    Job Description
    This position is open to Washington DC (preferred) / New York / Nairobi.
    The IRC’s vision is to lead the humanitarian field by implementing high-impact, cost-effective programs for people affected by crisis and by using our learning and experience to shape policy and practice. To achieve that vision, the IRC’s technical units provides technical assistance to IRC’s country program staff and shares what we learn to influence policy and practice.
     
    The technical units have three central objectives that we work towards:
    1) Guide program design to achieve outcomes by incorporating the best available evidence
    2) Build technical capacity of country program staff to implement, measure and continuously improve programs
    3) Influence the IRC, peer agencies and donors to use proven interventions and generate new evidence to achieve change in peoples’ lives
    The Research and Innovation Department (Airbel Impact Lab) supports the various technical units across the IRC to conduct or backstop research studies and innovation projects, and also leads initiatives that provide resources for country programs to design and implement programs based on existing evidence. 
    Health Technical Unit
    The Health Technical Unit is organized in four sectors; primary health, reproductive health, environmental health, and nutrition. The structure emphasizes a clear division of roles between staff focusing on comprehensive technical assistance to countries and staff providing specialized support and thought leadership. In 2017, the Health Technical Unit supported programming in 6 regions and 27 countries.
    Major Responsibilities
    The MNH researcher will run and backstop field-based health implementation / operational research studies focused on MNH in low-income, conflict-affected contexts.  It is expected that the researcher has the capacity to independently lead research projects (equivalent of assistant professorship or above).  Their responsibilities will mainly be split across two major projects.
    45%: Health Systems Research Programme Consortia (RPC)
    The IRC is expected to receive funding to lead Ensuring Quality Access and Learning (EQUAL) for Mothers and Newborns in Conflict-Affected Contexts Consortium, a research consortium funded through DFID’s ‘Filling the Gaps in Evidence: Building Stronger And More Resilient Health Systems Research Programme Consortia (RPC)’ mechanism.  The IRC-led RPC aims to produce high quality evidence that improves the health of the poorest and most vulnerable people in developing countries. The IRC is partnering with Institute of Human Virology Nigeria, Johns Hopkins Center for Humanitarian Health, Somalia Disaster Resilience Institute, Sudd Institute (South Sudan), and Université Catholique de Bukavu (DRC).  The objective of this project is to produce rigorous, operationally relevant research and evidence to improve maternal and neonatal health in low-income, conflict-affected contexts.  This project will produce evidence that is accessible to decision-makers influencing strategic investment, policy and programming to improve MNH, at the national and global level.  The research under this opportunity includes topic areas such as operational research on community-based MNH service delivery, national health policy analysis around MNH, and MNH quality of care assessments in primary health facilities, and the MNH Researcher will be expected to lead or backstop several research workstreams under this consortium.
    30%: Health systems strengthening research around MNH
    The IRC’s Health and Governance Units have been exploring participatory mechanisms to improve accountability and strengthen systems in health facilities in fragile and conflict-affected contexts.  The health researcher will be expected to lead a research study examining such mechanisms, and manage relationships with an academic partner and IRC’s relevant country program. 
    15%: Business development
    The MNH Researcher will be expected to develop and submit proposals around IRC’s priority research questions in MNH, as well as in sexual and reproductive health. 
    10%: Other research backstopping
    The MNH Researcher may be asked to backstop IRC’s health research projects outside of the MNH content area. 
    Qualifications
    Minimum requirements

    Education: PhD in public health or equivalent
    Work Experience: At least 5 years’ experience in public health, and at least two years in developing countries and relevant research
    Field Experience: At least one year field research experience in humanitarian or low-resource setting, with demonstrated experience in leading their own research
    Technical Expertise: Demonstrated technical expertise in conducting research including both qualitative and quantitative research methods with experience in more than one of the following areas: maternal and neonatal health, reproductive health, health systems strengthening. Experience training and supervising field teams, project management, and history of publication of results.
    Team work: Able to work with remote, multi-cultural, and multi-disciplinary teams
    Communication Skills: Excellence in writing and presentation

    Scope
    Across the organization, the IRC Kenya has a diverse donor portfolio comprising of European, US donors and private foundations. The Deputy Director for Grants and Accountability is a central figure within the IRC program management and support infrastructure and a member of the country senior management team. Under the supervision of the Country Director (CD), the DDGA focuses on effective grants management and accountability, including oversight of monitoring and evaluation and supporting the inclusion of client voice in program design and review.
    The DDGA will be responsible for significant elements of IRC strategy implementation and management of key humanitarian donor relationships together with the CD.
     
    Responsibilities

    Business development

    Work closely with the CD, Deputy Director for Programs (DDP), technical coordinators and field coordinators to develop business development plans to achieve the strategic aims laid out in the country Strategic Action Plan (SAP)

     Accountability, monitoring and evaluation

    Lead the M&E team and work with them to revise the way IRC Kenya measures quality programming and responds to stakeholders. This will be facilitated by ensuring:
    In coordination with the Measurement Action Coordinator, lead effective roll-out and implementation of the Measurement Initiative, a key element of the IRC strategy. The two elements of this initiative are:
    Monitoring for Action (MfA), which ensures 9 key M&E standards are met throughout the planning, implementation and close-out parts of the program cycle

    Background

    The International Rescue Committee (IRC), one of the world’s largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. Since 1992, the IRC has provided life-saving services to refugees and vulnerable local communities in Kenya. In Kenya, the IRC implements programs in the areas of integrated primary health care (including nutrition and HIV/AIDS); economic recovery and livelihoods; protection of rights; and women’s protection and empowerment in refugees camps as well as northern Kenya and Nairobi.

    Through its Economic Recovery and Development (ERD) unit, the IRC is helping vulnerable refugees and host community members in Nairobi build their income and assets. The program works closely with local partners and private sector actors to offer employment and employability support. The program provides internal Business Skills training and business counseling and start-up capital through livelihoods centers and mobile services. Market based principles and coordination with the private sector are mainstreamed throughout approaches to ensure the most effective outcomes on employment, and client feedback and protection based needs are deeply incorporated to ensure holistic services. IRC is focused on encouraging the ability to become self-sufficient, particularly where livelihoods are concerned, for survivors of SGBV, youth, refugees preparing for repatriation, and other marginalized groups. IRC also focuses on economic empowerment approaches that foster gender equity and equality given that women and girls are even more vulnerable in situations of crisis and where marginalization happens.

    Scope of Work

    Business Enterprise Officer is a key program staff who helps maintain program quality and compliance across all business enterprise activities, ensuring program approaches are clearly detailed, understood by the program teams and implemented. S/he will conduct direct business skills training to clients, guide clients in developing business plans, conduct due diligence for business grants administration and offer administrative support in relation to ensuring smooth operations. S/he will offer technical support on approaches to efficiency and effectiveness of Business Enterprise pathway of the ERD program. S/he will also support the Urban Savings and Loans Associations (USLA) Monitors in formation of USALAs and training the associations on the USLA model. Alongside, s/he will support in vetting the USLAs for grant administration.

    Specific Responsibilities

    Program Planning

    Train program beneficiaries/clients on Business skills and life skills
    Support beneficiaries in developing business plans to be funded
    Follow up on clients whose businesses have been funded to offer support in areas of business sustainability and other areas of concern
    Liaise with the protection team to ensure refugees who are facing protection challenges are supported.
    Prepare periodic reports of progress of program activities
    Assist in context and stakeholder mapping and analysis to contribute to the conceptual development of Livelihoods Resource centers and mobile services.
    Help conduct outreach to community and local leaders, private sector partners and other stakeholders as directed by ERD management.
    Conduct outreach with small to medium employers to promote the IRC apprenticeship program and secure commitments from employers to host apprentices/interns, and follow up on needed documentation and planning.

    Training Delivery and Enterprise and Skill Acquisition Support

    Schedule business and life skills training cohorts, ensuring all vocational training, apprenticeship and literacy beneficiaries receive introductory information sessions before starting other activities.
    Deliver training material to clients as the main trainer/facilitator, and schedule other trainers as necessary for specific cohorts or sessions.
    Support other program staff in delivering business and life skills sessions.
    Working with program staff to recommend clients for placement in apprenticeships and provide recommendations on matching them with employers.
    Provide introduction sessions to apprenticeship clients, including on attendance requirements and protection related issues, drawing in other staff as necessary
    Provide introduction sessions to apprenticeship host employers, including on attendance and time keeping and necessary documentation.
    Conduct weekly visit to apprenticeship sites to verify work conditions, verify the presence of beneficiary as well as troubleshooting as necessary on the working relationship
    Conducts bi-weekly meetings with beneficiaries in the form of calls, interviews or focus group discussion as appropriate. Helps ensure that payment of beneficiaries is accurately processed;
    Under the direction of the ERD Manager, conduct individual business development sessions with clients and coach them through the development of a business plan and grant application.

    Program Monitoring & Reporting

    Support monitoring of apprenticeship activities, conducting site visits and helping to troubleshoot any issues from clients or host employers.
    Coordinate closely with M&E and data staff on targeting, data collection, data systems and information management
    Contribute to baseline, interim and end line assessment efforts and program reporting, providing clear input on business training, micro-enterprise and apprenticeship activities.
    Assist in the design, collection and analysis of data on local labor market, trends, and livelihoods profiles of specific urban areas (informal settlements, refugee centric areas), market opportunities and skills gaps, in order to identify relevant opportunities for job creation.

    Coordination

    Coordinate closely with IRC logistics, finance, and grants focal point to ensure timely and compliant program activities and expenditures
    Under the direction of the ERD Manager, help liaise with vocational training providers and apprenticeship host employers
    Support in identification and assessment of private sector partners for apprenticeship/employment, build relationships with the partners, and lead documentation of partnership engagement.
    Coordinate the activities of the Urban Savings and Loans monitors to ensure that the USLAs are well supported and monitored.

    Work Environment

    The position will be based in IRC Kenya’s urban program field sites – Kawangware/Pangani/Kajiado. However, the role involves day to day field travel within Nairobi County and Kajiado for monitoring and other activities related to client support.

    Qualifications

    Bachelor degree in Social Sciences, Public Administration, business administration or equivalent.
    At least 3 years of experience in livelihoods or community engagement programs or in private sector
    Experience and capacity in training groups, and working with vulnerable populations

    The IRC’s East Africa region is one of the largest and most diverse regions, spanning seven countries (Ethiopia, Kenya, Somalia, South Sudan, Uganda, Yemen, and Zimbabwe) and with an annual portfolio over $145 million. Where additional support is required by the countries in the region, the Regional Grants and Business Development Coordinator will be deployed to assist in the development of proposals, donor reporting, and general grants management. The Regional Grants and Business Development Coordinator reports to the RGD and works closely with the regional Business Development and Program Support teams as well as country office staff. The position is based in Nairobi, Kenya where the regional office is located, with frequent travel to country programs in the region.

    Major Responsibilities

    Proposal Development

    Work closely with country programs to support proposal development processes and write proposals, either remotely or through in-country assignments
    Facilitate design sessions with key country program, regional and HQ teams during dedicated deployments as needed
    Liaise with Awards Management Unit’s global Business Development and Regional Program Support Teams to ensure proposals meet internal and donor standards
    In coordination with the Awards Management Unit and East Africa Regional Leadership, track upcoming business development opportunities as needed
    Where necessary and in coordination with RGD and SPDA, cultivate donor relationships at the regional level

    Grants & Compliance

    Work with country programs’ grants teams to ensure that high quality reports to donors are submitted on time, are coherent and accurate
    Monitor and support the use of grants management tools such as monthly financial reports, procurement plans, and activity plans amongst program teams to ensure accurate tracking of implementation and timely alerts to potential challenges/obstacles
    Assist country programs’ grants teams to coordinate with Awards Management Unit’s global post-award to ensure that reports are in accordance with donor and IRC internal requirements
    Where support is required, act as focal point in facilitating donor report reviews and approvals by technical advisors and other relevant persons at HQ
    Train and support country programs’ grants teams and program staff on donor compliance, report writing, project and budget monitoring, record keeping, and grants management.

    Qualifications

    Degree in international development/affairs, public administration, or related subject
    At least seven years’ experience working with international non-governmental organizations in the area of program development, grants management, and/or project management; preferably in East Africa
    Successful experience developing projects, writing proposals, and developing budgets for USG, United Nations, and European donors
    Experience working on business development and grant management in an emergency, humanitarian setting
    Excellent English written and verbal communication skills

The program will begin with a 6 month co-design phase focused on bringing together a diverse range of partners with the objective of identifying locally-valued solutions to achieve transformative and enduring change in the field of refugee livelihoods in East Africa; initially in Kenya and Uganda but with a plan to expand to Ethiopia.

    Job Overview

    The Project Director will be responsible for the overall management and oversight of the program. This will include coordinating across the project partners and IRC staff at country program, region and HQ to ensure the program delivers transformative solutions and that these solutions are effectively implemented to achieve sustainable impact for refugee and host community livelihoods.

    The Project Director will report into both the Regional Vice President, East Africa and Senior Technical Director, Economic Recovery and Development (ERD).

    Key Responsibilities Will Include

    Throughout all phases of the project, provide strategic leadership to define activities to achieve the greatest impact toward the project goals and objectives;
    Oversee project delivery to ensure activities are executed on time, according to budget, and meet IRC and donor requirements;
    Oversee the project budget and operations to ensure resources are optimized through strong budget management, financial tracking, and accurate and timely reporting;

    Coordinate the activities of a project design team, in particular ensuring that clear deliverables are set and an actionable plan is in place to achieve these deliverables within a very tight timeline.
    Coordinate with IRC technical teams and partners to plan for, and support, the conduct of assessments and research that support the program activities;
    Manage two Project Managers and one Lead Narrator during the co-design phase.

    Qualifications

    Job Description

    The IRCs Emergencies and Humanitarian Action Unit (EHAU) leads and oversees IRCs global emergency preparedness and response activities. The mission of the EHAU is to help meet the immediate survival needs and reduce suffering in conflict or disaster affected populations during the acute phase of an emergency. The EHAU also works in protracted emergencies, where the risk to life may be reduced but the population is still subjected to rights abuses and a lack of basic services.

    The EHAU is also charged with enhancing the IRCs global and country level emergency preparedness capacity. This is achieved by supporting the development and training of Country Emergency Teams, assisting in the development of emergency focused partnerships with local civil society organizations, maintaining regional and global capacity to rapidly identify and deploy qualified emergency response personnel and supporting country-level contingency planning.

    The IRC’s Emergency Response Team

    Members of the Emergency Response Team (ERT) are deployed to either support existing country programs in their emergency response, or to initiate a new program in the crisis zone. The overall responsibility of the team is to rapidly and effectively design, develop and manage the IRC’s on-site humanitarian response to meet the immediate needs of the affected population. The ERT is also responsible for supporting the transfer of responsibilities and knowledge to the long-term staff to ensure the continuity of IRC programming and operations.

    ERT staff (including Emergency Country Directors) is expected to be deployed in the field, either in an emergency or roving capacity, for up to 65% of the time and must be able to deploy to the site of an emergency within 72 hours of notification.

    Job Overview/Summary

    The Emergency Country Director leads deployed Emergency Response Teams and is responsible for overall leadership and supervisory management of IRC offices and operations involved in emergency response. This includes stewardship of resources, staff safety and security, program quality and accountability, and performance management.

    The Emergency Country Director is IRC’s principal representative to the government, donors, international organizations, other NGOs and the media as it pertains to the emergency response. The Emergency Country Director is expected to respond effectively to a constantly changing environment with effective humanitarian programs. S/he will be directly responsible for the overall coordination and strategic direction of the emergency response; providing oversight and coaching for directly supervised ERT staff; leading teams to identify, design and deliver responsive, high-quality programs; ensuring efficient management of public grants and private funds for results, compliance and focused, timely reporting; and oversight of financial management and compliance systems.

    The Emergency Country Director will also deploy into existing IRC Country Programs to fulfil Program Director and Deputy Director functions as required. The Emergency Country Director will report to the IRC Country Director and present themselves to IRC teams using their deployed title, so as to avoid confusion as to reporting lines and decision-making rights, and therefore to assure collaborative and coordinated actions to address the emergency at hand.

    When not leading emergency responses, the Emergency Country Director will work on various projects assigned to them, additionally while working with the IRC’s Emergency Preparedness team to assess and build humanitarian response capacity within IRC’s network of high-risk existing country programs.

    Success in this position requires an individual with exemplary leadership abilities who deploys strong communications and interpersonal skills effectively, both internally and externally. The successful candidate will enjoy developing networks to build partnerships and diversify program resources.     Major Responsibilities

    Emergency Response

    Identify and lead deployment of initial emergency response team formation under the direction of the EHAU Deputy Director, Emergency Response Management. Lead, oversee and coordinate IRC assessments of emergency needs and develop a response strategy in collaboration with Host Country Government, other humanitarian organizations and the ERT, Regional and Country management teams as appropriate.

    Design, resource (people and funds) and implement emergency response programs that meet the near and longer-term program objectives needs of an affected community. Ensure IRC’s response is implemented in adherence to the IRC’s Emergency Roadmap, and build toward compliance with the IRC Outcome and Evidence Framework.

    Oversee IRC’s on-site humanitarian response including management of programs, operations, budgets, fundraising, external representation and transition planning.

    Leadership and Representation

    Safety and Security Management

    Take primary responsibility for overall management of safety and security for all staff and assets involved in the emergency response.

    Consultancy Assignment: Study to Assess the Participation of Displacement Affected Women and Girls in Formal Decision Making Processes in Turkana and Garissa, Kenya.
    Background:
    The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their lives. The IRC operates in more than 40 countries and has operated in Kenya since 1992, providing health care, women’s protection and empowerment, governance and rights, and nutrition services to hundreds of thousands of refugees and the Kenyan communities in Garissa, Turkana and Nairobi counties.
    As a global leader in transforming the lives of women and girls, our programmes focus on prevention and response to violence against women and girls; narrowing the gender gap and ensuring the equality of women and girls so that all gender and age groups enjoy the same rights and opportunities. In Kenya, the IRC is implementing a 3-year project Addressing the Impact of Conflict and Displacement on Women and Girls to support communities affected by displacement to enhance the quality of participation of women and girls in formal socio-economic development processes. The project specifically targets refugees and host communities in Turkana and Garissa counties. It seeks to identify and support the development of replicable models for effective leadership and meaningful participation by displacement affected women and girls through advocacy in socio-economic development processes that affect their safety and wellbeing.
    A consultant is required to establish the current status of women and girls’ inclusion in formal socio-economic decision making. By documenting and analyzing the current legal and policy framework and informal norms and practices around women’s engagement in socioeconomic development processes, the consultant will identify barriers, risks and opportunities. The findings will inform potential entry points for support towards building the capacity of women and girls to influence socio-economic development.
    Scope of Work:
    The analysis should provide qualitative information on the degree to which host and refugee women and girls participate in socio-economic development processes in Turkana and Garissa counties so as to identify priorities for capacity strengthening and advocacy for women’s socioeconomic inclusion. In this sense, the analysis should build on existing research and the current experiences of women and girls and should at a minimum meet the following criteria:

    Map and analyse current involvement of host and refugee women and girls in formal decision making processes, and the degree to which their needs/priorities are reflected in camp-based development plans, county integrated development plans and national development plans
    Obtain the views of host and refugee women and girls on their current level of participation in socioeconomic development processes, the challenges and barriers that stop them from participating, recognizing unequal power and control that promote violence against women and girls, opportunities for strengthening their role and influence in a safe manner, and assessing their leadership capacities and needs.
    Based on desk research and interviews with representatives of local government institutions, outline the legal and policy framework for public participation by host and refugee women and girls in local socio-economic development planning and analyse the extent to which they enable women and girls to effectively participate free from violence.
    Map regional and national institutions with a mandate and capacity to act for gender equality for displacement affected communities (NGOs, donors, International Organizations, International Financial Institutions, line ministries, gender equality national machineries, etc.) and an analysis of current initiatives to build women and girls’ leadership and ability to advocate for their needs in socioeconomic development processes.
    Provide recommendations on entry points, objectives/ opportunities for policy reform and political dialogue that promotes host and refugee women and girls’ participation and inclusion at all levels, and project components designed to elevate the voice and perspectives of women and girls in local socio-economic decision making.

    Deliverables:

    Inception paper detailing the conceptual framework for undertaking the study, indicating the methodology, tools, report outline and results-based delivery framework for the research.
    A final report (no more than 30 pages) highlighting the safety and protection of women and girls against violence and the opportunities for supporting both host and refugee women and girls to increase their leadership and participation in socioeconomic development processes in Garissa and Turkana.

    Timeframe: The consultancy should not exceed 20 days of work.
    Qualifications:

    A post-graduate degree in social sciences or another relevant field with training in the field of gender and development
    Over 10 years’ experience conducting gender studies with evidence of publications or field reports on gender issues in East Africa.
    Experience implementing context and/or political economy analyses.
