    Logistics Assistant – Kakuma/ Kalobeyei Office

    In Garissa County, Tdh supports the Ministry of Health in providing integrated nutrition and protection services to severe malnourished children and pregnant and lactating women. In Korogocho informal settlements, Tdh implements early child development activities and child protection activities with a strong community-based approach aiming at decreasing violence against children and strengthening child protection mechanisms. The intervention in Dadaab and Kakuma refugee camps, Kalobeyei settlement and host communities is focused on prevention and response to child protection needs while strengthening protection community-based mechanisms in the refugee operation and its host communities.

    Key Responsibilities:

    Ensure Kakuma office, Kalobeyei field offices, and staff accommodation premises are maintained and kept in good order (water, electricity, generator, painting, fencing and security etc.)
    Ensure good functioning of the Kakuma office and accommodation equipment and maintenance.
    Provide support to Programme activities through the provision of needed supplies and transport.
    To ensure the good functioning and maintenance of the Kakuma office vehicles.
    Facilitate floating and collection of RFQs, issuing of LPOs and receiving invoices, delivery notes.
    In coordination with Program Manager, plan and organize vehicle movements within and outside the operations area.
    To send to the logistics officer Nairobi all Kakuma fleet management files, log sheets, fuel consumption monthly.
    To provide transparent stock management system in Kakuma office and provide monthly inventory and asset management report to Logistics officer, Nairobi, and Program Manager, Kakuma.
    Provide monthly logistics report with supporting documents to logistics officer.
    To adhere and respect of Tdh Lausanne and donor guidelines in all aspect of purchase policies and procedures, quality control and the delivery of the purchases to destination.
    Ensure the application of safety and security measures in compliance with Tdh policies.
    Make inspection visits to assess all the on-going works/ activities.
    Undertake all other duties that may be determined by the Logistics Manager Nairobi and Program Manager Kakuma.

    Requirements

    Professional University Degree in Logistics, Business Administration/ Management or Supply Chain Management from an accredited University.
    Minimum of 2 years’ experience as a Logistics Assistant or similar position. Experience working with NGOs (Nongovernmental Organizations) is an advantage.
    Proven knowledge in Premises management and Stock management
    Good IT knowledge (Microsoft Office, Internet).
    Fluency in English and Kiswahili.
    Good organizational skills including the ability to work to deadlines, and priorities, pay attention to details, and ability to solve problems.

    Objectives of the internship

    Position in the organization

    The Finance and Administration intern will work with the Kenya country team and will receive hierarchical leadership and support from the Finance and Administration Officer to whom he/she reports.

    Main Duties and Responsibilities

    Ensure coordination of complete and accurate supporting documentation for all financial transactions;
    Assist in preparation of monthly financial reports in the approved Financial Reporting templates in Excel;

    Preparation of payment vouchers for both operational and project expenses;

    PROCUREMENT MANAGEMENT

    Position Summary

    Terre des Hommes Netherlands is looking for a flexible, creative, ambitious, solutions- focused and passionate individual with a strong commitment to children’s rights and protection to take on the role of Programme Development & Quality Officer (PDQ Officer).
    The PDQ Officer is an exciting multi-functional, full-time position to be based in one of TdH NL’s offices (in Phnom Penh (Cambodia), or Bangkok (Thailand) with a global remit; and reports to the PDQ Manager, within the global Programme Development & Quality team.

    Objective of the role

    The PDQ Officer is responsible for coordinating and guiding the (co-)development of projects in line with the TdH NL strategy and Thematic Programmes ensuring quality throughout conception, design and implementation. Key tasks include coordinating Project Design
    Teams (PDTs) from project ideas, design through to proposal submission, guiding country teams on project development best practice ensuring its alignment with TdH NL Strategic Plan, ensuring project documentation meets TdH NL organisational standards, organising project meetings and/or feedback/after-action review sessions, preparing presentations and reports, researching potential partners and ensuring project documentation is managed in line with TdH NL’s information management requirements.

    High level responsibilities include:

    The PDQ Officer serves as a convenor in the development of new projects and programmes, coordinating new Project Design Teams, maximising the contributions from design stakeholders.
    The PDQ Officer supports the implementation of the TdH NL Project Development process and guidance resources and supports periodic reviews of process guidance to ensure they remain relevant and effective based on experience and stakeholder feedback.
    As a programme quality generalist, the PDQ Officer supports country teams to meet project design standards and ensures the quality of project design processes and of all products developed as part of new project and programme designs.
    Working closely with the PDQ Manager, the PDQ Officer supports the development of co-design guidance related to common design processes including the development of Theories of Change, Problem, Power and Stakeholder
    Analysis methods, Approaches to Sustainability and tools, and provides orientation and training to TdH NL staff on these guidance materials based on best practice.
    As part of portfolio reporting, the PDQ Officer monitors portfolio implementation and supports the identification of good practices and encourages scale-up and replication through organised reflection and learning events.

    Strategic, technical and programmatic responsibilities
    Project design and Development:

    Formation and Coordination of Project Design Teams (PDTs) to support project co- design processes, within and among country teams.
    Ensures the application of TdH NL co-design standards as part of all project and programme development processes, including facilitation of Theory of Change development, Problem, Power and Stakeholder Analysis, approaches to Sustainability and tools, and local partnering.
    In coordination with TdH global and country offices, supports the implementation of local partnering and child participation guidance for co-design and co- implementation.
    Completes product quality assurance reviews of all documentation developed as part of proposal packages pre-submission to donors ensuring the timely development of high quality project documents (e.g. ToCs, logframes, MEAL plans) based on the organisational strategy and ToC, and ensures designs are aligned with all TdH NL integrity and safeguarding standards.
    The PDQ Officer ensures project development guidance is understood through training for TdH NL staff and partners. Provides orientation and training to TdH NL staff on design guidance materials based on best practice. Conducts capacity building activities for partners, including training workshops on TdH NL programme development and design standards, reporting and other relevant areas as needed.
    Supports periodic reviews of TdH NL Project development process guidance and tools to ensure they remain relevant and effective based on experience and stakeholder feedback.
    Ensures the strategic use of data, research, evidence, and learning from across the organisation and wider sector are incorporated into programme/project designs.
    Maintain organisation and oversight of the project development folder, ensuring comprehensive documentation of all relevant project design materials.

    Learning, documentation and knowledge sharing:

    Organises a feedback session among PDTs to capture lessons learned and any corresponding actions for process improvement.
    Supports overall team administration, guidance development and resource control.
    Completes quality and compliance reviews of Country Annual Plans.
    Facilitates Evidence and Learning Days during which project partners, including staff, children and youth share programme experience, learning and the contributing factors of success of relevance to TdH NL country and global teams to inform programming approaches.
    Through report reviews and project visits, monitors portfolio implementation, the effectiveness and quality of the execution of programmes/projects, supports the development of corresponding action plans to support programme and country teams, identifying good practices and promoting scale-up and replication through report reviews, organised reflection and learning events.
    Collaboration and relationship management responsibilities
    Supports cross-departmental and cross-organisational best practice sharing.

    Understanding of child safeguarding principles and best practice.
    Strong communication skills to include fluent written and spoken English.
    (Desirable) – Strong IT skills including database management, and ability to analyse data.

  • Grants & Compliance Manager

    Grants & Compliance Manager

    General description of the position:

    As a core program team member, the Grant and Compliance Manager is responsible for designing competitive proposals and ensures quality assurance throughout the grant management process (including budgeting, compliance, technical support, and reporting). S/he manages the business development including identification of funding opportunities, identification of intervention strategy and internal grants acquisition process. S/he is responsible for coordinating and managing grants from inception to closure, ensuring adherence to donor guidelines and Tdh policies. The Grants Manager collaborates with all various departments and stakeholders to facilitate effective and efficient grant management while supporting program teams in implementation strategy, reporting, and programming coherence across the project locations.

    Specific Responsibilities:
    Lead the development of concept notes and project proposals.

    Manage the business development process and submission of donor proposals, including coordination exchanges among Delegation, Regional Hub and HQ staff.
    Contribute to development for situation analysis, data collection and needs assessments.
    Support timely submission of proposals, donor communications and follow up.
    Ensure the adequate filing and archiving of final documents, as well as to update the grant follow- up tools.

    Grants Management

    Ensure that all contracts program deliverables are achieved, tracked, filed and in compliance with donor objectives and requirements.
    Ensure that contractual reports are reviewed, and internal feedback is compiled and sent to project managers in a timely manner.
    Notify the SMT of any issues and provide timely feedback to project managers.
    Serve as a pivot- and communication-point for daily coordination between project managers, finance, HR and logistics teams.
    Lead in organizing and conducting review meetings ensuring inputs from program, finance and compliance.
    Follow up on the implementation of action points agreed upon during these meetings.

    Coordinate and contribute to reporting processes for current projects.

    Coordinate the preparation and finalization of donor reports for current projects, ensuring consistency, accuracy, clarity and timely submission in compliance with both, donor’s contractual requirements and Tdh standards.
    Consolidate the contribution of technical staff and ensure the internal validation of the outputs in close cooperation with the M&E department.
    Contribute to the quality of the presentations regarding the results of the current projects and to their dissemination to donors and other partners.
    Support the preparation and review of capitalization documents and evaluation reports.
    Ensure the adequate archiving, filing, and disseminating of the final documents.
    Contribute to the internal monthly and annual report process.
    Contribute to smooth communication and collaboration with partners.

    Country Strategy and program perspectives/prospective

    Support the regular update of donor mapping informed by the ambitions and outcomes articulated in the Tdh Country Strategy.
    Provide on-going research, strategic donor intelligence gathering, and trends analysis and generate information to enable engagement with country level donors.
    Support the appraisal of new funding opportunities.
    Support the fundraising strategy review processes, by introducing tracking tools.

    Communication and Representation of Tdh

    Represent Tdh in external engagements in close coordination with the SMT.
    Support the work establishing an effective beneficiary communication and feed-back mechanism.
    Support the supervision of the delegation’s communication and advocacy events.

    Abuse Prevention Policy – Operational Risk Management

    Act as the delegation Safeguarding Focal point.
    Monitor the development and implementation of safeguarding annual action plans.

    Profile:
    Education & Qualifications:

    Master/ Post-graduate in International Development, Social Sciences, Development Studies or any other related area.
    Relevant experience of minimum 5 years in program cycle management, preferably in an international NGO/Institution.

    Experience & Competences:

    Management experience in securing and managing funds from institutional donors, such as UN agencies, SDC, ECHO, EU, PRM, USAID.
    Excellent planning skills, and a sound understanding of Program Cycle Management in development, emergency and protracted crises environments.
    Good administrative and numerical skills and attention to detail.
    Proven analytical skills and the ability to think strategically in relation to fundraising and donor engagement.

    Languages:

    Excellent personal communication skills, in written and verbal English.

    IT Knowledge:

    Excellent Ability to operate Microsoft Office 365 Suite: Word, Excel & Power Point

    Skills:

    Access to Justice Specialist

    General job description:
    The role will lead on the development of the Access to Justice program of the Kenyan Tdh Delegation, working closely with the Kenya Head of Programs and the Regional Access to Justice programme team. The role will receive guidance and support but is well suited to an ambitious, dynamic, and enthusiastic self-starter who also enjoys networking and shaping nascent programmes. The role is for an initial period of 6 months with a view to making it permanent based on successfully funding the programme. Some specific deliverables of the role include:

    Developing a strategic framework for the A2J work Tdh will pursue in Kenya based on global strategy, gap analysis, and actor mapping.
    Build a network of key contacts in Kenya justice system as advisors and champions for Tdh Kenya’s A2J programme.
    Design concept notes and proposals under the guidance of the Head of Programs and provide technical representation to potential funders.
    Provide technical guidance and training for A2J that is successfully funded and then provide technical oversight during implementation.

    Main responsibilities:
    Programme strategy and planning

    Conduct assessment on issues associated with the process of enhancing access to justice for children and youth in Kenya in line with Tdh’s four main pillars:Procedural safeguards are reinforced across the child justice systems, Inclusive and non-discriminatory access to justice with a focus on gender justice, Plural Justice Systems are strengthened and officially interact together, Social cohesion is enhanced through the promotion of local justice for children and youth .
    Assess the added value and opportunities of Tdh’s intervention on A2J in the proposed geographical areas regarding the needs, needs coverage by other actors and Tdh’s capacities.
    Conduct mapping of Access to Justice partners in Kenya to identify entry points for programme collaboration across partners, donors, and institutions regarding expanding access to to justice.
    Develop a programme development plan, focusing on identified critical priority for Access to Justice programme in Kenya

    Programme development

    In collaboration with the HoP and the Regional A2J team, facilitate the designing of strategies and objectives for improved support to children and youth in access to Justice in Kenya.
    Develop a concept notes and proposals, responding to the identified needs and Tdh’s added values aligned to the relevant A2J programme Theory of Change.
    Upon funding, support the management and implementation of the Access to Justice programme aligned with Tdh Kenya 2022 – 2024 strategy.
    Ensures the efficient and optimal management of the Access to Justice information and data flows through an appropriate, coherent, and high-performance management system in consultation with M&E and Grants Management teams.

    Coordination

    Map Tdh A2J projects relevant for Kenya to facilitate cross learning.
    Contribute the visibilities of Tdh A2J events and projects in collaboration with the Communication department.
    As part of the A2J programme development, organize and facilitate consultations with relevant donors, Government and CSO partners to validate the identified priority areas for A2J programme in Kenya.

    Learning and capacity development

    Provide technical assistance to staff and partners, including cross programme integration and mainstreaming access to justice consideration into the existing projects.
    Where relevant, contribute to the learning resources such as manuals, guidelines, and toolkits that support staff and partners in delivering context specific and effectiveness of the Access to Justice interventions.

    Documentation and reporting

    Maintain timely routine reporting system that capture data on Access to Justice interventions aligned with Tdh’s monitoring and evaluation framework.
    Manage documentation related to Access to Justice programme development on the relevant SharePoint folders ensuring documentation is well organized, up-to-date, and accessible to relevant staff.

    Specific technical training and experience in project cycle management with a result-based approach.
    Experience of work in the sphere on access to justice for children and youths, capacity building of national authorities in applying child-friendly justice will be considered as an asset.
    Experience of working with access to justice actors in community-based settings and/or with actors working in a low resource income context is desirable.
