    Position in the organisation
    S/he will work with the Kenya Country Team, and receive leadership and supervision from the Programme Manager (PM) to whom he/she will report to. He/she will, in close collaboration and consultation with the Programme Manager, be accountable for the rollout, coordination and oversight of the BAF project in Kilifi and Kwale Counties.
    Main Deliverables

    100% delivery of project key interventions as outlined in the project documents: Workplan, logframe and proposal. This includes 100% burn rate
    Execution of Project Learning Agenda and Endline Evaluation
    Effective execution of Project closeout

    Results Areas, Main Duties and Responsibilities:

    Realising the project objectives
    Overall coordination and support supervision to the implementing partner to effectively deliver the project as per the approved design, time and budget.
    Overall management including effective planning, implementation and monitoring of project outcomes.
    Translates a developed project plan into a concrete and achievable work plan for project execution, submits this to the client for approval and communicates the work plan to the stakeholders.
    Ensures project execution based on the work plan drawn up; directs the project team to this end, checks the progress of the project in terms of time, budget and quality and solves any conflicts/bottlenecks.
    Works with TdH NL finance team in effective project finance management, budget monitoring and tracking for better burn rates.
    Works professionally within TdH NL’s policies and codes of conduct, including those related to child protection/safeguarding, confidentiality, safety and security and ethical practice.
    Ensures that the project officers and partners follow the policies, processes and protocol regarding child safeguarding,
    Communicates incidents and violations of the policies in line with the established protocol.
    Oversees effective project close-out using TdH NL closeout guidelines and procedures.

    Result: The project has been successfully implemented according to the objectives of the developed project plan and the project team is involved, well-functioning and informed.

    Project Monitoring, Evaluation and Learning
    Works in close collaboration with the PMEL Officer and Regional PMEL Coordinator to monitor and report on the project progress.
    Preparation of monthly/quarterly/annual project progress reports in line with Terre des Hommes Netherlands reporting guidelines and those of GFEMS
    Provide regular/routine project implementation updates to Kenya Country Office (KCO) management team.
    Monitoring and safeguarding meaningful engagement of children in the implementation and management of the project.
    Provide technical inputs for child exploitation and child trafficking analyses, strategies and solutions and contribute to the development, dissemination and uptake of child exploitation knowledge products, capacity development materials and advocacy and information materials.
    Identifies opportunities for improvement of working methods and procedures and apply these improvements.
    As part of a team, translates developments and situation specific information into thematic and country annual and strategic policies.
    Assists in the continuous assessment of child protection needs and gaps in the counties in order to ensure that these are appropriately reflected in project strategies and interventions.
    Identifies new trends and developments in the area of child exploitation and sex trafficking.
    As and when relevant, coordinates the activities of assigned consultants for specific tasks, such as evaluations, learning agenda, etc.
    Supports the Senior Communication Advisor at the Regional Office with information and materials for marketing and communication, e.g. news items (case stories), documentaries and photos.
    Work the Senior Communication Advisor at the Regional Office to consolidate, package and disseminate project best practices, success stories and case studies.
    Ensures appropriate reporting, including through monthly and quarterly reports, are on time , accurate and as per GFEMS’s requirements.
    Has an active contribution to the continuous process of quality improvement for the provision of services in the specific policy area.

    Collaboration, Networking and Representation

    Programme Development
    Support Country Manager Kenya and the Programme Development Manager in identifying project development opportunities in Kilifi and Kwale counties.
    Represent Kenya country office in critical spaces to increase visibility and credibility with donors and other external stakeholders ensuring we continue to claim our role as an expert organisation in our theme areas.
    Develop and share project ideas for further development into concept notes and proposals.
    Perform any other duties as relevant for the country programme as assigned and as can reasonably be expected from the position, in consultation with the line manager.

    Education, experience and skills required

    Masters degree in Social Sciences, Gender, Development Studies or related fields.
    At least 5 years proven experience in managing child protection programmes. Experience in sexual exploitation (SEC) and trafficking Project Management is an considereable asset.
    In-depth knowledge of child protection and child labour laws and sector nationally, and locally
    Proven knowledge, skills and experience in stakeholders engagement, lobby and advocacy at all levels
    Familiarity with guidelines in Child Rights programming and coordination including SEC and sex trafficking prevention
    Proven knowledge and experience in developing and supporting community mobilization projects for SEC prevention and behaviour change
    Experience with financial management, solid understanding on planning, budgeting and project reporting
    Experience in supervising/leading a team including excellent partner management skills

    General description of the position: 
    With the support and under the supervision of the Finance & admin Coordinator,the Finance assistant will be responsible for financial administration, bookkeeping, and general financial and admin duties in the Nairobi office in Kenya this will be done in collaboration with the senior finance officer. He or she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Safeguarding Policy.
    Specific Job Descriptions:
    Accountancy and Financial Management

    Daily update of the accountancy system according to the project activities and payments
    Verify that all the receipts/invoices are correctly filled, and they are eligible for Tdh accountancy (indicating date, details of the supplier, clearly written the amount and with the stamp PAID).
    Prepare Payment vouchers to be attached to the payments ensuring the correct donors and budget lines have been correctly charged
    Archive all the relevant administrative and accountancy documentation in the proper way and according to Tdh procedures and make scans of the same
    Collaborate in the preparation of documents for financial/annual audits.

    Cash management

    Manage the petty cash box of the office, under the supervision of the Senior Finance officer
    Perform monthly and bi-weekly cash inventory

    HR management

    Follow up and Ensure filling of monthly staff pay slips and timesheets for all staff
    Remit staff monthly statutory deductions to the relevant authorities within the required deadlines

    Others

    Undertake all other duties that may be determined by the Finance & Admin Coordinator that are compatible with the job.

    Responsibilities :
    The responsibilities of the case management and digitalisation advisor are articulated around the following responsibilities at the institutional level starting with a focus in Uganda:
    Strategy and management

    Acts as a thematic case management focal point and supports the digitalisation of case management within the organisation and in partnership with other actors **
    Manages the development and implementation of pilot and cross-cutting projects in the digitisation of case management and other protection services, in Uganda and in other contexts, according to needs and opportunities
    Leads the analysis of trends in case management and its digitalisation, including key challenges, learnings and development opportunities within the organisation, in collaboration with the Global Case Management Advisor.
    Analyses the results in its area of expertise and recommends appropriate strategies for quality assurance and scaling up
    Contributes to the structuring and deployment of the institutional strategy for capacity development and support in case management and digitalisation by accompanying the development and implementation of these strategies in collaboration with the global case management advisor and the ICT department.

    Quality assurance and business expertise

    Ensures quality support and technical expertise in the implementation of pilot and transversal projects in case management and digitalisation;
    Responsible for contributing to the development, dissemination and deployment of principles, approaches, methodologies and standards in case management and the digitalisation of social services, and for their implementation within the organisation’s interventions in collaboration with the Global Case Management Advisor;
    Responsible for quality control within the projects on case management and digitalisation and provides technical support to operations to ensure alignment with case management and digitisation methods and standards;

    Knowledge management and practices

    Responsible for ensuring the monitoring and evaluation of the results of the pilot projects, in Uganda and in other potential contexts

    Organises and participates in the internal monitoring committee of CPIMS+ at Tdh (bi-annual meeting; or on request);

    Partnerships and development

    Leads and consolidates strategic partnerships in his/her field and within the case management digitalisation pilot projects, in Uganda and elsewhere, which he/she manages
    Contributes to the representation of Tdh in its field of expertise
    Participates in the identification of donors and funding mechanisms in its field
    Contributes to securing funding through partnerships, strategic dialogues, contribution to the writing of project proposals, etc
    Contributes to the research of funds for the implementation of the institutional strategy (including quality improvement in case management in the field as well as the development of new functionalities related to the needs in CPIMS+)

    Management

    Ensures the proper management of the pilot projects in Uganda and elsewhere for which he/she is responsible, including the monitoring of budgets, human resources and other management responsibilities

    Education :

    Experience / Skills :

    More than 5 years experience in project management and intervention in child protection
    At least 3 years experience in implementing and supporting case management teams
    Demonstrated experience in implementing capacity building strategies for protection teams (experience in training design and delivery, coaching).
    Knowledge of digital platforms or ability to learn quickly in the use of technological tools such as CPIMS+/PRIMERO

    General responsibilities

    Under the supervision of the Head of Delegation, the Code of Conduct Officersupports the operations
    and functioning of the Kenya Delegation with the implementation, reinforcement and daily
    coordination of the Terre des hommes standards, as described in the Global Code of Conduct, with
    particular focus on the Safeguarding policy framework and the AntiFraud and Corruption standards,
    as described in the related policies (Child Safeguarding Policy, Policy on the Protection against Sexual
    Exploitation and Abuse, Directive on Staff Misconduct at the Workplace, Anti-Fraud, Corruption and
    Conflict of Interest Policy).
    The Code of Conduct Officer supports compliance to Tdh procedures and guidelines within the country and contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. He or she oversees the coordination and achievement of the delegation’s safeguarding and integrity objectives, with the support of the Head of Delegation.
    He or she nurtures and promotes a culture of code of conduct in collaboration with managers and staff. He or she leads on reviewing, planning and implementing capacity building plans on strengthening the Global Code of Conduct and Code and ensuring reporting protocols are known and applied.

    Specific responsibilities

    In close coordination with the Head of Delegation and the HQ Referent, the responsibilities of the Code of Conduct Officer include:

    General

    Disseminate and raise awareness of Global Code of Conduct values, standards and commitments, and related policies, as they become available, to Tdh staff, partners and communities at national level. Ensure relevant translations, contextualisation and dissemination at national level.
    Advise and support staff and partners in the implementation and understanding of the Global Code of Conduct, with specific emphasis on the safeguarding and integrity policies.
    Support delegation’s departments to ensure alignment with the Global Code of Conduct standards, the required processes (safe recruitment, partner assessment, etc.). Support the updating of these tools and the reinforcement of good practices.
    Under the direction of the Head of Delegation, the HQ Referent and the Regional Focal Point, support the conduction of the bi-annual safeguard diagnostic and integration of safeguarding priorities into the delegation’s annual action plan, as well as monitoring and supporting their implementation. Ensure that safeguarding is part of the national action plan and that resources are allocated to safeguarding activities. Support integration of integrity requirements and priorities.
    Support the Head of Delegation in the collection and sharing of the annual and institutional key performance indicators defined for the sector.
    Support the implementation, management and monitoring of the delegation’s complaint and feedback mechanisms, and ensure coordination with existing internal mechanisms and standards (SOPs).

    Projects

    Support and train project teams to ensure that Global Code of Conduct, mainly safeguarding and integrity related risks are assessed for each project and activity, and that mitigation measures are taken, identified and monitored (at the project development stage and for each activity).
    Support project development teams to ensure that Global Code of Conduct, safeguarding and integrity trainings and awareness raising activities, and other regular capacity strengthening activities are integrated into project activities and budgets.
    Develop and deliver specific Global Code of Conduct, safeguarding and integrity presentations as part of the project kick-out process.
    Coordinate with the HQ Referent for all project proposals with a safeguarding component, including donor reporting and safeguarding protocols with partners.

    Community engagement

    Ensure that Terre des hommes’ Global Code of Conduct policies and commitments are communicated to and known by children, women and men, staff and community members in Tdh’s implementation areas.
    Conduct and/or ensure and monitor frequent training of key community members/community focal points and awareness raising activities.
    Support the establishment of the complaints and feedback response mechanism and ensure that a direct reporting process is in place for sensitive feedback and complaints raised through these mechanisms, in line with internal procedures. Support the annual audit of existing channels.
    Ensure that key policies, procedures, guidelines and tools are translated into local languages and child-friendly language, are contextualised and integrate national legislation, and shared widely with staff, partners and communities.
    Ensure that visuals are displayed in all areas of intervention, with key Global Code of Conduct messages and a clear procedure and updated contact list, in alignment with validated materials and internal procedures.

    Network

    Liaise with the CoC/safeguarding focal points of other NGOs, working groups, UN agencies and inter-agency mechanisms and state structures in the country and the safeguarding/PSEA networks, where established. Ensure representation of Terre des hommes in these networks and share relevant information with the Head of Delegation and the HQ Referent.
    Maintain close contact with HQ for information sharing regarding Global Code of Conduct, activities and allegations/cases at country level.
    Attend Regional Working Group quarterly meetings, contribute to defined annual action plan.

    Capacity building

    Organise at least two annual Global Code of Conduct training for all staff and partners. Ensure that the focal points organise these trainings at the field office level and provide relevant support, notably in terms of materials and contents. Ensure trainings are documented/tracked (HR).
    Facilitate the identification and training of dedicated focal points within the delegation, and with partners and communities.
    Organise a Global Code of Conduct induction briefing for all new staff and partners (onboarding). Ensure that focal points organise this training at field office level. Ensure briefings are duly documented/tracked (HR).
    Actively participate in capacity building sessions organised by the Safeguarding Unit at HQ and ensure that the trainings are replicated to the focal points.
    Support the focal points and delegations in understanding and implementing Terre des hommes standards and commitments.
    Support the transition and contextualisation of capacity building materials, based on approved material.
    Promote the safeguarding and integrity tools and the internal reporting mechanism (Concern) to all stakeholders. Promote understanding and application of the reporting mechanism and the key principles behind it (survivor-centred approach, confidentiality, zero tolerance, presumption of innocence.)

    Response

    Act as a focal point for reported incidents at the national level and ensure that they are immediately channelled through the internal reporting mechanism, with particular attention to timeliness, confidentiality and protection of survivors.
    Upon request of the Concern team/ Incident Management Unit at HQ, provide case management support (national and/or regional).
    Support the delegation in producing/updating the mapping of legal obligations in relation to safeguarding and integrity.
    Support the delegation in the production and dissemination of a mapping of emergency response services.

    Global Code of Conduct

    Uphold and promote, at all times, Tdh’s behavioural standards and organisational values as defined in the organisation’s Global Code of Conduct and related policies.
    Uphold and promote Tdh’s zero tolerance policy against all forms of abuse and Tdh’s commitment to ensuring the safeguarding (protection and wellbeing) of all children and adult beneficiaries, community members and staff.

    Experience
    Minimum 3 years of experience working in a humanitarian or development context with at least 1 year in similar positions of responsibility.
    Minimum 1 year field experience in a position with responsibilities in safeguarding, integrity, ethics or in protection (gender-based violence and/or child protection).
    Good knowledge of humanitarian and/or development project management
    Proven experience in training facilitation and in the use of contextually appropriate pedagogical methods.
    Very good ability to identify and assess the training needs of staff and partners on an ongoing basis and proven experience in developing training modules and tools.
    Good knowledge of international standards with regards to ethics, safeguarding and integrity.
    Experience in case management and/or investigating ethics violations is desired.

    About the role
    Research is an important cog in our new five phase approach (identify-research-expose design-mobilise-handover), and the incumbent will be expected to support the new strategic direction by designing and managing research initiatives, support in gathering data and evidence which will then be used to inform potential solutions to child exploitation issues. Research will also form a key part of future campaigning, lobby and advocacy work with children and all our key stakeholders.
    The Monitoring, Evaluation, Accountability, Research and Learning (MEARL)) Officer is expected to support the implementation of the PMEL system and processes in the Kenya Country Office. Where applicable, s/he will be required to strengthen and enhance the PMEL system and for effective knowledge management.
    Objective of the function
    The MEARL Officer is responsible for the coordination of the research, monitoring, evaluation and learning for projects and programs in Kenya. With guidance of the Regional R&PMEAL Coordinator, the incumbent will contribute to the development, and implementation of PMEL policies and systems to ensure the quality management of Kenya Country projects and programmes. The post holder will be responsible for data verification, analysis and utilisation with an aim of providing management with relevant and timely information for decision making and programme improvement. S/he will support quality programme design ensuring country plans incorporate key MEARL information for adaptive programming or management. The MEARL Officer will work together with the Regional R&PMEAL Coordinator and Kenya team to ensure strengthened knowledge management, effective performance management as well as quality and timely reporting. The officer will provide oversight at country level in issue identification and research linked to the strategy five phases.

    The MEARL Officer reports to the Country Manager and provides functional guidance and support to the country team in relation to quality programme/project planning, monitoring, evaluation, research, learning and reporting. He/she will receive technical guidance from the Regional R&PMEAL Coordinator (based at the Regional Office East Africa in Nairobi)
    Main duties, responsibilities and Result areas

    Programme design and planning- (including utilising about 80% LoE on the Child Labour project )
    Provides high quality technical input into inclusive ideation, programme and project development processes, particularly on logic of intervention (Theory of Change, logical frameworks and PMEL plans), with an emphasis on ensuring sound understanding of how changes happen and sound programme logic and objective setting that is informed by contextual information
    Provides guidance to Kenya Country Office (KCO) team in ensuring that programme quality is embedded in new programmes and projects and that TdH NL quality standards are met.
    Supports TdH NL KCO team and partner teams on quality information gathering and analysis at country level to facilitate informed and evidence-based programme and project design.
    Supports programme and project managers to design and monitor MEARL budgets and spending in line with donor requirements.

    Results: Quality project design and implementation planning with sound understanding of how change happens.

    Set up and implement monitoring, evaluation research and learning system (including utilising about 80% LoE on the Child Labour project )
    Support in the development and implementation of a MEARL system and strategy in accordance with TdH NL standards, regulations and instruments – including the definition of specific processes, methodologies and tools– for an optimal accountability process with regard to implemented policies and programs and/or projects.
    Provides technical advice, training, coaching and support to TdH NL KCO staff, and partner teams in various aspects of planning, monitoring and evaluation to ensure the overall quality of TdH NL and partner teams’ field data collection, data management, and analysis processes.
    Attends M&E country meetings convened by the Regional R&PMEL Coordinator for collective analysis and interpretation of MEARL information.
    Leads in information and knowledge management to ensure appropriate information is collected by project teams and aligned to TdH NL’s Strategic Objective areas and progress on KPIs, which is needed for an effective M&E system.
    Promotes the utilisation of the collected data at country level in monitoring of strengths, weaknesses and gaps in the implementation of the TdH NL’s programmes, adaptation of monitoring plans to ensure achievement of envisaged outcomes and strategic use of information for improvement of programme impact.
    Signals and analyses any improvement points regarding the accountability of the programs/projects implemented by the organisation, taking into account the applicable laws and regulations.
    Facilitates local analysis and interpretation of PME information as an input to regular narrative reports covering progress of the TdH NL programme. This includes ensuring regular updates of the PRIMAS system.
    Oversees quality assurance of feedback and complaint mechanisms and sharing of accountability findings with programme teams and senior management.
    Exchange of PME expertise and experience between the countries and partners and within the TdH NL organisation.

    Result: PM&E system supported in such a way that standards, regulations and instruments have been developed, data have been analysed and the KCO project/program activities can be accounted for in a timely and accurate manner.

    Strategic research support (including utilising about 80% LoE on the Child Labour project )
    Supports identification of CE issues in Kenya
    Guided by the strategic plan, provides support on research, evidence generation and use of research products in lobby and advocacy
    Supports identification and on-boarding of strategic research partners including academia, research think tanks, policy institutions, research NGOs and other local research partners
    Coordinates strategic research components with TdH NL Regional Office research and advocacy teams, providing the contextual elements
    Supports research activities, including advising on methodology, sampling and tool development for relevant research initiatives aligned to TdH NL’s policy and project needs.
    Supports identification of research activity spinoffs from ongoing projects
    Contributes to program development by monitoring the changing research, identifying opportunities in line with TdH NL strategy and monitoring international best practices and development trends
    Monitors and follows up on utilisation of recommendations from researches and surveys including establishing key learning and recommendations to inform future research work.

    Result: High quality research in line with the 2021 – 25 strategic plan is generated and informs the strategy phases and actions. Interventions are developed informed by high quality data and evidence.

    Evidence based Learning and Reflection (including utilising about 80% LoE on the Child Labour project )
    Promotes evidence based learning through undertaking assessments, baselines and evaluations including operational/action research and documentation at country level in compliance with TdH NL’s evaluation policy.
    Supports the programme teams and partners in extracting lessons learnt and good practices, and documenting case studies which demonstrate qualitative and quantitative changes.
    Analyse and provide monitoring data generated from PMEL systems and used for management purposes in line with appropriate decision making, course adjustments and future designs through reflection and learning forums, events and periodical reviews organised on a regular basis.
    Supports Kenya Country Office in documenting and disseminating innovations and new research findings in line with TdH learning framework
    Synthesises and summarises trends in country monitoring data and data generated from evaluations that can be used to inform global level programming
    In consultation with the Regional R&PMEL Coordinator takes lead in disseminating Evaluation and Outcome Level findings and track Programme/Project utilisation of Evaluation findings
    Identifies, tests and rolls out approved innovative MEARL approaches and methods.

    Results: A system for evidence based learning and reflection is in place and utilised by staff and partners to craft and steer interventions. Knowledge generations well anchored in the country and with clear links to the TdH NL research and knowledge hub.

    Give advice and provide information (including utilising about 80% LoE on the Child Labour project )
    Is the point of contact for substantive questions regarding the own focus area.
    Provides solicited and unsolicited advice, information, and support regarding the policies pursued and programs/projects within the organisation and their accountability.
    Generates (management) information for annual plans, the budget, and budget monitoring.

    Result: Advice given and information provided in such a way that those involved have been informed and advised in an expert manner.

    Knowledge and skills

    A degree or equivalent in Monitoring and Evaluation, Project Management, Statistics, Demography, or a related field is required. (Masters degree will be an added advantage)
    At least 4 years practical experience with an INGO/child rights agency in managing data intensive programs and designing, monitoring, and evaluation methodologies.
    Knowledge of designing and managing PMEL systems at a national level for effective generation of monitoring data used in tracking programme and improved service delivery and support related to development programming
    Experience in designing and guiding high level research and evidence based advocacy with ability to translate knowledge into practice is desirable.

    General job description: The M&E Manager ensures quality and accountability of Tdh programs in Kenya striving for pertinence, relevance, accurateness and on time monitoring and evaluaton system.
    The M&E Manager will bring significant experience and fresh ideas to lead on M&E system implementation, review and evaluations, M&E budgeting, recruitment, as well as support to proposal writing and log frame development.
    The post holder will ensure that all Tdh projects are supported to ensure quality, effectiveness and appropriateness of their activities.
    It will be important for the post-holder to capture lessons learned and communicate this information in various capacities to improve on-going and future programming.
    S/he will guide Tdh teams to maintain an effective monitoring system across all programs, including the use of feedback to assure the quality of interventions.
    The M&E Manager will lead on building capacity of staff and partners, particularly on accountability and participation, with a specific focus on children.
    Ultimately, s/he will ensure that the programmes have evidence-based knowledge to inform strategic direction from assessment and regular programme monitoring.
    Special attention should be paid to the positive and negative impact that interventions have in communities and individual persons. This analysis will need to be made available to all Tdh staff and external stakeholders where appropriate.
    Main responsibilities:
    Strategic management

    Responsible of the development and implementation of the delegation’s M&E orientations in coordination with the Head of Programme and project managers.
    Is responsible for the implementation, appropriatness and effectiveness of M&E system that, where possible, brings together project and programme partners during the monitoring plan design phase and during the sharing and using of data.
    Plans M&E activities and ensures their adequate and correct implementation; manages and supervises related resources.

    Management

    Manages team members answering to him/her (M&E team members and IM team members), from the recruitment phase to the end of their employment. Adopts good management practices in keeping with Tdh’s values. Applies the delegation’s staff management policy.
    Responsible for effectively managing the M&E budget.
    Manage the M&E team to ensure that the M&E system operates effectively with the support and resources required and that there are clear links and reporting lines between field and national level and between M&E and other program departments.
    Lead on the recruitment of M&E consultants (by drafting terms of reference recruiting and following up on consultancy).
    At the organisational level, devise and manage a M&E training programme with the goal of increasing capacity and awareness of M&E for all staff. Assess training needs and engage ME& team staff to roll-out the training programme.
    Ensures the optimal allocation and proper management of the delegation’s M&E resources (including financial, logistical, technical and human resources). Monitors M&E budgets monthly.

    Internal and External Reporting

    Ensures external accountability to donors through the implementation of timely and quality M&E activities leading to timely and accurate reporting.
    Coordinate regular field monitoring and accountability reports from M&E assistants and circulate to the country office team, ensuring that action plans are included and followed up and that SMT reviews reports regularly.
    Responsible to ensure that the organisation delivers on all internal M&E requirements in a timely manner and with high quality information, including reporting to global indicators and monthly sitreps.
    Ensure that M&E data is used optimally during operational and strategic decision-making at the delegation in accordance with head office and donor requirements, especially with respect to institutional reporting.
    Ensure that high quality analysis reports to illustrate Tdh’s impact and assessment findings are produced, including evidence of good practice and replicable programmes, and that they are communicated at appropriate events.

    Context: Terre des hommes (Tdh) launched its activities in Kenya in January 2011. Tdh provides support to children
    in Dadaab Refugee Camp and in Korogocho slums.
    In response to the Dadaab Refugee protracted crisis, Tdh projects deliver child protection interventions and support to children in alternative care arrangements, provisions of case management and psychosocial services to vulnerable children, strengtheninig community-based structures as well as building advocacy efforts on child protection issues.
    General description of the position: The main purpose of the position is to carry out an array of age and gender appropriate Advocacy and empowerment interventions targeting children, parents, caregivers, community leaders, religious leaders, adolescent boys and girls in both Dadaab Refugee Camps and the neighbouring eight host community villages while respecting their culture and contextual sensitivities.
    The activities are integrated in the Dadaab protection system and humanitarian coordination practices and guidelines.
    The Helpdesk Officer will work closely with the Helpdesk Social Workers (community workers) who will report directly to him/her.
    The main mandate of the Help Desk Officer will be to ensure that community receive information through awareness and advocacy campaigns conducted at the help desks and the block level.
    The purpose of his/her interventions are to strengthen the beneficiary’s ability to develop the necessary skills and knowledge in prevention of violence, abuse, neglect and exploitation of children while in the camps also after repatriating to their country of origin.
    Key Responsibilities

    Provide capacity to the children, parents, their caregivers and community members to enhance their knowledge and ability to protect children from harm.
    To be responsible to conduct proper recording, documentation for all the children and their caregiver seeking child protection services and information at the sectional level.
    Provision and Dissémination of appropriate child protection information to support decision making on voluntary repatriation and sustained protection for the children remaining in the camps.
    Provide trainings and monitoring to the Community’s-Own Resource Persons and help desk social workers on behavior change and General Child protection concerns.
    Supervisers a team of Economic and Social Empowerment Assistants .
    Review and develop child friendly and child focused protection messages on emerging concerns and threats (with an emphasis on concerns of undocumented children, children in the Voluntary repatriation process and special protection cases, specifically prevention of and support to survivors of harmful traditional practices and SGBV and inclusion of children with specific needs).
    On a monthly basis, conduct organize information forums (information clinics) involving other protection partners and service providers to strengthen the support to individual children.
    Conduct monthly radio shows to provide further information, and an opportunity to take questions and feedback regarding the information forums sessions for both Refugee and host communities.
    Organize and facilitate separate adolescent boys and girls symposiums and peer to peer activities at the child friendly help desks.
    Enhancing Empowerment, Partnership and Advocacy for Child Safe Repatriation, to access services including CP in camps and host communities.
    Coordination with UNHCR, Refugee Affairs Secreteriate (RAS) and other humanitarian actors to strengthen referral pathway.
    Supports the recruitment of community workers, in particular social workers and CP volunteers.
    Reports incidents and difficulties encountered with any CP staff or community worker to Empowerment Senior Officer or CP project manager.
    Ensure that assigned activities are appropriately implemented and, when necessary, ideas on amendments deemed will be shared with the Empowernment Senior Officer.
    Sharing and provision of appropriate child protection information to support decision making on voluntary repatriation and sustained protection for the children remaining in the camp.
    Organize and facilitate separate adolescent boys and girls symposiums and peer to peer activities at the child friendly help desks.
    Supports in child led advocacy campaigns, mass awareness and special events throughout the project in close consultation with empowerment officer and Case work officer.
    Conduct refresher training and mentorship for children (Child Council members, peer to peer support network members and Children Ombudsman) to reinforce knowledge on Child Protection topics and provide information on any emerging issues such as COVID 19 Prevention and camp consolidation to strengthen child participation on issues affecting them.
    Life skills training for girl mother’s, adolescent boys and girls, foster parents and provision of start-up kits and nurturing kits for the girl mother’s babies (0-5). The aim of the training is to enhance the groups to start their own income generated activities as a source of livelihood support leading to their self relience.
    Reinforce the capacity of vulnerable foster parents, UASC and other vulnerable families through cash transfer program, and life-skills education.
    Participates in a base line, mid term and end term survey and evaluation of the CP project.
    Facilitate and conduct Project Progress Review Quarterly meetings and feedback sessions with the various targeted beneficiaries.
    Participates in the identification, mobilisation and training of community members and other actors to encourage their participation in different aspects of the project implementation (women, elders, leaders, youth, children, etc.) at sectional level.
    Contributes and Participates in the preparation and implementation of special events at community level as well as adolescent boys and girls tournerment.

    Education, Technical Knowledge and Experience

    Two years work experience , including in community development , advocacy and networking.
    University degree in Community development, Social Work, Social sciences, International studies and other relevant training qualification.
    Trainings in Behaviour change communication, life skills, advocacy and empowerment is an added advantage.
    Excellents oral and written communication skills in English and Kiswahili. Ability to communicate in Somali is a plus.
    Proven ability in implementation community development or advocacy intiative.
    Experience in designing and delivering trainings.
    Good understanding of the rights –based approach , conflict sensitivity and DO NO HARM, and gender justice.
    Strong analyticl skills, with ability to think innovativety and operate strategically.
    Flexibility ,stamina and ability to work under pressure and beyond regular working hours if necessary.
    Personal qualities that ensure effective work with communities as well as self-management, including flexibility, respect for others , and sense of humour .

    Skills

    Required qualities: proactive, autonomous, rigorous, organized, good communication and interpersonal skills.
    Competency in computer applications and packages with Good IT knowledge (Microsoft Office, Internet).
