    Purpose of the role

    Responsible for delivering on TdH NL’s strategic research objectives. Build and share knowledge, generate and communicate new insight, share expertise and methods that work and influence systemic change.

    Position in the organisation

    The Research Lead reports to the Head of REI and has two direct reports, however, will also be accountable for managing multiple contacted research teams to complete research commissioned by TdH NL.

    Result areas & Core activities

    Manage research team and contractors;
    Collaborate closely with Child Participation and Influencing Leads, Global Heads of Programmes and teams and teams and partners in regions and countries where TdH NL works;
    Implement multi-country research studies that include child participation;
    Facilitate research uptake for influencing;
    Develop of academic links and influence;
    Support post-graduate learning and research among staff and partner staff;
    Represent TdH NL as an expert.

    About you

    Required knowledge and experience:

    In possession of a PhD;
    Academic expertise in a relevant research area, ideally child exploitation (SEC, WFCL or CTUM);
    In addition to academic roles, must have at least 5 years experience in roles requiring management of people;
    Strong and relevant track record of publication;
    Ideally with experience of conducting research with children, including especially vulnerable groups of children;
    Mixed methods social sciences background preferred;
    Experience of curriculum development, teaching and research supervision desirable;
    Working knowledge of children’s rights and intersectionality frameworks;
    Competence in safeguarding children in research.

    Competences:

    Ability to balance academic rigour with an understanding of development and child protection in LMICs and humanitarian emergency settings. Must inspire critical enquiry and encourage practitioners to engage with empirical research;

    Responsibilities and Tasks
    Country Office Administration & ICT

    In consultation with the Finance and Administration Manager, coordinate the day-to-day management of the Country and Field offices and office assets and consumables, as per established TdH NL procedures.
    Maintenance of up to date Assets Registers.
    To facilitate sound data entry systems for the country office and TdH NL partners in-country; and take appropriate and timely action in consultation with the Head Office in case of ICT issues.
    To ensure a proper filing system is in place for all Country and Implementing Partners documents.

    Finance

    To assist with the  preparation and monitoring of operational budgets, in consultation with the Finance and Administration Manager..
    To be responsible for all financial transactions as per established procedures, as well as maintain up-to-date accounts in QuickBooks, including filing and safekeeping of documentation.
    To ensure timely preparation of vouchers and provide all supporting documentation for review and approval.
    To process payments (Cash and Bank) as scheduled.
    To be responsible for compiling and submission of accurate, timely and complete monthly financial reports of the Country Office and co-implemented projects.
    To ensure accurate cost allocations and reporting.
    To ensure monthly reconciliations of Staff Advance Accounts.
    To ensure all journals are fully supported and approved.
    To prepare monthly Bank and Cash Reconciliations.
    To be responsible for compliance to all bank requirements.
    In conjunction with the Finance and Administration Manager, review and update the organizationś Internal Controls and ensure full compliance.
    To ensure timely monthly close-out procedures in QuickBooks are carried out.

    Audits

    To support Annual Audits for the Country Office, both External and Internal to ensure completion within agreed timelines.
    To ensure maintenance of audit reports and documentation at the country office and follow up of recommendations for full closure.
    Ensure Partner/project audits are completed within agreed timelines

    Capacity building of partners

    To support organizational capacity assessments, for project partners and follow up on agreed Capacity Development Plans.
    To support Partners in budget development in line with TdH NL and Donor templates.
    To make monitoring visits to Implementing Partners, to review financial reports and support documents and provide actionable recommendations.
    To develop Financial Reporting Templates for new Partners and support Partner Finance staff in their use. 
    Ensure all Partner reports are submitted on time for review and consolidation.
    To ensure all Partners Budget projections are updated in line with Work Plans.
    Ensure compliance to Donor and TdH NL Guidelines.
    To maintain good relationships with project partners, provide capacity-building training in finance and administration as may be appropriate.

    HR Administration

    To support the Country Team in staff recruitment as required.

    Others

    Responsibilities :

    Under the supervision of the Deputy Operations Manager, he/she ensures the proper functioning of operations at the national level; as such he/she represents the Foundation in Kenya.
    He/She directs and supervises all activities connected to the Tdh projects in his/her assignment country in line with the SP (Strategic Plan) and strategic orientations.
    He/She represents Tdh (including legally) and promotes the entirety of its remit in the assignment country.
    He/She demonstrates ethical and exemplary leadership to maintain the Foundation’s good reputation and leads all the delegation’s collaborators in a shared vision in compliance with the Foundation’s strategic orientations. In collaboration with the programs and expertise, he/she develops the Strategic Plan of the Delegation’s operations in compliance with the general reference framework.

    Profile :
    Education :

    University degree in related field or equivalent program management and development experience at senior level;

    Experience :

    10 years’ experience in managing humanitarian (conflict environment) and development programmes and teams;
    Familiarity with UN, US and European donors and their rules, requirements and guidelines;
    Experience of working with local stakeholders – demonstrated ability to collaborate with peer agencies, local government and community leaders to work effectively towards a common and agreed upon results;
    Demonstrable experience in capacity building of partners (civil society, public and/or private sectors);
    Africa experience is desirable

    Position in the Organisation
    The Advocacy and Influencing Project Manager – Child Trafficking and Migration will work with the country team, and receive direct leadership and supervision from the Programme Manager to whom he/she will report. He/she will, in close collaboration with the Finance and Administration Manager, MEAL Officer and other team members; be accountable for the coordination, oversight and delivery of the project. This position will be based in Nairobi with travel to the project sites.
    Key Measurables

    An evidence research on child trafficking and unsafe migration with a cross-border angle exposing hidden child exploitations in Marsabit
    Development and implementation of an advocacy plan with clear advocacy issues, advocacy strategy and advocacy milestones (achievements or gains)
    Strengthening of capacity of local partner (Strategies for Northern Development – SND) and local CSOs to enhance their capacity in advocacy and influencing
    Improved partner performance through effective performance management
    A clear sustainability/exit strategy to sustain project impact/outcomes

    Main Duties and Responsibilities:
    Advocacy and Influencing

    Oversee development and delivery of the project advocacy strategy based on the research findings
    Coordinate capacity development of local CSOs on advocacy and influencing
    Provide leadership in monitoring and consolidation of the advocacy gains
    Coordinate implementation of National and sub national Level advocacy activities
    Work with other projects and/or partners for coordinated national level advocacy actions

    Managing planning and implementation of the Project**

    Liaise with the partner to ensure timely, efficient and effective implementation of project activities.
    Ensure that project and finance commitments are fulfilled through regular performance management
    Oversee partner capacity development for effective delivery of programmes.
    Provide regular updates on progress of the project to senior management at TdH NL Kenya Country Office
    Conduct monthly-quarterly reviews on the progress of the project in terms of time, budget and quality and address any conflicts/bottlenecks/delays.
    Work in close collaboration and consultation with the partner in planning, implementation, and reporting of project activities.
    Lead project review meetings and documentation of lessons learnt, challenges and new thinking in implementation of the child trafficking project.
    Maintain contacts with relevant government agencies, private sector and other key stakeholders and act as a link between the actors and the project.
    Ensure efficient use of resources and that project and finance commitments as per the partner contracts are being fulfilled.
    Undertake sound tracking of project progress and risk management using appropriate project cycle management tools as provided by TdH NL.
    Monitor the context of Child trafficking in Kenya (with specific focus on project sites), gather evidence and advise Programme Manager and Country Director areas of focus for advocacy or new projects.

    Managing Project Results

    Support and monitor the project and partner through regular communications and programme visits and ensure that programme and finance commitments are being fulfilled. Liaise with the Finance and Administration Manager regarding monitoring of budgets and expenditure.
    Oversee development, review and submission of high-quality and relevant narrative reports including case stories in our projects management system (PRIMAS)and external reports
    Ensure that all scheduled project reports such as progress and financial reports are delivered timely and that they are of good quality, according to Terre des Hommes Netherlands’ standards.
    Analyse project reports or received information and compile the necessary reports to the PM and CD for strategic decision making
    In collaboration with the M&E and Marketing and Communications (MACO) team, coordinate sound documentation of project successes/impact and use that for strategic communication/ dissemination.
    Inform relevant persons/organisations/institutions on support needed to the project, for achievement of expected results.
    Ensure that all the projects information, deliverables and reports are accurately uploaded, updated and tasks actioned in PRIMAS in a timely manner

    Capacity development of partner and local CSOs

    Adopt Terre des Hommes Netherlands’ tools in organisational assessment, M&E and capacity building to assess partners’ and local CSOs capacities.
    Identify together with partners and CSOs on areas for further improvement on management and/ or programme quality of project partner, advocacy and define frameworks, procedures and indicators oriented towards improved organisational capacity and systems
    Oversee local CSOs and partner capacity assessment and implementation of capacity development plans
    Guide the partner and local CSOs so that they improve on quality of work, efficiency, effectiveness of the desired outputs and sustainability of results.

    Knowledge and experience

    A Masters degree from a recognized university preferably in development related fields
    Minimum of four (4) years of experience working with INGOs
    Proven experience in lobby, evidence based advocacy and influencing
    Knowledge of drafting and implementing advocacy strategies and plans
    Experience in engaging with government on policy matters
    Proven experience of working with and managing local partners in delivery of projects

    Overarching Responsibilities
    Under the Head of Delegation’s supervision, the Deputy Head ensures the supervision of operations at the national level. He/She sees to the proper implementation of operations in compliance with the Strategic Planning (SP) of the delegation’s operations in adherence to the general reference framework and the program approach.
    He/She ensures the implementation of monitoring and evaluation systems in the projects and monitor the progress of activities according to pre-established indicators. He/She notifies the Head of Delegation if there is a need to implement corrective measures. He/She supervises the program teams. He/She feels accountable to the beneficiaries, collaborators and donors.
    He/She ensures that teams and partners have been instructed in the security policies and the general code of conduct and conform to them at all times.
    Through delegation from the Head of Delegation, He/She contributes to managing and assuming ultimate responsibility for all the mission’s risks and aspects of access.
    Specific Responsibilities
    More specifically He/She has the following responsibilities:
    Steering activities:

    Ensures project implementation and activities follow-up according to the program approach and the strategic issues connected to their context(s) (targets, follow-up of scheduled activities, budgetary activity reports follow-up
    Informs the Head of Delegation and colleagues involved, if necessary (PROG& EXP, RDF, etc.) of the timelines for execution and propose adjustments where necessary depending on the available means and in coordination with the teams involved
    Puts in place a regular system of information and data reporting (e.g. beneficiary counts, indicators, steering, etc.) as well as the formal coordination at field level (coordination meetings, reports, etc.)
    In coordination with the support staff, ensures that the needs of programs and expertise in terms of financial, logistics and HR means are covered in a professional way within the framework of current and well measured projects for the implementation of new operations (GAP, etc.)
    Ensures that the strategic plan, including the program approach, are properly implemented to attain the results as defined in the operational framework and projections planned for by the Foundation
    Ensures that the implementation of activities is in harmony with the quality and accountability protocols
    Participates in the design of assessment methods intended to collect qualitative and quantitative data in terms of program indicators (needs assessment, statistical data, impact studies, etc.)
    In connection with the delegation technical adviser(s), ensures the compliance of technical practices with the Tdh’s remit and the major strategic lines
    Makes regular visits to programs and activities in the field and informs the Head of Delegation and the other colleagues involved of possible problems, challenges or identified obstacles

    Operational strategy

    Follows the evolution of the humanitarian and political context of the country of operations and shares this information with the Head of Delegation and his/her collaborators; actively contributes to drafting the context analysis
    Actively participates in identifying the needs and proposes adapted responses as part of the implementation of the country strategy in concert with the program coordination team
    In concert with the program coordinators and experts and the project leaders, in collaboration with the support department and under the supervision of the Head of Delegation, defines the country strategy and interventional plan for the delegation and recommends realistic adjustments if necessary (including in terms of resources where necessary)
    Ensures that the country strategy is in harmony with the Foundation’s values and remit

    Human Resources

    Supervises and oversees a diversified team, guaranteeing cohesion and good coordination between them for the successful execution of programs
    Supports the Head of Delegation in the design and implementation of an organizational structure, participates in defining the roles and responsibilities needed for the proper execution of activities
    May be led to participating in the recruitment of their collaborators
    Ensures a constant effort of strengthening national and international teams’ capacity according to the needs identified and proposes internal and external training activities
    Drafts field job descriptions, participates and leads coordination meetings, resolves any conflicts when required, defines activity priorities and scheduling

    Representation

    Ensures good information reporting from the field to the coordination office
    Supports the Head of Delegation by taking part in coordination meetings and in this regard, represents Tdh locally with donors, the authorities, partners, etc.
    Ensures Tdh sectorial representation in various forums
    May be led to act as a Tdh spokesperson with the media upon a request by the Head of Delegation

    Reporting

    Consolidates the monthly drafting of sitreps about monitoring current activities in the delegation and submits them for endorsement to the Head of Delegation
    Contributes to the drafting of intermediary and final reports intended for donors
    Contributes to the drafting of any other document is necessary and upon request

    Finance

    In adhering to the GAP, participates in fund-raising and negotiations with donors to ensure adequate funding for current and future programs
    Ensures program budget follow-up together with the heads of the departments involved

    Management

    Efficiently directs their collaborators by appropriately delegating with a view to attaining results and developing skills
    Watches over good management practices in line with Tdh values

    Specific responsibilities / Context of tasks
    Strategy and steering:

    Makes recommendations for developing the health program strategy as part of the country strategy and monitor its implementation in the Delegation
    Ensures the analysis of issues and players in the country and identifies the national specifics in his/her field (or their region)
    Contributes to defining and is responsible for the implementation of the health strategy
    Guarantees the proper management of health project portfolio in the Delegation
    Manages the implementation of pilot/cross-cutting/thematic health projects
    Coordinates the measurement of results in the health program and recommends adjustments
    Ensures the inclusion of health program indicators in the country’s projects and the gathering and reporting of data
    Analyzes results and recommends corrective measures or decision-making at the national level
    Supervises the implementation of projects with the Project Managers at the field level

    Principles, standards, methodologies

    Supports the roll-out/dissemination of Tdh principles, approaches, methodologies and standards within the health project portfolios in the Delegation
    Contributes to identifying the health program’s and theme’s key methods of action (products/technical services) and their modeling (evidence based)

    Finance:

    He/she identifiesthe donors and financial apparatuses favorable to health program in the country and ensures a presence in the relevant networks
    Ensures optimal financial coverage for the health program in coordination with the departments involved
    Contributes to obtaining funding at the national level (strategic dialogue with national representations of institutional or major donors)
    Establishes a working budget for the health program at the national level, has it endorsed and carries out regular follow-up of its consumption in coordination with the Delegation’s administrator

    Insurance and quality control

    Monitors and supports the implementation of the quality insurance system for the health program’s projects in the country
    Technically supports the project teams to ensure the projects’ quality
    Controls the quality and alignment of operations in the Delegation

    Management and knowledge sharing

    Coordinates the production, management and sharing of knowledge in his/her field (research, capitalization, assessment, etc.) at the national level, ensuring proper accessibility and dissemination of knowledge internally and externally
    Implements the strategy for strengthening skills and thematic capabilities in his/her field
    Fosters the exchange of practices within the Delegation
    Contributes to the drafting of the activity report for health projects and endorses the submission of narrative reports to be given to donors funding the projects and actions in his/her field of expertise

    Advocacy:

    Contributes to developing advocacy strategies and campaigns at the national level
    Coordinates the campaign and advocacy activities

    Practices and networks:

    Contributes to structuring the trade stream of his/her field of expertise in the country
    Runs and consolidates the health program’s strategic partnerships in the Delegation
    Ensures Tdh representation in the specialist networks of the country

    Organizational structures:

    Contributes to structuring the trade steam the health program in the country
    Contributes to the dynamics of health program globally and works with the other thematic coordinators under the coordination of the Delegation Deputy to Operations

    Management:

    Guarantees the management framework of his/her field (draws up and follows the budget, human resources)
    Actively participates in recruiting thematic advisers and heads of project in his/her field at the national level

    Required Knowledge and Skills

    Masters degree in public health, perinatal health, Nutrition
    Minimum of 7 years relevant management experience in a similar health related position
    Strong in Presentation and communications skills.
    Proficient in MS Office

    Key responsibilities
    Implementation of case management activities for refugee children, their parents, caregivers and families in need of protection at the Refugee camps.

    Child Protection Casework Officer intervenes in the case identification and registration, Case planning, referral and follow-up of the beneficiaries in collaboration Child Protection Volunteers.
    Ensure that the consent/assent to proceed with the case management from both the child, the parent and/or caregiver and legal guardian for unaccompanied children is sought.
    Supervises and provide training for Child Protection Volunteers in structural case management to
    reinforce their skills and capacity to conduct interviews, fill data collection forms, refer and follow-up
    with children at household level.
    Develop an individual action plan for each beneficiary that responds to needs addressed in initial and comprehensive assessments and seek support of the Case Management Senior Officer whenever necessary.
    Establish and maintain positive and efficient relations with target beneficiaries, community members and all the other actors operating in the camp. Seek for synergies to optimize resources and time, and strengthen services for the beneficiaries whenever possible.
    Regularly follow up the assigned case to ensure all services and action points listed in the case plan are carried out within agreed time frames. Ensure that progress is regularly reviewed;
    Regularly monitor and provide support to children and families through visits, providing guidance and advice.
    Work closely with the Psychosocial team members in the identification of psychosocial distress cases and makes appropriate references to Psychosocial team for help.
    Work closely with data team to ensure timely data entry to the IACPIMS and feedback on follow up cases are generated as required.
    Conduct Best Interst’s Assessments and Best interests Determination (BIAs/BIDs) for UASC and other children with heightened Protection concerns.
    Particpance and be able to present Best Interest’s Assessment cases conducted by him/her in the BID panel and action on the recommendations entered by the panelists.
    Timely preparation of progress report including both qualitative and quantitative information on
    BIAs/BIDs activities and put in to situation report, monthly report and quarterly report.
    Ensuring that issues for chld protection are raised and addressed.
    Ensure the placement of children in alternative care adhere to Tdh procedure and with the Kenya
    Guidelines on Alternative Care.
    Be ready to respond to emergency cases.
    Participate in surveys and data collection when required.

    Child Protection

    Promote, and ensure project activities are in line with, child protection principles.
    Ensure the project activities are integrated in the Kakuma child protection system and humanitarian coordination practices and guidelines.
    Report serious cases of abuse on children identified by the project team to the management team.
    Strict confidentiality must be respected.

    Coordination and representation

    Coordinate with CP casework officers, Empowerment team and psychosocial team to ensure programe intagration, case refarrals and BID recommendations.
    Coordinate in the identification, follow up of children in alternative care and monitoring of foster
    parent.
    Work in close collaboration with Tdh partners and other key actors.
    Coordinate with other Tdh sectors to ensure implementation of standardized activities and with other departments (program and support) of Tdh in Kakuma as necessary.
    Participate in fora and meetings in her/his field of expertise, when relevant and necessary.

    Other:

    Work with the Child Protection Senior Officer to provide accurate and timely activity reports.
    Maintain and ensure a culture of strict confidentiality between Tdh staff and non Tdh employees.

    Job Requirements:
    Knowledge

    Professional University degree in social work, psychology, social sciences and any other relevant field.
    At least 2 years experience working with vulnerable young populations and/or asylum seekers in need of Protection;
    Experience working with extremely vulnerable individuals and SGBV Survivors in particular, is an asset;
    Good IT knowledge (Microsoft Office, Internet);
    Previous experience with Tdh or another child protection organization is desirable;
    Knowledge of key protection issues in the asylum seekers population and best practices;
    Knowledge of protection system in Kakuma Refugee Complex or similar settings.

    Skills

    Required qualities: proactive, autonomous, rigorous, organized, good communication and interpersonal skills.

    Languages:

    Fluency in English and Kiswahili. Ability to communicate in Turkana language is a plus

    About the consultancy
    Terre des Hommes Netherlands intends to engage the services of a professional to conduct a baseline evaluation of the SCROL programme. This will be done through desk review of existing data and a knowledge, attitude and practice (KAP) survey to understand the baseline knowledge, attitudes and behaviours of the different programme social actors.
    The scope of the survey will be in Nairobi, Kisumu and Kilifi Counties.
    The purpose of this baseline assignment is to assess, measure, and determine the baseline values relating to the project result framework. The baseline study report will be used as a measurement to monitor the project progress against the set indicators over the course of the project implementation.
    Specific objectives

    To conduct analysis of the knowledge, attitudes and practices (KAP) in relation to OCSE by different actors (Government, Law enforcement agencies, private sector, internet service providers, CSOs, children, caregivers)
