    Cyber Incident Response and IT Security 

    Continuously monitor the SIEM to identify and analyze potential security incidents and threats.

    The Technical Coordinator – GIS for the Gavi REACH Program will be responsible for leading the program’s Geographic Information Systems (GIS) to map, analyze, and visualize conflict, access, climate change impact and  immunization data that will facilitate data-driven decision-making in the program. The role will involve working closely within the REACH team mainly with Humanitarian Access Adviser and Monitoring Evaluation and Learning Lead and collaborate with REACH Project Coordinators and other members of PMU/ country program technical teams, partners, and stakeholders to integrate spatial data into immunization strategies, especially in hard-to-reach areas. The role also involves collaboration with the IRC Geospatial Analyst and Climate Analyst on conflict, access and climate change impact mapping respectively. The position will be based in Nairobi with extensive travel to field locations as needed. 
    Key Responsibilities:
    Spatial data collection & analysis

    Coordinate, the acquisition of spatial data relevant to immunization coverage, site locations, population demographics, and zero-dose/under-immunized populations and supervise data integration into existing GIS and information analysis products developed for the GAVI REACH project.
    Provide quality control in GPS data collection and evaluation of data collected from country programs and outside of the organization.
    Use GIS tools to analyze geographical patterns, health service access, and equity gaps in immunization coverage.
    Use GIS tools to analyze and map conflict and access data and climate change impact data for REACH focus areas. 

     Mapping & visualization

    Develop detailed, clear, and informative maps to visualize immunization data for stakeholders and decision-makers.
    Create thematic maps and dashboards to support the identification of priority areas for interventions.
    Present spatial data insights through reports and visual presentations tailored to diverse audiences, including policymakers, health workers, and international partners.

    Data integration & management

    Integrate spatial data with program monitoring systems to enhance the tracking of program progress and impact in hard-to-reach areas.
    Maintain GIS databases and ensure that all geospatial information is up to date, accurate, and securely stored.
    Coordinate the use spatial data within the REACH project M&E system and contribute learning to inform immunization service delivery. 

    Capacity building

    Design and deliver training  to local staff, partners, and health officials on the use of GIS tools for immunization planning and monitoring.
    Coordinate local capacity development by organizing training sessions on GPS data collection and basic GIS operations.

    Collaboration & partnerships

    Collaborate with IRC measurement Unit, Data Excellence and other GIS teams, international organizations, and government agencies to share data and insights.
    Participate in relevant meetings and working groups to represent the GIS function and share key spatial analysis insights.
    Provide input into proposals and reports where spatial data or GIS expertise is required.

    Monitoring and Evaluation

    Support the Monitoring, Evaluation, and Learning (MEL) team by incorporating spatial analysis into the immunization data.
    Lead spatial visualization of immunization coverage and support MEL team for real-time data tracking to allow for quicker identification of gaps and more responsive program adjustments.
    Support IRC Advocacy teams upon request with use of spatial data to advocate for more targeted immunization interventions, funding, or resources in under-served geographic regions, presenting evidence-based recommendations to decision-makers.
    Leverage spatial data to create case studies or success stories, comparing immunization rates in various regions and highlighting best practices. This will help in scaling successful approaches across different settings.

    Experience & Qualifications:
    Education

    Bachelor’s or Master’s degree in GIS, Geography, Geospatial Sciences, Remote Sensing, Information Technology, Computer Science, or a related field.
    Certification in GIS techniques or geospatial technologies is a plus.

    Experience

    3-5 years of relevant experience in GIS, spatial data analysis, or geospatial mapping, preferably in health or development or humanitarian programs.
    Experience in working with health data, particularly related to immunization or health services, is an advantage.
    Familiarity with mobile data collection tools (e.g., OpenDataKit, KoboToolbox) and GPS technologies.

    The Project Director will be responsible for overseeing the delivery of programme outcomes and interventions, as well as managing the programme’s daily operations.     Project Director Profile & Qualifications

    Advanced degree in Social Work, Public Health, International Development, or similar (or equivalent experience in Safeguarding/ PSEA including in prevention and response programming in the context of development and humanitarian response. Experience working in GBV and/or Child protection in humanitarian settings is preferred
    Experience working within or in close partnership with feminist/women’s movements and/or organisations in the Global South, preferably in leadership roles
    Strong understanding of SEA as human rights violations and their relationship with other forms of intersectional oppression
    Proven ability to represent an organisation at a senior level and to build strong relationships at the local, national and international levels
    Experience managing large-scale, multi-million-dollar, complex, multi-partner projects, ideally experience leading FCDO Safeguarding programs

    Key Responsibilities

    Program management

    In coordination with the Manager, formulate program goals, objectives and intervention strategies and take part in the budgeting process.

    Partnership agreements and subcontracts drafting

    Develop compliant sub-agreement templates based on the donors’ rules and requirements (private and institutional donors), and leading the review process with Donor Compliance Specialists and IRC departments, as needed
    Regularly maintain and update partnership agreement templates. Ensure precise PEERS references, standardized notes, and unified formatting for country office use. Generate accurate and multi-lingual templates.
    In collaboration with OGC and other collaborators, develop subcontract templates for newly awarded contracts, ensuring templates have clear guidance notes and follow the prime contract terms and conditions.
    Sub-agreements and subcontracts review and approval – private and statutory donors 
    Working through the OTIS system (i.e. grants management application system) and as per PEERS approval thresholds, review and approve:
    Escalated partnership packages, including due diligence documentation and the sub-award/partnership agreements, for compliance with IRC’s internal procedures;
    subcontracts and supporting documents for completeness and, if incomplete, work with teams to revise the submission accordingly.

    Advice, mentorship and capacity-building 

    Ensure overall compliance to IRC systems and policies by providing direct day-to-day support and assistance on the development, review, and execution of subcontracts and sub-grant agreements. Act as a compliance focal point for partnerships under private funding, and other statutory donors, by providing guidance and advice on the processing/implementing of PEERS, IRC internal policies and sophisticated donor rules and regulations.
    Build IRC staff knowledge and provide mentorship on the subcontracting and partnership agreement due diligence and PEERS processes with a focus on developing complete contract/agreement packages to ensure IRC staff efficiently identify and mitigate risks associated with specific partnerships. Strengthen IRC staff capacity on agreement review processes by providing ad hoc mentorship and facilitating PEERS specific info sessions and induction training to improve their skills. Developing an internal library of resources and regularly update training material resources and partnership processes.

    Systems strengthening

    Collaborate across departments (e.g. C&P Donor Specialists, Finance, Ethics and Compliance, and Office of the General Counsel) to find broader solutions as they relate to subcontracts and partnership agreements
    Provide response to partners’ questions and concerns. Coordinating and engaging other departments (e.g. OGC) for input as needed. In close collaboration with other AMU departments, assist in the ongoing refinement and updating of PEERS and develop partnership tools and training, keeping in mind practicality of implementation and major donor guidelines to ensure a consistent application of PEERS.

    Requirements

    Demonstratable professional experience working on contracts and subcontracts in the context of USAID or FCDO funded projects

    Purpose of the role

    Responsible for providing, strategic leadership, technical guidance and support to IRC’s Health sector programs throughout Kenya and is responsible for quality assurance of all project interventions to ensure delivery of safe and quality services to IRC clients of current and subsequent projects in the Health sector program. While leading the Health team and working with other partners, the Technical Coordinator (TC) will ensure adequate participation, appropriate delivery, and sustained impact of all Health sector under the respective sector outcome in the SAP 100 for the country.
    This position will support all aspects of technical design, implementation, monitoring, and evaluation; development of implementation strategy/approaches and guidelines including providing feedback to partners for purposes of improving program quality. Internally, the role is a primary interlocutor with IRC’s regional or headquarter based Technical Advisors to ensure coordination and complementarity of programming, as well as appropriate technical rigor in project design and implementation. The TC will liaise with other technical coordinators within IRC to advance a cohesive, integrated country programme.
    The TC plays a vital role in advancing IRC’s ambitions, strategies, and priorities amongst like-minded agencies, government, private sector, and community partners, as well as the Health technical Forum and the related technical working groups. In line with IRC SAP 100 ambitions and as part of the scope of work, the TC will contribute to the ambition to scale up IRC cash and partnerships in their respective sectors. 

    Detailed responsibilities

    Strategy and Business Development

    Advance IRC SAP 100 ambitions within Health sector programming and contribute to the achievement of the articulated commitments including developing strategic partnerships with local organization (emphasis on women and youth led organizations), the advancement of cash programming and GEDI integration/mainstreaming within IRC programming.
    Provide technical contribution in developing and implementing evidence-based, cost-effective funding applications and identifying opportunities for sustainable program growth through the pursuit of new programming initiatives 
    Direct the development of in-country Health sector strategy and lead subsequent reviews and cascade down sector ambitions to field staff.
    Program quality assurance and technical monitoring
    Provide technical guidance, capacity building and ensure adherence to government sector specific policies, strategies, guidelines and protocols from project inception through the project cycle. This also includes global standards and practices.
    Coordinate with other TCs on appropriate management, compliance, and performance standards, as well as effective systems for knowledge management and risk management.
    Formulate integrated programming initiatives by coordinating with other TCs and promote integration/ main streaming of GEDI-responsive approaches.
    Provide guidance, strategies, and tools to ensure that programming choices are based on needs assessment findings (primary & secondary data) and analysis, input from communities, partners, stakeholders, a thorough understanding of context, technical standard methodologies, and operational viability.
    Work closely with Technical Advisors to benchmark programming to global and in country standards and that of relevant institutions and statutory bodies, ensure application of best practices, review, and advance Health sector programming policies and guidance. 
    Along with program staff and the Technical Unit/Advisors, support the development of Standard Operating Procedures (SOPs) and protocols for program activities contributing to the standardization of models and protocols.
    Setting up quality assurance mechanisms and providing joint integrated technical support supervision of program staff.
    Contribute to design and implementation of robust M&E plans, provide technical advisement for assessments, the incorporation of methodologies and tools to strengthen the quality of data collection, analysis, and reporting and any required operational research, with technical support from Technical Advisors as needed.
    Support research and learning within IRC’s programmes and documentation that will be used in programme adaptation and advocacy on behalf of the communities IRC serves and work with.
    Identify gaps in existing sector specific programs and work with the team to develop innovative approaches and mechanisms to address them. 
    Conduct regular field visits to assess progress on programme implementation, identify emerging issues and provide onsite technical support to the field teams

    Project Management

    Support the Programme Coordinator and field teams in the development and monitoring of the work plans viz-a-viz budgets ensuring that activities reflect the commitments IRC made to the donor and the community.
    Work with the field teams in the development of Health sector program budgets and those of other sectors during Business Development processes as may be required.
    Support Programme Coordinators and managers to monitor budget spending and develop remedial plans where necessary to ensure budgets are optimally utilized.
    Work with the Grants Coordinator, Programme Coordinator and field teams to ensure all Health sector grants are in compliance with donor technical guidelines.
    Ensure field concerns and challenges as identified are brought to relevant stakeholders to push for standards and procedures that systematize how programmes and projects are implemented and coordinated.
    Support in technical reviews of reports from the field teams to ensure quality and meets donor standards
    Develop sector specific workflows for running grants
    Systems Strengthening and Advocacy
    Support IRC programs to fully reflect and where required transition their approach to system strengthening as an essential component of sector programming. 
    Support the Governance and Systems Strengthening Coordinator and Technical Advisors in articulating and implementing an advocacy vision for the Kenya program which includes an advocacy framework for refugees and for various sectors the country program is engaged in for citizens engagement in demand driven service delivery. 
    Work at the policy level with key decision makers from various national and county government and donors, participating in strategy development and technical discussions relating to future direction of the Health sector program and influence policy reforms/development across all sectors.
    Develop strategic partnerships with relevant international and local partners, wherever possible and maintain open and effective communication with partner technical focal points for technical input into project management.
    Support the Health sector team to incorporate advocacy, policy & campaign priorities into all business development initiatives, in the implementation of projects.
    Emergency Preparedness and Response
    Ensure that the IRC Emergency Preparedness and Response Plan, in relation to the Health sector, are prepared in consultation with relevant government and aid partners, are kept up to date with protocol, standards and guidance from relevant bodies and conform to the needs of clients. 
    Together with the Senior Management Team (SMT), collaborate on establishment and operationalization of the Emergency Response Team (ERT) as pertains to Health sector considerations.

    Staff and Partner Capacity Development:

    Lead in the recruitment of direct technical reports and assist with the recruitment of Health sector staff, in coordination with HR and the field and program management.
    In collaboration with the respective Field Coordinators (FCs) and Program Coordinators, supervise and mentor direct reports providing technical performance management oversight.
    Work with the respective FCs in ensuring transition planning and capacity building of Health sector staff.
    Coach Health sector staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance.
    Coordination, Representation and Communication
    Actively develop and maintain effective working relationships with key stakeholders at national level, including donors, government actors, UN agencies (including UNHCR), international and local NGOs, and other relevant actors.
    Regularly attend sector coordination meetings and feed in IRC priorities at national level meetings.
    Coordinate with regional technical advisors for support to the Country program
    Support the communications team in identifying and offering technical reviews of sector specific communication materials for internal and external audiences
    Participate in sector specific technical working groups and other coordination forums cementing IRC’s position as a strategic partner and ensuring the outcomes from these collective approaches are reflected in IRCs strategic and technical approaches and priorities.

    Qualifications and competencies

    Advanced degree in medicine, nursing, nutrition, public health, health policy and administration, Health economics, health systems, health sector development or related field.
    Must have at least 10 years of experience in the Health sector and demonstrated experience in progressive management, including technical staff supervision. 
    A strong public health background with a minimum of 4 years relevant experience at senior-level managing and implementing health systems strengthening programs in the areas of health policy and administration, health economics, health sector development, public health at the national land county evel. 
    Should possess minimum 5 years experiences in humanitarian and development work including managing humanitarian relief and/or development programs in areas affected by large scale displacements due to conflict and chronic food and nutritional insecurity.
    Proven experience in governance programming working with GOK structures at national and county level, devolution processes for increased demand and improved service delivery. 
    Demonstrated capacity to develop and work with innovative systems, new technologies, creative approaches, and sustainable models in the required sector.

    Purpose of the role

    Responsible for providing, strategic leadership, technical guidance and support to IRC’s Health sector programs throughout Kenya and is responsible for quality assurance of all project interventions to ensure delivery of safe and quality services to IRC clients of current and subsequent projects in the Health sector program. While leading the Health team and working with other partners, the Technical Coordinator (TC) will ensure adequate participation, appropriate delivery, and sustained impact of all Health sector under the respective sector outcome in the SAP 100 for the country. This position will support all aspects of technical design, implementation, monitoring, and evaluation; development of implementation strategy/approaches and guidelines including providing feedback to partners for purposes of improving program quality. Internally, the role is a primary interlocutor with IRC’s regional or headquarter based Technical Advisors to ensure coordination and complementarity of programming, as well as appropriate technical rigor in project design and implementation. The TC will liaise with other technical coordinators within IRC to advance a cohesive, integrated country programme. The TC plays a vital role in advancing IRC’s ambitions, strategies, and priorities amongst like-minded agencies, government, private sector, and community partners, as well as the Health technical Forum and the related technical working groups. In line with IRC SAP 100 ambitions and as part of the scope of work, the TC will contribute to the ambition to scale up IRC cash and partnerships in their respective sectors. 

    Detailed responsibilities

    Strategy and Business Development

    Advance IRC SAP 100 ambitions within Health sector programming and contribute to the achievement of the articulated commitments including developing strategic partnerships with local organization (emphasis on women and youth led organizations), the advancement of cash programming and GEDI integration/mainstreaming within IRC programming.
    Provide technical contribution in developing and implementing evidence-based, cost-effective funding applications and identifying opportunities for sustainable program growth through the pursuit of new programming initiatives 
    Direct the development of in-country Health sector strategy and lead subsequent reviews and cascade down sector ambitions to field staff.

    Program quality assurance and technical monitoring

    Provide technical guidance, capacity building and ensure adherence to government sector specific policies, strategies, guidelines and protocols from project inception through the project cycle. This also includes global standards and practices.
    Coordinate with other TCs on appropriate management, compliance, and performance standards, as well as effective systems for knowledge management and risk management.
    Formulate integrated programming initiatives by coordinating with other TCs and promote integration/ main streaming of GEDI-responsive approaches.
    Provide guidance, strategies, and tools to ensure that programming choices are based on needs assessment findings (primary & secondary data) and analysis, input from communities, partners, stakeholders, a thorough understanding of context, technical standard methodologies, and operational viability.
    Work closely with Technical Advisors to benchmark programming to global and in country standards and that of relevant institutions and statutory bodies, ensure application of best practices, review, and advance Health sector programming policies and guidance. 
    Along with program staff and the Technical Unit/Advisors, support the development of Standard Operating Procedures (SOPs) and protocols for program activities contributing to the standardization of models and protocols.
    Setting up quality assurance mechanisms and providing joint integrated technical support supervision of program staff.
    Contribute to design and implementation of robust M&E plans, provide technical advisement for assessments, the incorporation of methodologies and tools to strengthen the quality of data collection, analysis, and reporting and any required operational research, with technical support from Technical Advisors as needed.
    Support research and learning within IRC’s programmes and documentation that will be used in programme adaptation and advocacy on behalf of the communities IRC serves and work with.
    Identify gaps in existing sector specific programs and work with the team to develop innovative approaches and mechanisms to address them. 
    Conduct regular field visits to assess progress on programme implementation, identify emerging issues and provide onsite technical support to the field teams

    Project Management

    Support the Programme Coordinator and field teams in the development and monitoring of the work plans viz-a-viz budgets ensuring that activities reflect the commitments IRC made to the donor and the community.
    Work with the field teams in the development of Health sector program budgets and those of other sectors during Business Development processes as may be required.
    Support Programme Coordinators and managers to monitor budget spending and develop remedial plans where necessary to ensure budgets are optimally utilized.
    Work with the Grants Coordinator, Programme Coordinator and field teams to ensure all Health sector grants are in compliance with donor technical guidelines.
    Ensure field concerns and challenges as identified are brought to relevant stakeholders to push for standards and procedures that systematize how programmes and projects are implemented and coordinated.
    Support in technical reviews of reports from the field teams to ensure quality and meets donor standards
    Develop sector specific workflows for running grants

    Systems Strengthening and Advocacy

    Support IRC programs to fully reflect and where required transition their approach to system strengthening as an essential component of sector programming. 
    Support the Governance and Systems Strengthening Coordinator and Technical Advisors in articulating and implementing an advocacy vision for the Kenya program which includes an advocacy framework for refugees and for various sectors the country program is engaged in for citizens engagement in demand driven service delivery. 
    Work at the policy level with key decision makers from various national and county government and donors, participating in strategy development and technical discussions relating to future direction of the Health sector program and influence policy reforms/development across all sectors.
    Develop strategic partnerships with relevant international and local partners, wherever possible and maintain open and effective communication with partner technical focal points for technical input into project management.
    Support the Health sector team to incorporate advocacy, policy & campaign priorities into all business development initiatives, in the implementation of projects.

    Emergency Preparedness and Response

    Ensure that the IRC Emergency Preparedness and Response Plan, in relation to the Health sector, are prepared in consultation with relevant government and aid partners, are kept up to date with protocol, standards and guidance from relevant bodies and conform to the needs of clients. 
    Together with the Senior Management Team (SMT), collaborate on establishment and operationalization of the Emergency Response Team (ERT) as pertains to Health sector considerations.

    Staff and Partner Capacity Development:

    Lead in the recruitment of direct technical reports and assist with the recruitment of Health sector staff, in coordination with HR and the field and program management.
    In collaboration with the respective Field Coordinators (FCs) and Program Coordinators, supervise and mentor direct reports providing technical performance management oversight.
    Work with the respective FCs in ensuring transition planning and capacity building of Health sector staff.
    Coach Health sector staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance.

    Coordination, Representation and Communication

    Actively develop and maintain effective working relationships with key stakeholders at national level, including donors, government actors, UN agencies (including UNHCR), international and local NGOs, and other relevant actors.
    Regularly attend sector coordination meetings and feed in IRC priorities at national level meetings.
    Coordinate with regional technical advisors for support to the Country program
    Support the communications team in identifying and offering technical reviews of sector specific communication materials for internal and external audiences

    The Regional Safety and Security Director (RSSD) for Asia advises the development, implements, and supervises an effective strategy to identify, analyze, and mitigate safety and security risks; enables humanitarian access, leads incident response and maintains continuity of operations and programs. The Director is an advisor to the Regional Vice President (RVP) and provides input, including comprehensive gender-inclusive security risk analyses and recommendations related to strategic, operational, programmatic, partnership, and cross-cutting risks. The Director serves as the subject matter authority on humanitarian access and community engagement strategies in the region. The RSSD ensures adequate protocols and mechanisms are in place to address country programs’ specific risks and challenges. 

    Reporting to the RVP and the Senior Director of Safety and Security, the RSSD is a permanent member of the regional senior management team and the global safety and security team. Key relationships include the RVP; Senior Director for Safety & Security, Chief Safety and Security Officer, Deputy Regional Director; Regional People & Culture Director, Country Directors; Deputy Directors; Country Security Leads, and counterparts in other regions.

    Under the broad guidance of the RVP, the RSSD has a meaningful level of autonomy to implement responsibilities. Collaborate with country teams in Asia to update security policies and procedures to match the context and staff needs. Develop and update security plans for changing security environments. 

    The RSSD will maintain contextual knowledge of all countries in the region, including awareness of early warning indicators affecting safety and security, and will travel regularly to all countries in the region, including on very short notice when vital. The RSSD will mentor and build IRC staff counterpart capacities and actively promote durable programming and the reduction of IRC’s operational vulnerabilities.

    The RSSD bears overall responsibility for the S&S management in Asia and is supported by the Regional Humanitarian Access Security and Safety Coordinator. 

    Responsibilities
    Security Risk Management

    Lead departmental security risk identification and mitigation measures that align with organizational and regional risk-management standards and requirements.
    Assist field leaders in developing and maintaining humanitarian security risk management across the region ensuring security risks are identified, mitigated, and managed.
    Review all safety and security strategies for each country and ensure compliance with IRC’s security minimum standards (SMS).
    Advance the design and roll-out of duty of care and safeguarding global and regional initiatives
    Advise the development of Safety and Security procedures and practices that integrate Gender Equality, Diversity, and Inclusion (GEDI) and Partnership Excellence for Equality and Results System (PEERS) principles.
    Ensure that IRC partners receive security management support benefiting from internal systems and standard processes relevant to their operations and operating contexts.
    Maintaining a network of IRC security focal points in the country programs as well as external professional contacts and counterparts.

    Humanitarian Access Management

    Support the establishment of principled and secure humanitarian access to enable durable programming across country programs.
    Assist in the continued development of humanitarian access teams and activities throughout the region.
    Guide the development and implementation of guidelines for humanitarian access and engagement with non-state actors implementing standard IRC policy and mentorship.
    Mentor the development of operational and programmatic contingency plans that respond to different emergency scenarios that look at sudden changes in context.
    Work with appropriate IRC units to ensure timely and appropriate follow-up to violations of IRC’s Code of Conduct, in addition to operational breaches of humanitarian principles.

    Performance Management and Development

    Actively participate in the recruitment of key positions with S&S risk management responsibilities.
    Co-manage and mentor direct-report staff, presenting clear expectations, setting performance objectives, providing timely performance feedback, and leading timely performance reviews.
    Promote staff care and well-being. Support appropriate interventions in response to identified staff care needs of both national and international staff.

    Learning & Development

    Deliver training on critical incident management and lead simulations in coordination with the global security incident team.

    Incident management

    Support the country programs with timely and qualitative incident notification, reporting, analysis, and lessons learned.
    As part of the Regional Incident Management Team, actively support the RVP during the management and resolution of Tier 2 and Tier 3 Incidents 
    Facilitate After Action Reviews and coordinate the implementation of corrective measures as per existing incident protocols.
    Supervise the SHIELD incident database and produce an analysis of the trends every quarter. 

    Qualifications & Requirements

    Minimum 10 years of non-profit or NGO work experience in international humanitarian assistance programs, with shown capabilities in planning, organizing, and driving security management operations.
    Prior experience working in the region and demonstrated knowledge of regional and country dynamics are strongly preferred.
    Proven understanding of humanitarian principles, codes of conduct, and NGO organizational culture.
    Proven understanding and success in gender security management and gender equality.
    Capable of influencing and gaining collaboration from individuals not directly supervised. Proficient in working within a multinational team and leading various relationships to achieve desired results.
