    Job Description
    The Clinical Officer will be responsible for the overall coordination of health activities and supervision of the staffs in the health post/department assigned to. Will work closely with the Pharmacist, Lab Technologist, PMTCT Nurse, Reproductive health officer, Community Health Officers, Nutritionists and others in ensuring quality health services to the beneficiaries. Will also provide support in the hospital as needed, doing ward rounds and ensuring coverage both day and night. May be called upon to act as Clinical officer in charge.
    Key Responsibilities
    Program Management

    Overall in charge of the health post unit, or outpatient and MCH department of the hospital
    Supervision of all staff at the assigned unit
    Handling all administrative roles at the assigned unit as per the IRC policy
    Keep complete and accurate inventory of medicines and supplies located at the health post and monitor/supervise their usage
    Assess health post needs regularly, and make routine orders
    Ensuring that weekly orders for drugs and non-pharms are prepared and submitted to the Health manager for approval
    Whenever maintenance is required at the health post/department, fill and submit maintenance request forms to the Clinical officer in charge of clinics for further processing

    Human Resource

    Raise Hire Requests for any vacant Incentive positions.
    Set Performance Objectives for personnel reporting to him/ her and monitor their performance
    Perform incentive staff appraisal.
     Attend the monthly clinical services staff meeting and share updates (this is mandatory)
    Plan and manage staff leave and R&R plans ensuring adequate coverage
    Review and recommend changes to JDs of the incentive staffs under your supervision
    Hold monthly meetings with the staffs under your unit and share minutes with your supervisor

    Program Activities

    Clinical assessment and prescription of treatment for all patients
    Refer cases requiring specialized care to the various special clinics
    Ensure adequate coverage in the assigned units by arranging a rotation schedule with fellow Clinical officers
    Cover the hospitals during weekends
    Cover the hospitals at night as per the clinical officer’s call/night duty schedule
    Conducts ward rounds in the absence of a Medical Officer
    Properly document treatment on patients’ files
    Maintain an accurate and updated records keeping system in the health unit
     Carry out minor surgical procedures
    Attend to emergencies in the ward in the absence of a Medical Officer
    Attend and participate in the daily morning hospital handover meetings
    Attend and participate in weekly continuous medical education (CME) at the hospital
    Training of staff on job and theory sessions.
    Review of SGBV/assault clients, filling PRC and P3 forms and presenting evidence in court as may be applicable.

    Reporting and Coordination

    Ensure all patient records are properly documented in the patient files with all aspects of management being captured
    Compile and submit weekly HIS reports
    Ensure use of iRHIS tablets for reporting.
    Conduct mortality audits for all deaths occurring in the pediatric ward together with other staff working in the unit and share the reports with the CSM on a monthly basis
    Maintain accurate inventory record at the facility
    Prepare comprehensive handover reports to facilitate smooth transition during annual staff rotation and when going on leave.

    Any other duties as assigned by the supervisor

    Proven leadership, communication, interpersonal, decision making skills.
    Excellent oral and written communication skills (English and Swahili).

    Supply Chain Planning

    The Supply Chain officer is responsible for supporting the Country Supply Chain team in implementing supply chain activities and plans to support program implementation.     Support Senior Supply Chain Manager and program staff in developing procurement plans for active grants in collaboration with program teams.

     Procurement Management

     Asset Management

    The Program Development Advisor (PDA), will support Great Lakes country programs in securing funding for their programmes, through supporting and leading pursuit of new funding opportunities, in line with IRC’s Business Development Strategy. Support will include all phases of the business development process, from opportunity identification to contract signature; including pre-positioning, partnerships building, proposal development, and due diligence phases.     JOB RESPONSIBILITIES

    Job Overview: 
     As refugee crises grow more protracted and urbanized, how can we avoid interruptions in children’s education? How do you support educators’ professional development and wellbeing in a scalable, culturally appropriate way?  That’s where you come in. As a Design Manager in IRC’s Education Technical Unit (TU), you will be a key part of the design, testing and scaling of solutions for major challenges such as these.
     Based in IRC’s Innovation Hub in Tanzania or elsewhere in the East Africa region, the Project Manager will support the development of education products and services to improve outcomes for people affected by crisis.     Ensure internal system of record retention are following IRC policy and the local laws.
    Ensure maintenance of uniform standards for documentation, including forms, support documents etc.

    Month End Close-out

    Support with the monthly close-out process.
    Review monthly field financial report against the original documentation before posting the same on SUN system.
    Posting JVs on SUN.

    Other

    Support with any other duties that may be assigned by the supervisor.

    Qualifications

    Bachelor’s degree in Accounting, Finance, Business Administration or CPA II.
    Computer literate with significant experience in excel, accounting packages & SUN system will be an added advantage.

    Good written and verbal skills in the English language.
    Must seek to identify and communicate potential problems and propose solutions to the level of management appropriate to effect solutions.

    Job Description
    Job Purpose/Objective
    To provide all necessary Supply chain supports to the field project activities in Dadaab field office and proceed with maximum efficiency while adhering to IRC’s Supply chain procurement procedures and policies.
    Supply chain activities
    Procurement

    Processing approved Purchase request through the procurement software (online BVA) and ensuring data accuracy.
    Request for quotations / proposals while ensuring that suppliers’ rotation is adhered to.
    Prepare bids analysis and other bidding documents for approval and PO after the senior Supply Chain officer has reviewed and recommended.
    Ensure that procurements are done in accordance with IRC Policies and procedures, ensuring that the purchases of goods are appropriate in terms of quality and fair market price.
    Ensure that all purchases are properly authorized in accordance with IRC Finance and Supply Chain policies and procedures.
    Ensure that IRC procurement procedures are followed in all spheres.
    Ensure that up to date files for price guide / catalogues / products technical information to be used by the office for Budgetary and ordering purposes are maintained.
    Review all procurement documents before sending it for approval and ensure that a proper record for any procurement act is kept and inventory of used LPOs is maintained for future references.
    Prepare all payments in good time and submit the documents for review to the senior supply chain officer before submitting it to finance.
    Photocopy and filling of all payment documents before submitting to finance.
    Prepare weekly procurement reports and send to all the program managers
    Run the PR Audit log data and clear BVA aging commitments on a weekly basis.
    Ensure that all other procurement files are maintained
    Coordinate closely with the Procurement / Logistics Department in Nairobi to ensure that program supplies purchased from Nairobi are in place in Hagadera
    Organize and participate in tender meetings & evaluations.
    Conduct negotiations with suppliers that is transparent and documented.
    Demonstrate value for money in procurement.
    Implement IRC procurement SOP’s in all procurements.

    Procurement reports

    Key Result Areas

    Qualifications

    College degree or equivalent in Supply Chain, Logistics, Business Administration or related field
    Thorough method of working with ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions.
    Management ability to lead, motivate and develop staff.
    Positive attitude with good sense of humor.
    Committed team player.
    Ability to live and work in a fairly isolated area and in conditions of limited comfort.
    Basic computer skills (Word, Excel).
    At least Three years’ experience working as a logistician.
    The following experience will all be advantageous: previous NGO work, work in Africa, experience in repairing/maintaining vehicles, communications (Codan HF, VHF).

    Job Description
    Under the supervision of the Field Coordinator and technically Nutrition Coordinator, the Nutrition Manager shall be responsible for the overall designing and implementation of a nutrition program that encompasses running of selective feeding program, blanket supplementary feeding Programme, nutrition surveillance & assessments, hospital feeding, promotion of mother infant and young child nutrition (MIYCN), nutrition education & counseling, Implementation and providing oversight and technical guidance on ComPAS, Family MUAC, Expanded MUAC as IRC area of Focus in innovative approaches as well as addressing micronutrient deficiencies in the camp. He/she shall be expected to monitor and ensure improvement and maintenance of public health nutrition performance indicators as per SPHERE/UNHCR/WHO standards at the Camp.
    Key Responsibilities
     
    Programming

    Develop an annual nutrition sector work plan in Daadab
    Supervise and coordinate the implementation and monitoring of nutrition project activities in line with proposal targets and work plan timelines
    Conduct nutritional surveillance in the camp based on agreed camp wide methodologies including surveys, Post Distribution Monitoring, SMART, LQAS, SQUEAC and other rapid methods.
    Coordinate with other IRC departments and implementing partners to develop training curricula and implementation plans.
    Assist in response and management of any nutrition emergencies e.g., acute food shortages in the camp and participate in the development of disaster preparedness systems.
    Promote mother infant and young child feeding best practices in the camp.
    Supervise and monitor the hospital patient’s diet including the special diets for chronic diseases.
    Oversee implementation and integration of comprehensive growth monitoring program
    Participate actively in execution of operational research in the camp i.e., ComPAS
    Participate actively in annual nutrition surveys in the camp
    Plan and actively involve the community in marking recognized nutrition calendar days
    Coordinate with UNHCR, WFP other implementing partners and health facilities to ensure maximum effectiveness of the nutrition project.

    Human Resource

    Monitoring and supervising both national and refugee staff to ensure work is performed efficiently
    Routinely monitor staff performance according to their job description and provide written feedback in a timely manner
    Oversee continuous training programs for the nutrition staff as well as organizing trainings with TC/TA/consultants as per the annual work-plan & budget
    Review personnel issues and concerns of nutrition staff and assist with determining and implementing solutions
    Participate in recruitment of Nutrition staff as appropriate
    Recommend promotions, disciplinary action of nutrition staff to FC
    Foster integration of the nutrition program with other health sector programs within IRC Daadab.
    Directly supervise the nutrition team in the camp.
    Provide coaching and technical supervision to staff to develop ownership & full responsibility for nutrition activities.
    Assess the training needs of nutrition staff and ensure that appropriate training is conducted
    Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback.

    Supply Chain

    Work with the supply chain team to develop accurate and timely weekly, monthly, quarterly nutrition program procurement plans.
    Work with the supply chain team to monitor on commitments to ensure accurate and timely spending and nutrition orders
    Monitor utilization of IRC issued nutrition supplies, monitor and track IRC nutrition sector assets
    Review of all nutrition program purchase requisitions and program transport request.

    Monitoring and Reporting

    Closely monitor and make sure nutrition performance indicators are within the recommended sphere standards
    Attend quarterly data review meetings on nutrition program indicators.
    Keep the FC/ nutrition coordinator informed of all developments through regular reports
    Attend all health and nutrition coordination meetings and management meetings in the field.
    Compile weekly, monthly reports and donor reports on a timely manner.

    Finance and Grant Management

    Prepare spending plans for the program based on the available budget
    Attend and participate in monthly budget review meetings, with records of updated expenditure records and spending plans
    Ensure adherence to the nutrition program budget by reviewing expenditure
    Provide recommendations and interventions to correct any identified deviations that impact on budget adherence.
    Participate in program Grants opening and ending meetings
    Work closely with the grants team to review and develop program proposals, Concept Notes

    Perform any other duty as directed by the supervisor

    Represent IRC in nutrition meetings (NTWG, HNC).

    Qualifications

    MUST have a bachelor’s degree in nutrition dietetics
    Master’s in public health nutrition preferred.
    MUST be a registered and certified by the KNDI

    Required Experience & Competencies:

    A minimum of 3 years of professional experience in nutrition, public health, nutrition planning and management and/or in relevant areas of maternal, infant and child health/nutrition care at program management level is required
    Experience in designing and implementing nutrition surveys and other methodologies,
    Knowledge in computer statistical packages such as SMART and basic data analysis skills.
    Experience in managing a nutrition program in emergencies or among refugee/ displaced populations an advantage.
    Working in resource poor environment and complex emergencies
    Strong analytical skills, sound judgment and the capacity to think and plan strategically, including the ability to produce high quality programs through development implementation.
