager and others as appropriate for decision making.
    Ensure that all scheduled project reports such as progress and financial reports are delivered timely and that they are of high quality
    With support of the PO, lead monthly, quarterly and annual Review Meetings and ensure follow up actions are implemented.
    Support the Regional Marketing and Communication Officer at Regional Office with information and materials for marketing and communication, e.g. news items (case stories, articles) and photos.
    Apply Terre des Hommes Netherlands’ tools in organisational assessment, M&E and capacity building and regularly update project documentation/ files for reference by all concerned.
