    Position Summary:
    The Regional Director Economic Opportunity & Market Systems is responsible for design, implementation, and evaluation of all agriculture, food security, livelihoods and Market systems (FSLMS), programs in Africa. He/she will be responsible for providing technical support, advice and coaching to the FSLMS teams in the region, fundraising and budgetary input for new FSL & Market Systems program design, and overseeing spending across all FSL&MS grants in Africa. The EO&MS Director will supervise country technical leads and oversee the management of multiple grants in the region. Finally, he/she will leading program development, identifying new business opportunities, and engaging with current and new donors regarding FSL&MS activities besides building capacity of local staff across country offices.
    Specific Duties & Responsibilities:

    Program Development and Management (50%)

    Oversee FSLMS program start-up and ongoing program management and administration of teams across various field locations.
    Lead the development of FSLMS detailed implementation plans, flowing from annual strategic work-plans, and ensure the delivery of the same.
    Lead the socialization of the program with all stakeholders, ensuring necessary approvals and collaboration as required across country offices
    Ensure that beneficiaries are effectively targeted according to established vulnerability criteria
    Integrate community approaches, gender & youth sensitivity and capacity building into all activities as appropriate
    Document processes and achievements to ensure best practices are captured and disseminated. This will include the continual re-evaluation of program activities and information, with resulting activity adjustments in keeping with new insights
    Oversee efforts to design effective M&E systems for the program, and linkages with internal M&E systems
    Create and follow effective stakeholder management plans, ensuring sound and proactive communications with partner organizations, RI headquarters, USAID, country governments and colleague agencies
    Provide technical and budgetary input throughout the program development and design phase
    Representing RI externally in both the Humanitarian Community and with Government officials as well as developing strong links with FSL & Market Systems NGO actors in the region. Actively participate in regional and country meetings and other Government/UN forums.
    Participate in the regional FSL & Market Systems Cluster coordination activities through active reporting and communication with field and national level focal points
    Lead scoping missions, engage with new donors on FSL& Market Systems opportunities, identify potential new business opportunities for new programs

    Team Management (20%)

    Support with the recruitment, orientation, professional development and ongoing training of program staff to ensure they are of the quality and technical capacity necessary to ensure the successful implementation of activities.

    Quality Assurance (30%)

    Build the capacity of national FSLMS staff through proper coaching and training
    Improve the quality of FSL & Market system services delivered in the region by priority setting, on-job training, and continuous monitoring
    Oversee the FSL & Market Systems management capacities/structure, evaluating team organogram and program management abilities on a routine basis
    Ensure the quality of program through development of data capture tools and ongoing evaluation for decision making
    Develop recommendations and guidelines for ensuring FSL & market systems program quality across field locations and program sites
    Routinely review existing data collection capacities and help the team improve country level data collection and reporting, particularly for outcome data
    Prepare weekly, monthly and annual work plans for grants

    Qualifications:

    Graduate degree in Development Studies, International Relations, Public Health, or related field preferred.
    At least 10-year experience in implementing multi-sector humanitarian relief or development projects in RI’s countries/regions of operations.
    At least 7-year experience developing and implementing operations and administrative management activities for an INGO.
    Excellent spoken and written English is required.
    Strong leadership and teambuilding skills, staff management and capacity building experience.
    Highly organized and systems-oriented.
    Knowledge of donor guideline requirements (e.g. USAID, UN, DFID, ECHO EuropeAid)
    Experience in proposal writing and programme development activities.
    Experience of external relation, networking and representation in particular with donors.
    Field experience with an INGO working on program implementation.

    POSITION SUMMARY:
    The Regional IT Coordinator monitors and maintains Relief International’s computer networks for the RI Africa RSO office; installs and configures hardware and software, provides technical support to RI RSO staff, and supervising all IT operations in all the RI country offices within the African region.
    ESSENTIAL RESPONSIBILITIES AND DUTIES:
    User Support

    Utilize the IT support ticketing system to troubleshoot users’ computer problems, determine sources of issues, and deliver appropriate solutions in the region.
    Support RI RSO staff to access IT-managed services, and
    Setup new users’ accounts and assist users to maintain active profiles throughout IT-managed systems

    Computer Systems Monitoring and Maintenance

    Follow the RI Computer Standards to install and configure computer operating systems and all RI software
    Plan and undertake scheduled maintenance to ensure all RSO computers are up-to-date with important software and system updates in the Regional Office
    Manage and keep track of IT inventory for RI Africa RSO office

    Network Monitoring and Maintenance

    Perform regularly scheduled network equipment maintenance to ensure the RSO network is running smoothly
    Monitor networking firewalls and enforce network security policies for RSO office
    Diagnose and fix network problems or potential problems
    Maintain other networked equipment, including but not limited to: printers, scanners, VoIP phones, and web conferencing systems.

    Information Security Response

    Monitor and response to security alerts associated with RSO users in the Cisco Thread Response portal
    Ensure all the local devices are free of virus/malware and the protection agents are up-to-date
    Coordinate with Cyber Security Working Group to response to any cyber-attacks targeting local users or devices.

    IT knowledge and user training

    Complete and fulfil all IT training requirements
    Attend necessary IT webinars and seminars to stay up-to-date with changes to all IT-managed solutions
    Maintain knowledge of industry trends and support best practices
    Provide basic IT user training and orientation to RSO staff

    Regional IT Supervision

    Supervise the IT operations within the whole region
    Ensure the global IT policies and procedures are enforced in the region
    Support country IT officers in the region to resolve in-country IT issues and provide guideline to make improvement in IT services
    Monitor and audit country level IT inventory, enforce IT equipment procurement and assignment procedures

    MINIMUM QUALIFICATIONS AND REQUIREMENTS:

    Bachelor’s degree in Computer Science or related field preferred

    Essential Responsibilities and Duties:
    Recruitment and staffing

    Build a strategic talent resource plan for the region that reflects short and long-term employee needs and an approach to manage full-time employees, project-based employees, and consultants in one coordinated approach.
    Establish a strong rapport with hiring managers at the region and field offices to understand their strategic staffing needs, priorities, constraints and fill vacancies in a timely and efficient manner.

    Partner with employees and line managers to communicate RI human resources policies, procedures, and guidelines particularly focused on Safeguarding & Protection to enhanced awareness and compliance.
    Assist in the regular review and roll out of HR policies, employment policies and procedures in compliance to RI’s standards and evolving national labour law.
    Support the Regional HR Manager to investigate and report all employee relation issues such as employee complaints and grievances, sexual harassment, exploitation, and abuse, and any form of RI policy violations.
    Support management of employee rations processes related to disciplinary actions, staff separation, and termination.

    General Administration

    Ensure the timely and efficient payroll preparation for accurate data on donor code, number of days, benefits.
    Follow up on expatriate staff services in terms of relocation and making the necessary arrangement for incoming staff to be based in region.
    Support regular HR audits across country offices to ensure compliance to RI policies, procedures, systems and donor regulations.
    Ensure the timely processing of new contracts, contract extensions, staff transfers, promotions and other change of status/ personnel changes.

    Position Summary:
    The HR Manager is responsible for ensuring the day to day HR functions are performed in accordance with RI policies and procedures and HR best practice and to provide direct advice and guidance to Program Managers and staff on HR policies and procedures. He or she will be in charge of implementation of the annual HR objectives and other HR projects. The HRM will also supervise the Snr. HR, HR Officer and Assistant to ensure they carry out their responsibilities efficiently and effectively.
    Essential Responsibilities And Duties
    HR Strategy

    Oversee the regular review and roll out of HR policies, employment policies and procedures in compliance to RI’s standards and evolving national labor law.
    In collaboration with the Program Manager and Country Director, assist in the development of staffing and recruitment plan to ensure that each team is staffed appropriately, according to need and funding availability, in an efficient and timely manner.

    Recruitment

    Ensure staff hiring is conducted efficiently and in compliance with RI’s policies and national labor law.
    Ensure a high quality, transparent, timely and efficient recruitment process.
    Determine salaries for selected candidates based on the salary scales
    Ensure pre-employment requirements are submitted and personnel files with documentation according to HR checklist is opened for new staff and completed on a timely basis.
    Ensure that all staff have undergone orientation and induction at Country office including International staff.
    Support the CD in processing of Visas and work permits for visitors and International staff as and when required .

    Compensation and benefits

    Ensure the timely and efficient payroll preparation for accurate data on grant code, number of days, benefits.
    In close coordination with Finance, ensure all staff fill timesheets correctly and they are submitted on a monthly basis as part of the payroll package.
    Ensure the proper utilization and accurate tracking of all types of leave.
    Oversee the periodic salary review and analysis, and review and revision of new salary structure, as appropriate.

    Employee Relations
    General:

    Ensure the timely processing of new contracts, contract extensions, staff transfers, promotions and other change of status/ personnel changes.
    Manage processes related to disciplinary actions, staff separation, and termination.
    Respond to employee related queries and provide answers to all HR related inquiries and requests.
    Keep HR Manual updated and constantly communicate it, along with other HR policies to staff.
    Provide day-to-day advice to the programme teams, around interpretation and implementing HR policies, and procedures in order to ensure consistency.
    Make sure that employees’ files are auditable at all times as per RI standards and any relevant donors’ requirements.
    Working with CD and County Finance teams, support internal and external Audits by ensuring necessary documents are updated, scanned where required and submitted as needed.

    Performance Management System: RI Excel

    Provide training and ensure new hires and current staff complete the training on RI Excel and understand the goal setting process well.
    Oversee the monthly utilization of RI Excel reporting and offer support to staff where needed.
    Monitor the evaluation process at all stages and ensure that employees and supervisors complete the review process in a timely manner.
    Act as training administrators and ensure that training goals for employees are monitored on RI Excel.
    Provide guidance to supervisors as they complete evaluations, help supervisors find effective coaching methods that work for specific issues including identifying areas of poor performance and assisting supervisors to establish plans for improving performance (PIPs), be present during review meetings when necessary.
    Provide ongoing support to RI Excel users including responding to various inquiries raised by different employees, clarifying the appraisal forms, methodology etc.

    Training and Development
    Capacity building

    Ensure National staff are aware of all HR policies, rules and regulations by conducting sessions for new staff and organizing for refresher sessions for all staff from time to time.
    Organize learning and development opportunities in coordination with CD for staff to achieve programme goals
    Conduct Training needs analysis (TNAS) within the programme and support staff in identification of suitable internal/external trainings in close consultation with the CD and LMs from time to time.
    Provide training, support and advice on performance management and staff development plans and ensure reviews are conducted when and required as per the RI policy and procedure.
    Verify that Project Training Funds are used to cover legitimate National staff development and talent management expenses, that funds are used effectively, and follow up to make sure training has been provided and the employee has completed the training successfully.
    Encourage Managers and Directors to provide “Power Hour” training to their staff. Subject Matter Experts are asked to present content in an hour long session focusing on specific operational or technical subjects relevant to the program or project or related to current organizational or country/departmental needs.
    Participate in forums relating to Human Resources including internal HR meetings and feedback to management on best practices, HR trends in country and at global level.

    Administration of the Learning Management system: RI Academy

    Responsible for the registration, course enrollment and account closure, for all staff who have an email address, some English language capacity and access to the internet.
    Work with the Manager/Supervisor and the employee to find relevant courses on the RI Academy’s LMS, or through INGO or other professional organizations or find courses locally (provided through an institute or a college) and consult with the RHRM for assistance in identifying learning and development opportunities based on the training and professional development goals identified in RI Excel.
    On monthly basis, report the names and courses taken outside LMS.

    Qualifications & Requirements

    Educated to degree level, with professional qualification in HR.
    At least 5 years continuous practice in a similar position, with at least 2 years in an HR supervisory/management position.

    Africa Regional Program Director

    Location: London, England, or RI Field Office in Nairobi, Juba, Khartoum, or Kampala. Substantial travel required
    Reports to: Regional Director (RD), Africa
    Position Summary: Relief International (RI) seeks a Regional Program Director (RPD) for its programs in Africa based in London or in one of the Africa region country offices (Sudan, South Sudan, Somalia and Uganda), with regular travel to regional country offices. Under the leadership of the Regional Director, the RPD has five main tasks:

    Support, monitor and ensure the quality implementation of the projects in the region;
    Ensure the grant management function for Africa;
    Play a substantial role in promoting the RI way and strengthening Accountability to Communities Frameworks;
    Help strengthen Monitoring and Evaluation and Learning systems; and
    (Represent RI with the donors and other partners supporting the region.

    The Regional Program Director will have significant management and international experience, a passion for humanitarian relief and development work, and be capable of successfully guiding and supporting program teams in the region.
    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    Project Cycle Management

    Help country teams in their efforts to implement RI country, region and global strategy in particular in the design of new programs and technical capacity building of teams.
    Support country teams for the development, implementation and analysis of needs assessment tools and surveys and the preparation of related reports.
    Carry out the timely project mobilization for all new projects in the region, involving country Program, regional and GSO relevant departments.
    Participate in international program personnel recruitment and on-boarding; performance evaluation of international personnel; grievance management; international deployments and repatriations.
    Carry out bi-annual project follow-up coordination meetings for projects that are longer than 6 months.
    Undertake multi-faceted strategy to promote elements of the RI way in our programmes
    Support and ensure that the programme teams develop and follow project management tools such as action plan, budget projections, procurement plans, M&E plans.
    Ensure appropriate Monitoring and Evaluation activities are carried out regularly (including data collection & analysis, monitoring of project progress against established work plans, monitoring of established indicators and utilization of results to inform program design).
    Closely monitor, review and analyze monthly budget vs. actual expenditure reports, and make recommendations on the basis of these and ensure that appropriate action is taken in a timely fashion.
    Review and approve country Request For Funds (RFF) and ensure that they accurately match with programmatic requirements.
    For each project, design and monitor with the country team, project progress tools.
    Ensure that program implementation complies with RI and donor policies for projects.

    Position Summary:
    Relief International is seeking experienced candidates for the position of Regional Director (RD) for Africa. The Regional Director will have significant management and international experience, a passion for humanitarian relief and development work, and be capable of successfully leading program teams and operations in four countries currently (Sudan, South Sudan, Somalia and Uganda) as well as exploring potential new programs in the region. Relief International currently employs 600 staff in the region and has a range of emergency response and development programs valued at 25 million USD which is expected to grow and reflect quality improvements in the years to come.
    The RD will provide guidance, supervision and support to country directors and senior managers. He/she is directly responsible for the overall regional and country strategic planning, successful program delivery and performance management of country programs within his/her region, as well as oversight of the program support operations (security, finance, HR, operations). In addition, the RD is responsible for strengthening regional-level external relations and coordination. For his/her region and countries the RD will identify, and take steps to mitigate organizational risk.     Position Summary:
    The HR Manager is responsible for ensuring the day to day HR functions are performed in accordance with RI policies and procedures and HR best practice and to provide direct advice and guidance to Program Managers and staff on HR policies and procedures. He or she will be in charge of implementation of the annual HR objectives and other HR projects. The HRM will also supervise the Snr. HR, HR Officer and Assistant to ensure they carry out their responsibilities efficiently and effectively.
    Essential Responsibilities And Duties
    HR Strategy

    Oversee the regular review and roll out of HR policies, employment policies and procedures in compliance to RI’s standards and evolving national labor law.
    In collaboration with the Program Manager and Country Director, assist in the development of staffing and recruitment plan to ensure that each team is staffed appropriately, according to need and funding availability, in an efficient and timely manner.

    Recruitment

    Ensure staff hiring is conducted efficiently and in compliance with RI’s policies and national labor law.
    Ensure a high quality, transparent, timely and efficient recruitment process.
    Determine salaries for selected candidates based on the salary scales
    Ensure pre-employment requirements are submitted and personnel files with documentation according to HR checklist is opened for new staff and completed on a timely basis.
    Ensure that all staff have undergone orientation and induction at Country office including International staff.
    Support the CD in processing of Visas and work permits for visitors and International staff as and when required .

    Compensation and benefits

    Ensure the timely and efficient payroll preparation for accurate data on grant code, number of days, benefits.
    In close coordination with Finance, ensure all staff fill timesheets correctly and they are submitted on a monthly basis as part of the payroll package.
    Ensure the proper utilization and accurate tracking of all types of leave.
    Oversee the periodic salary review and analysis, and review and revision of new salary structure, as appropriate.

    Employee Relations
    General:

    Ensure the timely processing of new contracts, contract extensions, staff transfers, promotions and other change of status/ personnel changes.
    Manage processes related to disciplinary actions, staff separation, and termination.
    Respond to employee related queries and provide answers to all HR related inquiries and requests.
    Keep HR Manual updated and constantly communicate it, along with other HR policies to staff.
    Provide day-to-day advice to the programme teams, around interpretation and implementing HR policies, and procedures in order to ensure consistency.
    Make sure that employees’ files are auditable at all times as per RI standards and any relevant donors’ requirements.
    Working with CD and County Finance teams, support internal and external Audits by ensuring necessary documents are updated, scanned where required and submitted as needed.

    Performance Management System: RI Excel

    Provide training and ensure new hires and current staff complete the training on RI Excel and understand the goal setting process well.
    Oversee the monthly utilization of RI Excel reporting and offer support to staff where needed.
    Monitor the evaluation process at all stages and ensure that employees and supervisors complete the review process in a timely manner.
    Act as training administrators and ensure that training goals for employees are monitored on RI Excel.
    Provide guidance to supervisors as they complete evaluations, help supervisors find effective coaching methods that work for specific issues including identifying areas of poor performance and assisting supervisors to establish plans for improving performance (PIPs), be present during review meetings when necessary.
    Provide ongoing support to RI Excel users including responding to various inquiries raised by different employees, clarifying the appraisal forms, methodology etc.

    Training and Development
    Capacity building

    Ensure National staff are aware of all HR policies, rules and regulations by conducting sessions for new staff and organizing for refresher sessions for all staff from time to time.
    Organize learning and development opportunities in coordination with CD for staff to achieve programme goals
    Conduct Training needs analysis (TNAS) within the programme and support staff in identification of suitable internal/external trainings in close consultation with the CD and LMs from time to time.
    Provide training, support and advice on performance management and staff development plans and ensure reviews are conducted when and required as per the RI policy and procedure.
    Verify that Project Training Funds are used to cover legitimate National staff development and talent management expenses, that funds are used effectively, and follow up to make sure training has been provided and the employee has completed the training successfully.
    Encourage Managers and Directors to provide “Power Hour” training to their staff. Subject Matter Experts are asked to present content in an hour long session focusing on specific operational or technical subjects relevant to the program or project or related to current organizational or country/departmental needs.
    Participate in forums relating to Human Resources including internal HR meetings and feedback to management on best practices, HR trends in country and at global level.

    Administration of the Learning Management system: RI Academy

    Responsible for the registration, course enrollment and account closure, for all staff who have an email address, some English language capacity and access to the internet.
    Work with the Manager/Supervisor and the employee to find relevant courses on the RI Academy’s LMS, or through INGO or other professional organizations or find courses locally (provided through an institute or a college) and consult with the RHRM for assistance in identifying learning and development opportunities based on the training and professional development goals identified in RI Excel.
    On monthly basis, report the names and courses taken outside LMS.

    Qualifications & Requirements

    Educated to degree level, with professional qualification in HR.

Under the leadership of the Regional Director, the RPD has five main tasks:

    Support, monitor and ensure the quality implementation of the projects in the region;
