    Sub-grant management

    Review sub-grants for compliance with donor rules and regulations
    Provide feedback and request clarifications on sub-grant documents that have been submitted for approval
    Support Program Manager’s in the drafting of partner agreements
    Maintain master files on sub-grants on hard copy and in the share drive
    Oversee all internal, external and sub-grantee reporting with programs and finance, ensuring high-quality, well-written and timely reports meeting donor and IRC requirements.

    Communication

    Liaise with donors regarding funding opportunities. Where applicable, meet with representatives of funding agency to work out final details of proposals and budgets
    Maintain excellent relationships internally within IRC and with all IRC’s partners, such as WFP, ECHO, UNHCR, CDC, UNICEF, UNFPA and local authorities.
    Oversee development and maintenance of headquarters and field reporting systems and processes related to grants management
    Maintains master files on grants on hard copy and in the share drive. Monitor paperwork connected with grant-funded programs
    Conduct monitoring visits to field locations

    Human Resources

    Provide technical back stopping for field based grants officers
    Support the program department in other recruitments if requested
    Orient relevant staff of all departments to donor requirements and work closely with all IRC departments and field units to comply with donor requirements
    Undertake other tasks as requested by the Deputy Director of Grants and Accountability, the immediate supervisor.

    Qualifications

    University degree in international relations or other relevant field.
    Master’s Degree Desirable

    Knowledge of UN (UNHCR/ UNDP/ UNICEF/WHO), US (USAID/OFDA), EU (ECHO/ EC) and UK (DFID) donor regulations, procedures and requirements

    JOB SUMMARY:
    The job holder will be in charge of the overall function of Motor Transport Capacity within Care Dadaab. The position will be tasked with developing and implementing effective Transport system within Care Dadaab with focus on the existing Transport Management Policies.
    The incumbent will also ensure at all times the Organization’s compliance with the traffic regulations in accordance with the Kenya Traffic Act Cap 403 Laws of Kenya. He/She shall promote optimized transport and logistical operations of the Sector with minimal impact on existing operating procedures to support the transportation management processes.
    RESPONSIBILITIES AND TASKS:

    Fleet Operational Management & Reporting.

    Preparation of the Transport Departments’ yearly operations plan.
    Ensure maximized efficient vehicle operation, and travel demand management.
    Overall vehicle operations planning; Allocation of vehicles to Care authorized Drivers.
    Perform vehicle online tracking and monitor vehicle movement and trace violations with possible corrective action.

    Ensure correct update of vehicles logbook particulars by the Drivers making right entries.
    Carry out preliminary investigations on transport related incidences and road accidents in view of managing risks and exposure.
    Ensure the requirements for vehicle safety, security, health, and work environment for passenger staff and Drivers are met.
    Assist in the development and maintenance of active road accident prevention programs.
    Fuel and mileage management; Monitor vehicle fueling, and usage by all authorized Drivers.
    Ensure all vehicles are cleaned, and safely parked at their designated lots by 6:00 PM.

    Management of Outsourced Transport.

    Job Description
    The Deputy Regional Director (DRD), East Africa (EA) will have significant management and international experience, a passion for humanitarian relief and development work, relevant language skills, and be capable of thoroughly understanding and successfully overseeing program design and delivery in Ethiopia , Kenya, Somalia, South Sudan, Uganda, Yemen and Zimbabwe. The DRD will ensure the quality of IRC’s programs, develop new program opportunities, and drive performance and results in the region. S/he is expected to be an outstanding communicator and team leader, and a committed humanitarian.
    SCOPE OF WORK
    The Deputy Regional Director will support the Vice President EA Region in overseeing IRC’s engagement and programming in response to the humanitarian crises impacting the East Africa region. In addition, the DRD will engage with regional INGO, UN, and donor representatives, to position IRC on regional initiatives and to further IRC’s strategic goals. The DRD will also be actively engaged in business development opportunities, especially around multi-year, high value projects. The DRD will be based in Nairobi and report to the Vice President EA Region.
    POSITION OVERVIEW
    The Deputy Regional Director will oversee program design and implementation in IRC’s country programs in the East Africa region. S/he will be an ambassador for organizational priorities and goals to these country programs and supporting country programs to implement IRC’s Strategy 2020.
    Exercising the delegated authority of the Vice President, the DRD provides a range of strategic, programmatic and operational management support to country programs and regional colleagues. A key function of the role is to navigate the organization on behalf of the country programs. The DRD will travel regularly to country offices to provide management support, including exceptional management of specific issues as required, and to monitor program quality. A significant portion of the DRD’s time will be spent on business development activities, regional representational activities, Strategic Plan monitoring, and staff mentoring.
    KEY RESPONSIBILITIES

    Strategy

    Work closely with the Vice President to ensure that the IRC’s global strategy is understood and guides decision-making throughout the region.
    Drive institutionalization of the Outcomes and Evidence Framework, IRC’s program design tools.
    Support delivery of country-level strategy action plans (SAPs). Facilitate and coordinate regional participation in global strategy discussions, initiatives and pilots.
    Oversee implementation of SAP monitoring mechanism and review process, including leading annual SAP reviews and reporting.
    Build consensus around a common vision of what shared success in the East Africa looks like, including developing and tracking appropriate indicators.

    Leadership & Coordination

    Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews.
    Provide leadership to increase country programs’ coordination, collaboration, communication and harmonization of programming.
    Drive seamless coordination between programming and operations and across sectors and outcomes, with the objective of improving the quality of IRC programs and impact on the people IRC serves.

    Strengthen the region’s readiness to respond to new emergencies in line with global IRC emergency response and preparedness guidelines.
    Facilitate sharing and learning across countries, and support country programs to incorporate learning from other regions into project design and operations management.
    Coordinate the region’s engagement with IRC’s R&D lab.
    Engage the regional team and country programs in on-going context analysis to ensure IRC programs are continually adapted to the evolving contexts across the region.
    Ensure that programs are designed and implemented in support of IRC’s vision of cost-effective, outcomes-driven and evidence-based interventions that are responsive to the local context and the priorities of our beneficiaries.
    Where applicable support country teams to adopt and use industry-standard remote management practices and maximize program quality and controls.

    Business Development & Partnerships

    In coordination with the IRC’s Awards Management Unit, provide focused business development support to country programs, building country capacity to win multi-year and high value projects.
    Take go/no-go decisions regarding pursuit of regional funding opportunities. In coordination with Country Directors, engage in strong regional-level representation with governments, donors, international and local NGOs.
    Ensure timely submission of competitive, responsive and high-quality proposals that align with country priorities identified in Strategy Action Plans, and support country program colleagues in negotiations with donors.
    Oversee the design and implementation of IRC’s work in partnership to support and build capacities of local civil society and other key stakeholders, positioning IRC as a valued INGO partner.
    Participate in shaping policy positions and advocacy messages pertaining to the overall humanitarian situation and IRC’s response in the East Africa region.
    Advise country programs in networking and alliance-building activities, promoting cross-sectoral engagement with the private sector, universities, research institutions, and other potential “non-traditional” partners.
    Support the development of country business development plans which marry the priority outcomes identified in each country SAP with the priorities of existing and new donors.

    Qualifications

    7-10 years in senior program management roles, with several of these being in an international NGO.
    Post-graduate qualification or equivalent relevant experience in a relevant discipline.
    A diverse background in programs, with strong understanding of M&E, strong analytical skills, and experience leading strategic planning processes
    Demonstrated ability to influence peer agencies, local government and community leaders to work effectively towards a common and agreed upon result.
    Demonstrated ability to evaluate and implement best practices and processes affecting multiple technical specialties to achieve rapid, consistent and high quality outcomes.

    The Kakuma refugee camp is situated in Turkana County in north-western Kenya and hosts 150,263 refugees, mainly of South Sudanese (54.7%) and Somali (25.3%) descent, as well as thirteen other nationalities including Congolese, Ethiopian, Burundian, and Eritrean that account for 20% of the population.
    The IRC implements integrated health services in the camp under the mandate of the United Nations High Commissioner for Refugees (UNHCR) involving, clinical services, community health, nutrition, RH/HIV/AIDS and WPE programs (Women Protection and Empowerment).
    As the lead health implementing partner, the IRC operates 5 health facilities in the camp, 1 level 4 Hospital (IRC General Hospital), 1 level 3 health facility (Health Center) and 3 level 2 health facilities (Clinics). A network of community health workers is also implemented by IRC applying the community health strategy.
    Objective of the consultancy

    To assess the IT infrastructure, IT equipment’s and connectivity status of the Kakuma program including the clinics and confirm that it will efficiently support a cloud based EMR.
    Create user flow diagram to map user journey and front-end experience for the EMR system.
    Design the initial structure of the EMR system and its components with lo-fi design mock ups.
    Develop training materials and roll-out plan for end users
    Come up with a change management approach for the end users of the system.
    Comprehensively learn and understand the ALL IRC health processes and workflows and ensure that these processes are documented and interpreted accurately to the software designer before and during the development of the system.
    Ensure the design of the EMR encompasses all the functional requirements of the various departments (Triaging, outpatient,laboratory, pharmacy,NCDs, eye clinic, and inpatient wards) at the IRC hospitals and clinics at Kakuma.
    Verify the functional requirements and identify duplicates in the requirements, and draft a checklist of evaluation criteria for the developer procurement.
    Meet with clinicians, and national staff in all the departments at the hospital and clinics and identify a suitable category of super-users of the system and work on a training plan for the staff. These are users of the system who will double up as support leads within their clinics in case of any challenges on the system.
    Conduct an assessment of all staff JD’s that will be affected by the introduction of the system and ensure that adequate measures including trainings will be implemented for the same.
    Conduct a conference room test exercise with dummy data simulating an actual IRC scenario. This will be done with the EMR committee who will have assisted during the requirements and design phase of the system.
    Conduct a user-acceptance training with the super users before the system goes live. This is an exercise that aims to check whether the flow of data in the system actually meets the current IRC business processes.
    Develop a go-live checklist that every clinic must meet before going live. This will be a document that contains all the necessary pre-requisites to be met before the system goes live in any particular clinic.
    Select a suitable pilot clinic where the system will go-live before full roll out to the rest of the facilities.
    Ensure that all issues coming up after go-live are documented and resolved within the required service level agreement.
    Develop a guide book and knowledge base about the system.

    Expected Outcomes:

    A functional EMR system that is able to support an effective and efficient patient health care provision at IRC hospitals and clinics (flow of patients from triage to the point of discharge or referral). With a unique identification system (Bio metrics/Individual UNHCR Number/National Identification Number)
    A system that is able to link all the departments in the hospitals (Consultation rooms, Emergency Department , Lab, Pharmacy, Radiology, Wards, theater, Ophthalmology, WPE consultation), and the clinics within the Camp, and be able to store patient information for ease of access/reference at any facility by authorized operating providers; keeping all records confidential.
    A system that Incorporates all the data capturing tools e.g, enabling timely generation of reports delivery based on program indicators.
    Track the consumption of drugs and medical supplies at the pharmacy, laboratory and other departments within the hospitals and clinics, with an ability to generate periodic (daily, weekly, monthly) consumption reports of the commodities.
    Capture all the health data at all points of care and generate reports

    Tasks to be performed:
    In liaison with the Senior Field Coordinator, Senior Health Technical Coordinator and the Design monitoring and Evaluation Coordinator the project lead consultant will be expected to:

    Verify the EMR requirements as proposed by the field staff
    Identify duplicates in the requirements and amend appropriately
    Draft the book of processes,
    Draft a checklist of evaluation criteria for the software developer procurement
    Develop a request for proposals (RFP) for software developer procurement
    Support the IRC management in the identification of a suitable software developer
    Supervise the work of the software developer.
    Test the EMR deliverables at each stage.
    Provide training for all user users.

    Share monthly progress reports to the IRC Senior Management Team detailing the activities accomplished and pending activities regarding EMR implementation.
    The IRC Role:

    The IRC will fully engaged the project lead consultant for a period of 6 months. He/She will the based at the Kakuma Refugee Camp
    The IRC will facilitate transport of consultant to and from Kakuma field site
    The IRC will cater for accommodation of the consultant while in Kakuma.
    The consultant will pay for their meals (breakfast, lunch and dinner) during their stay as per the staff welfare guidelines.
    The IRC will avail all relevant materials and resources to design, develop, pilot and roll out a functional EMR system in Kakuma field site
    The IRC will support in the logistics at Kakuma field site including office space and movements at the camp.

    Date and Period of consultancy
    The consultancy will last not less than six months beginning from July 2019 or as agreed by both parties.
    Qualifications
    The IRC is seeking the expertise of a project lead consultant with a background in Health, IT as well as M&E with experience in humanitarian contexts to conduct support in designing, develop and roll out a functional Electronic Medical Records (EMR) system at the general hospital and clinics in Kakuma field site.
