    Research Lead

    Major Responsibilities

    Lead IRC’s cost research portfolio, identifying key questions about the cost-efficiency and cost-effectiveness of the IRC’s activities and developing research strategies to answer these questions.
    Develop a research agenda, scoping and coordinating new analyses and work plans to answer key stakeholder research questions. Lead ad hoc strategic analyses that feed into organizational decision making.
    Partner with research and technical counterparts to ensure the design of studies is appropriately targeted to our programs, targets, and learning priorities.
    Supervise Best Use of Resources staff, provide oversight of deliverables, conduct quality assurance on all analyses, and ensure projects are on track and following appropriate guidance.
    Develop evidence synthesis and lead strategic projects to inform organizational learning, and apply lessons from cost analysis to decisions about scaling and replicating effective interventions.
    Consult on evidence recommendations and support project leads to decide how cost research should be included in proposals.
    Collaborate on advocacy, identifying and scoping strategic partnerships, reviewing collateral, and building relationships.
    Contribute to fundraising for BUR team, including proposal writing for projects led by other teams.
    Serve as focal point in conversations with external stakeholders on costing methodology and results, and connect IRC teams with external sectoral researchers and technical experts for cross collaboration and learning.
    Create guidance and templates to improve overall research and methodology, including scenario tools, cost-efficiency models, methodology guidance, etc.
    Oversee research project reporting, including writing reports, delivering presentations, supporting communications staff, and contributing to broader BUR/IRC reports.
    Oversee portfolio contracting, budget, and finances, including leading the budgeting and planning for BUR staffing on cost research.
    For given focus area(s), lead research and technical assistance in the same capacity as a BUR advisor.

    Job Requirements
    Work Experience

    Master’s degree in economics, public policy, or a related field required; PhD strongly preferred;
    4+ years of similar work experience; preference for 1+ years in LMICs strongly preferred.

    Demonstrated Skills And Competencies

    One or more years of experience managing individuals and/or teams;
    Experience managing fifteen or more projects and/or projects in excess of $200k;
    Knowledge of evaluation methods, applications, and cost-evidence literature in LMICs;

    Job Overview
    The Grants and Finance Coordinator will have a commercial contract management focus responsible for providing grants and budget leadership across the WISH 2 project in Somalia and South Sudan. S/he will play a critical role in ensuring transparency, accountability, effective grant management, and compliance in all aspects of the WISH2 Project. S/he is the focal point for donor reporting, information management, grants management, and capacity-building efforts within the WISH program. S/he will also support the Project Lead in programmatic and budgetary monitoring, compliance with donor and internal IRC rules and regulations, and other key functions as required.
    Major Responsibilities

    Budget Management and Monitoring

    Oversees the preparation and realignment of the project budget, supporting the Country Offices and with guidance on costing and inputs as per donor requirements.
    Responsible for consolidation of all Country office Budgets into the donor Master budget ready for submission.
    Hold knowledge base of donor rules and regulations and advise other team members on financial compliance
    Develop and update financial management systems for the WISH project, including reporting templates and monitoring procedures
    Oversee the financial management of the project in accordance with donor regulations.
    Review individual Country Office spending and provide monthly budget versus actual reports to budget holders in country offices highlighting areas of possible under/overspending
    Regularly revisit Program Budgets to ensure that they address programmatic areas of greatest priority and deliver maximum value for money and high absorption.
    Identify and manage all financial and operational risks in collaboration with relevant country and technical unit staff.

    Project Financial Reporting

    Verify financial reports of the project prepared by the country Office Finance staff, ensuring compliance with donors’ and internal rules and providing Feedback to the Country offices.
    Consolidating all financial reports from the Country offices and partners into the overall Donor Financial Report as per donor financial reporting template ensuring accuracy and timely submission.
    Addressing any feedback from the donor relating to the financial reports.
    Pro-actively identify any areas of financial risk to the project and notify the Project Lead and applicable country program leads for action.
    Ensure project expenses are reasonable, allocable, and prudent and spent in accordance with the donor’s rules and regulations
    Create accurate forecasts and manage expenses according to spending plans

    General

    Demonstrate and maintain an in-depth understanding of the contract award, donor compliance, and budget conditions and status.
    Review narrative donor reports, coordinating with the necessary technical staff.
    Review and process sub-grants to country programs for grant activities
    Develop guidance, templates, and toolkits to ensure timely submission of narrative and financial donor reports
    Assist in donor relations; participate in donor and project consortium calls, represent the project at donor meetings as required.
    Liaise between donors and project teams on matters of financial and award compliance
    Apply existing IRC standard grant management processes (OTIS, project cycle meetings, etc.) and develop new tools or reporting formats, agreements, and amendments to enhance grants management.
    Coordinate internal and external approval of agreements, amendments, cost extension, and no-cost extension processes.
    Support revising this awards proposal narrative ensuring donor and IRC compliance.
    Support Project Cycle Meetings (PCMs) and the country programs in maintaining adequate standards and relevant systems for enhanced coordination between the various units.

    Job Overview 

    Economic Recovery and Development (ERD) East Africa Regional Lead provides coherence and direction to the provision of technical support for Cash & Markets; Resilient Food Systems; and Economic Inclusion programming in East Africa. As a member of both the regional team and the technical unit senior management team, the ERD East Africa Regional Lead has accountability for technical quality and responsibility for assuring the advice from Technical Advisors is taken into appropriate action by the country office.
    The ERD East Africa Regional Lead will lead a highly effective, strategic ERD regional team to ensure the East Africa Region has high quality, sound technical support needed to deliver on global program goals and effectively serve our clients. The role will serve as a functional leader, advisor, and a thought partner to both TU leadership and regional leadership, with a particular focus on leading the operationalization of the Economic Wellbeing strategy in East Africa, multi-sector and sub-sector program integration, mainstreaming of Gender Equality, Diversity, and Inclusion across programming, evidence-based design, business development, and quality assurance for high-impact and scale strategic projects.     Major Responsibilities 

    Functional Leadership, Coordination and Implementation Support:

    Provide technical leadership across the region, including by contextualizing the Economic Wellbeing at the regional level in partnership with Technical Advisors, DRD, + Deputy Director of Programs (DDP) and in line with Country Program Strategic Action Plans
    Promote programming coherence and strategic direction of the ERD programming portfolio including identifying opportunities for intra and cross-sectoral integration
    Closely coordinate with Global Practice Leads and HQ functions to facilitate translation of global standards to the region and of country-generated innovation and learning to global practice 
    Support regional Technical Advisors to address implementation bottlenecks and critical quality concerns in the region’s programming portfolio, in partnership with the Deputy Regional Director (DRD)
    Increase quality of technical collaboration across the region by fostering cross-regional dialogue with other regional technical teams

    Support and promote technical and programmatic innovation in the region, based on technically-sound and contextually-grounded creativity and/or insights
    Collaborate with other technical area Regional Leads and Technical Advisors to promote regional uptake of solutions that are proven to increase scale and deepen impact, with close attention to where integrated programming would multiply efficacy and efficiency

    Collaborate with Regional Measurement Advisors to ensure that Regional Technical Advisors support good MEAL practice for ERD programming in East Africa, including the use of high-quality indicators, the use of IRC standard data tools, and the inclusion of MEAL activities in project plans

    Job Overview/Summary
    The Inclusion Specialist will support with ensuring the successful delivery of TRANSFORM, including the implementation of all key activities and deliverables.
    The Inclusion Specialist will be based within the Violence Prevention and Response Unit (VPRU)’s Inclusion Team, which promotes more inclusive humanitarian programming at the IRC, rooted in a strong analysis of context, power, gender and how intersecting aspects of identity may result in discrimination, oppression and exclusion. The Inclusion Specialist will be based in a sub-team responsible for the delivery of TRANSFORM and may have opportunities to support with other diverse SOGIESC inclusion initiatives.
    Major Responsibilities

    In collaboration with the Technical Lead for TRANSFORM, the Inclusion Specialist will play a leading role in the implementation of all aspects of TRANSFORM until the end of the project, with a focus on technical programmatic components linked to diverse SOGIESC inclusion. Responsibilities include:

    Project Management And Initiative Oversight And Coordination

    Support with the management of all programmatic activities and deliverables within TRANSFORM.
    Actively work with relevant IRC country and headquarters staff and support project partners in delivery of project activities in all three pilot locations, ensuring effective implementation and with particular oversight of activities and deliverables in Ukraine and a disaster risk reduction (DRR) context.
    Support the Technical Lead for TRANSFORM and grant management focal point to produce programmatic donor reports, communications, and participate in meetings/calls as needed to keep the donor apprised of program progress.
    Coordinate with a wide range of project stakeholders, including the project team at IRC and the project partners, but also with IRC staff from pilot country locations to ensure timely implementation of project deliverables.

    Learning And Impact

    Document evidence and learning from TRANSFORM at the global level as well as from the pilot countries, in partnership with the MEAL focal point.
    Collaborate with IRC staff and project partners on the development of all knowledge management aspects (including but not limited to case studies, resource package and training materials) of the TRANSFORM project. This will include taking a leading role in the writing of substantial parts of the resources package and training materials.
    Support with documenting and sharing learning internally to support better diverse SOGIESC inclusion in programming – linking learning to IRC frameworks and strategies, and working with colleagues from across the organization as appropriate.
    Convene – with the support of the Technical Lead for TRANSFORM – an internal learning exchange / regularized discussion space to link together counterparts across the IRC and share learning from the TRANSFORM initiative. This may include colleagues from VPRU and other Technical Units, as well as from Policy and Solutions (P&S), People and Culture (P&C), Resettlement, Asylum and Integration (RAI), Country Programs, and employee resource groups (ERGs).

    Dissemination And External Representation

    Support with the ongoing running of the project’s advisory group and ensure ongoing coordination between the advisory group and all project team members.
    Package and disseminate the growing evidence base, learning, and good practices around diverse SOGIESC inclusion on relevant internal and external platforms.
    Ensure dissemination of key project resources and learnings.
    Play a key role in IRC’s external representation for the project, including ensuring continued coordination and collaboration with external stakeholders within the relevant global humanitarian architecture, as well as representative organizations and local and national partners.

    Skills and Experience:

    Experience of implementing projects in diverse humanitarian settings/contexts at both the field and global level.

    Key Responsibilities

    Technical Leadership and Accountability: Provide overall technical oversight and leadership in the Planning, Implementation, Monitoring, Evaluation and Learning of all community interventions within their area of jurisdiction ensuring that program interventions are of quality and meet the SPHERE and donor standards, and donor targets and expectations are met within the required timelines.
    Coordinate implementation; of all community level health service delivery (Child survival, SRH, Nutrition) school health, WASH, Environmental health and mental health interventions through the community health workforce: plan and execute all activities that are budgeted for within the specified timelines including trainings, household mapping and registration, household visits, community dialogue, action days and integrated outreaches.
    Coordinate all community mobilization and sensitization interventions: In collaboration with the community health workforce conduct forums with key opinion and community leaders, including the Community Health Committees, community health promoters, block elders, and clergy in the program area. Inform the community about the program’s existence, purpose, and benefits to their communities, as well as the broader county, country, regional, and global impact.
    Capacity building of the Community Health Workforce: Support in identifying training needs, plan and execute training and refresher trainings and on job trainings for the community health workforce i.e. CHPs, CHCs, teachers and champions on all community health technical modules in line with the CHS and school health training package and other program specific modules.
    Community health workforce supervision and performance monitoring: lead the recruitment of and setting of performance targets for community health promoters and carry out monthly field-based supportive supervision and check-ins to measure and review progress.
    Manage the community-based health information system: ensure availability of relevant data collection tools, support CHPs in data collection, compile and analyze data from the community health unit and submit the information for reporting. Collate information the reports and display it at strategic sites to enhance dialogue at the household and community level.
    Data review and analysis: Review and analyze data for performance monitoring. Utilize the data for decision making.

    MEAL & Knowledge Management

    Support the Monitoring, Evaluation, Accountability and Learning (MEAL) team and other project staff in monitoring and evaluation of project activities including preparation of monitoring reports, documents and lessons learned. 
    Provide mentorship/OJT to the community health workforce.
    Carry out regular program monitoring of community interventions and attend review meetings.
    Develop weekly, monthly and quarterly progress reports in line with the workplan and ensure timely submission to program manager.
    Identify, document and share lessons learnt, best/promising practices, case studies, human-interest stories, with MEAL Unit for onward submission to IRC, partners, and donors.
    Participate in periodic program performance reviews and program evaluations i.e. Quarterly, Semiannual, and annual reviews.

    Minimum Qualifications:

    Experience in training, capacity building, community mobilization within the development context is desirable.

    The Monitoring & Evaluation Assistant will report to the MEAL Manager. He/She will be responsible for working alongside the MEAL manager and MEAL officers in spearheading monitoring, evaluation, learning and reporting activities in the IRC Kakuma program by working with the Health, Nutrition, WPE and Safe Programming programs to ensure that all activities are carried out and challenges addressed on time for overall project goal realization.
    Supervision of M&E systems and tools in use.

    Liaise with the Kakuma west Sub County Monitoring and Evaluation team to avail all the MOH tools required for data collection and reporting in the facilities.
    Support MEAL Manager & Officers to conduct continuous on job training to the program staff on the MOH and IRC tools utilization on an ongoing basis to ensure data collected meets the quality requirements.
    With the MEAL officers conduct support supervisory visits to the facilities to ensure the data management systems are used effectively and take part in meetings aimed to improve the systems in place.
    Assist MEAL Officers to document any challenges reported by the users in regard to the usage of the data collection tools and share with the M&E manager.

    Monitoring and evaluation

    Take lead in conducting regular data review meetings at the health facilities across the camp noting the actionable points and lessons learnt.
    Update data in the respective databases in use and provide information to the program staff on request.
    Participating actively in enforcing of quality assurance, quality control and quality improvement measures for all field programs intervention.
    Support MEAL Manager/assistant in conducting routine data quality audits to identify and resolve systemic problems affecting data quality; and document findings from data quality audits and store in project files to ensure collective and sustainable access.
    Support the program staff in their routine activities by participating in facilitating and documentation.
    Support in designing data collection tools and databases required by the program staff for aggregation and analysis of information.
    Conduct field monitoring visits and document learnings and share lessons
    Work with partners staff to ensure that data is collected and entered into databases and/or tracking sheets, and/or the data platform on a regular basis.
    Data management of KHIS data, HIV & TB data, Nutrition reports, Knowledge and attitude surveys and Disease surveillance.

    Grant Management And Compliance

    Work with the field teams to ensure that program indicators are tracked through regular field visits
    Work the MEAL manager/officers in reviewing all reports to ensure that data provided is reliable and accurate and that target indicators are met and explanations provided where indicators are not met.
    Ensure that programs are on track through keeping and updating indicators tracking matrix.

    Staff capacity building

    Train staff on data management procedures, quantitative and/or qualitative data (support on; Cleaning, sorting, categorizing and organizing data).

    Administrative duties

    Administratively manage the MEAL incentives clerks.

    Client Responsiveness and Accountability

    Support in conducting regular FGDs and meetings with different stakeholders to solicit feedback on
    Work with MEAL officers to prepare help desk reports from the CFR and share with the manager.

    Minimum Qualifications:

    Diploma in Health Records & Information Management, Monitoring and Evaluation or any other related field.
    Bsc in Health Information management, Monitoring and Evaluation or equivalent with at least 3 years of field experience.
    Computer literacy with possible advanced Ms Word, Ms Excel, Ms PowerPoint and Ms access.
    Knowledge in computer statistical packages (EPI INFO, SPSS and Stata).
    Strong data interpretation skills, report writing and presentation skills.
    Ability to undertake MEAL activities based on guidance from the supervisor.
    Possess a basic understanding of Monitoring and client feedback mechanisms and functions.
    Good written and verbal communication skills.
    Fluent in Microsoft Office applications, especially Excel, Word and PowerPoint.
    Demonstrated experience in capacity building and mentoring of staff.
    Experience in use of data to inform decision-making, planning, and performance monitoring

    Minimum Qualifications

    Approximately two years of relevant experience, including two years implementing humanitarian protection programs.

    Job Overview / Summary:
    The Safe, Inclusive and Transformative Lead role in the Violence Prevention and Response Technical Unit (VPRU) is one of the core functions driving quality programming within the VPR Unit and across Technical Excellences programming unit.  The IRC approaches Safe, Inclusive and Transformative programming with a comprehensive lens incorporating different dimensions and accelerators of inclusion. This includes a foundational attention to gender inequities and the way they contribute to specific outcomes for persons impacted by crisis. Additionally, the IRC strives to bring an intersectional lens to program planning, development as well as partnership management. Beyond mainstreaming, we aim to combine a strong intersectional lens with a deliberate attention to addressing structural barriers linked to the core dimensions of age, different abilities, mental health/ psycho-social well-being, diverse SOGIESC and social identities. Our prevention portfolio seeks to address specific drivers of violence sitting at the intersection of these identities.  
    As the Safe, Inclusive and Transformative Programming Lead, you will oversee a team focused on inclusive humanitarian programming rooted in robust understanding of context, power dynamics, historical and systemic exclusions and attention to opportunities  to interrupt, derail or contribute to enhanced gendered, social inclusion outcomes for populations affected by conflict, crisis and disasters. 
    This includes specific focus on gender, disability, age, ethnicity, religion, diverse Sexual Orientation, Gender Identity, Gender Expression, and Sex Characteristics (SOGIESC) and other identities as factors contributing to the way people from diverse backgrounds experience crisis, have their needs and aspirations addressed and their voices heard, accounted for and valued. 
    Hosted in the Violence Prevention and Response Unit, you will provide leadership on IRC’s approach to Gender Equality, Diversity, and Inclusion (GEDI) in Programming work stream, which will require cross-organizational collaboration across the five outcome areas structuring IRC’s humanitarian programs: Education, Economic Recovery and Development, Governance, Health and Violence Prevention and Response. You will collaborate with the Global Practice and Regional teams, Program Development and MEAL teams on strategic planning, business development, evidence generation/use and capacity development. 
    Major Responsibilities:
    Lead and coordinate efforts to incorporate inclusive and transformative programming strategies into IRC’s program design, implementation, learning framework(s) and associated business processes.

    Provide strategic vision and direction to safe, inclusive and transformative programming across IRC’s programming areas 
    Collaborate with different technical staff across IRC’s Technical units in CRRD to promote and support coherent approaches to integrating GEDI principles in programs, in line with the IRC global Strategy (S100), GEDI Action Plan, and Safeguarding Minimum Standards
    Support the roll-out and continuous improvement of programming tools to ensure gendered and other systemic inequalities are accounted for, addressed and not exacerbated by humanitarian programming; this includes ensuring that tools consistently analyze and address safeguarding risks. 
    Provide strategic leadership of IRC’s Violence Prevention work with a focus on modelling, leading the design of scale and impact strategies.  
    Ensure technical assistance to headquarter and field teams incorporates attention to GEDI priorities and emerging needs 
    Promote the understanding and practice of safeguarding risk analysis and mitigation across technical assistance delivery by supporting integration into tools/processes and by supporting the skills and confidence of Technical Unit colleagues
    Provide leadership and direction to gender and inclusion specialists to guide effective implementation, monitoring, learning and uptake of new resources and research.
    Provide technical oversight to GEDI strategic projects under the responsibility of VPRU ensuring projects are delivered on time, on scope and on budget 

    Leadership and representation

    Provide leadership to the GEDI in Programming workstream by establishing centralized approaches in line with the IRC TRANSFORM global standards.
    Provide internal representation in key IRC fora, and external representation in key inter-agency and other strategic humanitarian fora to contribute to, learn from and influence policy and practice.
    Advance IRC as a learning thought leader in the promotion of safe, inclusive and transformative humanitarian programming, rooted in strong analysis of context, power, gender and how intersecting aspects of identity may result in discrimination, oppression and exclusion.
    Promote, critically examine and guide capacity to meaningfully focus on gender, socio-economic inequities, disability, age, diverse SOGIESC inclusion while ensuring risks emerging contextual developments and humanitarian delivery strategies are anticipated and mitigated. 
    In close collaboration with program teams, contribute to strategic planning and the long-term strategic direction of the IRC’s Inclusion programming portfolio.
    Contribute to the cohesive functioning of the team by ensuring strong communication within the team, across the VPRU leadership team, and with VPRU regional and country colleagues.

    Resource development and learning uptake

    Contribute to identifying priorities for resource development and ensure that they are responding effectively to the needs identified across field programs. 
    Collaborate with the Technical Units, Safeguarding Practice, and the Research & Innovation Unit to develop new or revise existing evidence reviews and advise on new research strategies to enable transformative change in humanitarian contexts. 
    In collaboration with relevant regional and country colleagues, support the mentoring, guidance and training of project staff, partners, and stakeholders, on GEDI integration and mainstreaming issues, tools, policies, and practices
    Maintain up-to-date knowledge about available evidence on transformative change interventions and feminist movement building.  
    Lead on the development of maturity, uptake and scale frameworks in support of a path for global learning to result in transformed outcomes for clients 
    In coordination with GEDI Chief Officer provide structured and evidence-based inputs in support of the tracking of organizational GEDI in Programs commitments of the GEDI Action Plan

    Team leadership and management 

    Provide regular supervision, guidance and mentoring to direct reports.
    Identify development needs of direct reports and support them to access professional growth opportunities appropriate to their needs and aspirations.

    Work with specialists, program managers and grants colleagues to ensure budgets are managed effectively. This includes managing communication with field programs receiving budget allocations from TU–led grants.
    Support the Senior Director VPRU in staff planning for inclusion and accountability work, and budgeting alongside other Global and Regional leaders.
    Support in donor dialogue and engagement, as related to the CRRD GEDI in programs priorities  
    Ensure timely, accurate and good quality reporting

    Job Qualifications: 

    Minimum eight years progressive protection experience in emergency and/or post-conflict contexts, including experience providing remote technical support
    Graduate degree or equivalent in international law, public health, social work, humanities or other related degree
    Specialised degree in Gender Studies, Social Anthropology, Community development a plus
    Demonstrated experience designing, managing, and implementing programs promoting gender equality and social inclusion.
    Strong understanding of how to address gender and social inclusion dynamics in conflict settings and how gender and social inclusion intersects with conflict sensitivity.
    Experience ensuring safety, inclusion and social transformation integration in project design, implementation and M&E required.

    Key Responsibilities:

    Co-ordination of the Teach wells school based MHPSS interventions for teachers. S/He will be charged with the responsibility of conducting needs assessment and provision of appropriate interventions, for female teachers in the schools.
    Prepare annual and quarterly work plans and budgets for all MHPSS activities and ensure implementation is within the donor requirements, guidelines and timelines.
    Support the development, review, and dissemination of the MHPSS technical modules in the teacher professional development curriculum.
    Organize and conduct all capacity building activities for teacher trainers or trainers, peer educators, teachers and male champions.
    Render psychosocial support services to individual teachers, and teacher support groups to assist them to process, deal and recover from the effects of traumatic events.
    Coordinate and strengthen linkages of teachers to other MHPSS services outside school i.e. health facilities, social protection, gender-based violence recovery centres, police, etc, through a defined referral pathway
    Oversee and conduct psychosocial assessments & plan individual case management of teachers on follow up at the mental health department & ensure case management goals are properly achieved.
    Facilitate group counseling sessions with teachers including selection of group members, planning the group sessions & facilitating group sessions.
    Collaborate and network with other and or all relevant implementing partners in teacher MHPSS, line ministries, hospital departments and community stake holders through active participation in periodic coordination forums.
    Lead the Teachwell project Health sub working group in her/his area of jurisdiction.
    Provide mentorship and coaching for the teacher trainers or trainers supporting MHPSS in schools through continuous education, guidance, supervision, and support.
    Attend project and Consortium partners and camp meetings related to teacher MHPSS to improve service delivery to female teachers.
    Ensure that all work with client teachers is kept confidential and that ethical practices are always observed.
    Lead the timely development of all required project reports for sharing with the consortium and the donor.
    Assist with any other related activities/duties as deemed by the supervisor.            

    Key result areas

    Minimum Qualifications:

    Degree in Medical psychology, counselling or a related field.
    Working knowledge of English and Kiswahili.
