    SCOPE OF WORK

    Based in Nairobi, the Grants and Partnership Manager will be fully dedicated to providing grants and partnership support to TeachWell, a private foundation-funded, five-year project that will start in September 2023 and aims at strengthening children’s holistic skill development through improvement of teacher professional development in refugee counties in Kenya. This position does not currently have supervisory responsibility. Occasional travel to field sites and refugee camps may be required. The Grants and Partnership Manager will work collaboratively with all members of the Grants Unit, including two Princeton in Africa (PiAf Fellows), as well as with technical coordinators, monitoring and evaluation (M&E), and the finance and operations teams. The Grants and Partnership Manager will primarily be responsible for maintaining strong local partnerships across geographic areas where IRC Kenya works, and for ensuring effective management of the project partnerships. S/he will coordinate and manage the sub-award lifecycle in accordance with the IRC’s Partnership for Excellence and Equality System (PEERS), including conducting due diligence, ensuring partners understand applicable donor regulations, and managing receipt and review of partners’ deliverables. They will also contribute to overall grants management efforts and work to ensure adherence to donor regulations and compliance across grants and sites.

    RESPONSIBILITIES
    Partnership Building & Management
    Partner Identification & Mapping

    Contribute to development of a clear framework on identification of local partners/organizations, and maintain clear, accessible documentation of identified organizations.
    Prioritize engagement with local partners/potential partners and lay the groundwork for long-term relationships with partners, rather than project- or funding-specific engagements, with the aim of ensuring there is a mutual, collaborative effort by IRC and partners.

    Partner Vetting

    Lead the partner engagement process according to the IRC’s Partnership Excellence for Equality and Results System (PEERS) including: (1) partner project capacity review (PPCR), (2) anti-terrorism checks (ATC), (3) partner identity and background review (vetting) (4) preparation of the required partnership documents such as the internal signing memorandum, draft partnership agreement, monitoring schedule, or other, and (5) review partner’s proposal documents.

    Review Requests for Proposals & Partner Submissions

    Prepare and/or review solicitations and requests for proposals from Program team(s) before publishing to ensure compliance with IRC policy and donor rules and regulations.
    Lead in drafting sub-grants/partnership agreements and modifications for compliance with donor rules and regulations, act as focal point with HQ for review and approval and facilitate signature by IRC and partner.

    Support Partnership Agreements / Project Cycle Management

    Provide oversight and coordination of all IRC Kenya Teachwell Partnerships according to IRC’s PEERS methodology, ensure needed support is provided to partners, and act as focal point during the project cycle. Sub-grant related administrative processes and procedures should be standardized and consistently implemented throughout the project cycle, such as for disbursements, reporting and monitoring. This includes organizing, participating in, and facilitating partners’ financial and technical monitoring and verifications led by the IRC, as well as tracking of partner deliverables.
    Support IRC Kenya program and operations staff to ensure any emergent compliance concerns are addressed during the term of the partnership/sub-grant agreements.

    Partner Capacity Building

    Support IRC Kenya program and operations staff in assessing partner’s capacity building needs and coordinate discussions with partners to develop a capacity building/development plan which is based on the outcome of the assessment (PPCR). Ensure the plan is tailored, targeted, and responsive to their organizational needs and priorities.
    Design tools to effectively monitor progress made against the agreed upon partner capacity building plans to best support partners in their organizational development.

    Sub-grant Tracking

    Maintain a sub-grants tracker for all partnership/sub-grant agreements including basic sub-grant details, funds disbursed, and liquidations received. Contribute sub-grant updates to the country program’s monthly internal financial report template (FM01) and provide analysis of all current Partnerships, as required.

    Grants Reporting

    Ensure partner inputs are received and incorporated into the initial grant report draft and ensure the relevant technical coordinators and M&E team have sufficient time to review inputs and raw reporting data submitted by the partner; solicit feedback from partners as questions arise on content of reports, and ensure revisions are managed in a timely manner; edit report inputs as needed. Overall, seek to provide high-quality, well-written and timely reports meeting IRC and donor requirements.
    Ensure partners remain apprised of grant report due dates and submission dates for partner inputs are kept updated on IRC’s internal tracking sheets.
    Ensure all partner report submissions are filed in the Grants Unit’s Box folder system, and maintain hard copy files of report submissions, as appropriate.

    General Grants Management/Administration

    Records Management: Support comprehensive information management and filing system to ensure all grant and sub-grant agreements, reports, key correspondences, T codes, etc. are appropriately filed in up-to-date and consistent soft (Box) and hard (physical) files managed by the Grants Unit.
    Communication and information management: Provide overviews of partners and projects, as needed, for correspondences and communications materials such as IRC Kenya’s quarterly publication, Darubini. Take minutes during grants-led meetings, as well as bi-monthly Senior Management Team (SMT) meetings, and following up action points, as required.
    Support other program initiatives / work streams / tasks as assigned.

    Qualifications

    University degree in international relations, or other relevant field.
    Master’s degree desirable.

    Required Experience & Competencies:

    3 to 5 years’ experience working with sub-grantees and/or local partner organizations and demonstrated ability to form effective and productive relationships with stakeholder counterparts. 
    Experience in grants management, proposal development (program narratives and budgets) and donor reporting.
    Previous experience with institutional and private donors (e.g. international foundations) compliance.
    Ability to work with tight deadlines for report writing/ information requests.
    Excellent organizational skills, ability to determine and juggle multiple priorities, and attention to detail is critical.
    Ability to work in a multi-cultural context as a flexible and respectful team player. Patience, cultural sensitivity, and application of contextual understanding in day-to-day work is required.
    Willingness to travel to IRC Kenya’s field sites or to new locations for partner assessment, as needed.
    Excellent written and spoken English essential.
    High-level of knowledge and practice with Word, Excel, Teams, Outlook, etc. required.

    Job Description
    Working under the guidance and supervision of the Snr. Nutrition Officer, The Nutritionist will lead the implementation of all nutrition related activities at the IRC run health facilities and communities in the refugee settlement and the surrounding host communities in Hagadera refugee camp. The Nutritionist will be responsible for providing training (nutrition), coaching, mentorship and technical support, including M&E for the nutrition program. Key areas will include, but not limited to the detection and treatment of acute cases of malnutrition; implementation of the prevention package of COMPASS, IMAM, IYCF, Maternal Child Health and Nutrition; supporting outreach activities that include surveillance and patient follow up; and preparing and submission of weekly and monthly reports as required.
    KEY RESPONSIBILIES:
    Programming

    Ensure quality and timely identification and treatment of medical complications associated with malnutrition in SC/OTP/SFP.
    Give and advise on the drug regimen for children in the SC, OTP and SFP programs.
    Participate in daily ward rounds in the SC ward with the medical team.
    Mentor the nutrition assistant staff and auxiliary nurses to manage patients with acute malnutrition as per protocol.
    Train and mentor IRC nutrition staff and other key stakeholders in GMP, IYCF and IMAM; especially the OTP and SC staff.
    Ensure the establishment of nutrition monitoring activities and train health staff in case detection and referral system.

    Qualifications

    Hold a Diploma in Food, Nutrition and Dietetics from a recognized College/University.
    MUST Registration and Up to date License with KNDI
    Possess at least three (2) years’ experience in implementing nutrition related activities in a busy hospital and community set up. 
    S/He must possess the ability to analyze and interpret both quantitative and qualitative programmed data.
    MUST have a valid certificate of Good Conduct.
    Must possess excellent planning and organizational skills.
    Must be able to work with minimal supervision.
    Must have cognate skills in computer applications.

    The Purpose of the Role

    The Program Development Advisor (PDA), East Africa will support country programs to pursue funding opportunities in line with IRC’s Business Development Strategy. Support will include all phases of the business development process, from opportunity identification to contract signature, including pre-positioning, partnerships building, proposal development, and due diligence phases. The successful candidate will have a strong track record of working on new funding opportunities in humanitarian and international development with a range of multilateral and bilateral donors (USAID, US Department of State, FCDO, EU and DG ECHO, GFFO, BMZ, Sida, SDC, World Bank, etc.), as well as experience collaborating with local partner organisations.
    The PDA will support business development for institutional donors in the IRC’s East Africa region, which comprises programs in Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda. Candidates who are from these countries and/or have significant experience in the region are strongly encouraged to apply.

    Scope and Authority

    This position does not have any line management responsibilities.

    Key Working Relationships

    Reports to Senior Program Development Advisor, East Africa.     Job Description
    Working under the guidance and supervision of the Mental health officer, the MH Psychosocial Counselor is directly responsible for the provision of Psychosocial services and assist individuals, groups, and communities in Hagadera refugee camp suffering from the effects of mental disorders, torture and war trauma in order to reduce their suffering, rehabilitate and enable them to rebuild their lives and communities.
    Key Responsibilities.
    In collaboration with site team and under the supervision of the mental health officer include and are not limited to:

    Provide comprehensive psychosocial counseling & Psychological First Aid (PFA) to address the mental health needs of the refugees and host community, at individual, group and community levels, to assist them recover from the traumatic effects of torture, war and forced migration.
    Support the MHPSS officer in the delivery of integrated community based mental health/Psychosocial (MHPSS) interventions including the identification and assessment of the psychosocial needs of clients.
    Actively promote the availability of comprehensive psychosocial counseling services and carry out, individual or group counselling (psychological first aid (PFA) and psychosocial support (PSS), basic psychoeducational sessions to children, adolescents and caregivers/ families (when needed).
    Actively engage the client and caregiver(s) to participate in the case management process and share information appropriately.
    Refer clients to other institutions for further assistance, when necessary, in line with the available local referral pathways, to ensure effective and efficient case management process.
    Plan and coordinate psychotherapy groups at the two Health posts and main hospital clinic mental health clinics, including selection of group members, planning the group process & group facilitation.
    Facilitate group counseling sessions with clients, such as couples therapy, family therapy and other forms of group therapy including those targeting postpartum mothers and persons living with drug addiction.
    Ensure that all work with clients is kept confidential and that ethical practices are always observed.
    Develop, plan and conduct trainings and awareness-raising sessions for the refugee mental health department staff, community health workers, community leaders, religious leaders, support groups, teachers, paraprofessional counselors, and other stake holders on prevention and in response to concerns identified.
    Ensure that all required documentation is completed in a timely and professional manner.
    Prepare and compile quality department psychosocial work plans, and weekly and monthly HIS reports.
    Keep files and statistics of daily activities and participate in team meetings to share experiences and discuss special cases with the supervisor, MHPSS technical advisor &/or consultant specialist when available.
    Inform and discuss with line manager any difficulties and problems of any kind arising during the day-to-day activities.
    Document best practice, case studies and learnings for reporting and evaluation purposes.
    Hold regular meetings with case workers and community mobilizers to monitor progress and discuss successes, challenges and way forward.
    Create an appropriate networking system with other and or relevant implementing partners, line ministries, hospital departments and community stake holders through referrals and advocacy.
    Oversee and conduct psychosocial assessments & plan individual case management of patients on follow up at the mental health department & ensure case management goals are properly achieved.
    Design and initiate appropriate psychosocial treatment plans for war trauma and torture survivors suffering from PTSD through individual or small group psychotherapeutic sessions and supervise, as necessary.    
    Provide mentorship of the mental health assistants working in the MH department through continuous education, guidance, supervision, and support.
    Design mental health trainings for the mental health workers and other stake holders.
    Take charge of the mental health department when the mental health officer is away from office.
    Sensitize, problem-solve, dialogue and mediate with the wider population in the camp about their psychosocial issues in order to raise understanding, develop coping strategies and encourage those who need psychosocial services to approach mental health team.
    Develop referral pathways and systems, and encourage collaboration between local partners, leaders, CBOS, INGOS & Government ministries.
    Attend inter-agency meetings to improve service delivery to our clients/groups and access opportunities to show case what IRC is doing in the camp.
    Assist with any other related activities/duties as assigned by the supervisor.

In this role, you will (i) push the ambition and drive the implementation of the Fund’s strategic vision as well as an external network of high-profile investors and advisors to the Fund; (ii) position the Fund to increase its size and scope and articulate its value proposition internally and externally, and (iii) continuously evolve and improve the Innovation Fund structure, including launching a new model for investing in external start-ups and entrepreneurs in the contexts where IRC operates.

    Key Responsibilities
    Strategy Implementation & Development

    Drive forward the vision and strategy of the Innovation Fund to enhance its potential for impact and scale.
    Launch a new arm of the Innovation Fund that invests in external start-ups and entrepreneurs, including identifying investors and promising investment opportunities, and demonstrating measurable results in impact, scale, and cost-effectiveness.
    Determine how to optimally allocate capital (beyond project grants/investments) to increase impact at scale.

    Fundraising and Partnership Management

    Support Director of Partnerships and frontline fundraisers on fundraising and external positioning of the Fund, including with ongoing investor relations, to increase capital for the Fund
    Drive Innovation Fund collateral development for investors and internal staff, including annual reports and other fundraising materials (pitch decks, concept notes, talking points, etc.)
    Shape, grow, and coordinate an external network of high-profile investors and advisors to the Fund as well as innovators and start-ups in the contexts where IRC works.
    Leverage networks to maintain an active pulse on innovations — within and outside the humanitarian space — relevant to IRC priorities.
    Establish strong working relationships with colleagues across the IRC to represent the Fund and source more grant opportunities.

    Fund Structure and Governance

    Dynamically manage portfolio success by evaluating historical and real-time data and determine the optimal risk profile of the Fund.
    Conduct research and analysis of peer funds to enhance idea sourcing strategies.
    Serve on the internal panel that reviews and assesses internal Innovation Fund applications.
    Lead the continuous evolution and improvement of the Innovation Fund structure, including the project selection process, to enhance impact and scale.

    Demonstrated Skills and Competencies:

    8+ years of relevant experience, including investing in start-ups/entrepreneurs in the Global South and/or demonstrated track record of portfolio management, and supporting early stage ventures to deliver on their growth and impact goals.
    Significant track record in fundraising and partnership development for innovation, tech, or ventures – either directly or part of a team delivering results in closing financing and partners

    Enhancing Women’s Resilience in Refugee Camps and Host Communities

    Purpose of the Consultancy/Objectives.
    IRC seeks a consultant to support the marketing and branding of refugee women’s products outside of the camp settings through private sector engagements and e-commerce development. The consultant will conduct a market assessment for opportunities on refugee women products and private sector linkage, conduct training on business development, e-commerce/ digital marketing for refugee women products and mapping of potential private sector members that support the access to markets, product development and linkage to relevant buyers. The consultant will further devise innovative strategies that diversify women and girls’ sources of livelihoods which include climate smart enterprises and sustainable agriculture such as crop diversification and organic farming for sustainable livelihood. The analysis should provide detailed understanding of the skills and capacities of target clients, as well as their desired market-relevant skills set. The assessment should also cover the key training opportunities available in institutions such as technical training and vocational institutions.
    The assessment will include a desk review of essential documents including existing reports, assessments, and government policies/strategies. Key Informant Interviews and Focus Group Discussions will also be conducted to gather additional insight and intel from actors including city officials, government authorities, NGO, service providers, and community members.
    Scope of Work
    The assessment seeks to answer the following key questions:

    What market-relevant skills do women refugees in Dadaab and Kakuma currently have? How do these skills differ among social groups (women, men, youth, refugees, and geographic differences)
    What skills do refugee women aspire to learn? How does this differ in age and gender? Why are these groups/ communities interested in these skills?
    What kind of training is available and accessible to communities for market-relevant skills?
    Who are the key collaborators (institutions, CBOs, government service providers) providing relevant skills training opportunities & certification in location?
    What are the opportunities for refugee women’s products and linkages to the private sector?
    What are the relevant e-commerce platforms that can be used by the refugee women to market their products?
    How can IRC apply the findings to identify new market avenues, improve the existing products through value additions and equip the women and girls with skills and knowledge to bridge the established capacity gaps?
    What are some of the climate-smart micro-enterprises that women and girls can establish and sustainable earn income for their livelihood?
    How can IRC support Women and Girls Safe Spaces (WGSS) to provide market-driven skills for economic independence for women? What are the viable skills that can be trained at the WGSS?
    What barriers (legal, education, experience, and informal social norms) do women and youth face in entering the selected priority value chains (especially male-dominated value chains)? What support is required?
    What are the competence-based skills that women can acquire that are primarily male-dominated to increase their ability to participate in the predominantly male-dominated markets?
    Conduct an in-depth private sector labour market analysis, identifying key gender disparities and inequalities.
    Identify best practices and successful initiatives private sector companies implement to promote gender equality in their workforce.
    Develop evidence-based recommendations for IRC and private sector stakeholders to advance gender equality and women’s empowerment within the private sector labour market.

    Methodology
    In developing the assessment, the consultant should consider the following:

    Desk review of essential documents.
    Primary data collection including:- key informant interviews (KIIs), and focus-group discussions (FGDs) with government officials (county and national), non-government partners, private sector, and the community.
    The consultant must ensure informed consent is provided for all interviews, focus group discussions and photographs.
    The consultant will specifically have briefing and debriefing meetings with the IRC’s Economic Recovery and Development Coordinator and Women Protection and Empowerment Coordinator at the commencement, mid-point, and conclusion of methodological implementation.

    Reports

    Inception meeting report that will include training/briefing on methodology Team, study report outline and assessment data collection tools for the study, work plan and budget.
    1st draft report and a professionally edited final report covering skills/labour assessment and legal framework summary findings
    Copies of original and cleaned data sets including field notes.
    Final report will include: Best practices review: Identify and assess best practices and initiatives implemented by private sector companies to promote gender equality.
    Recommendations: Develop evidence-based recommendations to IRC and private sector stakeholders to advance gender equality within the private sector labour market.

    Duration of The Consultancy
    The assignment is expected to be undertaken in October 2023 for a maximum of 30 consultancy days which includes tools review, desk reviews, development of the inception report and approval by the IRC, data collection, report-writing and validation meeting (detailed work plan, with clear timeline to be developed).
    IRCs Responsibility

    Pay consultancy fees at a mutually agreed rate after the successful completion of the consultancy and submission of the specified documents.
    Support with tool development and guidelines for the consultancy

    Budget
    There is a fixed budget for this piece of work. Based on the submitted work plan, payment will be done where daily fees shall be negotiated.

    50% of the fees will be paid upon signing of the contract.

    Qualifications
    Profile of the consultant

    A post-graduate degree in social sciences, Business Administration, economics, international development, or other related field.

    Payment processing

    The Purpose of the Role

    The Program and Award Officer is responsible for providing awards and partnerships management and operational support to country programs as well as to the regional unit. This role supports the Program and Award Advisor and country programs in their efforts to ensure successful implementation of IRC’s donor award requirements and reporting, ensuring basic compliance, accurate financial information, and good quality narratives on program outputs. The position entails the potential for limited in-country or remote support to country program Grants and Partnerships teams and/or regional teams. While the Program and Award Officer will work across East Africa’s donor portfolio, this role will support a particular on US Government, UN and other US managed portfolio of awards as agreed with the line manager.

    Key Working Relationships

    Reports to Program and Award Advisor. Works closely with Director Award Management, all Regional Program and Award Support team members, and across all teams within Awards Management Unit, Crisis Response Recovery and Development Department, Global Partnerships and Philanthropy, and other key departments within IRC.

    KEY ACCOUNTABILITIES
    Award Management and Compliance (60%)

    Support the Program and Awards Advisors and country programs in the management of the award portfolio for the region.
    Review, edit, and provide substantive feedback on donor narrative and financial reports, coordinating with and ensuring input from relevant staff prior to donor submission and submit reports in a timely manner.
    Assist Program and Award Advisor to provide key programmatic and awards related communications to donors.
    Assist Program and Award Advisor in the preparation, review, and submissions of new award agreements and award modifications, including liaising with various departments to obtain signed approvals and helping to complete modification packages.
    Support budget realignments and award amendments/modifications, where necessary.
