    POSITION SUMMARY :  

    The Regional Program Development Manager (RPDM) reports to the Regional Program Director (RPD), with technical supervision of the Head of Program Development based in Washington DC.
    The RPDM will take on a rigorous leadership role as a thought leader working with RSO and GSO to set strategy for the region as well as to support and guide the country offices in various key aspects of developing and accessing funding for new programs, in addition to focusing on improving the consistency and quality of proposal development processes at country level.
    The RPDM will be responsible for working closely with the RPD and country offices on capture management , networking planning, leading on program design workshops for strategic proposals, coordinating proposal development among various departments, ensuring full packages ready for review at regional and global level , and managing contributing directly on proposal writing as necessary .
    The job holder will need to undertake short-term travel to support country programs in the development of large strategic bids and/or providing surge capacity if needed .  
    This role will be critical to overall leadership and management of managing and reporting the ongoing and forecasted opportunities related to program development in the region and facilitate resource availability in coordination with GSO . 

    ESSENTIAL DUTIES AND RESPONSIBILITIES :  
    Strategic Support  

    Coordinate closely with the Global Program Development team, including participation in requested meetings and initiatives  
    Coordinate closely with the RPDM for RI’s other region, Middle East, to support culture of harmonized approaches between regional teams  
    Act as primary point of contact within the regional team supporting country teams with all aspects of the PD process   
    In coordination with RPD and country teams, develop networking strategy and follow up accordingly on its implementation at CO-level and regional level  
    Support the capacity development of regional and country teams in program development  
    Support effective go/no-go decisions, including ensuring opportunities align with the country strategy and RI global strategy  
    Undertake travel as required (short-term trips 10 days or less) in the pursuit of the above tasks  
    Participate in strategy development sessions for region and country offices  
    Participate in donor meetings at donor HQ and country levels as requested; participation in other meetings such as cluster meetings as requested  

    Proposal Development  

    Contribute to program design, for solicited and unsolicited programs, and for pilot and full-scale programs  
    Manage/coordinate the preparation of funding proposals, including leading proposal writing and costing efforts across a broad range of donors and award amounts  
    Ensure full/clean packages for review of global PD team and regional team before submission  
    Work with the RPD and country teams to develop work plan for priority proposals  
    Work with RPD, Regional MEAL Manager and country teams on needs assessment requirements for project proposals as necessary  
    Track country and regional proposal efforts and report to RPD and Head of Program Development on status  
    Ensure PD process is followed within submission deadlines  
    In collaboration with country, regional and global team ensure Africa and Asia proposal development pipeline is accurate and up-to-date  

    Risk Management  

    Work closely with regional and country teams on anticipating and mitigating programmatic and organizational risks related to program development and design of new projects  
    Ensure partnerships with other organizations within proposals follow RI’s procedures, including teaming agreements and due diligence requirements are met prior to submission  
    Support understanding of risks associated with taking on new donors  
    Ensure cost-share/ contribution identification for proposals is clear and reasonable  
    Work with country teams and Regional Finance Manager to ensure proposals align with the RI Common Cost Allocation Policy   
    Safeguarding  
    Uphold and promote RI’s commitment to ensuring the safeguarding and safety of the vulnerable communities we serve  
    Consistent with RI’s safeguarding and protection policies, ensure all people who come into contact with Relief International are as safe as possible  

    Position requires:  

    Excellent written, verbal and interpersonal communication skills;  
    Ability and willingness to travel to field offices;  
    MA in international relations, business administration or other relevant field;  
    5 years minimum experience in INGO context, experience in Africa and/or Asia desired

    Humanitarian Access

    Keep up-to-date with developments in humanitarian access and negotiation along with security issues in humanitarian aid and incorporate key components into the training curriculum.
    Working with RSO and GSO, regional and country leadership teams, supporting the establishment of principled and secure humanitarian access to enable durable programming.
    Assist in the continued development of humanitarian access teams and activities.
    Contribute in reviewing and implementing guidelines for principled humanitarian access and engagement with non-state actors, using standard RI policies and guidance.

    Regional Geopolitical Trend Analysis

    Monitor, collate and verify contextual developments from a diverse range of information, such as NGOs, the UN, civil society organizations, research institutes and media sources.
    Develop Regional trends/reviews summary, based on a collection of Country Security Reports and developing contexts. Especially focus attention to countries with cross border programming potential (i.e. Afgh-Iran-Pak; MMR-BD, etc) Present and share these to respective CDs and the RD, to feed into opportunities to inform regional networks (i.e. ADSP) on developing trends for improved programming.

    Regional Coordination and Country Supervision

    Serve as technical supervisor for Security Managers (or Security Focal Point) in each country office.
    Participate in country-level recruitment for Security staff as technical support.
    Participate in regional meetings as part of the regional SMT, ensuring that security considerations are threaded throughout all decision-making as part of an interdepartmental approach to regional management.
    Champion new organization initiatives related to security and risk management.
    Coordinate closely with regional team and CDs to ensure and internally advocate that security considerations are incorporated in planning for new projects and operational set-up at country level, which will include participation in program development and program modification processes.
    Monitor and audit country level progress towards improvements at country-level for each country office.
    Participation in Security and other RI working groups.

    Risk Management

    Work closely with country teams on anticipating and mitigating programmatic and organizational risks.
    Assume a leadership role in the roll-out and follow-up of compliance and due diligence policies and procedures to country offices in coordination with other regional team members, especially as it applies to security
    Support the Regional Director to present calculated risks based on evidence-based assumptions to help identify actions and decisions that need to be taken. Develop action plans to move decisions forward, convening stakeholders and leading follow-up as needed.

    Safeguarding

    Position requires:

    Demonstrated progressive international security, access & risk management experience working in conflict-affected countries and complex relief settings in the fields of both security & communications.
    Demonstrated experience with implementing security strategies, policies, procedures, and standards.
    At least 5-10 years’ experience providing security and safety support in humanitarian relief/crisis response contexts for international NGOs (required).
    International experience in at least one of the countries where RI operates in Asia/Africa is a plus.
    Master’s degree in political, conflict, security or humanitarian studies; Equivalent university degree in Criminal Justice, Homeland Security, Security Administration preferred;
    ASIS Certified Protection Professional APP at a minimum or CPP designation desirable.
    Strategic commitment to innovatively incorporate and systematize analytical thinking into humanitarian projects, operations and programs.
    Demonstrated training and mentoring skills a must.

    Program Development Support

    Write, review and edit proposal narratives, concept notes, and other business/program development documents when assigned as part of proposal teams.
    Review proposals and supporting documentation and annexes for accuracy and compliance with donor regulations as required

    Grants Management Support

    Ensure high quality content and compliance with guidelines and requirement for donor reports. Provide final copy edit and/or support in writing assigned sections, upon requested. When needed, deploy to country programs to assist in writing reports.
    Work with the Regional Program Assistant (RPA) to ensure regional grants and reporting trackers as well as online grant folders are updated regularly

    Communications and Representation Support

    Coordinate and participate in regular management meetings with field, RSO and GSO colleagues, including the documentation and sharing of the minutes and action items, encourage overall program cohesion through coordination and information sharing with and between program teams, RSO and GSO

    Master’s degree in International Development, Humanitarian Studies, Management Studies, or a related field in alignment with the relief and development sectors
    Demonstrated progressive professional experience managing humanitarian/development programming or supporting the management of programs in a regional capacity; including field experience
    Exceptional and demonstrated skills in program cycle management, covering the entire program cycle
    Seven (7) years’ experience managing multi-country programs or regional programs preferably in humanitarian/emergency.
    Familiarity with US Government grants, as well as ECHO/EC and or/ UN grants
    Excellent independent and collaborative report writing and data analysis skills
    Demonstrated ability to coordinate complex activities, meet deadlines, and exercise sound judgment and discipline
    Logical and critical thinking skills, and a comfort working with complex budgets and spreadsheets
    Strong independent task management skills and techniques, ability to prioritize and organize own workload

    Regional Program Director

    Position Summary.
    The Regional Program Director will work closely with the Regional Director to contribute to and implement RI’s Global strategy, by providing vision and strategic direction to all of RI’s work in the region. This includes RI’s humanitarian responses in addition to looking at future long-term development, program design and implementation that will ensure RI’s longer-term presence in the region and working with both host communities and governments.
    The Regional Program Director role will focus on increased facilitation and coordination between Global and RI country programs to create a stronger regional portfolio that is globally coordinated and is able to evolve from day-to-day management to growth and improvement in quality.
    The Regional Program Director is expected to take a leadership role in supporting a multi-departmental approach to strategy design, program management, program development, and risk management in close coordination with Finance, Awards Management, Security, Supply Chain and Operations, and HR departments.
    Essential Responsibilities and Duties.
    Strategic Leadership

    Work directly with Technical Assistance Department and other initiatives that are focused on improving quality implementation in countries and ensuring that regional priorities and needs are understood and incorporated in the design.
    Articulate a compelling vision for the region and support country programs in setting country strategies.
    Support the management of country level strategic and annual planning, development, implementation, monitoring and evaluation.
    Connect teams to ideas, partners and resources to drive creative solutions for greater impact.
    Prepare the region to be strategically positioned for new opportunities and prioritize needs to enable region to go for them.
    Work closely with the Regional Director to ensure that the voice of the Region is effectively heard and influence the direction of RI through the participation and contribution of the Region and organization wide activities.
    Promote sharing of learning with others and drawing on learning from across RI and externally and utilizing the results to inform program decisions and enhance institutional knowledge
    Support the Regional Director and Country Directors in program development, networking with new donors, and developing partnerships with INGOs, LNGOs and other relevant external stakeholders.

    Support the Regional Director to present calculated risks based on evidence-based assumptions to help identify actions and decisions that need to be taken. Develop action plans to move decisions forward, convening stakeholders and leading follow up as needed.

    Program Cycle Management

    Contribute robustly to program development process, including revision of proposals to ensure alignment with country and regional strategy, technical input/writing/quality control, and coordination with program and technical staff.
    Oversee the Regional Program Manager and Regional Monitoring, Evaluation and Learning (MEL) Manager in the provision of in-person and remote guidance and support on implementation of sound project cycle management and technical quality standards for all Country Programs.
    Ensure country offices have appropriate backstopping to meet RI’s required tools and processes and ensure the coordination of RI’s program quality and portfolio reporting mechanisms throughout the region.
    Work closely with Regional Awards Manager who is responsible for ensuring compliance of the regional portfolio in accordance with RI and donor policies, including, but not limited to support for timely identification and preparation of no-cost extensions, budget realignments, and program grant modifications.
    Lead on donor communications and serve as key focal point to donors at HQ-level (i.e. DC-based for USG, Brussels based for EU, etc), where counterparts for donor country level representation exists.
    The Regional Program Director is expected to take a lead in the Regional Team in all efforts towards accountability; focusing on how we can improve our current program implementation to specifically respond to our beneficiaries and to international standards. In addition, how and what steps we can begin to take to actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our programs.

    Other Management Responsibilities

    Assume the role of Regional Director when Regional Director is on leave.
    Supervise and mentor program staff in the regional team, and Program Directors (or equivalent) in country offices.
    Participate in meetings convened by Global Support Office and champion new organization initiatives.

    Regional MEAL Manager

    Position Summary:
    As part of the Regional Programs Team within the Regional Support Office (RSO) for RI’s Africa & Asia Region, the Regional MEAL Manager will work closely with the Regional Program Director and the Regional Program Manager to provide in-person and remote guidance to RI’s MEAL teams across the nine countries of the Africa/Asia region. This position will enhance the MEAL capacity across the countries and ensure that country teams are supported in the design and implementation of a robust MEAL system, high quality analysis and reporting, and the advancement of accountability and community led approach. The Regional MEAL Manager will also work directly with RI’s Global MEAL team within the Technical Assistance Department (TAD) and support initiatives that are focused on improving program quality and accountability across the region and organization.  
    ESSENTIAL RESPONSIBIITIES and DUTIES:
    Support the Design and Implementation of Country MEAL Systems & Enhance MEAL capacities

    Through coordination with GSO MEAL staff, work closely with MEAL Country Managers to support and enhance their technical capacities and approaches to implementing MEAL practices within their country programs, serving as technical dotted line to these positions.
    Provide support on data collection exercises, including needs assessments, PDMs, and evaluations for country offices, as well as regional initiatives (i.e. coordinate with GSO MEAL on region-wide data analyses).
    Review and advise on logframes and/or results frameworks, theories of change (TOCs) and proposed MEAL activities during program design/proposal development, during the mobilization phase (baselines), implementation and close-out and reporting phase (e.g. end-lines)
    Work with GSO and country teams to adapt data collection tools and methodologies as necessary, for any given project or donor.
    Ensure country teams undertake quality design, implementation, and data analysis for a wide range of MEAL activities and provide support as necessary (e.g. KAP surveys, baseline surveys, post-harvest/planting surveys, post-distribution monitoring, Indicator Tracking Table Analysis etc.)
    Ensure that all country teams have robust Complaints, Feedback and Accountability Mechanisms in place, in adherence to global RI standards, and that regular reporting and learning is generated from the feedback received both at country-level and across the region. 
    Work closely with Program Teams to ensure sound program design and implementation, meeting Core Humanitarian Standards (CHS) and prioritizing program quality and constant improvement towards a robust community centred approach
    Support the global MEAL team with the roll-out of LogAlto, RI’s web-based monitoring & evaluation software, across the region and provide ongoing support to ensure LogAlto is consistently used (when feasible) to enhance reporting and analysis.

    Capacity Building

    Identify MEAL capacity-building needs of country teams and work with the global MEAL team to meet these needs through trainings and other support initiatives
    Work with the global MEAL team to ensure all new country MEAL Managers are adequately on-boarded on RI’s MEAL framework, processes, and resources
    Foster an organisational culture that recognises the importance of MEAL, beyond MEAL departments, promoting innovation, evidence-based decision making, and an interest in learning across departments.
    Promote Learning for Improved Program Quality, Strategic Development & Decision Making
    Support Regional Program Director in promoting RI new strategic framework at regional and country office levels, in particular the community centred approach and the strive for innovation.
    Support Regional Program Director with regional analysis of results to tell compelling stories about the quality and impact of RI work in the region and to contribute to learning and program development
    Strengthen and reinforce linkages between the global MEAL strategy and initiatives led by the global MEAL team within the Technical Assistance Department (TAD) with the regional and country teams, to support the improvement of MEAL as an organization-wide priority as well as ensure that learning from the region informs RI global evidence and strategic direction.
    Bridge the Global-Country divide by supporting MEAL staff to understand global guidance, learning and evidence, ensure that learning from the region informs our global evidence and strategic direction, and staff at all levels understand that their roles all contribute to our global objectives.
    Work with country teams to capture Lessons Learned from ongoing and previous programs and subsequently capitalize on these Lessons Learned for improved future programming
    Work with country teams to identify and implement proactive Learning Agendas and support RI’s country teams to look beyond the day-to-day implementation and take on initiatives to analyze available program data and/or gather additional external primary data, conduct secondary data reviews to ultimately identify trends and patterns that can be used to design innovative interventions, attract new donors, and overall improve the delivery of future programs for the affected communities.
    Support Country MEAL teams to effectively communicate top level learning / analysis and monitoring data to ensure that country and regional leadership is able to make informed decisions on a timely basis
    Champion knowledge management, in collaboration with the global MEAL team and other TAD colleagues, through sharing of evaluations and lessons learned from country and regional programs and initiatives to inform program decisions and enhance Relief International’s institutional knowledge.
    Building collegial dynamic across country MEAL leadership in the region in order to support harmonized approaches and learning lessons between country offices.

    Quality Internal and External Reporting

    Ensure that reports (e.g. for KAP surveys, evaluations, PDMs, etc.) are of high quality, follow best practices and MEAL standards and support program reporting as per donor contractual requirements.
    Support the country teams with internal reporting to the global MEAL team (e.g. quarterly People Reached data) ensuring timely reporting as well as accuracy and consistency of data reported.
    Ensure that high quality analysis reports are being generated region-wide to illustrate Relief International’s impact in the region and that assessment findings are produced, including evidence of good practice and replicable programs, and that they are communicated via appropriate internal and external channels/platforms.

    Other Management Responsibilities

    Serve as technical referent to all Country MEAL Managers (or equivalent position) in the region, leading bi-weekly calls with each.
    Participate in meetings convened by Global Support Office MEAL department and champion new organization initiatives as requested.
    Participate in key recruitment processes for country-level MEAL leadership as technical referent.
    Participate in regional initiatives as requested from RPD.

    Reports To: Regional Director and technical to the Finance Field Director or Chief Financial Officer in his/her absence
    Essential Responsibilities and Duties:
     

    Under supervision if the Regional Director, with technical of the Finance Field Director, provides leadership and coordination in the administrative, accounting, financial reporting and budgeting processes of RI’s Regional overseas program offices to implement, maintain and improve financial management systems, policies and procedures.
    Work closely with RI Country Finance staff to implement, improve and maintain financial management policies, systems, structures, and procedures including procurements and expenditures, inventory, requisition and record keeping system.
    Works within or travels frequently within the Africa Region to provide training, leadership, oversight and direction to RI’s Country finance staff in order to enhance and develop overseas country national finance staff capabilities within a growing and expanding organization.
    Receive ongoing financial summaries from country offices in the region; check them for accuracy and compliance, and input to RI Global main Finance Center.
    Coordinate and compile with overseas –country finance staff, all projects monthly financial reports, statements and special analyses for submission to RI Global Finance.
    Coordinate consolidation of regional monthly transactions
    Prepare/review donor reports for in Country submissions
    Closely coordinate consolidation with country program manager and directors in the region in order to participate in all major program procurement bidding and vendor selection process in sites. Ensure that vendor selection complies with RI, donor and audit procurement requirements.
    Ensure that financial records and back up documentation in all regional overseas-countries are ready for internal and external audits.
    Serve as primary liaison relative to the regional finance issues during the fiscal year including audit preparation, audit and post audit time.
    Work closely with overseas country directors and program Managers in the region to monitor project budgets and actual expenditures.
    Work closely with RI global finance in the preparation of US government, EU and other international donor agency grant and contract reports for submission to the donors.
    Respond to internal audit demands from IAIA and RI global support departments as these arise.
    Provide support to IAIA in finding corrective response to audit findings uncovered through self-audit checklists, investigations, IAIA staff field visits, and external auditor reports.
    Travel to field locations and assist IAIA with country based risk assessment and internal audit reviews as required.
    Track US and field auditors and follow up on preparation progress ad results in accordance with Finance Field Director’s guidance.
    Support capacity – building for field finance team’s financial responsibilities based on survey results, risk assessments field visits, and otherwise identified troubleshooting needs.
    Perform other duties, assignments, and/or projects as assigned.

    Minimum Qualifications & Requirements

    Minimum education; prefer a bachelor degree in accounting
    Chartered accountant or CPA equivalent preferred
    Must have at least 5 years of experience at a senior finance level in NGO or non-profit organizations and familiarity with international donor agencies and governments grants administration
    Previous INGO overseas experience as in-country finance officer or manager highly desirable
    Complete familiarity with Quick box accounting software’s. Experience with SUN financial software desirable.
