Position Summary: Relief International currently seeks a Regional Program Development Manager (RPDM) with a focus on the Africa Region. The RPDM will be responsible for donor engagement and capture management (approximately 50%) and managing and/or assisting in proposal development (approximately 50%). The RPDM will travel (at least 60%) to field sites as well as other countries as needed. The RPDM reports to the Vice President of Program Development.
ESSENTIAL RESPONSIBILITIES AND DUTIES:
Donor Engagement and Capture Management (approximately 50%)
In coordination with the regional and country teams:
Support development of RI strategy in Africa and ensure coordination with overall program development strategy;
Maintain regular engagement with donors, international organizations, national governments, foundations, etc., to track donor trends and priorities and inform HQ of upcoming program priorities;
Represent RI to the donor community as needed and inform donors on RI regional and country efforts;
Attend relevant meetings and networking events (e.g., regional and national coordination meetings, relevant RFA/P meetings, donor consultations) as needed for the performance of duties;
Maintain outreach with relevant international and local NGOs as well as private sector firms in order to facilitate partnerships needed for program development opportunities; and,
Develop capture plans and conduct completion analysis on upcoming priority proposals.
Proposal Development (approximately 50%)
Engage in needs assessment for project proposals as necessary;
Contribute to program design, for solicited and unsolicited programs, and for pilot and full scale programs;
Where proposals are pending with donor agencies, meet with donor officers to ensure program plans represent a good fit with donor objectives;
Participate in the preparation of funding proposals, including leading proposal writing efforts as well as costing efforts;
Track country and regional proposal efforts and report to PD team on status;
Support effective go/no-go decisions and cost share analysis;
Serve as PD focal point for the countries in Africa that RI works in;
Build the capacity of regional and country teams in program development; and,
Ensure review process and submission is completed, within submission deadlines.
In addition:
Undertake travel as required in the pursuit of the above tasks;
Prepare regular activity reports for HQ;
Undertake other ad hoc tasks, as instructed by HQ; and,
Operate within RI policy, setting an example for other field staff.

Position Summary:
The Regional Human Resources Coordinator performs professional and special project functions to support the Regional HR Office. S/he will serve as the Lead Recruiter for the Africa region supporting recruitment projects for Kenya, Somalia, Sudan, South Sudan, Uganda, and proposal recruitment for any new business in the region. S/he will also provide technical HR support services to projects and activities in the region in key HR functional areas including: human resources systems, safeguarding & protection, compliance, salary and benefits administration, and employee relations.
Essential Responsibilities and Duties:
Recruitment and staffingBuild a strategic talent resource plan for the region that reflects short and long-term employee needs and an approach to manage full-time employees, project-based employees, and consultants in one coordinated approach.
Establish a strong rapport with hiring managers at the region and field offices to understand their strategic staffing needs, priorities, constraints and fill vacancies in a timely and efficient manner.

Partner with employees and line managers to communicate RI human resources policies, procedures, and guidelines particularly focused on Safeguarding & Protection to enhanced awareness and compliance.
Assist in the regular review and roll out of HR policies, employment policies and procedures in compliance to RI’s standards and evolving national labour law.
Support the Regional HR Manager to investigate and report all employee relation issues such as employee complaints and grievances, sexual harassment, exploitation, and abuse, and any form of RI policy violations.

Ensure the timely and efficient payroll preparation for accurate data on donor code, number of days, benefits.

Position Summary:
The HR Manager is responsible for ensuring the day to day HR functions are performed in accordance with RI policies and procedures and HR best practice and to provide direct advice and guidance to Program Managers and staff on HR policies and procedures. He or she will be in charge of implementation of the annual HR objectives and other HR projects. The HRM will also supervise the Snr. HR, HR Officer and Assistant to ensure they carry out their responsibilities efficiently and effectively.
Essential Responsibilities And Duties

Capacity buildingEnsure National staff are aware of all HR policies, rules and regulations by conducting sessions for new staff and organizing for refresher sessions for all staff from time to time.
Organize learning and development opportunities in coordination with CD for staff to achieve programme goals
Conduct Training needs analysis (TNAS) within the programme and support staff in identification of suitable internal/external trainings in close consultation with the CD and LMs from time to time.
Provide training, support and advice on performance management and staff development plans and ensure reviews are conducted when and required as per the RI policy and procedure.
Verify that Project Training Funds are used to cover legitimate National staff development and talent management expenses, that funds are used effectively, and follow up to make sure training has been provided and the employee has completed the training successfully.
Encourage Managers and Directors to provide “Power Hour” training to their staff. Subject Matter Experts are asked to present content in an hour long session focusing on specific operational or technical subjects relevant to the program or project or related to current organizational or country/departmental needs.
Participate in forums relating to Human Resources including internal HR meetings and feedback to management on best practices, HR trends in country and at global level.Administration of the Learning Management system: RI Academy
Responsible for the registration, course enrollment and account closure, for all staff who have an email address, some English language capacity and access to the internet.
Work with the Manager/Supervisor and the employee to find relevant courses on the RI Academy’s LMS, or through INGO or other professional organizations or find courses locally (provided through an institute or a college) and consult with the RHRM for assistance in identifying learning and development opportunities based on the training and professional development goals identified in RI Excel.

Africa Regional Program Director
Location: London, England, or RI Field Office in Nairobi, Juba, Khartoum, or Kampala. Substantial travel required

Position Summary: Relief International (RI) seeks a Regional Program Director (RPD) for its programs in Africa based in London or in one of the Africa region country offices (Sudan, South Sudan, Somalia and Uganda), with regular travel to regional country offices. Under the leadership of the Regional Director, the RPD has five main tasks:Support, monitor and ensure the quality implementation of the projects in the region;
Ensure the grant management function for Africa;
Play a substantial role in promoting the RI way and strengthening Accountability to Communities Frameworks;
Help strengthen Monitoring and Evaluation and Learning systems; and

ESSENTIAL DUTIES AND RESPONSIBILITIES:Project Cycle Management
Help country teams in their efforts to implement RI country, region and global strategy in particular in the design of new programs and technical capacity building of teams.
Support country teams for the development, implementation and analysis of needs assessment tools and surveys and the preparation of related reports.
Carry out the timely project mobilization for all new projects in the region, involving country Program, regional and GSO relevant departments.
Participate in international program personnel recruitment and on-boarding; performance evaluation of international personnel; grievance management; international deployments and repatriations.

Regional Director
Position Summary:
Relief International is seeking experienced candidates for the position of Regional Director (RD) for Africa. The Regional Director will have significant management and international experience, a passion for humanitarian relief and development work, and be capable of successfully leading program teams and operations in four countries currently (Sudan, South Sudan, Somalia and Uganda) as well as exploring potential new programs in the region. Relief International currently employs 600 staff in the region and has a range of emergency response and development programs valued at 25 million USD which is expected to grow and reflect quality improvements in the years to come.
The RD will provide guidance, supervision and support to country directors and senior managers. He/she is directly responsible for the overall regional and country strategic planning, successful program delivery and performance management of country programs within his/her region, as well as oversight of the program support operations (security, finance, HR, operations). In addition, the RD is responsible for strengthening regional-level external relations and coordination. For his/her region and countries the RD will identify, and take steps to mitigate organizational risk. He/she will collaborate closely with all departments and support the Country Directors by making resources from the regional support team available, in order to ensure that programs meet stated objectives, are in line with RI’s mission, approach and strategy, meet the needs of partner communities, and are implemented to the highest standards, on time, and within budget. The RD also supports all efforts at the regional and country-level in new program development, ensuring that new programs fit within RI’s strategy, are technically sound and meet budgetary requirements.
The Regional Director (RD) will also serve on RI’s global Leadership Team and provide insight and guidance on global-level strategy, approach, systems effectiveness and improvements, and help strengthen the alignment of senior management and the CEO with our work in the field. The RD will ensure strong leadership of all members of the RI Regional Team so as to build team spirit, cohesion, motivation, commitment, quality performance and fulfillment of all agency functions and compliance with all agency policies and procedures, as well as commitments to our stakeholders.
