    Before filing, ensure that all documents have been stamped ‘PAID’ including cash payment reference details.
    Scanning all financial documents and digitally filling them.

    Audit Facilitation

    Retrieving, reviewing and filling back audit documents.

    BVA

    Ensure payments are cleared on the system (BVA) once payment has been done.
     

    Other

    To maintain an organized and well-documented bank correspondences file ensuring it’s continuously updated.
    Work closely with Finance Assistant to ensure effective training.

    Job Description
    The Senior WPE Officer will be the focal point for IRC’s GBV program in Dadaab Refugee camp. With technical support from the WPE Coordinator and WPE Technical Unit, the Senior WPE Officer will be responsible for implementing the GBV program in Dadaab refugee camp in ensuring that the goals and objectives of the program are met.
    She/he will provide technical and line management oversight to the field-based staff of WPE.
    The position reports to the Senior Field Coordinator and the WPE coordinator in Dadaab and Nairobi respectively.
    Key Responsibilities
    Program Management

    Ensure that the profile of the program and staff are maintained at the appropriate level and WPE staffs’ performance is managed in line with IRC practices and policies. The position line manages six GBV officers in Dadaab Refugee camp
    Provide project leadership and ensure the implementation of the program meet standard operating procedures, child protection guidelines and GBV case management guiding principles.
    Provide ongoing leadership to the team and oversee implementation and coordination of activity plans to ensure targets are met.
    Provide ongoing support to staff and partners through training and guidance to ensure programming meets GBV best practice and guiding principles that prioritizes the security of beneficiaries and staff.

    Grant Management

    In coordination with WPE Coordinator, DDP, Grants Unit and HQ Technical Unit, play a leading role in the development of proposals and budgets

    Capacity building

    Lead the team in designing and overseeing implementation of staff training plans for national and refugee team members in collaboration
    Provide technical guidance on GBV trainings including basic counseling, CCSAS (clinical care of sexual assault survivors), GBV basics and key GBV resources for partners, community members, and service providers.
    Work closely with the health team managers (clinical services, Nutrition, Community health and HIV) to ensure that staff are well trained on GBV and support to survivors
    Mentor the GBV officers on improving their capabilities in report writing, data analysis and proposal writing.

    Coordination and Networking

    Work with partners, government, and other NGOs and UN agencies to establish appropriate systems to ensure survivors can access services in a timely and confidential manner.
    Develop and maintain effective working relationships with all stakeholders– including community leaders, NGOs, UN agencies, and other IRC team members (especially HIV, and clinical services) to enhance multi-agency and multi sectoral cooperation and coordination.
    Participate in Dadaab level coordination meetings to represent the program
    Ensure GBV response and prevention is incorporated into other sectors and humanitarian activities, through trainings, advocacy and other mentoring or support.
    Lead on the development of advocacy materials and campaigns at the camp, county and national level to ensure the needs of women and girls are addressed in Dadaab refugee camp.

    The Safeguarding Advisor, East Africa, West Africa, and Great Lakes Regions is responsible for the IRC’s coordinated global approach to protect beneficiaries from exploitation and abuse by IRC staff, and to protect IRC staff from sexual harassment and other forms of sexual violence across our country and emergency programs in the East Africa, West Africa, and Great Lakes Regions. This includes: (1) prevention through the implementation of appropriate policies/procedures, trainings, and communications in line with the Safeguarding Strategy and Action Plan; (2) working with country and regional staff, Human Resources, and technical advisors and experts on a coordinated approach to safeguarding; (3) the continued development and monitoring of client and staff reporting mechanisms in country programs in collaboration with the Ethics and Compliance Unit; (4) ensuring that lessons learned and remediation following assessments, reviews and investigations are incorporated, in cooperation with country programs and regional offices; and (5) providing other forms of country facing support to support the successful building of a safeguarding culture of prevention and response in our country and emergency programs in the East Africa, West Africa, and Great Lakes Regions.

    Reporting to the Director of Safeguarding, this role will work closely with Human Resources, Gender Equality Unit, Violence Prevention and Abuse Unit (VPRU), Ethics and Compliance Unit (ECU), and other IRC functional units in the context of our programs in the East Africa, West Africa, and Great Lakes Regions.

    Job Overview

    The Safeguarding Advisor, East Africa, West Africa, and Great Lakes Regions will work under the direct supervision of the Director of Safeguarding. S/he will be responsible for advising and coordinating the effective implementation of IRC’s safeguarding strategy and action plan across IRC’s country programs in East Africa, West Africa, and Great Lakes Regions. This will include: technical advice, capacity building (training, communications), material development, and other forms of direct country support.

    As the role covers 19 country programs in the East Africa, West Africa, and Great Lakes Regions, some of this support will be remote. It is anticipated that up to 50% of the Safeguarding Advisor’s time will require travel to country programs.

    Major Responsibilities

    Support and monitor the implementation of IRC safeguarding strategy for country programs and partners in the East Africa, West Africa, and Great Lakes Regions
    Support the roll-out of safeguarding capacity building materials for the East Africa, West Africa, and Great Lakes Regions, including delivery of trainings and other technical support related to safeguarding during field visits
    Support development of country-level Standard Operating Procedures (SOP) for responding to safeguarding violations, working closely with IRC operations and programs teams on the ground, and in particular with VPRU program leads where those exist

    Qualifications

    Advanced degree in relevant field relating to humanitarian action, protection, sexual violence, or training

    Job Description

    IRC is seeking a Senior Technical Advisor for a five-year, large-scale East Africa regional project to increase access to quality educational opportunities for refugee and host communities. IRC is currently working on this funding opportunity to improve the social, emotional, and cognitive development of refugees from early childhood to primary school aged. The Senior Technical Advisor will provide quality technical assistance and leadership to ensure the overall quality of the technical design and implementation across multiple countries, which includes the development of developmentally appropriate teaching and learning materials. The project will consist of a consortium of partners that will focus on active learning. The Advisor will ensure that programs also benefit from lessons learned, promising practices, and evidence generated across the region; as well as represent the project in appropriate global forums to share with the larger education in emergency sector. S/he will also have a specific focus on quality technical assistance to support field programs to test, rigorously evaluate, and scale active learning methodologies to improve children’s outcomes. This position is contingent on the IRC being awarded funding and is anticipated to begin in mid-November 2019.

    Job Responsibilities

    Provide technical leadership and assistance on the overall approach with a real focus on teaching and learning material development, training and capacity building for a variety of stakeholders responsible for children’s learning; as well as approaches for testing and scaling up active learning methodologies to improve learning outcomes
    Coordination of technical approaches, content development, and influence across field programs
    Support field staff to use project data to track progress and engage in meaningful course correction discussions at regular and frequent intervals; as well as ensure data is tailored to facilitate similar discussions at the global and senior management level.

    Qualifications

    Advanced degree (PhD or MA) in education, or closely related field;
    At least eight years’ experience in education programming, with at least four years of experience with work specifically in crisis or conflict-affected contexts is required, preferably in East Africa.
    Significant prior experience with material development, active learning methodologies, and capacity building/training;
    Experience in social emotional learning interventions, monitoring and evaluation, and research in relation to Education is highly desired. Experience in strategy development and working across sectors or disciplines is highly desired;
    Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders;
    Strong communication skills, both oral and written;
    Fluency in English required;
    Ability to travel at least 30% of the time

    Job Description

    The WPE/GBV case worker will offer GBV screening services, holistic case management to survivors while ensuring improved quality of health and psychosocial support, support in development of a functional referral networks that enhance survivors’ ability to receive confidential, safe, and timely services that meets their needs.

    Key Responsibilities

    Provide direct support and care for survivors of GBV and age-appropriate specialized support and care for adolescents, male and child survivors of GBV, including counseling and case management.
    Ensure proper documentation of reported GBV incidences through utilization of GBVIMS tools.
    Ensure safety of survivors is guaranteed by adhering to GBV guiding principles and use of survivor centered approach.
    Support in developing and strengthening referral networks and monitoring the referral pathway to improve survivors’ access to GBV.
    In consultations with women and girls, develop and support to implement a series of age-appropriate and group emotional and social support activities for women and girls, with an emphasis on meeting the needs of survivors of GBV and strengthening support networks among women and girls.
    In consultations with GBV officer, develop and implement/ share monthly response plan and GBV key issues based on case trends to disseminate information on services available and referral pathways.
    Make routine follow up of GBV cases referred to ascertain their wellbeing and services received.
    Prepare and submit weekly & monthly reports as required and incorporate supervisors’ feedback in a timely manner.
    Participate in awareness creation and prevention activities on GBV
    Participate in the development of procurement and spending plans and work plans to ensure the successful implementation of programs
    Ensure supplies/resources are requested on a timely manner for timely implementation of program activities including manage/prepare contingency program stock supplies where necessary.
    Monitor and track utilization of program supplies and resources to ensure efficient use of available resources.
    Ensure tracking of key program indicators and progress through utilization of GBVIMS, M&E data collection and indicator tracking tools.
    Perform any other duties as assigned by the supervisor.

    Qualifications

    Diploma in Social Work / Social Sciences / Counseling / psychology / health or other related field preferred. Degree in similar fields would be an added advantage
    At least 3 years’ experience in the direct provision of counseling and psychosocial support to survivors of GBV, including child survivors
    Clear understanding, including demonstrated positive attitudes on gender inequality, and issues surrounding violence against women and girls STRONGLY preferred.
    Excellent listening and observation skills, including ability to create trust, support, respect and interact with survivors of all ages, background and diversity
    Ability to lead, train, supervise, and motivate other GBV staff and local partners in their respective tasks in a professional, respectful and supportive manner.
    Has a positive and professional attitude ability to work with minimal supervision and in a hardship area.
    Flexibility to work outside of normal working hours when necessary.
    Knowledge of English and Kiswahili is a must (knowledge of Ng’aturkana will be an added advantage)
    Clear understanding of GBVIMS will be an added advantage

    Overall co-ordination and supervision of the Hagadera refugee camp integrated community based mental health department charged with the assessment of, appropriate interventions, and referrals of individuals with mental health needs in the camp/local community for other services.
    Develop, plan and facilitate trainings for the refugee mental health dept. staff, community leaders, CHW’s, religious leaders, support groups, Teachers, paraprofessional counselors, other stake holders and community awareness campaigns.
    Preparation and compiling of department psychosocial work plans and monthly HIS reports.
    Plan and coordinate psychotherapy groups at the two Health posts and main hospital.
    Create an appropriate networking system with other and or relevant implementing partners, line ministries, hospital departments and community stake holders through referrals and advocacy.
    Oversee and conduct psychosocial assessments & plan individual case management of all patients on follow up at the mental health department.
    Design and initiate appropriate psychosocial treatment plans for war trauma and torture survivors suffering from PTSD through individual or small group psychotherapeutic sessions and supervise as necessary.
    Provide mentorship of the mental health assistants working in the MH department through continuous education, guidance, supervision and support.
    Design mental health trainings for the mental health workers and other stake holders.
    Take charge of the mental health department when the mental health officer is away from office.
    Do any other duties that the mental health officer deems necessary.

    Key result areas

    Improvement in overall quality of MHPSS care for all the patients/ Clients in Hagadera refugee camp.

    Qualifications

    Diploma in Counselling from a recognized Institution
    Licensed with the Professional counsellors association
    Previous experience working in a refugee camp is an added advantage.
    At least 2 years work experience in a busy set up

    Job Description
    IRC is one of the first humanitarian organizations to bring together specific disciplines involved in violence prevention and response (VPR) in conflict affected settings to ensure collaborative and still specialized support to survivors and those at risk of violence. Over the past 16 years, IRC has pioneered and implemented programs that prevent and respond to violence against women and children, as well as other vulnerable groups in refugee settings and in other conflict-affected contexts, making the IRC a global leader in this field. IRC presently implements VPR programs in 26 countries across Africa, Asia, the Middle East and Latin America, with funding from governments, the UN, foundations, and private donors.
     
    As a Senior Technical Advisor (STA) within the Violence Prevention and Response Technical Unit (VPRU), you will oversee a team focused on advancing participation and inclusion of children, adolescents and women, and women’s movement building. This includes working with Child Protection and Protection/Rule of Law technical teams to identify opportunities to advance women’s participation and leadership in those specializations, such as within access to justice efforts, women’s peacebuilding efforts, and community-based protection work.
     
    You will work in close partnership with the STA for Risk Mitigation and Inclusion to build out a strategy around VPRU’s leadership on participation, inclusion and localization, and to support business development in these inter-connected areas, with the long-term view of bringing this work under one coherent umbrella within VPRU.
     
    As a member of the Technical Innovations and Emergency Response (TIER) Team, you will collaborate with the TIER Deputy Director and Senior Technical Advisors across VPRU to ensure resource and information sharing, informed business planning, adequate uptake and dissemination of all resources developed and facilitation of coordination across teams as needed.
     
    Your specific portfolio currently includes projects aimed at promoting locally-led programs that are inclusive of diverse women and girls, and at pushing forward innovative approaches to women and girls’ participation and accountability in humanitarian settings. You will be responsible for ensuring the timely implementation, coordination and adherence to high technical standards of work within projects that sit within this portfolio.
     
    As the STA for Participation and Women’s Movement Building you will provide direct supervision to the technical specialist leading on the Building Local, Thinking Global project. You will travel up to 35% time to support field-based and partner-led activities.
    Main responsibilities include:

    Technical assistance and oversight

    Provide technical support as required where the IRC is implementing programming that promotes participation and women’s movement building, in collaboration with VPRU country-facing technical advisors. This includes but is not limited to the Listen Up and Building Local, Thinking Global (BLTG) projects.
    Coordinate and collaborate with Gender Equality, Policy and Advocacy, and other relevant departments at the IRC, to collectively advance the innovative design and implementation work that promotes women’s movement building.
    Plan for and ensure technical assistance to women’s rights organizations and networks that are IRC partners in participation and movement-building efforts.
    Ensure strong monitoring and evaluation approaches to capture robust learning, in partnership with VPRU M&E specialists and IRC partners.
    Contribute to identifying strategic technical priorities, in collaboration with Child Protection, Protection / Rule of Law and Women’s Protection and Empowerment (WPE) STAs, for further work to advance participation and inclusion of children, adolescents and women, and women’s leadership and movement building.

    Leadership and representation

    In close collaboration with the STA for Risk Mitigation and Inclusion, and the broader VPRU Leadership Team, contribute to strategic planning and the strategic direction of the VPRU, with a specific focus on how to promote and ensure effective child and adolescent participation in VPR programming, women’s participation and leadership, and women’s movement building.
    Contribute to the cohesive functioning of the team by ensuring strong communication within the team, across the Technical Innovations & Emergency Response team, and with VPRU Country Support colleagues.
    Advance the IRC/VPRU as a thought leader in thematic areas of a cross-cutting nature including disability, age, gender and inclusion in humanitarian action, risk mitigation, and centrality of protection through strategic participation in workshops, panels, and conferences.
    Provide representation in key internal and inter-agency fora to influence policy and practice and support the IRC Uganda Learning Advisor to promote uptake of Listen Up learning within national fora.

    Resource development and learning uptake

    Review and finalize all resources, learning documents and external-facing communications that stem from the VPRU’s participation, inclusion and movement building portfolio.
    Support the development of dissemination plans to highlight new resources and to ensure practitioners are aware of and utilizing resources and learning.
    Capture and disseminate learning from across the Listen Up project in annual technical learning briefs, highlighting advancements in women’s movement building to address sexual harassment, exploitation and abuse within humanitarian response.
    Support the development of internal and external communication products related to projects in your portfolio. This may include writing stories for online publication, developing content for social media, podcasts or other media, engaging with high profile public figures, and producing regular activity updates to share with external partners.

    Partner coordination and event support

    Ensure continued strong partner relationships, promoting work in line with feminist partnership principles outlined through Listen Up. This includes partnership with multiple WROs, Raising Voices, Voice, Sonjara, and resource development consultants (e.g. translators, designers, etc.).
    Work with the Grants Officer, who is responsible for the coordination and operationalization of these partners, in order to ensure timely and informed communication.
    Coordinate and support facilitation of external advisory group working with the Listen Up project and strengthen adherence to the advisory group principles.
    Coordinate with a sister-project led by the Global Women’s Institute, Empowered Aid, to ensure activities are coordinated and share learning.
    Oversee the planning of all major events, internal and external meetings, project workshops, and travel, in coordination with the VPRU

    Program Assistant and Operations.

    Business development and grants management
    Build funding for new areas of investment in VPRU, with a focus on leading business development for women’s participation, child and adolescent participation, and women’s movement building.
    Support preparation of, review and sign-off on high-quality narrative donor reports for all projects in your portfolio.
    Work closely with the VPRU grants manager to monitor project spending and to ensure timely financial reporting.
    Work with relevant project team members and grants managers to ensure budgets are managed effectively. This includes managing communication with field programs receiving budget allocations from TU-led grants.

    Human resources

    Provide regular supervision, guidance and mentoring to direct reports
    Identify development needs of direct reports and support them to access professional growth opportunities appropriate to their needs and aspirations.
    Maintain open and professional relations with team members, encouraging them to collaborate effectively, promoting team cohesion, and providing oversight and guidance to enable staff to successfully perform in their positions.
    Lead with commitment, integrity and accountability to the IRC’s global standards for professional conduct.

    Qualifications

    MA in social work, gender equality, women’s rights or other related field, or equivalent and relevant experience.
    8-10 years’ experience in humanitarian, development or similar organizations with direct experience working on VAWG response and prevention programming, including but not limited to the response and prevention of sexual exploitation and abuse.
    Active member of feminist movements and networks in the global south with substantial expertise in advancing women’s rights and feminist movement building.
    Experience in child and adolescent participation is a strength.
    Excellent oral and written communication, including proven success communicating in challenging and cross-cultural contexts
    Highly organized and self-motivated, able to work efficiently on his/her own
