    Finance and Admin Coordinator

    The Finance and Admin coordinator manages and organizes the administrative and financial services of the delegation and bases (general accounting, administrative and budgetary management). He/she is the direct interface between the delegation and headquarters and/or donors for financial reporting.

    He/she reports to the Head of Delegation and is responsible for supervising and monitoring the administration of multi-base, multi-donor and/or multi-partner projects. He/she is responsible for implementing the strategy, the development and managerial coordination of the administrative teams for which he/she is responsible. In addition, he/she supports and validates the quality and accuracy of the teams’ work regarding Tdh’s mandate and commitments as well as international standards.

    Key responsibilities

    Financial management

    Supervise the smooth management of financial deliverables as per Tdh’s internal calendar and as per donors’ requirements (Annual Budgeting, Donors’ budgeting and Reporting, Monthly Accounting, Monthly financial monitoring, Monthly treasury request, monthly payment follow-up…)
    Optimize the use of financial resources for the office.
    Provide comprehensive analysis of financial information to the SMT: trends, gaps, risks, to support meeting objectives.
    Guide strategic planning for the country office by providing multi-year forecasts.
    Identify, communicate, and effectively manage budget financial risks related to delivering in the Country and Propose mitigation/redress mechanisms in times of crisis.
    Guide and support project managers in the budget follow up and/or in the preparation of budget proposal, expenses allocation and codification.
    Ensure high quality and accuracy of the financial data transmitted to HQ and/or donors.
    Ensure the application of donors’ rules and regulations for each financing contracts.
    Oversee all Tdh field offices financial operations.

    HR and Team Management

    Supervise and manage the Delegation’s finance team, set department objectives, and periodically evaluate staff reporting directly to him/her.
    Recruit and/or contribute to the recruitment of local staff, participate, and validate the job descriptions of Finance team.
    Provide technical support to department daily and through field visits.
    Identify needs of training / capacity development and organize cession to improve competencies of the team members.
    Ensure fair treatment of the Finance team and compliance with HR policies.
    In collaboration with the HR department validate the payroll of national staff in accordance with the labor code (payroll verification, payment of social charges and taxes, etc.)

    Compliance and Audits Management

    Ensure there is appropriate documentation and record-keeping in country (letter of authority, constitutional documents, bilateral agreements, etc.) and that these are being duly followed.
    Ensure compliance with local laws and regulations (registration, NGO/charity laws, government bilateral agreements).
    Coordinate the relationship with the NGO coordination board.
    Coordinate the annual audit.
    Coordinate and supervise donors’ audit and spot check.
    Support the implementation of internal and external audit recommendations.

    Abuse Prevention Policy – Operational Risk Management

    Commit to respect Tdh Risk Management Policies including Child Safeguarding Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Code of Conduct, Whistle Blowing Policy
    Commit to ensure the best implementation possible of the Tdh Risk Management Policies

    Job requirements:

    Knowledge

    Professional University Masters’ degree in Finance, accounting, or related fields with CPA- K

    The Specific Objectives 

    To examine the extent to which the project objectives have been achieved. Assess how the project contributed to the impact including key enabling and/or constraining factors that led to project achievements. Also assess the unintended/unplanned effects of the project among the project participants, local communities, and wider context.
    To determine how the project benefited the project participants . (include the two most significant change stories/case studies) Assess how it (project) addressed barriers in the prevention of sexual exploitation of children and youth and integration into the world of work
    To examine the quality and efficacy of the technical skills training with regard to expanding economic opportunities for youth and making them employable. What is working and what needs improvement to enhance youth employability (formal and business)
    To document what worked, what did not work, key lessons learned, and recommendations for future implementation on youths skills development and employment, as well as sexual exploitation of children and youth prevention programming in Kenya and in other projects designed under similar contexts
    Evaluate relevance, coherence, effectiveness, efficiency, impact, and sustainability of the project  

    Evaluation Scope and Duration

    The scope of the evaluation includes a review and assessment of all activities carried out under the TdH NL and its partner’s agreement from inception until the end of the project period. The evaluation should assess the project’s achievements in reaching its targets and objectives outlined in the relevant project documents as will be provided by TdH NL. It should assess project design, implementation, effectiveness, lessons learned, replicability, and provide recommendations for future projects. The proposed evaluation timeframe is 35 working days between 09/12/2024  and 31/01/2025. This will be done per the OECD Development Assistance Committee (OECD – DAC) evaluation criteria with an intersectionality approach including but not limited to child participation and gender

    Evaluation Methodology and Approach

    Methodology and Approach
    The evaluation should adopt a mixed method approach, striking a balance in quantitative and qualitative methods.
    It is expected the consultant will employ a variety of data collection and analysis techniques for both quantitative and qualitative data to ensure a comprehensive evaluation exercise. 
    To sufficiently address the specific objectives, it is proposed that the methodology to be used should allow the involvement of children, youth, local communities, families, law enforcement, CSOs, government (local and national), private sector, and project implementers in key evaluation tasks. Existing project documents, progress reports, and other relevant documents will be shared by the teams of TdH NL and Partner JCP. The evaluator is expected to conduct the evaluation in a rigorous manner to produce information that is valid and reliable based on quality data and analysis. As a result during the inception phase, the evaluator will produce an agreed-upon detailed action plan and elucidate the data collection, process, and analysis methods for the evaluation as well as data dissemination plans.

    Deliverables and Key Responsibilities

    In accordance with the timetable, the evaluator (s) will produce:

    A draft inception report which responds to the scope of work with a methodology, survey instruments, detailed work plan, and budget.
    A field work implementation plan (to be submitted before field work begins). This field work plan should be presented to TdH NL for comments and revised as necessary prior to commencing field work.
    A final End-Term Evaluation report incorporating feedback from TdH NL and JCP. The Revised Report will synthesise all data, MsC stories, identify conclusions, and make recommendations (Taking into account ALL comments and additions from TdH NL and JCP following submission of the Draft Report). 
    Oral Presentation/Meeting and debrief with project staff: The consultant will make a presentation to TdH NL and JCPs of the findings of the evaluation, including lessons for project improvement. The debriefing meeting will be an opportunity to clarify outstanding aspects of the evaluation before the finalisation of the end line report.
    The Final Report: The consultant will be expected to produce a final report, with comments from the debriefing taken into account. While the substantive content of the findings, conclusions, and recommendations of the report shall be determined by the evaluator, the report is subject to final approval by TdH NL in terms of whether or not the report meets the conditions of the ToR and expected standards. 
    The consultant will be required to submit all data sets used for the evaluation, any scripts or instructions on data management as well as transcripts of all qualitative information gathered during data collection, key informant interviews, focus group discussions, and a list of people interviewed /met as appendices to the final report. 
    Validation Workshop: After the evaluation report is finalised, TdH NL and JCP will organise a validation workshop with its key stakeholders(both internal and external). The consultant is expected to co-facilitate the workshop and present the results of the evaluation. The consultant is expected to incorporate feedback from the workshops into the final report. 

    Terre des Hommes Netherlands will provide :  

    Relevant project documents guidance and technical support as required throughout the evaluation;
    Safeguarding session with the evaluation team prior to data collection.   
    Copies of all key background resources identified;  
    Comments and feedback on, and approval of, all deliverables within agreed timeline
    Coordinate with the partner to organise meetings and mobilise participants for the assessment.

    Evaluator(s) Competencies, Experience, and Skill requirements

    The evaluator(s) engaged to undertake the assignment must fulfil the following requirements:

    Consultant: Child Protection Assessment

    Expected Outputs and Deliverables
    The Assessment outcomes and findings will be presented to TdH NL. The reports to be delivered are as follow:

    One in-person/online meeting to discuss the final findings and recommendations, this will create a platform for the outcomes and outputs to be presented by the consultant followed by Q&A session.

    One report per country assessed, focused on including all the following inputs:

    Past and recurring crises/ humanitarian context analysis with focus on CPIE. 
    Identification of the gaps in the humanitarian scene in the selected countries, both when it comes to needs that are not being sufficiently covered by actors on the ground, as well as areas that are underfunded by donors. With the gaps identified, the report should give an idea of where TdH should put efforts in.
    Identification of humanitarian activities that will not only cover immediate needs, but that will also serve as a foundation for achieving our long-term development goals, particularly in tackling child exploitation. Thus, linking humanitarian action with development.
    An analysis of our relationships with our humanitarian actors and donors, conducted at field level and facilitated by the Country Offices, and the steps to undertake to strengthen those connections.

    Main duties and responsibilities

    Knowledge and experience

    A recent graduate (2023 or yet to graduate) with a Bachelor’s degree in communications, journalism or multimedia.
    Experience in social media and web content management (including working with content management software).
    Experience in writing and editing various communication products for various audiences.
    Knowledge of graphic design with hands-on experience using Canva or Adobe and experience with platforms such as Google Analytics, Obi4wan, Tweetdeck, and Mailchimp.
    Proficient in computer literacy, with extensive experience using Google Cloud applications (Google Docs, Sheets, Slides, etc.)

    General description of the job:

    He/she carries out some of the following activities related to Information Systems (IS) within the delegation in accordance with Tdh standards, policies, protocols, and procedures: He/she assists in providing technical, administrative, and analytical support for the Information Systems (IS) in the delegation.     Main responsibilities:

    Assist the Logistics Officer in the implementation of good technical and procedural practices in the preparation, installation, maintenance, and repair of equipment.
    Assist the Logistics Officer to control, maintain, monitor, and consolidate the reporting of all IT equipment, tools and services of the Information Systems (IS) and telecommunications of the delegations in its area, in accordance with TDH standards, policies, protocols and procedures.
    Assist the Logistics Officer in the improvement of services by reporting the main problems and issues raised by the various sites in the delegation.
    Monitors the tickets raised on the IT service portal for the delegation and follow with the Logistics officer for solution(s) to close the tickets in the shortest time possible.

    Objectives of the position 

    The objective of this position is to provide the overall day to day responsibility for implementation, coordination of the Floods response project in Thika, Kiambu County and will work closely with the local implementing partner to deliver results.
    In addition he/she will support in ongoing analysis of the humanitarian context, assessing emergency-related funding opportunities (fundraising) to support ongoing and new responses, representing TdH NL in relevant emergency coordinations, provision of technical guidelines to field emergency staff.
    The PO Consultant will be responsible for providing substantive technical, project, and administrative support in the planning, implementation, monitoring, evaluation and reporting of the project in line with defined objectives and/or quality key performance indicators (KPIs).
    The Floods response project is implemented in Thika Sub County,  Kiambu County with funding support from Terre des Hommes German and Terre des Hommes Netherlands.

    Position in the organisation

    The Humanitarian Project Officer – Consultant will work with the Kenya country team and will receive hierarchical leadership and support from the Country Director / Programme Officer to whom he/she reports.  
    Results Areas, Main Duties and Responsibilities: 

    Project  management and delivery of results:

    Coordinate and supervise the day to day implementation of the floods  response project in Thika
    Responsible for the overall utilisation of the floods  response project budget in accordance with TdH NL and donor financial procedure and regulations. 
    Provide technical advice  to the local implementing partner on a range of issues including context and need analysis, response modality and scale, targeting, etc.
    Ensure emergency responses are in compliance to TdH NL´s, country and international standards. Ensure that all responses are contextually appropriate. 
    Supervise monitoring and evaluation of the floods emergency project to ensure the overall implementation is in accordance with agreed work plans, donor agreements and humanitarian accountability framework.
    Ensure the timely and quality reporting of the floods  emergency project as per donor and internal guidelines
    Participate in quarterly review meetings and provide progressive updates of the project

    Humanitarian Assistance Programme Development

    Work closely with the Country Director,, regional programme development manager and global Humanitarian team to identify funding opportunities that complement TdH NL´s humanitarian Action programme  in Kenya. 
    Support the expansion and strengthening of the Humanitarian Action programme within the TdH NL’s Strategy framework.
    Provide technical oversight and leadership in relation to TdH NL´s Humanitarian Action programme in Kenya.
    Regularly monitor the humanitarian context changes and adapt programs to respond to the needs of affected populations. 
    Advise/support rapid needs assessments or/and participate in joint need assessments with other humanitarian actors in the country. 
    Regularly assess the technical capacity of humanitarian action  staff including partners and facilitate capacity building training.  

    Coordination and representation: 

    Establish strong linkage with key sector coordination, NGOs, UN agencies, government counterparts and CSO actors at the national, regional and local level. 
    Coordinate with other humanitarian response actors to promote operational and program coordination. 
    Actively represent and promote TdH NL in emergency coordination and working group; share relevant information with the Country team
    Advocate TdH NL´s humanitarian programme with donors and other humanitarian stakeholders. 
    The responsibilities listed in the job description are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

    Knowledge, skills and experience

    University degree, preferably in an appropriate field such as disaster management, humanitarian aid, international relations, project management or equivalent.
    Minimum of 4 years’ experience in the field, preferably in humanitarian situations or emergencies.
    Knowledge of the country’s context.
    Proven experience and knowledge in emergency coordination 
    Proven experience in needs assessment and report writing 
    Experience in budget management 
    Proven experience in management of multisector programme including Protection, FSL, Multipurpose Cash, WASH, Nutrition etc 
    Knowledge of Project management, including project design, implementation, and evaluation.
    Knowledge of management techniques including partner management skills.
    Verbal and written fluency in English

    Objectives of the internship

    Human Resources (HR) Intern will learn and apply international employment laws in HR projects. S/he will work closely with HRBP-Africa to provide support in administering of HR programs, processes, and systems. Also, s/he will work with the country team to provide support in implementation of HR processes and systems in accordance with local rules and regulations. S/he will have an opportunity to learn and implement specific projects in Human Resources programs including but not limited to Recruitment, Onboarding, Policy review and HRMIS.

    Position in the organization

    The Intern will be under the guidance and leadership of the HRBP-Africa region based in Nairobi.

    Main Duties and Responsibilities
    (General overview but not limited to)

    Keep up to date and learn the various employment labour laws and HR regulations of the countries that TdH NL operates in Africa region
    Collaborate with HRBP to review and update HR policies/Handbook
    Assist with data cleaning on the K-Drive, and upload of necessary files to the HR system Bamboo in consideration of the Data protection requirements of all the files on K-drives
    Depending on job openings, manage job post on job boards, careers pages and social networks
    Screen job applications and resumes through online platform
    Assist in updating onboarding guidelines and conduct new hire evaluation
    Performing any other duty as may be assigned by the line manager.

    Knowledge, skills and experience

    Currently enrolled in a bachelor’s or master’s degree program in Human Resources Management or similar field OR
    Recently completed (less than a year) a bachelor’s/master’s degree program in Human Resources Management but with ongoing CHRP qualification studies.
    Excellent verbal and written communication skills
    French language will be an advantage
    Familiarity with the Human Resources Information System will be an added advantage.
