    SUMMARY OF RESPONSIBILITY:
    IRC Somalia is working to achieve optimal performance in terms of program quality strengthening operations and finance department by emerging tools, systems and staff capacity to adhere to IRC policies and procedures and donor compliance.
    RESPONSIBILITIES:
    SUN Processing

    Control over and/or entry of changes to the Chart of Accounts, Analysis Codes and Exchange Rates
    Supervising the posting of entries ensuring proper controls are enforced and appropriate systems in place to maintain all required supporting documentation.
    Developing expertise to control the system, develop new reports and be able to train staff in processing of data.
    Ensuring a backup and retention procedure is in place and followed for all SUN master files. Load the SUN Back up to Bitvise – Site on New York’s confirmation.
    Review of key journal prior to loading – field financial reports balance sheet revaluation, currency clearing and adjustment journals
    Organizing work schedule to ensure that the SAF file is loaded in New York by the 12th of every month
    Ensure that all month end sequentially filed monthly journals are presented to the FC and CD for signature before the 21st of every month

    Financial Reports

    Review of Monthly payrolls
    Review of the staff deductions
    Supervise the preparation of the Balance sheet file
    Assist in the Preparation the LOC Estimate
    Assist in preparation of the FM01 and TR reports

    Budgets & Donor Reports

    Assisting the Finance Manager in the preparation of the budget proposals
    Work on Grant T2s and preparation of forecasts and spending plans for grant meetings.
    Ensure BvA’s are prepared and circulated on time to the budget holders
    Ensuring donor regulations are adhered to for all aspects of the operations
    Assist the Finance Manager in the preparation of timely donor reports as per the donor agreements & contracts

    Partnerships/ Sub grant Management

    Assist the Finance Manager in review of sub-grants reports to ensure timely upload of expenditure and transfer of funds
    Assist the Finance Manager to review of sub-grant advance amounts versus expenditure reported.

    Bank & Cash management

    Supervision of the processing of bank and cash transactions.
    Review finance documents up to $ 20,000
    Ensuring internal control procedures are followed for all cash disbursements, receipts and transfers
    Preparation of Cash forecasts and Cash Transfer Requests (CTR) for the Country Program by the 21st of every month through FM01.
    Ensure that there is sufficiency of bank reserves at all times
    Ensuring that the bank updates and correspondence are done.

    Field Office Training & Support

    Acting as the primary liaison for the field office finance staff for policy or procedure questions
    By frequent visits to the field offices providing training to finance staff on IRC accounting procedures and requirements, assists the Field Coordinators and program staff in finance related issues and activities.
    In conjunction with the Finance Controller developing or revising policy and procedures and assists in the implementation.
    Train field managers on budget tracking, review burn rates and provide advise if spending is not happening according to plan.
    Identify areas of staff development. Review of field office financial reports and providing feedback on areas of improvement.

    Audit

    Internal audit activities as required by the Finance Controller
    Assist in grant audits and verification

    Staff management

    Regular and open communication with IRC staff from all departments.
    To represent the finance department in the weekly tender committee meetings when nominated to do so.
    To be the Finance Manager’s back up in all aspects
    Finance Staff recruitment as required,
    Carry out finance orientation for new incoming staff and training non-finance staff.

    QUALIFICATIONS

    A bachelor’s degree in Finance/Business Administration with minimum CPA qualification.
    At least three years of finance and accounting experience in a similar post
    Knowledge of fund accounting, procurement and financial management of US and UN cooperative agreements.
    Knowledge of Microsoft Office software. SUN System Accounting is an added advantage
    Ability to work independently in a rapidly changing professional environment with a view towards establishing administrative procedures and protocol that will ensure optimal functioning of the operation

    SUMMARY OF RESPONSIBILITIES:
    This is a senior management position responsible for overseeing all the health programming in Somalia, that is, primary healthcare, emergency health, nutrition, community health including the integrated management of childhood illnesses (iCCM), and health system strengthening, in close collaboration with the Deputy Director of Programs, the Senior Health and Nutrition Coordinator (SHNC) will provide leadership, strategic vision and technical support to all aspects of the health and nutrition programs. The SHNC will contribute to the identification of programmatic priorities, design and direction and entertain active coordination with the clusters, health sector coordination forums, other agencies and existing IRC programs.
    In addition, the Senior Health and Nutrition Coordinator will look into integration opportunities with the health program as well as with other IRC programs and ensure that the health and nutrition programs are implemented in accordance with IRC Somalia Strategic Action Plan (SAP) and the Outcome Evidence Frame Work (OEF) and related Theory of Changes (ToCs) international health/Nutrition protocols, guidelines and best practices.
    This position reports to the Deputy Director of Programs, while the Senior Primary Healthcare Manager, the Senior Community Health Program Manager, and the Senior Health Manager will report to the Senior Health and Nutrition Coordinator.
    MAJOR RESPONSIBILITIES:The Senior Health and Nutrition Coordinator shall:
    Program Strategy, Development & Implementation

    Lead the development and expansion of the IRC HEALTH and nutrition sector throughout Somalia. This involves conducting periodical quality assessments and researches, development of quality concept notes and proposals and development of new projects and initiatives.
    Support the development and maintenance of a coherent health and nutrition strategy across IRC’s health/nutrition interventions in Somalia in collaboration with the other IRC programs.
    Provide technical and management leadership to the IRC health program in Somalia in accordance with best practice and IRC OEF

    * Provide technical advice including supportive supervision to IRC’s staff working in all health projects;* Ensure robust monitoring systems are in place and that reviews are undertaken periodically;* Adapt and develop where necessary functional health systems including health information, drug management, infection control and referral systems. Contribute actively to the development, revision, monitoring and implementation of the IRC Somalia Country Strategy and the development of detailed sector strategy.

    Lead the rollout and alignment of the OEF into existing sector strategies and programs
    Ensure health and nutrition proposals are designed in accordance with the Country SAP and OEF
    Coordinate the development of proposals and budgets for new projects and extensions of projects in conjunction with the other Technical Coordinators, Senior Health Managers and the DDP: –

    * Overall responsibility for effective and efficient management of project implementation consistent with the project management cycle, program objectives, activities and indicators;* Ensure that health/nutrition interventions adhere to donor agreements and IRC’s core policy documents, the IRC 2020 strategy, IRC’s Health Unit policies and guidelines (OEF, Minimum and Core indicators, HIV strategy etc.);* Ensure progress reports are completed in accordance with deadlines / compliance requirements and lessons learned are documented for internal use by IRC technical and program staff;

    Design health programming strategy for emergency response, resilience building and reducing risk to future potential disasters.
    Look into integration opportunities within the health and nutrition program as well as with other IRC programs in collaboration with Senior Health Managers, other relevant program coordinators and the DDP.
    Contribute to updates of the IRC Somalia Safety and Security Management as appropriate.

    Representation, Coordination and Advocacy

    Develop and maintain effective coordination and long-term relationships with health partners, representing IRC positions, promoting long-term strategy and resolving problems/conflicts.
    Represent IRC in external coordination meetings with UN/ NGOs, donors, partners and government in Nairobi & in the field.
    Develop and maintain internal and external relationships, and network to promote program linkages. This would include working with the IRC technical unit support staff, participation in the health and nutrition Working Group and sector coordination meetings to share strategies/lessons learned with staff of other agencies, providing information to UN-OCHA and other IASC bodies to contribute to national coordination efforts and communication on program developments with local/ regional authorities.
    Actively liaise with WHO, the Ministry of Health, the NGO Health Forum and the Health cluster to ensure harmonized and proactive programming.
    Generate health and nutrition data to be used by the senior country management team and health/nutrition clusters and other relevant staff to influence donor policies with the purpose of generating more funding;
    Build good relationships with authorities, partners, international and national organizations, authorities in the region and the country
    Keep the local authorities and other project stakeholders well informed of the progress of the program.
    Be the donor liaison on health technical issues for the Somalia country program.

    Financial management

    Lead the development of realistic budgets for the program both in the short-term and the long-term and identify the areas which require fundraising.
    Effectively manage program budget and staff. This includes among others, regular monitoring of the program finance to avoid major under-spending or over-spending using budget versus achievement analysis system (BvA); updating and sharing salary mapping templates; and maintaining monthly and quarterly spending levels as per the plans;
    Ensure that program activities are not disrupted by lack of cash and that the processes of cash flow forecasts and cash transfers from Nairobi to the field are smooth.

    Program monitoring (M&E)

    Lead the process of development of M&E systems and impact assessment for the health and nutrition sector in IRC Somalia. This includes the development of the sector M&E framework in line with the IRC Somalia country strategy and health sector strategy; development of specific M&E systems for each grant; submission of timely monthly and quarterly grant reports; weekly updates; and establishment of baseline data through surveys and other relevant mechanisms; and documentation and sharing of case studies within the organization.
    Monitor program implementation against work plans and overall project objectives, documenting progress and achievements, providing analysis based on monitoring and evaluation activities and adapt program strategy and implementation accordingly.
    Develop a monitoring and evaluation mechanism for quality control of health interventions.
    Ensure that all project activities are implemented in a timely manner and all related objectives achieved.

    Program quality and impact evaluation

    Take an active and hands on role in assessing impact and changing trends, advising on appropriate interventions and implementation where necessary and regularly review these against forecasts and action plans to enable integrated planning
    Responsible for developing clear exit strategies from the current emergency program ensuring that it links into recovery and longer-term HEALTHs programming.
    Learn the new impact evaluation methodologies and consider the application of these methodologies in health and nutrition programs and projects.
    Develop a monitoring and evaluation mechanism for quality control of environmental health interventions

    The IRC is one of the first humanitarian organisations to bring together specific disciplines involved in violence prevention and response (VPR) in conflict affected settings to ensure collaborative and still specialized support to survivors and those at risk of violence. Over the past 20 years, the IRC has pioneered and implemented programs that prevent and respond to violence against women and children, as well as other vulnerable groups in refugee settings and in other conflict-affected contexts, making the IRC a global leader in this field. The IRC presently implements programming in partnership with local communities to meet the safety, health and psychosocial needs of women, children and others experiencing violence, exploitation and abuse in contexts of conflict and displacement. The IRC manages VPR programmes in 26 countries across Africa, Asia, the Middle East and Haiti, with funding from governments, the UN, foundations, and private donors. Since 2010, the IRC has been building its work with local partners to advance emergency preparedness and emergency response capacity in the field, specific to the response to gender-based violence (GBV).The VPRU Emergency Preparedness Specialist supports an initiative that brings together women’s rights organizations, activists, academics, community-based organisations, non-governmental organisations, and regional civil society networks to ensure women and girls are protected from GBV in emergencies. This will be achieved through:Strengthening the technical and operational capacity of women’s rights organizations and networks to prepare and respond to GBV in emergencies.Supporting women’s rights organizations and network to actively contribute and influence global humanitarian policies, strategies and funding decisions.Promoting good practices, learning and information sharing among GBV preparedness and response actors and networks.In this role, the VPRU Emergency Preparedness Specialist coordinates with and ensures that the priorities of local and regional partners drive the initiative’s work, while also overseeing development of technical resources and the organization of field-based and remote capacity strengthening.     Major Responsibilities:

    Supporting local GBV expertise and emergency response to GBV
    Organize and lead GBV Emergency Preparedness and Response Training of Trainers (ToT) for NGO network staff and member organizations;
    Oversee the further evolution of the IRC’s GBV Emergency Preparedness and Response training package to include materials covering inclusivity and diversity, ensuring that training participants are equipped to design and lead programming for women and girls of different age groups and abilities, ethnic or religious backgrounds, sexual orientations, etc.;
    Using new materials on inclusivity and diversity, as well as IRC materials on context-responsive approaches to GBV programming in emergencies (e.g., mobile service provision, urban approaches, etc.), organize and carry out deep dive workshops for NGO Network staff and members;
    Support and reinforce strong eye-to-eye collaboration with NGO Networks and support their work cascade the trainings and deep dives out to network member organizations operating in refugee recipient locations and conducting programming for women and girls, and/or providing GBV prevention and response services;
    Ensure the monitoring, documentation and dissemination of learning on supporting local GBV expertise and emergency response to GBV.
    Accountability to women and girls in humanitarian response
    Ensure – through program design and practice, team capacity and behavior – that the people the IRC serves drive our action, are part of the design and implementation of programs, and that their access to services and programs is meaningful and safe;

    Job Requirements:

    Demonstrated ability to identify creative and appropriate solutions for the populations affected by crisis, considering factors including the context and an individual client’s developmental stage, gender and status

    As a senior member of the regional team, a Regional Safety and Security Advisor (RSSA) provides strategic advice and thought leadership, informed by a sound understanding of the operating contexts, to help regional and country leadership manage security risks and maintain continuity of operations. Under the broad guidance of the Regional Director, the RSSA has a substantial level of autonomy in execution of responsibilities. She/he will work with country teams to ensure that organizational security policies, procedures, and plans are contextually pertinent, practical and understood by staff; and updated as the security environment changes.
    Specific Responsibilities
    Field Security Management Planning and Adherence:

    Minimum of one visit per year to each country to monitor and support adherence to standards and requirements. Provide a follow-up report with clear findings and actionable recommendations after each visit.
    Provide support, advice and feedback as offices develop or revise SMPs that are country or field -specific.
    Direct security plan revisions when there is significant change in the security environment.

    This position sits within the Great Lakes Regional Unit at the International Programs Department, reporting to the Deputy Regional Director. The main task of the position is to support in-country measurement and learning staff in their efforts to ensure that program data are of high quality and used effectively for decision making, as well as that these efforts are aligned with IRC’s global vision and delivery plans for measurement.
    The scope of the job includes both coordination and technical responsibilities contributing directly to the achievement of IRC’s measurement and overall effectiveness goals, particularly those integrated within the individual countries’ Strategic Action Plans. It also includes supporting the regional management in better understanding country and regional performance and in using data to inform decision making.
    The selected candidate will be a professional with experience in a variety of operational contexts and able to work across multiple technical areas.     SCOPE OF WORK:
    The Deputy Regional Director for Programs in the Asia region will provide a range of strategic, management and programmatic support to the countries.  The DRDP focuses primarily on program quality, in all aspects, including design, implementation, monitoring and budgeting.  The DRDP liaises closely with other members of the regional team, as well as country management and HQ staff in NY, London and European offices.  The DRDP supports the RD in advocacy and management initiatives to ensure strong, consistent, and high quality management of the region as a whole.  The DRDP is required to travel regularly to country offices to provide management support and monitor program quality, as well as to participate in strategic planning sessions and regional meetings.  The DRDP reports to the Regional Director.
    KEY RESPONSIBILITIES
    Strategy

    Work closely with the Regional Director to ensure that the IRC’s global strategy is understood and guides decision-making throughout the region.
    Drive institutionalization of the Outcomes and Evidence Framework, IRC’s program design tools.
