    Job Description
    Humanitarian crises are becoming longer and more complex, stretching humanitarian actors’ abilities to provide assistance and protection. The Humanitarian Action section of the Emergencies and Humanitarian Action Unit supports the IRC, country programs and emergency teams to reach people in need, understand complex crises and promote humanitarian principles. This role will lead development and delivery of the IRC’s guidance and training for supporting humanitarian action, including humanitarian access, humanitarian negotiation, engaging armed actors and remote management. It will work closely with the section’s access, ethics and analysis teams as well as colleagues in EHAU, country programs, Protection and Rule of Law and Safety and Security to strengthen and support the capacity of IRC and partners to provide humanitarian services.
    Major Responsibilities:

    Lead the development of the IRC’s guidance and tools for supporting humanitarian action including humanitarian access, negotiation, engaging armed actors and remote management.
    Ensure collaborative roll out of guidance through systematic dissemination and socialization.
    Support the development of staff competency to apply guidance and tools through training and coaching/mentoring to identified practitioners across the IRC and partners.
    Lead IRC’s partnerships with professional development centers in relevant subject areas to bring training and skills-building to scale.
    Provide technical support and advice as requested to country programs, emergency teams and partners.
    Ensure the capture of learning and knowledge from operations and training to contribute to and improve guidance and performance over time.
    Maintain currency with methods, approaches and professional developments in humanitarian action in complex environments. 

    Job Requirements
     
    Work Experience: 

    Significant practical experience in humanitarian access, humanitarian negotiation, civil-military coordination or related competencies.
    Experience with collaborative/inclusive development of tools, guidance and learning materials for/with practitioners.

    Demonstrated Skills and Competencies: 

    Advanced skills in humanitarian negotiation, humanitarian-military relations and/or engagement with armed groups
    Excellent ability to produce user-centered, effective, and responsive guidance, tools and materials
    Proficiency in delivering training and coaching support to individuals, teams and/or partners

    This role can be based in Kenya, Uganda, Somalia, Zimbabwe, Ethiopia or South Sudan.
    As Regional Emergency Director (RED), you will provide strategic and operational leadership to building emergency response capacity and implementing high quality responses in the East Africa Region. In close collaboration with technical and operational counterparts, you will advise and guide decision making for Country, Regional and Emergency and Humanitarian Action Unit (EHAU) leadership around where, when, and how IRC will build capacity and respond to emergencies and you will coordinate and lead support to emergency responders at country level. You will be responsible for ensuring that IRC’s work on emergency capacity strengthening, preparedness and response meet both IRC’s and international standards.
    The RED is a senior position within regional and EHAU management teams. In this role, you are responsible for assuring quality of IRC’s emergency response and preparedness activities within their region. A central component of this role is to facilitate collaboration and coordination between country, regional and EHAU technical and operational counterparts, assuring cohesive and connected support to country programs.
    Responsibilities

    Response Management (approximately 40% of time): The RED will lead the regional and HQ support for emergency response management led by countries within your region. With support from regional and EHAU leadership, and in collaboration with country teams, you will coordinate resources, guide strategy, and serve as the primary support for emergency responders. This includes:

    Ensure the timely planning and implementation of contextualized emergency responses, which are aligned with IRC standards, policies, and global best practice.
    Promote and support high-quality emergency needs assessments to inform response decisions and strategies.
    Promote decisions and strategy development that are informed by analysis of humanitarian context.
    Advise go, no-go response decisions, provide guidance and sign-off on response strategies.
    Advise and support on securing funding opportunities, donor compliance, and donor engagement to execute response strategies.
    Coordinate technical, operational, financial, and human resources to support response activities.
    Lead on response evaluation, information sharing and knowledge management around emergency responses to promote learning within and across regions.
    Deploy as needed to lead emergency responses e.g. for start-up, for large or particularly complex responses, or as a gap fill in ongoing responses.
    Support deployed EHAU Emergency Country Directors and Team Leads, e.g. through sharing of contextual knowledge, coordination, information sharing with regional colleagues, facilitation of donor conversations, strategic guidance etc.& security inputs and support to emergency responses.
    Support Emergency Response team-led (ERT) responses as needed.
    Collaboratively work with country programs and EHAU to ensure smooth management and operational transition to country programs after response.

    Emergency Preparedness and Capacity Strengthening (approximately 40% of time): The RED will be the lead for coordination and implementation of emergency preparedness and capacity strengthening initiatives. This includes:

    Support development of an overarching IRC global emergency capacity building and preparedness framework.
    Using IRC’s global framework, lead the development of a region-specific plan for emergency capacity building.
    Assure the quality implementation of the regional plan by providing direct support and coordinating with technical and operational counterparts within country, regional and EHAU teams.
    Lead in measuring and tracking progress against preparedness and capacity goals, information sharing and knowledge management to promote learning within and across regions.
    Coordinate the provision of mentorship from various functional areas to CPs, including direct deployment to build emergency capacity/readiness as required.

    Strategic Leadership (approximately 20% of time): In support of regional and organizational priorities the RED will:

    Serve as the primary focal point in the region to coordinate across relevant technical units, country teams and partners to drive our efforts to strengthen capacity, competencies and to grow the impact of DRR, DP and Resilience programming across the region.
    Assure effective community of practice and learning across the IRC country teams in the region to information, share learning, build on strengths, and support continuous improvement.
    Ensure that the IRC remains responsive to emerging humanitarian issues and maintains its position as a leading humanitarian agency.
    Oversee the process to identify and monitor the regional humanitarian environment against key indicators and provide regular updates on the regional situation to EHAU, regional and country program leadership.
    Represent the IRC in relevant humanitarian meetings, fora and workshops at regional level, ensuring collaboration with other humanitarian agencies, the UN, etc. and coordinate information sharing on current and emerging humanitarian methodologies, approaches, techniques and policies.

S/he will lead digital system innovation, reporting, linkages, and representation in the relevant technical working groups within the ministry of health. The overall coordination of digital health Intervention trainings, mentorship to both healthcare workers and administration.
    Key Tasks

    A key member of the core EMR implementation team taking lead of EMR activities, supporting the system as a subject matter authority.
    Serve as the main point of contact and EMR related issues to users including the physicians, health record officers and the senior management at IRC.

    Participate in the planning, design, development and deployment of new application modules and improvements to existing EMR.
    Implement a collaborative EMR support mechanism using the appropriate tools to document user issues raised for action.
    Understand the EMR system, troubleshoot and/or raise technical errors that may occur within the system to focal IT personnel or EMR developer.
    Provide regular status updates to the senior management team, and advice the SMT on the right course of action for the EMR.
    Review the EMR use at the facility to analyze the impact of the system in the provision of healthcare services to the clients.

    Qualifications

    Bachelor’s Degree with 8 years’ experience is a must. A master’s degree in health informatics, Information science/Technology is helpful.
    8+ years’ experience with EMR system assisting with system implementation and support required.
    EMR implementation experience in the either public or private health facilities in Kenya.
    Experience in digital health training to healthcare provider/ givers in Kenya.
    Previous experience with workflow analysis/documentation, requirements collecting, end-user training/support and system testing.
    Knowledge of digital healthcare system, Digital healthcare design principals.

    The IRC’s Emergencies & Humanitarian Action Unit (EHAU) oversees IRC’s global emergency preparedness and response activities. The mission of the EHAU is to expand and improve IRC’s ability to help affected communities survive in acute emergencies and hard to reach contexts by investing in people, systems, and solutions to complex humanitarian challenges. The EHAU team achieves this mission through ongoing rigorous risk analysis, investing in capacity strengthening of frontline humanitarians, partnership with local actors, offering collaborative support and technical assistance to teams working in emergencies and hard to reach places, and deploying and supporting world class emergency response staff as they help people affected by acute crisis situations.
    Job Overview/Summary

    The EHAU Grants Manager supports the unit to ensure successful implementation of HQ-level grants for all sections, including approximately 25% of time focused on the Signpost Project. S/he will help ensure basic compliance, accurate financial information, high quality narratives for donor reports, updating key internal systems and processes for effective management of all awards. Working closely with the Director, Finance and Fundraising in Emergencies (DFFiE), this position also plays a key role in the oversight and management of internal emergency funds, ensuring all required documents are complete, filed, and follow-up for ongoing projects.
    They will be the EHAU focal point for entering any new funding opportunities into OTIS, the IRC’s online grant management system, as well as managing and reporting on any governmental or private foundation emergency grants the EHAU obtains. From time to time they will also draft narrative submissions for funding opportunities for the Unit, and, as needed provide back-up grants support to deployed field teams.

    Major Responsibilities:

    Grant Management and Partnership Support

    Support proposal development EHAU HQ or response fund grants and ensure compliance with IRC’s internal online opportunity tracking system (OTIS)
    Produce narrative reports for EHAU’s core funding from external donors, and review financial reports, consulting with and ensuring input from relevant staff
    Oversee the information management and filing system for grant materials, ensuring donor contractual documents and key correspondence are consistently filed
    Maintain a grant tracker and reporting schedule for the unit, and complete internal online grants records for all funding sources
    Support budget realignments and grant amendments/modifications
    Act as compliance focal point for the portfolio, maintaining a broad and deep understanding of relevant donor policies, regulations and procedures
    Support the monitoring of projects to ensure progress against objectives and compliance with donor guidelines
    Facilitate signatures on grant and partnership agreements, amendments, and other required documents
    For HQ awards, manage the administration of pre-award due diligence processes with all new sub-awards following IRC’s partnership management system, PEERS, and draft sub-award agreements and follow IRC internal review process of all sub-award documentation
    Serve as focal point for PEERS questions for the unit, for both HQ and field teams
    Work closely with Signpost Director, private fundraising teams, and AMU to track on-going grants and support fundraising efforts for that project.

    Support to Internal Emergency Funding

    Support project management process for internal emergency funding allocations, including maintaining project tracker, following up with countries/response teams when information is missing, and ensuring regular check-ins are held on time
    Maintain emergency funding information on the IRC’s intranet, RescueNet
    Contribute to Crisis Response Fund reports, and gather project information and analysis as required

    Other

    Provide back-up grants support as needed to emergency field teams

    Qualifications

    University Degree, or equivalent experience
    2-3 years’ previous work experience required; humanitarian sector experience preferred

    Job Description
    The Director of Global Facilities will provide leadership of the IRC’s headquarters facility staff and operations globally (with dedicated resources in NYC and Nairobi).  This person will play a crucial leadership role in setting the vision for global facilities, planning for the future state, and executing on that vision.  Additionally, the Director will provide operational and technical leadership for construction, renovation, and facility moves for all IRC offices; including power management and ensuring facilities meet IRC’s Duty of Care needs at international locations.  The IRC Facilities Department is responsible for long term planning needs, construction management, real estate management, physical safety and maintenance of IRC’s offices.  The department is also responsible for OSHA record administration and other miscellaneous administration responsibilities across the HQ locations.

    Qualifications

    4 year Degree, Engineering/Architecture preferred
    Minimum 8 years of supervisory, building management and construction experience; Global experience preferred

    Demonstrated experience working with construction, office furniture, and other related services

    Job Description

    The officer will provide technical support and leadership required for the successful implementation of women, girls, children protection and empowerment program in Kakuma. The Officer will support the GBV case worker and Community Health Volunteers in providing comprehensive, timely and quality case management to survivors of GBV, lead implementation of prevention and response interventions including the provision of information on WPE and child protection services, referral mechanisms and coordination He/she will represent IRC in WPE/GBV/Child protection related partners meeting. The Officer will be responsible for training and mentoring community health volunteers, report and proposal writing, documentation as well as knowledge management. This position reports to the Senior Field Coordinator administratively and technically to the WPE coordinator.
    Key Responsibilities

    Under the supervision of the Snr. Field Coordinator and WPE Coordinator, provide technical oversight and capacity-building through training, mentorship and on-the-job support for Case Worker and community health volunteers (CHVs) on GBV/WPE/Child protection program implementation.
    Provide project leadership and ensure the implementation of the program meet standard operating procedures, child protection guidelines and GBV case management guiding principles.
    Monitor group therapy sessions and one-on-one support to women, girls, care givers and children survivors of gender based violence

    Qualifications

    Degree in counseling and/or psychology. A Social Science or related degree is helpful.

    Required Experience & Proficiencies :

    Minimum 3 years of direct psychosocial/counseling experience with a reputable agency; experience working with survivors of violence preferred.
    Clear understanding of gender, abuse of power, and issues surrounding violence against women.
    Relevant experience in child protection and related areas, program/project development and management is an asset.
    Ability to maintain confidentiality, medical ethics and respect for clients at all times. Experience in participatory techniques and community mobilization
    Strong ability to lead, train, facilitates and motivates others in their respective tasks in a professional, respectful and supportive manner.

    Key Responsibilities

    Develop an annual nutrition sector work plan
    Supervise and coordinate the implementation and monitoring of nutrition project activities in line with proposal targets and work plan timelines
    Implement recommendations arising out of joint assessment missions/ reviews with WFP and/or UNHCR
    Conduct nutritional surveillance in the camp based on agreed camp wide methodologies including surveys, process monitoring, LQAS, SQUEAC and other rapid methods.

    The clinical officer in charge of the health posts/clinics will be responsible for the overall coordination of health activities in the clinics and direct supervision of the Clinical Officers and the staff in the clinics. He /she will closely work and support the Clinical Services Manager (CSM) in ensuring the management and routine services and of the clinics are effectively provided at the clinics in the program.  He/She will work closely with the, Pharmacist, MCH nurses, Lab Technologist, PITC Nurse, Community Health Officers, Nutritionists and others in ensuring quality health services are provided to the beneficiaries. He/she will also provide support in the hospital as needed, doing ward rounds and ensuring coverage both day and night.
    Key Responsibilities
    Program management:

    Overall in charge of all the general clinical officers in all clinics and in the hospital.
    Ensure effective supervision of Clinic staff (National and refugee staff)
    Ensure complete and accurate inventory of drugs and medical  supplies located at the clinics and monitor/supervise their usage.
    Work with the clinic in -charges  to provide supplies needs  and make trimester orders.
    Responsible for ensuring routine HIS health facility data is accurate, consistent and timely submitted to the HIS department.
    Conduct support supervision visits on a monthly basis in each clinic and share the report with action points/recommendations with the Clinical Services Manager, FC and TCs. 

    Human Resource:

    Set Performance Objectives for personnel reporting to him/ her and monitor their performance, ie the clinical officers as well as conduct Performance evaluation periodically.
    Attend the monthly clinical services staff meeting and share updates
    Plan and manage staff leave and R&R plans ensuring adequate coverage
    Review the JDs for the incentive staffs working in the clinics.Hold monthly meetings with the clinic  staffs and share the minutes with the Health Manager and Field Coordinator.

    Program activities:

    Clinical assessment and prescription of treatment for all patients in the clinic that He/She will be assigned to.
    Refer chronic cases to the various special clinics
    Properly cover weekends, arrange a rotation schedule with fellow clinical officers
    Conducts ward rounds in absence of the Medical Officer
    Properly documented treatment on patients’ files
    Maintain an accurate and updated records keeping system in the health unit
    Carry out minor surgical procedures
    Attend to emergencies in ward in the absence of Medical Officer
    Attend and participate in the daily morning hospital handover meetings.
    Actively participate and regularly present in weekly continues medical education (CME) at the hospital.
    Handle disciplinary issues for the clinical staff with support from Clinical Services Manager and HR.
    Training of staff on job and theory sessions

    Reporting and Coordination:

    Ensure all patient records are properly documented in the patient files with all aspects of management being captured
    Ensure the weekly HIS reports are compiled and submit on time.
    Conduct mortality audits for all deaths occurring in the pediatric and stabilization wards together with other staff working in the units and share the reports with the CSM on a monthly basis.
    Take lead in quality improvement at the health facilities and be part of (Quality Improvement Committee (QIC)
    Ensure accurate inventory records are maintained at the facilities.
