    Objectives of the internship

    The communication intern will provide support in the implementation of all the communication plans and activities in five countries (Kenya, Uganda, Tanzania, Ethiopia and Madagascar) in order to raise visibility and awareness of the organisation, strengthen TdH NL´s positioning as an influential expert in preventing and responding to child exploitation and enhance TdH NL´s reputation among internal and external stakeholders.
    The communications intern will collaborate closely with and report to the Senior Regional Communications Officer, who is based in the TdH NL office in Nairobi, Kenya, and will receive regular technical guidance and support.

    Main duties and responsibilities

    Provide support in the implementation of the global communication strategy as well as the implementation of the country-specific and regional communications plans.
    Provide support in the implementation of internal and external communication activities and roll-out of regional and global campaigns.
    Provide support with the adoption of TdH NL’s new brand visual identity and branding guidelines among internal staff, service providers and local partners.
    Review all external communication materials generated by partners and country teams to ensure they meet TdH NL standards and align with donor branding guidelines.
    Provide support in producing high-quality communication and profiling materials such as profiles, and annual reports.
    Build a strong regional social media presence through developing, scheduling and publishing engaging creative content on social media platforms, actively monitoring user engagement, strategically growing social media followers, and closely tracking performance metrics.
    Prepare monthly newsletters to showcase Terre des Hommes Netherlands’s work in the countries and the region.
    Maintain and update content on the Terre des Hommes Netherlands website.
    Collect, write and publish high-quality case stories to be used for internal and external communication purposes.
    Provide communications support during project monitoring field visits and documentation, and support in organising and publicising events.
    Complete any other duties as assigned.

    Knowledge and experience

    A recent graduate with a Bachelor’s degree in communications, journalism or multimedia.
    Experience in social media and web content management (including working with content management software).
    Experience in writing and editing various communication products for various audiences, knowledge of graphic design (experience with Canva or Adobe) and experience with various platforms (Google Analytics, Obi4wan, Tweetdeck, Mailchimp).
    Computer literacy: well conversant with working in the Google Cloud and its applications (Google Docs, Sheets, Slides, etc), including basic skills in working with photo and video editing software.
    Excellent communication skills, both written and oral, in fluent English.
    Good command of French will be an added asset.
    Photography and videography skills are a plus.
    Ability to work well with diverse teams including partners and global staff.
    Ability and willingness to travel to project locations in the region.

    Grants Manager

    General description of the position:

    The Grants Manager ensures adequate management of the entire grants management process. S/he is responsible for coordinating and managing grants from inception to closure, ensuring adherence to donor guidelines and Tdh policies. The Grants Manager collaborates with all various departments and stakeholders to facilitate effective and efficient grant administration while supporting program teams in implementation strategy, reporting, and programming coherence across the project locations.

    Specific Responsibilities:
    Grants Management

    Ensure that all contracts program deliverables are achieved, tracked, filed and in compliance with donor objectives and requirements.
    Ensure that contractual reports are reviewed, and internal feedback is compiled and sent to project managers in a timely manner.
    Notify the SMT of any issues and provide timely feedback to project managers.
    Serve as a pivot- and communication-point for daily coordination between project managers, finance, HR and logistics teams.
    Lead in organizing and conducting review meetings ensuring inputs from program, finance and compliance.
    Follow up on the implementation of action points agreed upon during these meetings.

    Coordinate and contribute to the development of concept notes and project proposals.

    Participate in the identification of funding opportunities in Kenya.
    Coordinate and contribute to writing and submission of donor proposals, including coordination exchanges among Delegation, Regional Hub and HQ staff.
    Support the activities for situation analysis, data collection and needs assessments.
    Support timely submission of project proposals.
    Support donor communications and follow up.
    Ensure the adequate filing and archiving of final documents, as well as to update the grant follow- up tools.

    Coordinate and contribute to reporting processes for current projects.

    Coordinate the preparation and finalization of donor reports for current projects, ensuring consistency, accuracy, clarity and timely submission in compliance with both, donor’s contractual requirements and Tdh standards.
    Consolidate the contribution of technical staff and ensure the internal validation of the outputs in close cooperation with the M&E department.
    Contribute to the quality of the presentations regarding the results of the current projects and to their dissemination to donors and other partners.
    Support the preparation and review of capitalization documents and evaluation reports.
    Ensure the adequate archiving, filing, and disseminating of the final documents.
    Contribute to the internal monthly and annual report process.
    Contribute to smooth communication and collaboration with partners.

    Country Strategy and program perspectives/prospective

    Support the regular update of donor mapping informed by the ambitions and outcomes articulated in the Tdh Country Strategy.
    Provide on-going research, strategic donor intelligence gathering, and trends analysis and generate information to enable engagement with country level donors.
    Support the appraisal of new funding opportunities.
    Support the fundraising strategy review processes, by introducing tracking tools.

    Communication and Representation of Tdh

    Represent Tdh in external engagements in close coordination with the SMT.
    Support the work establishing an effective beneficiary communication and feed-back mechanism.
    Support the supervision of the delegation’s communication and advocacy events.

    Profile:
    Education & Qualifications:

    Experience & Competences:

    Management experience in securing and managing funds from institutional donors, such as UN agencies, SDC, ECHO, EU, PRM, USAID.
    Excellent planning skills, and a sound understanding of Program Cycle Management in development, emergency and protracted crises environments.
    Good administrative and numerical skills and attention to detail.
    Proven analytical skills and the ability to think strategically in relation to fundraising and donor engagement.

    Languages:

    Scope of the assessment

    The survey aims to highlight how Tdh’s procedures, activities and implementation are perceived and whether it is meeting beneficiaries’ needs. The information collected will enable Tdh respond to beneficiaries needs within the scope of the program. While Tdh has a feedback mechanism in place, the survey aims at providing additional standardized information on the project outcomes and its perception among beneficiaries.
    The objective is to engage and strengthen beneficiaries’ capacity to take an active role in shaping the programs future and bring about the changes needed to address child prpotection risks and build resilience.

    The specific objectives of the study are;

    To assess the overall satisfaction of the target beneficiaries/project end-users and community institutions regarding the interventions and achievements carried out in their respective target areas.
    Assess the extent to which the program has achieved its results and targets as designed in the logical framework.
    Assess the effectiveness of the program in eliciting intended and unintended results.
    Analyse the implementation strategy of the program, identifying the gaps and opportunities in approach.
    Identify challenges, best practices and areas of learning in design, implementation & monitoring of the action. The consultant will evaluate the extent to which Tdh has acted upon lessons learned during previous phases and identify further lessons learned, both positive and negative.
    Evaluate the extent to which accountability to affected populations has been established into program design and implementation, the gaps in the AAP mechanism as well as the niches for improvement.

    Geographical scope: Dadaab, Kakuma refugee camps and the Kalobeyei settlements as well as the surrounding host communities in Dadaab and Kakuma.
    Study approach
    The evaluation/ BSS will be guided by the following criteria.

    Relevance: Assess to what extent local needs and priorities have been addressed, activities and output are consistent with the 3 intended deliverables of the program.
    Effectiveness: Assess what has been accomplished in relation to expected outcomes and results set in the log frame in each area of intervention and from a central level, specifying the major factors which have contributed to the achievement or not of the intended objectives. Further, assess the extent to which the Consortium coordinates with other relevant actors in each zone and identify where this could be improved upon.
    Efficiency: Assess how inputs (human, financial, material resources) have been translated into results and if results have been achieved at an acceptable cost.
    Sustainability: Assess to what extent the program will produce benefits in the long-term to the communities and the child protection mechanisms and identify gaps that could be filled.
    Management: Assess to what extent measures to prevent safeguarding and fraud incidents are implemented in accordance with Tdh`s and international standards.

    Study methodology

    The project has a projected direct beneficiary reach of 30,656. The consultant shall adopt an appropriate sampling method that will allow correct conclusions about the study population. The sampling methodology and size will be agreed together by Tdh and the consultant. Tdh should in all cases review and decide whether to approve any further modifications or changes made.
    The process MUST be participatory and should ensure that project participants are proactively involved in the process. The methodology MUST be designed to ensure that voices of children and youths are heard, and their participation is child friendly and inclusive i.e., there is a clear focus on reaching and empowering the most deprived children and their communities to ensure that they are part of the findings and analysis.

    The study proposes mixed methods of information gathering. These include.

    A literature review of secondary sources of project data i.e., donor reports, M&E reports, activity reports need assessments, theoretical frameworks, project work plans among other documents.
    Individual interviews with direct and indirect project beneficiaries (children, youth and adults). Sampling MUST demonstrate attention to age, gender and diversity dynamics.
    Key Informant Interviews (KIIs) held with relevant stakeholders engaged in policy making and implementation of protection related activities in the selected locations (including relevant government departments, CSOs, NGOs, INGOs, informal protection actors, project beneficiaries etc.)
    Focus Group Discussions with direct project beneficiaries and other relevant stakeholders.
    Case studies with direct project beneficiaries.

    Tdh expects the consulting firm/ individual to adhere to ethical principles in research as well as Tdh`s risk management policies. Data collectors will be trained on how to identify and respond appropriately to situations of concern they might encounter.
    Expected Deliverables and timelines.
    The study team will submit an inception report within 1 week of signing the contract. The inception report willinclude the following: study objectives, scope and key study questions, description of the methodology, including design, data collection methods, sampling strategy, data sources, and study matrix against the key study questions. It will also include the following.

    Data analysis and reporting plan
    Caveats and anticipated limitations of the study
    Risks and mitigation plan
    Ethical considerations including details on consent.
    Stakeholder and children communication and engagement plan
    Key deliverables, responsibilities, and timelines
    Resource requirements
    Data collection tools (in line with the study matrix)

    Draft study report including the following elements:

    Executive summary
    Background description of the program and context relevant to the Study
    Scope and focus of the study.
    Study limitations
    Overview of the study methodology and data collection methods, including a study matrix
    Findings aligned to each of the key study questions/objectives.
    Specific caveats or methodological limitations of the study.
    Conclusions outlining implications of the findings or learnings.

    Recommendations

    Final study report incorporating feedback from consultation on the draft study report, analysis outputs and Annexes (Study matrix study ToR, data collection tools, inception report, study schedule, list of people involved)
    Develop a management response plan to react and take necessary actions to findings and recommendations of the study.
    A PowerPoint presentation with the key findings, recommendations and actions articulated in the management response plan.

    The timeline provided for this is 6 weeks from awarding of the tender.
    To facilitate the process, Tdh will provide.

    Timely review and validation of the inception report.
    Timely review and validation of data collection tools and data collection approaches.
    Requisite documents for the desk reviews i.e., project reports, assessment reports, theoretical frameworks, activity reports, project proposal etc.
    Research assistants/ enumerators (to be paid by the consultant) where they will be required.
    List of beneficiaries to be sampled for the study.
    Logistical support that will be limited to booking of flights and accommodation (To be charged to the consultant firm/ individual)

    Copyright and intellectual property rights

    The title rights, copyrights and all other rights of whatever nature in any materials used or generated under the provisions of this consultancy will exclusively be vested with Tdh. All products developed under this consultancy belong to the Tdh exclusively, guided by the rules of the consultancy contract. Under no circumstances will the consultant use the information of this study for publication or dissemination to any individual or organization without official prior written permission from Tdh Kenya Country Office.

    Selection criteria

    A consultancy firm/ individual with valid legal registration paperwork in Kenya and formal access to the locations of the programme implementation.

    The selected firm/ consultant should possess the following minimum qualifications as follows:
    Academic skills

    Master’s degree in advanced applied research, monitoring and evaluation, population studies, or any related academic discipline or an affiliation with a research institution or a university, holding a PhD, or being in pursuit of a PhD in a relevant field is an advantage.

    Previous Experience

    At least 5 of years of conducting studies of a similar nature and scope.
    At least two contracts of a similar nature and complexity implemented over the last three years or more.
    Strong background in monitoring & evaluation, research methods and ideal experience in humanitarian contexts in Kenya or abroad.
    Conversant with the context in Dadaab and/or Kakuma will be an added advantage.
    Experience in developing and implementing works of a similar nature with the UN, International NGOs or donors.
    Have access to Tdh interventions’ areas.
    Familiarity with the SPHERE and Child Protection Minimum standards in humanitarian action.
    Excellent knowledge and experience in survey design, implementation of surveys and statistical data analysis.
    Demonstrated experience of participatory research methods with children and young people.
    Excellent analytical, communication, writing and presentation skills in English and Swahili.

    Research on Child Trafficking and Unsafe Migration

    The Purpose of the Research

    The research seeks to establish the trends of child trafficking and unsafe migration in Marsabit County, including determining the specific child trafficking risks, drivers and enablers . The study will serve to determine the scale of child trafficking in Marsabit County capturing the context, push and pull factors that contribute to this phenomenon, any (changing) trends, pathways to child trafficking , demographics of children/youth, forms of exploitation related to child trafficking, common perpetrators, recruitment patterns, source, routes and destination, age, sex/gender, socio-economic background of both child victims as well as the perpetrators.
    The research findings will be used by TdH NL and SND to strengthen child protection mechanisms, adopt a targeted approach in programming and advocacy in ensuring children are not exploited. The findings and evidence generated from the research will be published, disseminated and used to inform local and national level advocacy, as well regional level in case of any cross border child protection policy or practice. Moreover, findings of the research will be shared with key stakeholders (Sub County and County Government Officials), the communities and children for engagement and discussions on topical issues emanating from the research.

    Research Questions:
    The research will seek to answer the following questions:

    What push and pull factors put children in Moyale, Marsabit County at risk of child trafficking and unsafe migration?
    What are the pathways to trafficking of children i.e. recruitment, patterns, source, routes, main recruiters and destination?
    What are the key risk factors, or forms of exploitation child survivors of trafficking and unsafe migrations face in Moyale in Marsabit County?
    What is the capacity level of the local community to the County government in addressing or combating child trafficking and unsafe migration in Marsabit County.
    What are the knowledge, attitudes, and practices in relation to child trafficking and unsafe migration in Moyale, Marsabit County among the community members, state and non state actors?
    What key messaging is recommended for use in advocacy addressing Child trafficking and Unsafe Migration at Local Level in Marsabit as well National level?

    Research Objectives:
    The specific objectives for the research are:

    To investigate the structural (formal and informal) drivers and enablers of child trafficking and unsafe migration in Marsabit County and explore demographics of children at risk and survivors.
    To assess the local capacity in effectively addressing or combating child trafficking and unsafe migration in Marsabit County
    To explore legislative and policy framework and reinforcement measures in place by the government in combating child trafficking and unsafe migration in Marsabit County
    To conduct analysis of the knowledge, attitudes and practices in relation to Sexual Exploitation of Children in general and child trafficking and unsafe migration in particular
    To explore the capacity of community based child protection systems in combating child trafficking and unsafe migration in Marsabit County

    Methodology:

    The research consultant is expected to employ a participatory, trauma informed, mixed method approach to conducting this research with a cross-border angle.

    Key Deliverables
    The consultant will be required to successfully deliver the following:

    A draft inception report which responds to the scope of work with a clear methodology, a child safeguarding and risk assessment plan, data collection instruments, detailed work plan, and budget.
    A fieldwork implementation plan (to be submitted before field work begins). This field work plan should be presented to TdH NL and SND for comments and revised as necessary prior to commencing fieldwork.A fair draft research report incorporating feedback from TdH NL and SND. The fair draft report will synthesise all data, identify conclusions, and make recommendations (taking into account ALL comments and additions from TdH NL and SND following submission of the Draft Report).
    Oral presentation and validation of the findings: The consultant will make a presentation to TdH NL and the partner staff of the findings of the assessment. The debriefing meeting will be an opportunity to clarify outstanding aspects of the assessment findings before finalisation of the report. Thereafter, the research findings will be validated with all key stakeholders involved in the research.
    The Final Report: The consultant will be expected to produce a final report, with comments from the debriefing taken into account. While the substantive content shall be determined by the consultant, the report is subject to final approval by TdH NL in terms of whether or not the report meets the conditions of the ToR and expected standards. TdH NL will provide the reporting template and layout. Final reports submitted in a printed/publishable format and a summarised PowerPoint presentation of the assessment findings for dissemination.
    Full clean data sets. The consultant will be required to submit anonymised data sets/ transcripts used for analysis, as appendices to the final report.
    Dissemination Workshop: After the research report is finalised, TdH NL will organise a dissemination workshop with key stakeholders. The consultant is expected to co-facilitate the workshop and present the results of the research.

    Child Safeguarding Measures
    In line with the UNCRC, Terre des Hommes Netherlands strives to keep children safe in all its undertakings by keeping the principles of ‘do no harm’ and ‘best interests of the child’ top of mind. A screening and reference check of the successful individual/ firms will be conducted during the selection process to confirm their suitability of working with children. The successful applicant will be required to read, understand, and commit to abide by TdH NL’s Child Safeguarding Policies and Guidelines. The institution/firm or individual consultant will sign the policies to indicate an understanding of and commitment to follow the policy requirements. The methodologies used in this study must abide by the universally accepted ethical standards for involving children in research. These include:

    Ensuring children will not be harmed by involvement in the research
    Protecting children from secondary trauma
    Securing informed consent
    Voluntary participation of children in research
    Privacy and anonymity. i.e. what locations and methods are best for respecting children’s privacy?
    Protocols in place for responding to a child’s disclosure of harm or abuse

    A risk assessment and mitigation plan will be developed at the onset.
    Ethical Considerations

    The consultant will be required to get ethical approval from a recognised body before data collection in the field. Terre des Hommes Netherlands will coordinate with the consultant to ensure this approval is provided prior to field activities.

    Timeline
    The assignment is to be conducted and completed between 20th September 2023 2023 and 31st October 2023.

    The consultant engaged to undertake the assignment must fulfil the following requirements:
    The team for this assignment will consist of the consultant(s) who will have overall responsibility for designing, implementing, and coordinating the entire assessment guided by the ToR.
    The knowledge, skills, and expertise required areas are as outlined below:

    The lead consultant is required to have at least a Master’s Degree in Social Sciences, Community Development, or other related fields. A PhD will be given preference
    Sound understanding of the UN Convention on the Rights of the Child, Counter Trafficking in Person Act, Code of Conduct, and UN Global Compact.
    A minimum of five years of experience working in the child rights and child exploitation prevention field
    Extensive knowledge/experience in conducting research focusing on child exploitation, especially child trafficking and unsafe migration.
    Has proven skills, knowledge and experience in participatory mixed method research with children and/or vulnerable groups
    A strong commitment to and proven experience in utilising child participatory
    methodologies.
    Has proven experience in conducting research using various methodologies such as in-depth interviews, focus group discussions, household surveys etc.
    Experience in working with or leading research for INGOs.
    Has excellent communication skills in writing and spoken English and Kiswahili.
    Excellent interpersonal and teamwork skills.
    Excellent analytical and report writing skills.

    Analyse the implementation strategy of the program, identifying the gaps and opportunities in approach.
    Identify challenges, best practices and areas of learning in design, implementation & monitoring of the action. The consultant will evaluate the extent to which Tdh has acted upon lessons learned during previous phases and identify further lessons learned, both positive and negative.
    Evaluate the extent to which accountability to affected populations has been established into program design and implementation, the gaps in the AAP mechanism as well as the niches for improvement.

    Geographical scope: Dadaab, Kakuma refugee camps and the Kalobeyei settlements as well as the surrounding host communities in Dadaab and Kakuma.

    Study approach

    The evaluation/ BSS will be guided by the following criteria.

    Relevance: Assess to what extent local needs and priorities have been addressed, activities and output are consistent with the 3 intended deliverables of the program.
    Effectiveness: Assess what has been accomplished in relation to expected outcomes and results set in the log frame in each area of intervention and from a central level, specifying the major factors which have contributed to the achievement or not of the intended objectives. Further, assess the extent to which the Consortium coordinates with other relevant actors in each zone and identify where this could be improved upon.
    Efficiency: Assess how inputs (human, financial, material resources) have been translated into results and if results have been achieved at an acceptable cost.
    Sustainability: Assess to what extent the program will produce benefits in the long-term to the communities and the child protection mechanisms and identify gaps that could be filled.
    Management: Assess to what extent measures to prevent safeguarding and fraud incidents are implemented in accordance with Tdh`s and international standards.

    Study methodology

    The project has a projected direct beneficiary reach of 30,656. The consultant shall adopt an appropriate sampling method that will allow correct conclusions about the study population. The sampling methodology and size will be agreed together by Tdh and the consultant. Tdh should in all cases review and decide whether to approve any further modifications or changes made.
    The process MUST be participatory and should ensure that project participants are proactively involved in the process. The methodology MUST be designed to ensure that voices of children and youths are heard, and their participation is child friendly and inclusive i.e., there is a clear focus on reaching and empowering the most deprived children and their communities to ensure that they are part of the findings and analysis.

    The study proposes mixed methods of information gathering. These include.

    A literature review of secondary sources of project data i.e., donor reports, M&E reports, activity reports need assessments, theoretical frameworks, project work plans among other documents.
    Individual interviews with direct and indirect project beneficiaries (children, youth and adults). Sampling MUST demonstrate attention to age, gender and diversity dynamics.
    Key Informant Interviews (KIIs) held with relevant stakeholders engaged in policy making and implementation of protection related activities in the selected locations (including relevant government departments, CSOs, NGOs, INGOs, informal protection actors, project beneficiaries etc.)
    Focus Group Discussions with direct project beneficiaries and other relevant stakeholders.
    Case studies with direct project beneficiaries.

    Tdh expects the consulting firm/ individual to adhere to ethical principles in research as well as Tdh`s risk management policies. Data collectors will be trained on how to identify and respond appropriately to situations of concern they might encounter.

    Expected Deliverables and timelines.

    The study team will submit an inception report within 1 week of signing the contract. The inception report willinclude the following: study objectives, scope and key study questions, description of the methodology, including design, data collection methods, sampling strategy, data sources, and study matrix against the key study questions. It will also include the following.

    Data analysis and reporting plan
    Caveats and anticipated limitations of the study
    Risks and mitigation plan
    Ethical considerations including details on consent.
    Stakeholder and children communication and engagement plan
    Key deliverables, responsibilities, and timelines
    Resource requirements
    Data collection tools (in line with the study matrix)

    Draft study report including the following elements:

    Executive summary
    Background description of the program and context relevant to the Study
    Scope and focus of the study.
    Study limitations
    Overview of the study methodology and data collection methods, including a study matrix
    Findings aligned to each of the key study questions/objectives.
    Specific caveats or methodological limitations of the study.
    Conclusions outlining implications of the findings or learnings.

    Recommendations

    Final study report incorporating feedback from consultation on the draft study report, analysis outputs and Annexes (Study matrix study ToR, data collection tools, inception report, study schedule, list of people involved)
    Develop a management response plan to react and take necessary actions to findings and recommendations of the study.
    A PowerPoint presentation with the key findings, recommendations and actions articulated in the management response plan.

    The timeline provided for this is 6 weeks from awarding of the tender.

    Timely review and validation of the inception report.
    Timely review and validation of data collection tools and data collection approaches.

    The title rights, copyrights and all other rights of whatever nature in any materials used or generated under the provisions of this consultancy will exclusively be vested with Tdh. All products developed under this consultancy belong to the Tdh exclusively, guided by the rules of the consultancy contract. Under no circumstances will the consultant use the information of this study for publication or dissemination to any individual or organization without official prior written permission from Tdh Kenya Country Office.

    Selection criteria

    A consultancy firm/ individual with valid legal registration paperwork in Kenya and formal access to the locations of the programme implementation.

    The selected firm/ consultant should possess the following minimum qualifications as follows:

    Academic skills

    Master’s degree in advanced applied research, monitoring and evaluation, population studies, or any related academic discipline or an affiliation with a research institution or a university, holding a PhD, or being in pursuit of a PhD in a relevant field is an advantage.

    Previous Experience

    At least 5 of years of conducting studies of a similar nature and scope.
    At least two contracts of a similar nature and complexity implemented over the last three years or more.
    Strong background in monitoring & evaluation, research methods and ideal experience in humanitarian contexts in Kenya or abroad.
    Conversant with the context in Dadaab and/or Kakuma will be an added advantage.
    Experience in developing and implementing works of a similar nature with the UN, International NGOs or donors.
    Have access to Tdh interventions’ areas.
    Familiarity with the SPHERE and Child Protection Minimum standards in humanitarian action.
    Excellent knowledge and experience in survey design, implementation of surveys and statistical data analysis.
    Demonstrated experience of participatory research methods with children and young people.
    Excellent analytical, communication, writing and presentation skills in English and Swahili.

    The Purpose of the Research

    The research seeks to establish the trends of child trafficking and unsafe migration in Marsabit County, including determining the specific child trafficking risks, drivers and enablers . The study will serve to determine the scale of child trafficking in Marsabit County capturing the context, push and pull factors that contribute to this phenomenon, any (changing) trends, pathways to child trafficking , demographics of children/youth, forms of exploitation related to child trafficking, common perpetrators, recruitment patterns, source, routes and destination, age, sex/gender, socio-economic background of both child victims as well as the perpetrators.
    The research findings will be used by TdH NL and SND to strengthen child protection mechanisms, adopt a targeted approach in programming and advocacy in ensuring children are not exploited. The findings and evidence generated from the research will be published, disseminated and used to inform local and national level advocacy, as well regional level in case of any cross border child protection policy or practice. Moreover, findings of the research will be shared with key stakeholders (Sub County and County Government Officials), the communities and children for engagement and discussions on topical issues emanating from the research.

    Research Questions:

    The research will seek to answer the following questions:

    What push and pull factors put children in Moyale, Marsabit County at risk of child trafficking and unsafe migration?
    What are the pathways to trafficking of children i.e. recruitment, patterns, source, routes, main recruiters and destination?
    What are the key risk factors, or forms of exploitation child survivors of trafficking and unsafe migrations face in Moyale in Marsabit County?
    What is the capacity level of the local community to the County government in addressing or combating child trafficking and unsafe migration in Marsabit County.
    What are the knowledge, attitudes, and practices in relation to child trafficking and unsafe migration in Moyale, Marsabit County among the community members, state and non state actors?
    What key messaging is recommended for use in advocacy addressing Child trafficking and Unsafe Migration at Local Level in Marsabit as well National level?

    Research Objectives:

    The specific objectives for the research are:

    To investigate the structural (formal and informal) drivers and enablers of child trafficking and unsafe migration in Marsabit County and explore demographics of children at risk and survivors.
    To assess the local capacity in effectively addressing or combating child trafficking and unsafe migration in Marsabit County
    To explore legislative and policy framework and reinforcement measures in place by the government in combating child trafficking and unsafe migration in Marsabit County
    To conduct analysis of the knowledge, attitudes and practices in relation to Sexual Exploitation of Children in general and child trafficking and unsafe migration in particular
    To explore the capacity of community based child protection systems in combating child trafficking and unsafe migration in Marsabit County

    Methodology:

    The research consultant is expected to employ a participatory, trauma informed, mixed method approach to conducting this research with a cross-border angle.

    Key Deliverables

    The consultant will be required to successfully deliver the following:

    A draft inception report which responds to the scope of work with a clear methodology, a child safeguarding and risk assessment plan, data collection instruments, detailed work plan, and budget.
    A fieldwork implementation plan (to be submitted before field work begins). This field work plan should be presented to TdH NL and SND for comments and revised as necessary prior to commencing fieldwork.A fair draft research report incorporating feedback from TdH NL and SND. The fair draft report will synthesise all data, identify conclusions, and make recommendations (taking into account ALL comments and additions from TdH NL and SND following submission of the Draft Report).
    Oral presentation and validation of the findings: The consultant will make a presentation to TdH NL and the partner staff of the findings of the assessment. The debriefing meeting will be an opportunity to clarify outstanding aspects of the assessment findings before finalisation of the report. Thereafter, the research findings will be validated with all key stakeholders involved in the research.
    The Final Report: The consultant will be expected to produce a final report, with comments from the debriefing taken into account. While the substantive content shall be determined by the consultant, the report is subject to final approval by TdH NL in terms of whether or not the report meets the conditions of the ToR and expected standards. TdH NL will provide the reporting template and layout. Final reports submitted in a printed/publishable format and a summarised PowerPoint presentation of the assessment findings for dissemination.
    Full clean data sets. The consultant will be required to submit anonymised data sets/ transcripts used for analysis, as appendices to the final report.
    Dissemination Workshop: After the research report is finalised, TdH NL will organise a dissemination workshop with key stakeholders. The consultant is expected to co-facilitate the workshop and present the results of the research.

    Child Safeguarding Measures

    In line with the UNCRC, Terre des Hommes Netherlands strives to keep children safe in all its undertakings by keeping the principles of ‘do no harm’ and ‘best interests of the child’ top of mind. A screening and reference check of the successful individual/ firms will be conducted during the selection process to confirm their suitability of working with children. The successful applicant will be required to read, understand, and commit to abide by TdH NL’s Child Safeguarding Policies and Guidelines. The institution/firm or individual consultant will sign the policies to indicate an understanding of and commitment to follow the policy requirements. The methodologies used in this study must abide by the universally accepted ethical standards for involving children in research. These include:

    Ensuring children will not be harmed by involvement in the research
    Protecting children from secondary trauma
    Securing informed consent
    Voluntary participation of children in research
    Privacy and anonymity. i.e. what locations and methods are best for respecting children’s privacy?
    Protocols in place for responding to a child’s disclosure of harm or abuse

    A risk assessment and mitigation plan will be developed at the onset.

    Ethical Considerations

    The consultant will be required to get ethical approval from a recognised body before data collection in the field. Terre des Hommes Netherlands will coordinate with the consultant to ensure this approval is provided prior to field activities.

    Timeline

    The assignment is to be conducted and completed between 20th September 2023 2023 and 31st October 2023.

    Evaluation Scope and Duration

    The scope of the evaluation includes a review and assessment of all activities carried out under the TdH NL and its partner’s agreement from inception until the end of the project period. The evaluation should assess the project’s achievements in reaching its targets and objectives outlined in the relevant project documents as will be provided by TdH NL. It should assess project design, implementation, effectiveness, lessons learned, replicability, and provide recommendations for future projects. The proposed evaluation timeframe is 35 working days between 09/12/2024  and 31/01/2025. This will be done per the OECD Development Assistance Committee (OECD – DAC) evaluation criteria with an intersectionality approach including but not limited to child participation and gender

    Evaluation Methodology and Approach

    The evaluation should adopt a mixed method approach, striking a balance in quantitative and qualitative methods.
    It is expected the consultant will employ a variety of data collection and analysis techniques for both quantitative and qualitative data to ensure a comprehensive evaluation exercise. 
    To sufficiently address the specific objectives, it is proposed that the methodology to be used should allow the involvement of children, youth, local communities, families, law enforcement, CSOs, government (local and national), private sector, and project implementers in key evaluation tasks. Existing project documents, progress reports, and other relevant documents will be shared by the teams of TdH NL and Partner JCP. The evaluator is expected to conduct the evaluation in a rigorous manner to produce information that is valid and reliable based on quality data and analysis. As a result during the inception phase, the evaluator will produce an agreed-upon detailed action plan and elucidate the data collection, process, and analysis methods for the evaluation as well as data dissemination plans.

    Deliverables and Key Responsibilities

    In accordance with the timetable, the evaluator (s) will produce:

    A draft inception report which responds to the scope of work with a methodology, survey instruments, detailed work plan, and budget.
    A field work implementation plan (to be submitted before field work begins). This field work plan should be presented to TdH NL for comments and revised as necessary prior to commencing field work.
    A final End-Term Evaluation report incorporating feedback from TdH NL and JCP. The Revised Report will synthesise all data, MsC stories, identify conclusions, and make recommendations (Taking into account ALL comments and additions from TdH NL and JCP following submission of the Draft Report). 
    Oral Presentation/Meeting and debrief with project staff: The consultant will make a presentation to TdH NL and JCPs of the findings of the evaluation, including lessons for project improvement. The debriefing meeting will be an opportunity to clarify outstanding aspects of the evaluation before the finalisation of the end line report.
    The Final Report: The consultant will be expected to produce a final report, with comments from the debriefing taken into account. While the substantive content of the findings, conclusions, and recommendations of the report shall be determined by the evaluator, the report is subject to final approval by TdH NL in terms of whether or not the report meets the conditions of the ToR and expected standards. 
    The consultant will be required to submit all data sets used for the evaluation, any scripts or instructions on data management as well as transcripts of all qualitative information gathered during data collection, key informant interviews, focus group discussions, and a list of people interviewed /met as appendices to the final report. 
    Validation Workshop: After the evaluation report is finalised, TdH NL and JCP will organise a validation workshop with its key stakeholders(both internal and external). The consultant is expected to co-facilitate the workshop and present the results of the evaluation. The consultant is expected to incorporate feedback from the workshops into the final report. 

    Terre des Hommes Netherlands will provide :  

    Relevant project documents guidance and technical support as required throughout the evaluation;
    Safeguarding session with the evaluation team prior to data collection.   
    Copies of all key background resources identified;  
    Comments and feedback on, and approval of, all deliverables within agreed timeline
    Coordinate with the partner to organise meetings and mobilise participants for the assessment.

    A literature review of secondary sources of project data i.e., donor reports, M&E reports, activity reports need assessments, theoretical frameworks, project work plans among other documents.
    Individual interviews with direct and indirect project beneficiaries (children, youth and adults). Sampling MUST demonstrate attention to age, gender and diversity dynamics.
    Key Informant Interviews (KIIs) held with relevant stakeholders engaged in policy making and implementation of protection related activities in the selected locations (including relevant government departments, CSOs, NGOs, INGOs, informal protection actors, project beneficiaries etc.)
    Focus Group Discussions with direct project beneficiaries and other relevant stakeholders.
    Case studies with direct project beneficiaries.

    Tdh expects the consulting firm/ individual to adhere to ethical principles in research as well as Tdh`s risk management policies. Data collectors will be trained on how to identify and respond appropriately to situations of concern they might encounter.

    Expected Deliverables and timelines.

    The study team will submit an inception report within 1 week of signing the contract. The inception report willinclude the following: study objectives, scope and key study questions, description of the methodology, including design, data collection methods, sampling strategy, data sources, and study matrix against the key study questions. It will also include the following.

    Data analysis and reporting plan
    Caveats and anticipated limitations of the study
    Risks and mitigation plan
    Ethical considerations including details on consent.
    Stakeholder and children communication and engagement plan
    Key deliverables, responsibilities, and timelines
    Resource requirements
    Data collection tools (in line with the study matrix)

    Draft study report including the following elements:

    Executive summary
    Background description of the program and context relevant to the Study
    Scope and focus of the study.
    Study limitations
    Overview of the study methodology and data collection methods, including a study matrix
    Findings aligned to each of the key study questions/objectives.
    Specific caveats or methodological limitations of the study.
    Conclusions outlining implications of the findings or learnings.

    Recommendations

    Final study report incorporating feedback from consultation on the draft study report, analysis outputs and Annexes (Study matrix study ToR, data collection tools, inception report, study schedule, list of people involved)
    Develop a management response plan to react and take necessary actions to findings and recommendations of the study.
    A PowerPoint presentation with the key findings, recommendations and actions articulated in the management response plan.

    The timeline provided for this is 6 weeks from awarding of the tender.

    To facilitate the process, Tdh will provide.

    Timely review and validation of the inception report.
    Timely review and validation of data collection tools and data collection approaches.
    Requisite documents for the desk reviews i.e., project reports, assessment reports, theoretical frameworks, activity reports, project proposal etc.
    Research assistants/ enumerators (to be paid by the consultant) where they will be required.
    List of beneficiaries to be sampled for the study.
    Logistical support that will be limited to booking of flights and accommodation (To be charged to the consultant firm/ individual)

    Copyright and intellectual property rights

    The title rights, copyrights and all other rights of whatever nature in any materials used or generated under the provisions of this consultancy will exclusively be vested with Tdh. All products developed under this consultancy belong to the Tdh exclusively, guided by the rules of the consultancy contract. Under no circumstances will the consultant use the information of this study for publication or dissemination to any individual or organization without official prior written permission from Tdh Kenya Country Office.

    Selection criteria

    A consultancy firm/ individual with valid legal registration paperwork in Kenya and formal access to the locations of the programme implementation.

    The selected firm/ consultant should possess the following minimum qualifications as follows:

    Academic skills

    Master’s degree in advanced applied research, monitoring and evaluation, population studies, or any related academic discipline or an affiliation with a research institution or a university, holding a PhD, or being in pursuit of a PhD in a relevant field is an advantage.

    Previous Experience

    At least 5 of years of conducting studies of a similar nature and scope.
    At least two contracts of a similar nature and complexity implemented over the last three years or more.
    Strong background in monitoring & evaluation, research methods and ideal experience in humanitarian contexts in Kenya or abroad.
    Conversant with the context in Dadaab and/or Kakuma will be an added advantage.
    Experience in developing and implementing works of a similar nature with the UN, International NGOs or donors.
    Have access to Tdh interventions’ areas.
    Familiarity with the SPHERE and Child Protection Minimum standards in humanitarian action.
    Excellent knowledge and experience in survey design, implementation of surveys and statistical data analysis.
    Demonstrated experience of participatory research methods with children and young people.
    Excellent analytical, communication, writing and presentation skills in English and Swahili.

    The Purpose of the Research

    The research seeks to establish the trends of child trafficking and unsafe migration in Marsabit County, including determining the specific child trafficking risks, drivers and enablers . The study will serve to determine the scale of child trafficking in Marsabit County capturing the context, push and pull factors that contribute to this phenomenon, any (changing) trends, pathways to child trafficking , demographics of children/youth, forms of exploitation related to child trafficking, common perpetrators, recruitment patterns, source, routes and destination, age, sex/gender, socio-economic background of both child victims as well as the perpetrators.
    The research findings will be used by TdH NL and SND to strengthen child protection mechanisms, adopt a targeted approach in programming and advocacy in ensuring children are not exploited. The findings and evidence generated from the research will be published, disseminated and used to inform local and national level advocacy, as well regional level in case of any cross border child protection policy or practice. Moreover, findings of the research will be shared with key stakeholders (Sub County and County Government Officials), the communities and children for engagement and discussions on topical issues emanating from the research.

    Research Questions:

    The research will seek to answer the following questions:

    What push and pull factors put children in Moyale, Marsabit County at risk of child trafficking and unsafe migration?
    What are the pathways to trafficking of children i.e. recruitment, patterns, source, routes, main recruiters and destination?
    What are the key risk factors, or forms of exploitation child survivors of trafficking and unsafe migrations face in Moyale in Marsabit County?
    What is the capacity level of the local community to the County government in addressing or combating child trafficking and unsafe migration in Marsabit County.
    What are the knowledge, attitudes, and practices in relation to child trafficking and unsafe migration in Moyale, Marsabit County among the community members, state and non state actors?
    What key messaging is recommended for use in advocacy addressing Child trafficking and Unsafe Migration at Local Level in Marsabit as well National level?

    Research Objectives:

    The specific objectives for the research are:

    To investigate the structural (formal and informal) drivers and enablers of child trafficking and unsafe migration in Marsabit County and explore demographics of children at risk and survivors.
    To assess the local capacity in effectively addressing or combating child trafficking and unsafe migration in Marsabit County
    To explore legislative and policy framework and reinforcement measures in place by the government in combating child trafficking and unsafe migration in Marsabit County
    To conduct analysis of the knowledge, attitudes and practices in relation to Sexual Exploitation of Children in general and child trafficking and unsafe migration in particular
    To explore the capacity of community based child protection systems in combating child trafficking and unsafe migration in Marsabit County

    Methodology:

    The research consultant is expected to employ a participatory, trauma informed, mixed method approach to conducting this research with a cross-border angle.

    Key Deliverables

    The consultant will be required to successfully deliver the following:

    A draft inception report which responds to the scope of work with a clear methodology, a child safeguarding and risk assessment plan, data collection instruments, detailed work plan, and budget.
    A fieldwork implementation plan (to be submitted before field work begins). This field work plan should be presented to TdH NL and SND for comments and revised as necessary prior to commencing fieldwork.A fair draft research report incorporating feedback from TdH NL and SND. The fair draft report will synthesise all data, identify conclusions, and make recommendations (taking into account ALL comments and additions from TdH NL and SND following submission of the Draft Report).
    Oral presentation and validation of the findings: The consultant will make a presentation to TdH NL and the partner staff of the findings of the assessment. The debriefing meeting will be an opportunity to clarify outstanding aspects of the assessment findings before finalisation of the report. Thereafter, the research findings will be validated with all key stakeholders involved in the research.
    The Final Report: The consultant will be expected to produce a final report, with comments from the debriefing taken into account. While the substantive content shall be determined by the consultant, the report is subject to final approval by TdH NL in terms of whether or not the report meets the conditions of the ToR and expected standards. TdH NL will provide the reporting template and layout. Final reports submitted in a printed/publishable format and a summarised PowerPoint presentation of the assessment findings for dissemination.
    Full clean data sets. The consultant will be required to submit anonymised data sets/ transcripts used for analysis, as appendices to the final report.
    Dissemination Workshop: After the research report is finalised, TdH NL will organise a dissemination workshop with key stakeholders. The consultant is expected to co-facilitate the workshop and present the results of the research.

    Child Safeguarding Measures

    In line with the UNCRC, Terre des Hommes Netherlands strives to keep children safe in all its undertakings by keeping the principles of ‘do no harm’ and ‘best interests of the child’ top of mind. A screening and reference check of the successful individual/ firms will be conducted during the selection process to confirm their suitability of working with children. The successful applicant will be required to read, understand, and commit to abide by TdH NL’s Child Safeguarding Policies and Guidelines. The institution/firm or individual consultant will sign the policies to indicate an understanding of and commitment to follow the policy requirements. The methodologies used in this study must abide by the universally accepted ethical standards for involving children in research. These include:

    Ensuring children will not be harmed by involvement in the research
    Protecting children from secondary trauma
    Securing informed consent
    Voluntary participation of children in research
    Privacy and anonymity. i.e. what locations and methods are best for respecting children’s privacy?
    Protocols in place for responding to a child’s disclosure of harm or abuse

    A risk assessment and mitigation plan will be developed at the onset.

    Ethical Considerations

    The consultant will be required to get ethical approval from a recognised body before data collection in the field. Terre des Hommes Netherlands will coordinate with the consultant to ensure this approval is provided prior to field activities.

    Timeline

    The assignment is to be conducted and completed between 20th September 2023 2023 and 31st October 2023.

    The consultant engaged to undertake the assignment must fulfil the following requirements:

    The team for this assignment will consist of the consultant(s) who will have overall responsibility for designing, implementing, and coordinating the entire assessment guided by the ToR.

    The knowledge, skills, and expertise required areas are as outlined below:

    The lead consultant is required to have at least a Master’s Degree in Social Sciences, Community Development, or other related fields. A PhD will be given preference
    Sound understanding of the UN Convention on the Rights of the Child, Counter Trafficking in Person Act, Code of Conduct, and UN Global Compact.
    A minimum of five years of experience working in the child rights and child exploitation prevention field
    Extensive knowledge/experience in conducting research focusing on child exploitation, especially child trafficking and unsafe migration.
    Has proven skills, knowledge and experience in participatory mixed method research with children and/or vulnerable groups
    A strong commitment to and proven experience in utilising child participatory
    methodologies.
    Has proven experience in conducting research using various methodologies such as in-depth interviews, focus group discussions, household surveys etc.
    Experience in working with or leading research for INGOs.
    Has excellent communication skills in writing and spoken English and Kiswahili.
    Excellent interpersonal and teamwork skills.
    Excellent analytical and report writing skills.
    Is familiar with social and cultural norms, and attitudes especially in relation to child protection/child exploitation.
