    Job Description
    The CHP officer reports directly to the CHP/RH/HIV Manager, he/she will be expected to work within the integrated community health program and collaborate with the other program sectors to implement the program activities.
    Key Responsibilities 

    Ensure appropriate monitoring, implementation and support of the Community health program through supervision of community health promoters including Community Reproductive Health, Community based disease surveillance and hygiene promotion.
    Liaise with appropriate sectors to ensure outbreak prevention, control and response measures targeting communicable diseases are in place at all times in Kakuma camp.
    Raise awareness and improve knowledge, among refugees, agency staff and host communities working with or engaging with refugees to prevent occurrence and spread of infectious diseases in Kakuma refugee camp.
    Ensuring appropriate record keeping and monitoring service delivery and Data Quality of community based health information, regular reporting and follow up from all community health units
    Ensure high program coverage of  Health, Reproductive Health and  EPI indicators
    Train health staff and community health promoters on Standard case definitions and ensure that community surveillance systems are linked with the health facilities.
    Liaise with appropriate staff to ensure availability of appropriate supplies for control and prevention of communicable illnesses.
    Liaise with clinical services staff  and ensure Standard Case Definitions are available in all consultation rooms
    Conduct active surveillance of communicable diseases. Investigate outbreaks establishing etiologies, mechanisms for diagnostic testing and the effectiveness of response measures. Ensure contact tracing is done and all suspected outbreaks are reported within 24hours.
    Ensure proper surveillance investigations, reporting, specimen collection and transport of samples of communicable disease outbreaks.
    Maintain appropriate knowledge and skills amongst health staff to control and prevent outbreaks.
    In the event of an outbreak liaise with the health facilities and prepare daily line list and send to the CHP/RH Manager.
    In liaison with the CHP/RH Manager, periodically review disaster preparedness plans on diseases prone to out breaks at the Kakuma Refugee Camp.
    Ensure medical screening and immunization of children under five years is done at reception center and for new arrivals in the community.
    In liaison with CHP/RH manager ensure vitamin A & deworming supplementation for children under five years is done twice yearly.
    In liaison with CHP/RH Manager coordinate camp wide immunization campaigns in response to outbreaks
    Carry out any other duties assigned as delegated by the program manager

    Ensure that all CHPs have appropriate PPEs when tackling COVID-19 related activities.
    Coordinate and supervise the activities of all the Community Health Promoters (CHPs) and their supervisors to ensure that each is assigned to specific households and persons.
    Attend facility meetings weekly and give guidance to the CHPs on issues raised.
    Contribute to the maintenance of a high quality and motivated team of polyvalent Community Health Promoters (CHPs) by participating in formal and on-job training sessions, performance appraisal and feedback and ensuring that staff discipline and adherence to organizational policies is in place at all times.

    Capacity building

    Organizing training of staff (both refugee and national) on integrated disease surveillance and response.
    Liaise with the CHP team to develop a curriculum and an IRC training manual for CHPs.
    Ensure a class of CHPs is trained and qualifies yearly
    Liaise with CHP team to perform supervision monitoring of all CHPs twice annually

    Administrative responsibilities:

    In liaison with CHP/RH Manager Maintain ongoing collaboration and consultation with CDC, IOM, MOH, UN agencies, NGOs and refugee populations.
    Prepare orders for sector activities and maintain inventories for the same.
    Contribute to program budget management by tracking expenditures and participating in monthly budget review meetings.
    Support the counterpart in preparation of program staff payrolls and duty rosters.
    In liaison with CHP/RH Manager compile weekly and monthly, quarterly and annual reports.

    Qualifications

    Degree Public health, Environmental Health or its equivalent.
    Registered with the relevant body.

    Required Experience & Competencies:

    At least 3 years of relevant work experience in Public Health field.
    Strong communication skills; oral, written and presentation skills.
    Team player.
    Ready to work in difficult environmental conditions.
    Must be flexible and culturally sensitive.

    The IRC in Kenya is the primary provider of health services in Kakuma and Hagadera (Dadaab) Refugee Camps, including clinical services, maternal and newborn care, nutrition and immunization services for children and pregnant and lactating women, community health outreach, and HIV-AIDS & TB prevention and care. IRC’s office in Lodwar, Turkana County, serves local communities through livelihoods support programming, support to VSLAs and women’s and girl’s safe spaces, and efforts aimed at preventing and responding to gender-based violence. In Nairobi and Kajiado counties, IRC supports urban refugees and vulnerable populations through its Economic Recovery and Development (ERD) programming, as well as through protection and advocacy efforts. As of June 2021, IRC began implementing nutrition and women’s protection and empowerment (WPE) programming in West Pokot County, in collaboration with local partners.
    SCOPE OF WORK
    Based in Nairobi, the Grants and Partnership Manager will be a key member of IRC Kenya’s Grants Unit and will report to the Deputy Director for Grants and Accountability (DDGA). This position does not currently have supervisory responsibility. Occasional travel to field sites and refugee camps may be required. The Grants and Partnership Manager will work collaboratively with all members of the Grants Unit, including two Princeton in Africa (PiAf Fellows), as well as with technical coordinators, monitoring and evaluation (M&E), and the finance and operations teams. The Grants and Partnership Manager will primarily be responsible for building and maintaining strong local partnerships across geographic areas where IRC Kenya works, and for ensuring effective management of partnerships. They will coordinate and manage the sub-award lifecycle in accordance with the IRC’s Partnership for Excellence and Equality System (PEERS), including conducting due diligence, ensuring partners understand applicable donor regulations, and managing receipt and review of partners’ deliverables. They will also contribute to overall grants management efforts and work to ensure adherence to donor regulations and compliance across grants and sites.
    RESPONSIBILITIES
    Partnership Building & Management
    Partner Identification & Mapping

    Contribute to development of a clear framework on identification of local partners/organizations, and maintain clear, accessible documentation of identified organizations.
    Prioritize engagement with local partners/potential partners and lay the groundwork for long-term relationships with partners, rather than project- or funding-specific engagements, with the aim of ensuring there is a mutual, collaborative effort by IRC and partners.

    Partner Vetting

    Lead the partner engagement process according to the IRC’s Partnership Excellence for Equality and Results System (PEERS) including: (1) partner project capacity review (PPCR), (2) anti-terrorism checks (ATC), (3) partner identity and background review (vetting) (4) preparation of the required partnership documents such as the internal signing memorandum, draft partnership agreement, monitoring schedule, or other, and (5) review partner’s proposal documents.

    Review Requests for Proposals & Partner Submissions

    Prepare and/or review solicitations and requests for proposals from Program team(s) before publishing to ensure compliance with IRC policy and donor rules and regulations.
    Lead in drafting sub-grants/partnership agreements and modifications for compliance with donor rules and regulations, act as focal point with HQ for review and approval, and facilitate signature by IRC and partner.

    Support Partnership Agreements / Project Cycle Management

    Provide oversight and coordination of all IRC Kenya Partnerships according to IRC’s PEERS methodology, ensure needed support is provided to partners, and act as focal point during the project cycle. Sub-grant related administrative processes and procedures should be standardized and consistently implemented throughout the project cycle, such as for disbursements, reporting and monitoring. This includes organizing, participating in, and facilitating partners’ financial and technical monitoring and verifications led by the IRC, as well as tracking of partner deliverables.
    Support IRC Kenya program and operations staff to ensure any emergent compliance concerns are addressed during the term of the partnership/sub-grant agreements.

    Partner Capacity Building

    Support IRC Kenya program and operations staff in assessing partner’s capacity building needs and coordinate discussions with partners to develop a capacity building/development plan which is based on the outcome of the assessment (PPCR). Ensure the plan is tailored, targeted, and responsive to their organizational needs and priorities.
    Design tools to effectively monitor progress made against the agreed upon partner capacity building plans to best support partners in their organizational development.

    Sub-grant Tracking

    Maintain a sub-grants tracker for all partnership/sub-grant agreements including basic sub-grant details, funds disbursed, and liquidations received. Contribute sub-grant updates to the country program’s monthly internal financial report template (FM01) and provide analysis of all current Partnerships, as required.

    Proposal Development

    Support the Grants Unit in the proposal development process, as needed, through compilation of inputs to technical proposal narratives/concept notes and annexes; development and/or review of budget narratives, and initial review of proposals to ensure proper proposal templates and grant management procedures are followed.
    When proposals are undertaken by the country program with partners, the Grants and Partnership Manager will be the primary focal point with the partner organization throughout the proposal development process. They will be responsible for establishing the teaming agreement and working with the partner to ensure the various technical narrative and non-technical inputs are shared in a timely manner.

    Grants Reporting

    Ensure partner inputs are received and incorporated into the initial grant report draft and ensure the relevant technical coordinators and M&E team have sufficient time to review inputs and raw reporting data submitted by the partner; solicit feedback from partners as questions arise on content of reports, and ensure revisions are managed in a timely manner; edit report inputs as needed. Overall, seek to provide high-quality, well-written and timely reports meeting IRC and donor requirements.
    Ensure partners remain apprised of grant report due dates and submission dates for partner inputs are kept updated on IRC’s internal tracking sheets.
    Ensure all partner report submissions are filed in the Grants Unit’s Box folder system, and maintain hard copy files of report submissions, as appropriate.

    General Grants Management/Administration

    Records Management: Support comprehensive information management and filing system to ensure all grant and sub-grant agreements, reports, key correspondences, T codes, etc. are appropriately filed in up-to-date and consistent soft (Box) and hard (physical) files managed by the Grants Unit.
    Communication and information management: Provide overviews of partners and projects, as needed, for correspondences and communications materials such as IRC Kenya’s quarterly publication, Darubini. Take minutes during grants-led meetings, as well as bi-monthly Senior Management Team (SMT) meetings, and following up action points, as required.
    Support other program initiatives / work streams / tasks as assigned.

    Qualifications

    University degree in international relations, or other relevant field.
    Master’s degree desirable.

    Required Experience & Competencies:

    3 to 5 years’ experience working with sub-grantees and/or local partner organizations and demonstrated ability to form effective and productive relationships with stakeholder counterparts. 
    Experience in grants management, proposal development (program narratives and budgets) and donor reporting.
    Knowledge of UN (UNHCR/UNICEF/UNFPA/WHO), US (USAID/BHA/CDC), EU (ECHO/EC) and UK (FCDO) donor regulations, procedures, and requirements.
    Ability to work with tight deadlines for report writing/ information requests.
    Excellent organizational skills, ability to determine and juggle multiple priorities, and attention to detail is critical.
    Ability to work in a multi-cultural context as a flexible and respectful team player. Patience, cultural sensitivity, and application of contextual understanding in day-to-day work is required.
    Willingness to travel to IRC Kenya’s field sites or to new locations for partner assessment, as needed.

The Measurement Unit is responsible for global guidance, resources and coordination to ensure that staff across all our programs are equipped with the skills and tools they need to generate and manage the right data for programmatic decision-making across the IRC. IRC’s M&E efforts rely heavily on technology platforms, and IRC’s Measurement Strategic Plan calls for further investment in and commitment to technology for M&E. Over the coming 2-3 years, the Measurement Technology Team (which sits at the intersection of the Measurement Unit and IT) will design, deliver and support a more comprehensive technology stack for M&E, ensuring Crisis Response, Recovery and Development (CRRD) program, technical and M&E staff have access to more comprehensive technology platforms to improve program delivery.
    Job Overview/Summary
     
    Focused on Measurement technology support, the Technology Platform Specialist is a member of the team responsible for developing, implementing, and supporting IRC’s global technology tools and platform for the organization. This includes CommCare, Kobo, Microsoft Power BI and Microsoft SQL server Azure based data warehouse. Working in partnership with staff at various levels and locations, the Platform Specialist performs a key role in analyzing, developing, and improving tools and processes supplying to the successful rollout of the Technology for Measurement products

    Major Responsibilities 
     

    Resolve support requests and handle further routing of support questions, issues, and risks within IT team and with the larger Measurement team.
    Ensure the technology tools and platform adhere to IRC systems standards and processes.
    On a project-by-project basis, provide guidance in digitizing paper-based forms, convert data to appropriate format and migrate data from existing sources (e.g., spreadsheets) into CommCare.
    Work with business partners including Technical Advisors, the Data and Monitoring team, and Regional Technology support teams to gather and analyze requirements for data collection and data visualization tools.
    Develop and improve CommCare applications and Microsoft Power BI dashboards in-close collaboration with the Data and Monitoring team to support toolkits development and rollout.

    Job Description

    The IRC is currently implementing an Enterprise Resource Planning (ERP) Management system across the Finance, Supply Chain and Grants Management functions in all IRC locations. Project Integra will retire several existing systems, bringing them into a cloud-based Microsoft Dynamics 365 environment. Integra is the largest investment in systems that the IRC has ever made and will change the way we work. Integra in itself is not the only major change to IRC’s approach to Finance as all Finance policies and procedures are being updated and additional complementary systems to Integra are being implemented (e.g. Kariba, Power BI and Cost Allocation). 
    The Regional Finance Change Management Lead provides ERP training and accounting support to ensure the successful implementation of finance transformation initiatives in IRC’s country offices and regional office. These initiatives will lead to value optimization, efficiency and effectiveness within the Crisis Response, Recovery and Development (CRRD) function.
    This position works closely with the Regional Finance Director, country office finance and program teams to lead and support the finance change management process. The goal of finance change management is to ensure that program team members have the right tools, business processes and support available at the right time and place to be able to do their jobs effectively in concert with an efficient Finance function. Furthermore, the incumbent plays a key role in ensuring that Finance remains a critical organizational business partner delivering accurate, insightful and timely financial management information.
    The role is part of the regional team and reports to the Regional Finance Director (RFD), with a dotted line (MIP – Management In Partnership) to the Director of Global Finance Change Management for technical guidance and support. 

     
    Major Responsibilities: 

     In close partnership with the RFD, own the successful deployment of the new Microsoft Dynamics ERP system (called Integra at IRC) across country offices in the region. Integra will provide the foundation for many of the finance transformation initiatives over several years.
     Provide technical training and accounting support to country offices on ERP system changes, new accounting policies, procedures and ways of working.
     Guide continuous improvement so that processes are tailored to the needs of the region and the countries within it.
     Work closely with headquarters teams including Finance and Operations and Process Excellence (Integra team) to represent the region on finance-related Integra matters.
     Collaborate with the Training team to provide effective training and capacity building of all staff, specifically on finance components.
     Promote a culture of high performance and continuous improvement and innovation that values learning and a commitment to quality.

     
     Support the RFD in communicating finance changes across the region.

    Trouble-shoot how to address donor compliance and general issues as they relate to partnerships, including through assisting the Sr. Officer in managing the Partnership Helpdesk and collaborating across departments (e.g. Finance, Ethics and Compliance, and Office of the General Counsel) to find broader organizational solutions
    Engage with IRC field offices, regional teams, and technical units to provide advice and input on agreement negotiations with partners, including advising on responses to partners’ questions and concerns and responding as necessary
    Assist in the ongoing refinement and updating of PEERS and develop partnership tools and training, keeping in mind practicality of implementation and major donor guidelines to ensure a consistent application of PEERS

    Requirements
    Essential

    Bachelor’s Degree in Business or Program Administration, Finance, International Development/Relations or related field. Legal background or degree a plus.
    Minimum of 4 years of relevant professional experience working with IRC’s main statutory donors, such as USG (e.g. HHS, USAID, DOS), FCDO, EU, the UN (e.g. UNHCR, UNOCHA, UNICEF), including demonstrated experience and expertise in interpreting and applying statutory and regulatory language from awards and/or contracts. Experience developing compliant sub-awards, partnership agreements, or subcontracts a plus.
    Demonstrated ability to communicate complex topics, related to donor or legal compliance, finance, grants management, and organizational operating procedures to a wide and varied audience (e.g. across cultures and staffing levels)
    Excellent oral and written communication skills, including the ability to effectively and diplomatically negotiate with donors, partners, and other internal departments
    Demonstrated ability to learn and roll-out new systems and operating procedures. Previous experience in developing compliance tools, templates, and/or trainings for multicultural settings a plus.

    Key Responsibilities.

    In collaboration with site team and under the supervision of the mental health officer include and are not limited to:
    Co-ordination and supervision of the Hagadera refugee camp integrated community based mental health/Psychosocial (MHPSS) charged with the assessment of, appropriate Psychosocial needs/interventions, and referrals of individuals in the camp/local community for other services.
    Facilitate group counseling sessions with clients including selection of group members, planning the group process & group facilitation.
    Ensure that all required documentation is completed in a timely and in a professional manner.
    Provide comprehensive psychosocial counseling & Psychological First Aid (PFA) to address the mental health needs of the refugees and host community
    Render psychosocial services to individuals, group and communities to assist them recover from the effects of torture & war trauma.

    Preparation and compiling of quality department psychosocial work plans, weekly and monthly HIS reports.
    Plan and coordinate psychotherapy groups at the two Health posts and main hospital clinic mental health clinics.
    Create an appropriate networking system with other and or relevant implementing partners, line ministries, hospital departments and community stake holders through referrals and advocacy.
    Ensure that all work with clients is kept confidential and that ethical practices are observed at all times.
    Oversee and conduct psychosocial assessments & plan individual case management of patients on follow up at the mental health department & ensure case management goals are properly achieved.
    Provide comprehensive psychosocial support to survivors of war trauma and torture who have sought assistance.
    Design and initiate appropriate psychosocial treatment plans for war trauma and torture survivors suffering from PTSD through individual or small group psychotherapeutic sessions and supervise, as necessary.    
    Provide mentorship of the mental health assistants working in the MH department through continuous education, guidance, supervision, and support.
    Design mental health trainings for the mental health workers and other stake holders.
    Take charge of the mental health department when the mental health officer is away from office.
    Sensitize, problem solve, dialogue and mediate with the wider population in the camp about their psychosocial issues in order to raise understanding, develop coping strategies and encourage those who need psychosocial services to approach mental health team.
    Develop referral pathways and systems, and encourage collaboration between local partners, leaders, CBOS, INGOS & Government ministries.
    Attend inter-agency meetings to improve service delivery to our clients/groups and access opportunities to show case what IRC is doing in the camp.
    Assist with any other related activities/duties as deemed by the supervisor
